Czech Republic Hasa Chance to Becomethe Logistics Hub of Central Europe

The Czech Republic’s accessionto the EU has become animportant impulse for change inthe transport sector, a drivingfactor in the Europeanintegrat ion process. Theimportance of transport isillustrated by the fact that,together with logistics services,it accounts for approximately 10 % of GDP creation in theCzech Republic. This sectoremploys some 270 000 people,the equivalent of about 8.2 %of jobs in the country1). Logistics

activities related to the transfer of goods, i.e. mainly transport,currently make up about 38 % of all logistics expenses inEurope. The allocation of production units in new membercountries increases demands on the mobility of goods, persons,as well as information flows among the newly formingEuroregions. The EU expects that, as a result, the exchange ofgoods among the present and new member states will rise byup to 14 % annually till the year 2010. After having joined theEU and having removed certain barriers to enterprise, the CzechRepublic now has the chance of becoming a European logisticsjunction.

Growth of Logistics CentresThe dynamic development of the logistics services market in theCzech Republic has attracted the entry of leading worldproviders of global logistics services over the last few years. Thishas been reflected in the building of a new modern logisticsinfrastructure. The largest distribution parks in the CzechRepublic today include the D1 ProLogis Park Prague, whichoffers 120 000 sq.m of storage area, the D5 Logistik Park nearRudná with an area of 106 000 sq.m, and, last but not least,CentralTradePark at Brno-Modřice, with roughly the samecapacity as in the previous case. In addition, a new D8Distribution Park under construction close to the D8 NorthPointon the northern outskirts of Prague is to offer up to 140 000sq.m of storage area by 2007, and new projects are also to belaunched in Brno. This list shows that the strongestconcentration of these logistics capacities exists mainly in thevicinity of Prague, or rather the D1, D5, and D8 motorways, andthen along the D1 motorway in Brno. However, in the long termthe positioning of logistics facilities merely alongside large-capacity motorway and road networks is not sustainable, fortwo reasons in particular. Overall logistics expenses have begunto reflect the rise in the costs of road transport, and the slow

The Czech economy has been generatinggood news. GDP growth averaged 5 %during 2005, driven mainly by foreigntrade, the balance of which was in blackfigures and the surplus was achievedmainly in trade with EU countries and withthe USA. The Czech Republic’smembership of the EU has simplified theexport of goods – in a survey conductedby DHL and GFK last year this opinion wasexpressed by 63 % of the 251 Czech firms

questioned. EU countries, especiallyGermany and Slovakia, remained the keymarkets for Czech exporters.

Situation from the Perspective of Logistics Criteria

In a Cushman & Wakefield Healey & Bakerrating, which applies criteria such as theaccessibility of the market, the quality ofinfrastructure, the availability of the labourforce, and the cost structure, the Czech

Republic ranks fourth in Europe afterFrance, Germany, and Belgium (Poland is7th). For example, the cost of rentingspace for logistics centres is on averageone third lower in this country than inGermany. Out of the sixteen countriesrated, the Czech Republic allows the mostcost-effective logistics operation – it haslower real estate prices, labour costsamount to one fifth of those in Germany,the costs of logistics services are also

development of the motorway and roadnetwork is reducing the capacitypotent ia l of road transport andconsiderably affecting its reliability.

Transport Policy 2005–2013The Czech Republic’s transport policy forthe years 2005-2013, approved by theGovernment in July 2005, forms thebasic framework for the development ofthe transport sector in the medium term.The key issue of this strategy is a changein the division of transport labour, thereason being the steep increase in roadtransport over the last few years and theslump in railway transport. It is for thisreason that we want to increase theappeal of railway transport, which hassufficient haulage capacity and can becompetitive in prices under certainconditions. In addition, it is moreenvironmentally friendly compared toroad transport. However, ra i lwaytransport has a disadvantage in that, atpresent, it is mostly unable to serve theend customer, i.e. provide door-to-doortransportation. A change in this dependson the existence of a certain type ofinfrastructure that will create theprerequisites for cooperation betweenthese forms of transport and allowgoods and information to be transferredbetween them - the existence of publiclogistics centres. It is in the publicinterest to have in place the best andmost effective transport services possiblein any particular territory, and toel iminate the negative effects ofgrowing road transport.

Strategy for Logistics Support fromPublic Sources

The project entitled "Strategy for

Logistics Support from Public Sources"aims at influencing the distribution oflogistics services in the Czech Republicwith regard to the above mentionedfacts.

The role of the state can thus beanalogical to the support of industrialzones. We assume that it will include thefinancing of land, or rather its purchase,its networking both in terms of transportinfrastructure and telecommunications,as it is not possible to separate the flowof goods from the flow of information.The expected benefits of this supportshould be, among other things, theconcentration of traffic streams in

freight transport, the creation ofconditions for a more extensive use ofrailway and water transport, the betterutilisation of investment for example in modernis ing backbone rai lwaynetworks, improvements in logisticsconditions for small and medium-sizedbusinesses and, last but not least, thecreat ion of condit ions for thedevelopment of city-logistics. ■

lower. This has led an increasing numberof West European and overseas businessesto launch projects to establish theirEuropean or regional logistics hubs in theCzech Republic.

Boom in Constructionof Industrial and Logistics Parks

in the Czech Republic The boom began in the second half of the1990’s and has lasted, or ratherintensified, up until the present day – 920 000 sq.m were built between 1995and the end of 2005, of which 140 000sq.m were built in 2004 and roughly 200 000 sq.m in 2005. Most of this spaceis situated around Prague in the vicinity ofmotorways. Concerning logistics facilitiesused by logistics services providers, 43 %of them are situated in Prague or itsimmediate surroundings and another 32 % are in central Bohemia - meaningthat 75 % of the facilities are located inthe central part of Bohemia. In the lastfew years interest has been rising inconstruction at localities around Brno,Plzeň, Hradec Králové, and Ostrava – asa result of this demand approximately 20 % of logistics facilities are now in theeastern part of the country and 5 % in thewest.

Investment in Logistics CentresComes from Abroad

According to Cushman & WakefieldHealey & Baker, developers have investedmore than approximately EUR 501.5million in industrial and logistics parks inthe Czech Republic in the last ten years.This mostly concerned sites intended forlease. As the construction was based onpre-lease, almost 99 % of the space hasbeen occupied, which is the highest rateachieved in Europe. The inflow of foreign Ph

companies and demand for such areas areso high now that developers have beganbuilding facilities without specific ordersand do not consider this to be risky. Let usnote that in the next five years 34 largeforeign companies plan to relocate toPrague (and/or other places in the CzechRepublic). This is the second highestnumber in Europe after Poland – 41 areplanning to go to Warsaw, 32 to Moscow,22 to Paris, and 20 companies areplanning to go to London. Theoverwhelming majority of developersoperating in the Czech Republic areforeign companies: 30 % of sites havebeen built by Dutch developers, led byCTP with a 27 % share of the market (248 000 sq.m of area), ProLogis of theUSA has a 16 % share, followed by Viterraof Germany with 13 %.

At present, over 30 industrial andlogistics parks are in operation or under

construction in the Czech Republic. connected to motorways(except for Westpoint DC,situated 8 km from thenearest motorway),however, only one park(Westpoint DC) isequipped with a railwaysiding. All are situated inthe vicinity of Prague.

Possibilities ofOutsourcing Logistics –

Providers of LogisticsServices in the Czech

RepublicThe annual turnover oflogistics services in theCzech Republic isestimated at EUR 1.6billion, with the potentialof a 15 - 20 % year-on-year increase. There areover 200 firms operatingin the branch. Practicallyall the major supranationalproviders of logisticsservices are present on themarket. According tofindings of the CzechTrade Office, 43 % ofcompanies considerthemselves as pureforwarders, and 21 % and18 % of companiesdescribe themselves as 3PLand 4PL providersrespectively. 70 % ofproviders are holders ofISO certificates. Most have2 – 5 large customers,their largest contracts arethose with multinationals.

The Logistics Book ofLists for 2006 (Systémylogistiky journal – ATOZPublishing) ranks firmsproviding "full services"by their turnover fromlogistics services (in EUR thousand 2004)as follows (the TOP 10 and their mostsignificant clients are presented here):

Logistics –Tool for Successful InternationalCooperation

Role of the Czech LogisticsAssociation

The Czech Logistics Association (CLA) isfocusing its attention at present on themonitoring of the current situation on themarket and is helping business entities toincrease their competit iveness byproviding them with the necessarypractical knowledge. The CLA implementsthese activities mainly in the form of well-targeted seminars, cooperation with theprofessional press, participation ininternational fairs, and especially byorganising regular internationalconferences. In 2005 the CLA participatedactively in the two most importantlogistics fairs in Central Europe: TransportLogistic in Munich at the turn of May andJune, and the International Fair forTransport and Logistics in Brno at thebeginning of October. The Brno fairparticularly presented an overview of theassociation’s major activities. The CLA wasan expert guarantor for the fair’saccompanying programme, it organisedthe 10th International LogisticsConference held under the auspices of theCzech Minister of Transport and attendedby many foreign participants. Prominentforeign guests included Graham A. Ewer,President of the European LogisticsAssociation (ELA). The Czech LogisticsAssociation is an active ELA member, andon this basis works to increase thefrequency of international contacts for itsmembers.

The close ties that exist between thePresidium of the Czech LogisticsAssociation and its members guaranteea flexible response to members’ currentneeds. Close relations with universitiesand leading consulting and education-providing firms furthermore guarantee therapid transfer and application ofinformation and latest findings from thedevelopment in this branch. The highlightof 2006 will be the 11th InternationalLogistics Conference, which will takeplace in Prague on 22 and 23 June 2006.

Czech Republic – an ImportantLogistics Link in Europe

The Czech Republic’s position in thecentre of Europe, its fair ly goodinfrastructure, and qualified workforcelargely predestine this region to becomea major European logistics link. All these

are reasons why, onthe one hand, leadingforeign logistics firmshave been coming tothe Czech market and,on the other, a numberof new successfulCzech business entitieshave been set up in thearea of logistics. TheCzech LogisticsAssociation ismonitoring thisdevelopment andseeking ways to helpthis trend to continuesuccessfully. It isapparent that gradualcentralisation is underway in this area as wellas, for example, inretailing, with largemarket playersincreasingly gainingpredominance andgradually dictating theconditions of business.This process wasaccelerated by the EUenlargement, whichbecame a stimulus forthe substantialexpansion of activitiesby Czech firms on theone hand, but whichfacilitated the access ofcompetitors fromabroad to the Czechmarket on the other.A solution offering good prospectsappears to be the establishment of specialpurpose firms of a new type. These arestrategic alliances of a new generation,which team well-established providers oflogistics services with a number of otherspecialised entities in the area ofinformation technology and systemengineering for logistics management.The emergence of such alliances ofvarious types helps also smaller players inthe logistics market to operate as equaland fully-fledged partners.

Czech Logistics is DevelopingSuccessfully

The application of logistics principles tothe management of firms has made great

progress in the Czech Republic and theCzech Logistics Association hassignificantly contributed to this fact.Response at international meetings showsthat Czech logistics and its representativesare acclaimed for the results attained overthe last ten years. We are entering Europefree of handicaps, and are appreciative ofthe acknowledgment of this factexpressed by our partners. Logistics hascreated and continues to create the scopefor new forms of bilateral and globalcooperation and it is only up to Czechentrepreneurs to make use of it.

Intermodal Transport – Way to BetterEnvironment

The political and economic integration ofEurope and the development of worldtrade lay extraordinary demands ontransport. Especially road transportoperations are expanding and impactingnegatively on energy needs and the stateof the environment. A way to improvingthis situation is the broader application ofintermodal transport. These problems aredealt with on a system basis by the CzechIntermodal Association - ARIP.

Mission of the Czech IntermodalAssociation - ARIP

The founding organisations of theIntermodal Association were Česképřístavy (Czech Ports), a.s. Praha, ESA s r.o.Kladno, and the University of Pardubice.Nowadays, the Association’s membersinclude also the Faculty of TransportationSciences of the Czech Technical Universityin Prague, the Transport Research CentreBrno, CARU s r.o., A.R.D. CENTRAL s r.o.,and other companies which put mind todevelopment in intermodal transport andrelated activities. The Czech IntermodalAssociation is also a member of theEuropean Intermodal Association (EIA)based in Brussels and has contacts witha number of foreign universities and otherinstitutions. ARIP represents and promotesthe common interests of theAssociation’s members. It preparesconcepts for the support of theintermodal system in the Czech Republicand of its integration into the Europeanintermodal system. It is a partner to stateand non-state authorit ies andorganisations in the drafting of laws thatconcern intermodal transport. It alsocooperates with members of internationalorganisations which pursue similaractivities abroad.

The professional task of the Associationmembers covers the following fields:transport policy of the Czech Republic andthe EU, including legislation andintegration into the EU, GIS transportdatabases, intermodal and combinedtransport, integrated transport systems,the impact of transport on theenvironment and on town and countryplanning. ARIP is also engaged in certainactivities and special services such asproviding expert opinions andconsultancy, analyses and forecasts,mediating transport projects both

domestic and international(co-financed from EUfunds and PPP),establishing cooperationwith foreign universitiesand other organisations,and organising seminarsand conferences, includinginternationals.

ARIP ActivitiesIn the last few years the Czech IntermodalAssociation ARIP has itstarget in the connection ofuniversity capacities withentrepreneurial subjects inorder to solve intermodalprojects. One of the firstprojects named T-NEG(Transportation in the NewEU-member countries andGermany) was initiated by the DresdenUniversity of Technology. By order of aninvitation by the Federal Ministry ofEducation and Research and the DresdenUniversity of Technology, therepresentatives of ARIP participated on22nd–23rd September of 2003 in the19th International Conference on Trafficand Transportation Sciences and on theaccompanying programme – a workshopabout the possibi l it ies forGermany’s cooperation with new EUmembers.

In conclusion of the workshop, theparticipants signed the DresdenMemorandum (Dresdner Memorandum),expressing their will to develop, harmonise,and integrate transport research betweenthe Federal Republic of Germany and thenew EU member countries, and to launchjoint projects. The following T-NEGworkshops were held at the University ofPardubice (2004) and at the University ofŽilina (2005). The fourth workshop willtake place in Vilnius in May of 2006.A concrete result of the T-NEG project isthe formation of a network of universitiesand other specialised workplaces incountries of the CADSES area.

A-B Landbridge 2 InternationalProject

The Czech Intermodal Association and theJan Perner Transport Faculty of theUniversity of Pardubice will participate in

another significant international project.Together with other institutions we willsolve the A-B Landbridge 2 internationalproject, which aims to facilitate thedevelopment of intermodal transportbetween the Baltic and Adriatic Sea areasby creating a communication networkamong seaports and regions, assessingpotential opportunities for thedevelopment of the transport marketsbetween ports of the Baltic and Adriaticareas, with the use of multimodalcorridors and logistics centres across allcontinental Europe.

The project is led by Italy’s Venice Region(Regione Veneto). The internationalconsortium is formed by 25 partners fromthe participating countries, which areGermany, Poland, the Czech Republic,Austria, Slovenia, Croatia, and Italy. Thebudget of the project is 2 500 000. Theduration of the project is proposed for 18– 20 months. The team which solves thattask is formed by representatives frompublic institutions, regions, ports andoperators, private firms, and universities.

An important aspect for the CzechRepublic is that it will support theimplementation of North-Southmultimodal corridors (rai lways,motorways, waterways), includingcorridors from Poland, and will identifylogistics hubs in the Czech Republic inrelation to their European network.

Road Toll in the Czech Republic to Bring More Funds for the Development of Transport Infrastructure

In the Czech Republic, fees are chargedfor the use of a specified network ofmotorways and high-speed roads. A feeis understood as an amount paid for theauthorisation to use a road for a certainperiod of time (a day, week, month oryear). A more just, and more preferred,system is payment based on actual use,that is, a fee (toll) for a distance actuallycovered on specified sections of roads.

Electronic TollAs regards the toll collection technologyfor the use of motorways, the traditionalmanual collection is currently beingreplaced by electronic collection systems.The most modern ones are designated asMultilane or Free Flow.

The main reason for introducing anelectronic toll system in the CzechRepublic is to gain more funding for thefurther development of the transportinfrastructure. Another major reason isto start harmonising fees for the use ofroad transport infrastructure, therebyhelping to increase the competitivenessof railway transport in relation to roadtransport, and to partly transfer haulagefrom road transport to railway transport.The EU transport policy is aimed atmaking all heavy road freight transportliable to fees so as to cover all the publiccosts involved. The Czech Republic’s newtransport policy for the years 2005-2013has adopted this concept in i tsguidelines and principles.

Collection of the Toll In the Czech Republic, the toll is to becollected from trucks exceeding 12tonnes on 970 kilometres of motorwaysand high-speed roads as of 1 January2007. The Czech Ministry of Transportestimates that this will apply to thefollowing numbers of vehicles: • in the category of vehicles exceeding

12 tonnes it would be 60 000 – 65 000Czech vehicles and 30 000 - 35 000foreign vehicles

• in the case of an extension to thecategory of vehicles exceeding 3.5tonnes it would be 105 000 – 115 000Czech vehicles and 35 000 – 45 000foreign vehicles.

As of 2008, the fees should be extendedto specified routes of 1st category roads.The length of paid roads would thusincrease to 2 100 kilometres. The toll ratesmust be based on EU law. Toll rates can bediversified according to vehicle emissioncategories. For the worst vehicles that stillmeet the EURO 0 standard, the rates maybe up to 100 % higher than for the EURO5 category. Another rate diversificationmay depend on day and night timing. Inthe highest-priced part of the day the ratemay be raised by up to 50 % above thenormal rate for the particular vehicle.Discounts may be granted to the frequentusers of paid roads.

Slowdown in Truck TransportGrowth

During the first year of the CzechRepublic’s EU membership the numberof trucks on the country’s roadsincreased by half. In 2004, approximately800 000 trucks crossed the CzechRepublic’s borders each month. In theensuing period, the intensity of trucktransport grew similarly as in the rest ofEurope, i.e. by about 5-6 % annually.A slowdown is expected after theintroduction of the toll. No substantialdecrease in the number of trucks onCzech roads can be predicted, however.Even stabilisation and a stop in the

Microwave toll will be in operation in the Czech Republic

growth of the number of trucks onCzech roads could be considereda success. Indeed, some foreignoperators will be motivated to use othermodes of transport, especially railways.The toll will bring more possibilities forthe regulation of heavy vehicle traffic onroads. The Government will be able toset lower rates not only for ecologicalvehicles, but for example also fortransport at night, when motorways areless used.

After the toll has been introduced onthe specified roads, the users of theseroads may react by avoiding the paidsections. This is an alternative that mustbe taken into account. Whether this willin fact take place cannot be verified untilthe system has been put into operation.Traffic on the potential detour routes willbe monitored. If the traffic intensity ofvehicles liable to fee payment is proved toincrease because of avoidance of the tollroads, appropriate measures will betaken.

Road Toll Will Improve Conditionson Transport Market

Selection of Toll System Supplier Four consortia composed of 18 firmshave submitted bids in the tender for the

supplier of the toll system in the CzechRepublic. The government-appointedselection committee selected Kapsch ofAustria as the winner. The firm plans tobuild a microwave system and operate itfor ten years at EUR 738.75 million.However, the Office for the Protection ofCompetition (UOHS) received twocomplaints against the result of thetender. One was submitted by the Mytiaconsortium and the other by a privateperson. A decision by the UOHS anti-monopoly office is still lacking fora contract to be signed with the winnerof the electronic toll system tender. ■

Czech Universities Are Well Disposed to Logistics

Demands on Logistics ManagersSpecialised knowledge in logistics,supply chain management, strategic andproject management seem to be gainingin importance at present; the knowledgeof logistics technology or informationand communication technology is not ascrucial. With the globalisation oflogistics chains, the knowledge oflanguages also occupies a top position.This trend is supported by certificationprogrammes. The European LogisticsAssociation (ELA) has created theEuropean Cert i f icat ion Board forLogistics (ECBL), which has been joinedby the national logistics associations ofthe United Kingdom, Germany, Finland,Spain, Switzerland, the Netherlands,Belgium, Austria, Poland, Italy, Sweden,Russia, the Republic of South Africa,Hong Kong, and also the Czech Republic(the Czech Logistics Association).Institutions in these countries awardinternationally recognised certificatesthat standardise the professional level oflogistics experts and facilitate their roleon the labour market. A programme ofspecialised certificates has also beenlaunched by the International Federationof Freight Forwarders Associations(FIATA).

Experience of the Oldest UniversityLogistics Department in the Czech Republic

The Department of Logistics at theUniversity of Economics in Prague (VŠE)was founded in 1990, as a successor tothe Department of Transport andCommunication Economics, which hada tradition dating back to the 1950’s.The VŠE is a university ranked amongsixteen prestigious European universitiesthat offer education in economics andmanagement – since 1998 it has beena member of the Community ofEuropean Management Schools (CEMS).Only one school from each country maybe a member of this community. The VŠEis also the only school in Central andEast Europe with membership in theworld-wide network of prestigiousschools under the Programme inInternational Management (PIM) since1999. The Department of Logistics isa full member of the Czech LogisticsAssociation, which is itself a member of

the European Logistics Association, andan associate member of the Associationof Forwarding and Logistics of the CzechRepublic, which belongs to FIATA andCLECAT (www.clecat.cz).

The Department of Logistics, part ofthe VŠE Faculty of BusinessAdministration, acquaints students withlogistics and supply chain managementas part of managerial subjects. Thedepartment trains MA-level logisticsmanagers in a special isation thatcombines logistics with internationaltransport and freight forwarding. Its 80 -100 graduates each year find very goodpositions especially with providers oflogist ics services, forwarders andhauliers, but also in industrial firms andbusiness companies. The Departmentalso educates top experts in doctoral

studies. It has made excellent experiencefrom extensive cooperat ion withbusinesses – for example, one of thecontractual partners of the Faculty andthe Department is EXEL AutomotiveLogistics of the UK, where selectedstudents may undergo a half-yearinternship.

Students are thus prepared for a quickadaptation to any company logisticsenvironment as well as for the fulfilmentof certification requirements – indeed,the basic literature from which theystudy, the Czech publication - Logistics(Supply Chain Management) for the 21stCentury - is directly recommended bythe Czech Logistics Association forcertification under the ECBL ELA system.

Prague International Airport ExperiencingUnprecedented Prosperity

Prague-Ruzyně Airportis a public civil airportfor domest ic andinternational air traffic,for both scheduled andunscheduled transport.I t has undergonesignificant developmentrecently. Investment hasbeen targeted atmodern technology andas well at measures tolower noise forinstance. The newterminal , North 2,opened in the middle of

January 2006, will be further extended.

Ruzyně Airport is recording unprecedented growth.How does it compare to other Central European

airports?

The latest statistics of Airports Council International (ACI)show that Prague Airport ranks 29th to 30th amongEuropean airports. For comparison - London Heathrow ranksfirst with over 60 million cleared passengers, followed byParis–Roissy and Frankfurt with almost 50 million passengers.Helsinki, Lisbon, and Berlin are just ahead of us. On the otherhand, the statistics put Hamburg and Nice below the CzechRepublic. If we compare with airports from the formercommunist bloc, excluding Russia, then the Czech Republicranks first.

The new building of the North 2 Terminal, the flyoverand other related buildings of the EUropa project were

opened in mid-January2006. What investment

will the project demandand what benefit will it

bring to the internationalairport?

The whole EUropa projectwill require approximatelyEUR 323.2 mi l l ion asopposed to the originallyplanned EUR 404 million.

The cost of building of the new te rmina l hasamounted so far to EUR276 million. The building ofthe terminal alone, thelargest structure of thepro jec t , cos t EUR 111million. In addition to it,a new bu i ld ing nowconnects the new and oldhalls, and the new pierC makes i t poss ible toboard aircraft directly. Both

were opened for service in September, well before thedeadline. The project includes other facilities, such as anaccess flyover, a collector, etc.

The North 2 Terminal will naturally further increase thecapacity of Ruzyně Airport - we expect it to rise by 4 millionpassengers each year. Another one of its important functionsis that flights to and from countries of the SchengenAgreement are separated from the others. The new terminalwill handle flights to countries of the Schengen area.

What is the current status of the project for theconstruction of a parallel runway in connection to the

expansion of the airport’s capacity?

We assume that the construction of a parallel runway willbegin at the end of 2007. A process is currently underway toassess the environmental impacts. A ruling is to be made inthe course of 2006 and we currently assume that the runwaywill be put into full operation in 2010.

What measures have you taken against noise pollutionaffecting the inhabitants of the towns and villages in

the surrounding area?

In 2005 Prague airport spent EUR 3.5 million on anti-noisemeasures – i.e. replacement of windows and French windows.The complete replacement of windows with plastic or woodenones with required air soundproof properties has been carriedout since 1998. This concerns protected rooms in blocks offlats and family houses – i.e. living rooms, bedrooms,children’s rooms, and kitchens. The measures also apply toschools, nursery schools, health and social facilities. Since1998 Prague Airport has invested a total of EUR 14.7 millionin noise reduction measures.

The X-rayscreening machines forsecurity checks are locatedright behind the passportcontrol and not just outsidethe aircraft boarding areas,as is the case at North 1Terminal. The entire transitarea of the new terminal isthus a security zone. Thismeasure wi l l fac i l i ta tesmooth operation at theairport.

What will Prague Airportbring in 2006? What are

your ambitions?

The airport will naturally continue to invest in moderntechnologies in order to make increasing use of its potential.North 2 Terminal will be extended further. Six new gates are tobe built directly in the terminal building. A sewage treatmentplant is to be completed, as well as complete facilities for the

supply of fuel at Prague Airport. This will include a new fueldepot and hydrant system.

Czech Airlines Handles Giant Chinese Freight Carrier

České aerolinie, a.s.(CSA, Czech Airlines)is the largest national air carrier in thenew member countries of the EuropeanUnion measured by number oftransported passengers. In 2005 thenumber exceeded a record 5 million. Thisis a 20 % year-on-year increase, and atthe same time represents the highestnumber of transported passengers in thehistory of CSA. At present the airlineoffers connections to 119 destinations in52 countries worldwide.

It has been a member of SkyTeam –a leading world alliance of air carriers -s ince 2001. CSA is expandingincreasingly to new areas of business.The significance of cargo transport isalso on the rise and CSA has one of themost modern cargo terminals in Centraland East Europe. The airl ine alsoprovides ground services, aircraft repairs,and catering for a number of other aircarriers.

CSA Adds Modern Aircraft to its Fleet

The CSA Cargo terminalhouses the offices of several majorforwarding and air-shipping companies,including Česká pošta s.p. (Czech Post)and DHL. The latter is also provided byCSA Cargo with aircraft handlingservices. Since 2004, when ChinaAirlines launched its first regular longhaul cargo flight to Prague RuzyněAirport, CSA Cargo has been handlingthe company’s Boeing 747 – 400F. ForSaudi Arabian Airlines, CSA not onlyhandles its aircraft but at the same timerepresents the company as its generalsales agent for the Czech Republic. CSACargo performs similar services forKorean Air, acting as its general salesagent for the Slovak Republic as well.

Urgent Deliveries to Brussels and Vienna

Thanks to its membership in theSkyTeam Cargo alliance, CSA Cargooffers flexible world-wide consistentservices and products. In 2005 the salesnetwork of its product - Equation - wasextended to include Brussels and Vienna.This is a transport service for urgentconsignments that offers the advantageof minimised handl ing t imes atdeparture and destination points,inc luding the guarantee thatconsignments will be loaded on the firstpossible flight without the necessity ofprior booking. Guaranteed times ofprocessing are 90 minutes after flightarrival for imported items, and 90minutes before flight departure forexported items, the latter being as shortas 60 minutes in Vienna!

Variation PharmaAt the 2005 Transport Logistic Fair inMunich, SkyTeam Cargo launched itsVariation Pharma complete product lineon the market. It is designed for thetransport of medical, pharmaceutical,and biotechnological goods that requirespecial care and attention, especiallyprotection against extreme temperaturesand climatic conditions.

Depending on the customer’s wishes,CSA Cargo also offers charter cargotransport by means of the mostappropriate, type of cargo aeroplane. In

addition to air transport, CSA Cargo alsooperates regular and i r regularcomplementary air transport – trucktransport with the poss ib i l i ty ofconnecting to air transport at a suitablepoint during transfer. The followingfigures better illustrate the capacity ofthe terminal and the business results ofCSA Cargo: in 2005, a total of 31 460tonnes of goods were handled at theCSA Cargo terminal and CSA Cargotransported a total of 23 374 tonnes ofgoods and mail.

Čechofracht a. s. is a leading Czechprovider of comprehensive freightforwarding and logistics services. Clientsare provided with services in storage anddistribution logistics as well as all modes oftransport (road, rail, sea, and air). Company History Čechofracht was set up as a joint stockocean shipping company on 1 January1952. Čechofracht’s position strengthenedsignificantly in 1958, when internationalforwarding was added to its list of businessactivities. A year later, the ocean shippingchapter in Čechofracht’s history was closed,as these operations were transferred to theCzechoslovak Ocean Shipping company. In1963, Čechofracht became the firstorganisation in the countries of the formerEastern bloc to be admitted to FIATA, theInternational Federation of FreightForwarders Associations, a step symbolic of appreciation for the company’sinternational activities. Although during thesocialist times Čechofracht was the onlylink for Czech exporters and importers totheir foreign partners, even then thecompany had to operate in a marketenvironment in relation to foreign countriesand was able to gain numerousadvantageous terms for its clients. Theprofessional qualities of employees andlong years of experience were the basis forČechofracht’s role as pioneer in introducingand promoting modern forwardingsystems. Čechofracht was the firstcompany in its branch to establisha functioning system of qualitymanagement and in April 1997 it obtainedthe ISO 9000 certificate.

Čechofracht’s Products The company’s chief line of business isproviding complete forwarding andlogistics services. The purpose is to enableclients to focus on their "core business"and to leave the care of the supplier-customer flows to experts. This means inpractice that in case of a client engaged,for example, in the manufacture and sale

of sports equipment, Čechofracht takescare of the transport of finished productsfrom the production facil ity toa warehouse, stores them, upon receivingdistribution instructions from the clientgoes on to complete the orders for each ofthe customers, optimises the differentshipments, and delivers the goods tocustomers at an agreed time according tothe client’s wishes. All communicationnaturally takes place in electronic form.The final effect is reflected in theclient’s saving of funds, accelerated flow ofinformation, and accelerated flow ofgoods.

Strengthening Market PositionIn 2005 Čechofracht acquired SPEDI -TRANS Praha. In the Czech environmentthis presents a way to competing withglobal players on the logistics market.Owing to this acquisition, the companystrengthened its position on the Czechmarket, especially as concerns railways.The chief benefits include the applicationof a single business policy, a more effectivesupply of complete forwarding andlogistics services, sharing know-how, andcooperation in the use of transportfacilities owned by the SPEDI-TRANS Praha.Čechofracht does not rule out anyadditional acquisitions that would bringthe company further progress shoulda suitable opportunity arise on the market.

Banana TrainIn 1991, Čechofracht began to transport

bananas in isolated isothermic Interfrigowagons for the entire formerCzechoslovakia. The wagons ran to variousdestinations in Bohemia, Moravia, andSlovakia, with transport times rangingfrom 4 to 7 days.

A project for a full set of train carriageswas finalised in 1998, and the first bananatrain went on a trial run in December.From that year on, Čechofracht hastransported bananas by rail regularlynearly every week. One banana train maycomprise a maximum of 34 wagons. Theadvantage of banana trains is theirtransport speed, which is fully competitivewith road haulage. For example, ifbananas are loaded onto wagons onMonday, the train reaches a German-Czech border crossing on Tuesday eveningand at night arrives at its destination atPrague-Bubny, the location ofChiquita’s ripening facilities. The morewagons are in the train, the better theprice of the transport in comparison withtruck transport.

Bananas are green when transported andthe shipping temperature is 14 degreesCentigrade. They are brought to the CzechRepublic from the Belgian ports ofAntwerp and Zeebruge and from theGerman ports of Bremerhaven andHamburg. Cross docking from ships thatbring bananas to these ports from CentralAmerica is fully automatic and the bananasare loaded onto wagons directly from theships or via a warehouse.

Innovation in the Management System of ARGO GROUP

The ARGO group launched its businessand transport operations as AFG Holdingin 1993. Since its founding it has seen,and is still experiencing, dynamic growthin all spheres of logistics. Over a shortperiod of time the originally family-ownedfirm thus turned into a strong Europeangroup that provides its clients with an end-to-end forwarding system not only in theCzech Republic but also in other countriesof the EU and in Asia.

Company Operating in EuropeanRegions

As the client portfolio grew and transportvolumes increased, the group expanded asa whole. AFG Holding (Argo ForwardingGroup), the parent company, focused onthe creation and implementation ofstrategies for the entire group and its ownbusiness activities mainly comprisedservices connected with customsprocedures and real estate management.The subsidiaries providing logistics servicessuccessfully expanded the geographicframework of their operations; besidesArgo Internationale Spedition, ArgoBohemia, and Argo Trans, new companieswere thus set up to operate in otherEuropean regions – Argo Slovakia, ArgoHungaria, Argo Ukraina, Argo Poland, andAFG Hamburg.

Establishment of Shipping DivisionIn 2002 the firm took a strategic step,which brought a qualitative shift in itsbusiness activit ies. Owing to theacquisition of the shipping division of theformer Czechoslovak Elbe Shippingcompany the group became one of theleading hauliers in Central Europe.

Development of Forwarding Services System

In 2004 the company’s managementsystem was changed to the so-calledGerman model. In it the parent companyassumes fully the form of a controllingholding company and deals exclusivelywith coordinating the management of itssubsidiaries. In relation to third parties thebusiness activities of the parent companyare focused on the administration ofcomputer networks and real estatemanagement. The subsidiaries activelyparticipate in the development of thesystem of forwarding services within

European regions and, furthermore,develop and implement new products inlogistics and transport. Since 2003, aninternational train system called CarpáthiaExpress has been criss-crossing Europe,with the aim of helping to increase thecompetitiveness of railway freighttransport in the direction of SoutheastEurope. The product is the result ofcooperation among participating railwaycompanies and private firms in the CzechRepublic, Slovakia, Hungary, andRomania.

International Projects of ARGOGROUP

Among the members of the CarpáthiaGroup, the activities of the ARGO groupcompanies in particular are veryprominent. They ensure product sales andthe protection of customer rights.Originally the operative management ofthe train was performed by ArgoInternationale Spedition. Following thisyear’s mergers these activities are nowexecuted by ARGO BOHEMIA. A transportproduct of no less interest is the openingof "the Second International TransportCorridor" from Asia to Europe. It is the"Mongolian Vector" container block-trainfrom Hohhot in China to Brest in Belarus,and further on to Europe. The Argo groupsuccessfully joined this project in themiddle of 2005. This optimum solution to

transport from Asia to Europe isdocumented by the Hohhot - Duisburgaverage delivery time, which is 15.5 days.ARGO BOHEMIA uses the MongolianVector line to ensure all deliveries for itscustomers from the Czech Republic,Slovakia, Austria, Hungary, Romania,Bulgaria, Croatia, and Serbia.

Changes in Management SystemIn an effort to unify the presentation andidentification of all companies in thegroup, the management took a strategicdecision to change the name of the parentcompany from AFG Holding to ARGOGROUP. This change has beenaccompanied by the appearance of thegroup’s new logo on the Europeanmarket. It meets the requirements ofmodern graphic style and allows a clearidentification of all ARGO firms andproducts. An evaluation of the companies’activities is also provided by theirsuccessful work for the ISO certificatesand their strict observance of ICC rules aswell as the reference in all their contractsin international business relations toINCOTERMS 2000 clauses. The ARGOgroup is a strong European logisticsgroup, which offers its customersa modern way of commercial transport byrail, road, water, as well as combined(container) transport.

What is the principal arrangement of the shipping andrelated services you offer?

Sea shipping is a specific part of services within the transport chainduring foreign trade operations with overseas territories.Container transport has gained considerably in importance overthe last few decades because, thanks to its nature, it rationalisesand simplifies the entire transport chain from sender to recipient.An important supply element on the sea transport market is theshipping of collection consignments and all commodities notsubject to containerisation.

Which are your most frequent foreign destinations andwhat goods do you transport abroad most frequently?

We arrange the sea part of the transport. The most frequentdestinations are the Gulf, the Indian Subcontinent, China +Southeast Asia, the USA + the Gulf of Mexico. We transport allretail commodities, such as technology aggregates, machinery andequipment, chemicals, paper, beer, glass, etc.

Last but not least, we invest in informationtechnology, such as the SAP information system, our ownIntersped transport system for effective management of thevehicle fleet, and the GPS system, which is used for vehicletracking as well as for communication with our drivers.

Your programme lays emphasis on the environment. You

make extensive use of the RO-LA combined transportsystem for instance. Can you indicate in what way it

works and what is its contribution to ecological transport?Do you apply any other ecological measures?

The RO-LA system of combined transport was discontinued uponthe Czech Republic’s accession to the EU. Steps taken by us tominimise environmental impacts include investments intotechnology that conforms to the strictest environmental criteria.We are also working continuously to reduce fuel consumption.

We cooperate on the basis of contractual relations thatsafeguard the distribution of consignments within the UK and IRLin the case of goods that are forwarded by our firm and stored byNorbert Dentressangle, and vice versa.

What Is in Store at the Ninth Year of the EASTLOG 2006 Forum?

Atoz Event, the organiser of the EASTLOG international logisticsand transport forum, will hold the ninth year of this event from19-21 April 2006 at the Diplomat Praha Hotel. CzechTrade willpartake as partner in the preparations of the 2006 forum,similarly to its involvement in the 2005 event. The all-roundthree-day programme of the forum will offer professionalinsight and information to logistics managers, heads ofdistribution centres, developers, supply chain managers, andexperts who specialise in transport, storage, distribution, andinformation technology. In addition to a marathon of lectures atconferences and workshops, participants are invited toa specialised fair, and an accompanying programme ofpresentations and seminars, excursions to major logisticscentres, and the popular gala evening known as the LogisticsBusiness Mixer, which some 300 logistics VIP guests areexpected to attend.

Practical Conferences and WorkshopsThe conferences and workshops will mainly present thepractical case studies of successful European projectsimplemented in different logistics branches and industrial andtrade sectors. The first day of the conference will highlight theissues of logistics trends and tendencies in various Europeancountries. Fundamental topic components will include currentinformation on logistics parks and developments in CentralEurope. On the second day the conference will be devoted tointeractive discussions. Focal topics of workshops will includecase studies of current logistics projects in end-to-end logistics

services, human resources in logistics, express delivery,transport, information technology, and logistics facilities.

The Czech Trade Promotion Agency/CzechTrade will offernovelties in services for Czech exporters and foreign partners,and shall mediate experience from two logistics hubs where ithas its foreign offices: Rotterdam in the Netherlands andHamburg in Germany.

Specialised Fair with Accompanying ProgrammeAnother item on the programme agenda of the EASTLOGforum is a specialised fair to be attended by 60 exhibitors,which will introduce leading logistics market players in theCzech Republic and other countries. Participants will includelogistics services providers, hauliers and forwarders, IT suppliers,providers of manipulation technology, racking systems, and therepresentatives of other branches. Exhibitors plan to holdaccompanying seminars, a specialised CzechTrade workshopand Logistics Providers Forum will give an overview of theactivities of the majority of exhibiting firms. The fundamentalfeatures of the EASTLOG fair include in particular theprofessional profile of visitors (managers with decisive authorityin logistics), a 30 % growth in the number of visitors each year,and the space given to the promotion of business contacts.
