Meeting of the Eastern Regional Committee (ERC), National Council for Teacher

Education (NCTE) was convened on 19th

- 20th

December, 2013 at Conference Hall, ERC, NCTE,

15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below

were present at the time of the 166th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them

about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the

permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the

Committee for its due consideration and appropriate decision.

Regional Committee in its 165th meeting held on 5-6 December, 2013 due to

shortage of time and were again placed in this meeting.

without waiting formal letters from the office of ERC. The replies so

vouchers to ERC for taking appropriate action in the matter.

In view of the above, the committee decided as under:

minutes on the website, otherwise process for refusal of application will be initiated as per NCTE norms.

4. As per the VT report Science & Mathematics resource Centre, ICT resource Centre, Art & Craft Resource Centre

not available .

5. The Boundary wall is under construction and it is supposed to be completed within 2 months.

6. The practical’s equipments were stored in the library with music system, work experience, electrical goods like

Public address system, OHP, LCD etc but it is not well decorated.

1. As per VTR, building is under construction.

2. Regarding infrastructural facilities, it is mentioned that provisions are there in the building plan. Since the

building is under construction, exact provisions could not be ascertained.

3. Science, Psychology, Educational technology & language learning laboratories etc. not yet procured, since

the building is under construction.

4. Library resources is not yet procured since the building is under construction.

5. Consent letter for practice teaching from the different institutions not submitted. It is mentioned that

practice teaching will be made after completion of the building.

6. As per essential data sheet, the col. No. 11 to 24 is left blank and mentioning that the building is under

construction.


Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on the

above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act 1993

to the institution to submit its reply within 30 days from the issue of the letter before the Committee takes final

decision.

Assam are imparting B.T./B.Ed. courses without the recognition of NCTE since

1979 and 1962 respectively. (NCTE Hqrs. vide its letter dated 29.11.2013 placed

The NCTE Hqrs vide its letter dated 29.11.2013 has mentioned that two institutions in Assam viz Basic

Training Centre, Howly, Assam and Basic Training Centre, Golakganj, Assam are imparting B.T./B.Ed

course without getting the recognition of NCTE since 1979 and 1962 respective.

The matter is considered by the ERC and decided as under:

A letter may be sent to the Commissioner & Secretary, Govt of Assam. Education (Elementary) Department

with a request to furnish a complete status of these two institution for taking appropriate decision in the

matter.

102 166.11.10 Grant of relaxation for increase of intake capacity in the existing TTIs in the State

of Odisha (F.No. ERC/06-2/OR/2011)

The NCTE Hqrs vide its letter No. 48-9/2013/NCTE/N&S/A78554 dated 3rd

Dec 2013 considered by the ERC

regarding grant of relaxation for increase of intake capacity in the existing TTIs in the State of Odisha. The

NCTE hqrs directed that the formal letter of approval would however, be issued subject to the following two

conditions:

1. All staff as per the norms and standards of NCTE is in place by February, 2014.

2. There is an adequate budgetary allocation in the budget of the State Government for the year 2014-

15, for provision of requisite infrastructure as per the norms and standards of NCTE.

The committee considered the direction of the NCTE hqrs and decided as under:

1. A letter be written to the State Govt. to submit the following documents:

(a) List of the faculty for each institution duly countersigned by the Director T.E. & SCERT.

(b) Status of budgetary allocation of the State Govt. for the year 2014-2015 for provision of requisite

infrastructure for all institutions as per the Norms and Standards of NCTE.

2. As the VT letters has already been issued to the VT experts as well as institutions, hence, VT experts

be directed over telephone to inspect the institution as early as possible and submit the report within

15 days.

The Secretary, Bihar School Examination Board, Patna vide its representation No. 970 dated 06.06.2013

has informed the irregularities in the admission of students for D.El.Ed. course in the session 2011-2013

and requested for withdrawal of recognition of the institution.

The matter was considered by ERC in its 158th Meeting held on 23-24 July 2013 and as decided by ERC,

letter to the Director, Deptt. of School Education, Govt. of Bihar issued vide No. 20660 dated 05.09.2013

to inquiry the matter and submit its report to ERC, NCTE The letter is returned undelivered on

12.09.2013.

Meanwhile, the Director, Research & Training, Department of Education, Govt. of Bihar vide its letter

No. 881 dated 04.12.2013 received in this office on 10.12.2013 mentioning as under :-

“...the management of the institution is divided in two parts and the matter for

conducting examination to the session 2011-2013 is disputed. However, keeping in view of the

dispute in the Management, the State Govt. recommended that the recognition of the institution

may be withdrawn”.

2. The institution vide letter dated 12.12.2013 informed that the building is under construction and

requested 30 days more time to conduct the inspection.

3. As per Regulation 7(4) inspection shall not be subject to the consent of the institution rather the

decision of the Regional Committee to cause the inspection shall be final.


The VT experts may be directed to fix the date of inspection after 20 days from today and submit the report

within 30 days.
