Ways Our ELD Helps Increase Transportation Safety

Real-Time Coaching: The Pro-400 ELD device provides verbal, in-cab

coaching related to speed, aggressive driving and seatbelt use to ensure

safe behaviors are occurring throughout a trip.

Increased Attention on the Road: Our ELD includes a countdown timer to

break and audible alerts which let you keep your eyes on the road and give

you plenty of time to find parking before reaching HOS limits.

Less Intrusive Communications: In the past it may have been required to call

your administrator to relay HOS or location information. Now your

administrator can receive this information automatically through our

portal. No call is needed.

Quicker Inspections: Roadside inspections go faster when inspection

officials can verify HOS regulation compliance with a glance at a screen.

Driver Responsibilities—ELD Mandate Driver Logs: Drivers have more responsibility under the ELD Mandate!

Drivers need to review logs and certify them daily. Not doing so may result

in hours of service violations. You will be able to show inspectors a graph

grid display of your Records of Duty Status (RODS) and transfer them by

email, Bluetooth, or USB methods.

Driving Time: Driving hours cannot be adjusted by anyone

including the driver, an administrator, or ORBCOMM. Be accurate

in recording driving time! If you make an error, annotate it in the

log.

Log Edits: Under the ELD Mandate, you have more responsibility

for your logs than in the past. You must ensure the accuracy of

your records and certify each day’s logs. Your administrator can

suggest edits, but you must accept or reject the edits and certify

your own records.

Unassigned Driving Time, a.k.a. Unidentified Driver Logs: When

you log in, you must review any unassigned driving time and accept

or reject it. If you are a team driver, you can reassign time to your

team driver.

Automated Driving Status: Per the ELD Mandate, the ELD device will

automatically capture driving time when the vehicle exceeds 5 MPH.

• Exception: If the carrier has authorized Yard Moves or Personal

Conveyance, automatic driving time will not be captured when

using these statuses.

Yard Moves: If your carrier has assigned Yard Moves capability to you, you

must manually put yourself into this status. You must also put yourself

manually back into other statuses such as on duty, not driving when

finished.

Personal Conveyance: If your carrier has assigned Personal Conveyance

capability to you, you must manually put yourself into this status. You must

also put yourself manually back into other statuses such as on duty, not

driving when finished.

Roadside Inspection: You must be able to show inspectors a graph grid

display of your Records of Duty Status (RODS) and transfer them by email,

Bluetooth, or USB methods.

Device Malfunctions: If your ELD Device malfunctions, you must:

1. Notify your carrier of the malfunction within 24 hours

2. Create paper logs and graph grids for the current 24-hour period

and the previous seven (7) consecutive days unless you can

retrieve them from the ELD.

Required Documentation: You must always carry the following information

in your cab:

1. ELD user manual

2. Malfunction instructions

3. Roadside inspection instructions

4. Eight days’ supply of blank driver’s RODS graph grids

Log Into the Connect App 1. Turn the vehicle ignition on.

2. Ensure the in-cab device is powered on. This

is indicated by a green light on the unit.

3. Confirm the Wi-Fi connection is active on

your tablet that has the Inthinc Connect App.

4. Tap on the inthinc Connect App to open it.

5. Enter your employee ID and Last Name.

6. Tap the LOGIN button.

Connect to the Vehicle If you click on the Duty Status

section and it says No Network

Connection, you need to connect

to the Wi-Fi signal for your in-cab

device.

1. Tap Connect.

2. Tap the name of the ELD

Device on the list that

appears. This is usually

your vehicle name. It may

take a minute to locate

the device. Click Next.

3. Tap Connect then Next.

4. Tap Submit.

Initial Login and Status Indication

When you log into the Driver Interface it

will automatically put you in the last status

you were in.

1. Confirm your driver name displays

on the screen then tap the duty

status section.

2. Select your status. Click Next.

Electronic Logging Device (ELD) Dashboard The ELD Dashboard has the following items on it:

Interface Item Function

1 Slide out menu. Use this to access other functions of the Connect app.

2 Logged in driver. Displays the name of the current driver.

3 Driver ID. Displays the ID of the current driver.

4 Driver tab. Displays functions that focus on the driver. These include: HOS Logs, checking your hours, edit suggestions from your administrator, the Connect Driver Kiosk, Roadside Inspection, and Driver-Vehicle Inspection Reports (DVIR).

5 Vehicle Tab. Displays functions that focus on the vehicle. These include: Vehicle ID, Trailer ID, Service number, add fuel, inspection, occupants, and forms.

6 Wi-Fi connection/Vehicle Name. Displays the vehicle name and Wi-Fi connection currently in use. Tap to log into the ELD-enabled vehicle.

7 Ruleset. Shows the ruleset being used.

8 Export button. Tap this to open log export options.

9 Driver duty status section. Displays the driver status and timers. Tap to access driver status options like changing your status.

10 ELD status section. Tap this to view the ELD status and details. Device diagnostics and malfunctions are indicated here.

11 IFTA status section. Tap this to set IFTA off/on road status.

Change Your Status To change your record of duty status, follow these steps:

1. Click on the status indicator to change between On-duty Not

Driving, Driving, Sleeper Berth, Off Duty, and other statuses.

Status Definition

Off Duty Used during your off duty period.

Sleeper Berth Used when you are occupying the Sleeper Berth.

Driving Used when you are driving. Note: The Pro-400 ELD will automatically switch to driving status when the speed of the vehicle reaches 5 MPH. It is best practice not to manually select driving status but to let the ELD device to automatically switch to driving.

On-Duty Not Driving

Used when you are on duty but not driving.

Off Duty Waiting Used when you are off duty, waiting for the next steps. (i.e. load/unload, etc.)

Clear Driver, Off Duty

Logs the current driver out of the vehicle and indicates an off-duty status.

Clear Driver, Off Duty Waiting

Logs the current driver out of the vehicle and indicates an off duty waiting status.

Clear Driver, Sleeper Berth

Logs the current driver out of the vehicle and indicates a Sleeper Berth status.

Clear Driver, On-Duty Not Driving

Logs the current driver out of the vehicle and indicates an on-duty not driving status.

Accessing and Managing Logs In the event you need to add a status change to your Hours of Service log

for any reason, follow these steps:

1. Tap HOS Logs

2. Tap Add Event

3. Fill out the necessary

fields.

4. When complete, click

Submit.

a. The event will

be added to

b. The new even will be

added to the ELD data

file.

Reviewing Suggestions from Administrator Per the ELD Mandate, drivers are required to maintain and administer their

own records.

• Administrators can no longer manage and maintain records for

drivers.

• If the administrator identifies an entry that needs to be modified

for any reason, they can only suggest an edit.

• When an edit suggestion is made, the driver will receive a red

exclamation mark indicator on the Edits Suggestion button.

• Once a suggestion is submitted it is the driver’s responsibility to

review and accept or reject the suggestion.

1. Click on the Edits Suggestion button.

2. Tap Accept or Reject.

3. Your logs will automatically update for time that you accept. If you

reject a suggestion, it will return back to the administrator for

further research.

Certifying Logs Under the ELD Mandate drivers are required to certify their HOS logs every

24 hours. Certification is generally done at the end of the day as you are

going off duty and is part of the standard Clear Driver, Off Duty process.

1. Tap HOS Logs.

2. Tap Certify Log.

3. Tap Agree.

Unknown Driver Logs The Unknown Driver Logs are only available when connected to the vehicle

since they are associated with the vehicle.

To access the Unknown Driver Logs:

1. Tap the HOS Logs Button.

2. Tap the Unknown Driver Logs tab.

3. If there are any

unknown driver logs

that you need to add

to your records for

any reason, select

them and accept or

reject the records.

Device Malfunction If your ELD device malfunctions, do the following:

1. Record the date

and time of the

system failure.

2. Notify your

carrier of the

malfunction in

writing within

24 hours.

3. Your truck

should be

equipped with at least 8 days of paper Record of Duty Status logs.

Create paper logs as graph grids for the current 24-hour period and

the previous seven (7) consecutive days unless you can retrieve

them from the ELD.

Connect Driver Kiosk The Connect Driver Kiosk is a supplemental web tool that is used to

manage driver status and HOS logs when you are away from an ELD

enabled vehicle. The Kiosk uses many of the same interfaces that are

available in your ELD enabled vehicle. Driver Kiosk is accessible from any

device that is connected to the internet. Not all carriers opt to use the

Driver Kiosk, so consult with your provider if this option is available.

1. Navigate to the Driver Kiosk website your carrier provided to you.

2. Enter your account code, employee ID, and last name. Click Login.

Contact your system administrator if you do not have this

information.

3. You can do the following tasks in Kiosk:

a. Adjust duty status

b. View RODS graphs

c. See the ELD Header information

d. Select a date range to view

e. Approve HOS logs and Edit Suggestions

f. Add duty status events

Log Out of the Driver Interface At the end of your time in the vehicle you must log out of the Connect app.

1. Tap the Duty Status section.

2. Scroll down and select one of the “Clear Driver” statuses. “Clear

Driver” will log you

out of the vehicle.

They also indicate

what will occur after

you log out (Waiting,

Off Duty, Sleeper

Berth, etc.)

3. Optional: Leave a

comment.

4. Answer any post-trip inspection questions the device presents to

you.

5. Tap Next.

6. Answer any additional questions the device presents to you.

7. Tap Submit.

8. You are now logged out of the vehicle.

Roadside Inspection The roadside inspection interface is a read-only, all in one view of your

drivers logs, specifically for review by a DOT compliance inspection officer.

If you are pulled over for an inspection you will open this screen and

present your mobile device to the inspecting officer.

3. If the officer requests, you can transfer the logs electronically by

Email, Bluetooth, or USB.

a. Tap the Export Button.

b. Tap the method you would like to use to export the logs.

c. Respond any on-screen instructions or questions.

d. The file transfer will start automatically.

Appendix: Selected Sections From 49 CFR § 395 49 CFR § 395.34 ELD Malfunctions and data diagnostic events.

(a) Recordkeeping during ELD malfunctions. In case of an ELD malfunction, a driver must do the following:

(1) Note the malfunction of the ELD and provide written notice of the malfunction to the motor carrier within 24 hours;

(2) Reconstruct the record of duty status for the current 24-hour period and the previous 7 consecutive days, and record the records of duty status on graph-grid paper logs that comply with § 395.8, unless the driver already possesses the records or the records are retrievable from the ELD; and

(3) Continue to manually prepare a record of duty status in accordance with § 395.8 until the ELD is serviced and brought back into compliance with this subpart.

49 CFR § 395.30 ELD record submissions, edits, annotations, and data

retention.

(a) Accurate record keeping. A driver and the motor carrier must ensure that the driver's ELD records are accurate.

(b) Review of records and certification by driver.

(1) A driver must review the driver's ELD records, edit and correct inaccurate records, enter any missing information, and certify the accuracy of the information.

(2) Using the certification function of the ELD, the driver must certify the driver's records by affirmatively selecting “Agree” immediately following a statement that reads, “I hereby certify that my data entries and my record of duty status for this 24-hour period are true and correct.” The driver must certify the record immediately after the final required entry has been made or corrected for the 24-hour period.

(3) The driver must submit the driver's certified ELD records to the motor carrier in accordance with § 395.8(a)(2).

(4) If any edits are necessary after the driver submits the records to the motor carrier, the driver must recertify the record after the edits are made.

(c) Edits, entries, and annotations.

(1) Subject to the edit limitations of an ELD, a driver may edit, enter missing information, and annotate ELD recorded events. When edits, additions, or annotations are necessary, a driver must use the ELD and respond to the ELD's prompts.

(2) The driver or support personnel must annotate each change or addition to a record.

(3) In the case of team drivers, if there were a mistake resulting in the wrong driver being assigned driving-time hours by the ELD, and if the team drivers were both indicated in each other's records for that period as co- drivers, driving time may be edited and reassigned between the team drivers following the procedure supported by the ELD.

(d) Motor carrier-proposed edits.

(1) On review of a driver's submitted records, the motor carrier may request edits to a driver's records of duty status to ensure accuracy. A driver must confirm or reject any proposed change, implement the appropriate edits on the driver's record of duty status, and recertify and resubmit the records in order for any motor carrier-proposed changes to take effect.

(2) A motor carrier may not request edits to the driver's electronic records before the records have been submitted by the driver.
