Collections: TCE only has a couple of delinquent accounts. One homeowner is cooperating with the Board and has agreed to a payment plan. The Board is continu- ing its legal proceedings against the largest delinquent account. A summary judgment in TCE’s favor has been issued. Liens have been filed. The homeowner has filed an appeal. Meanwhile, our lawyer is proceeding to collect information on what is available for collection from the homeowner. Speeding: You may have experienced the new speed bump near the Lowell Gate. It was installed in response to concerns raised by parents and residents near Lowell. Speeding continues to be one of our biggest concerns in TCE. We have children play- ing and going to school and adults walking and bike riding throughout our community. They deserve to be safe. No one likes speed bumps, but it seems this is the only way to control speeders. Please remember the speed limit is 20 mph in all of TCE and if possible give the walkers and children room as you pass them. Thanks. The last time I looked, from January 1 to September 9, it showed one burglary and three theft/larceny reports in TCE. Thanks to the gate control and hourly drive arounds of our Community Patrol and vigilant homeowners, TCE remains one of the safest areas in Albuquerque. Barking Dogs can be problems. TCE defers to the city with regard to animal control issues. Dog owners need to be aware that if their dog barks continuously for more than 10 minutes the city defines the barking excessive and deems your dog a nui- sance. Barking dogs can be reported to Albuquerque’s 311 number. Our new web site also has a link that shows you how to file a complaint on line. We encourage neigh- bors to work together to resolve to resolve any dog-related issues. Please be consid- erate to your neighbors. Landscape Committee: I want to personally thank the Landscape Committee mem- bers for all the improvements they have made to our community over the summer. Some of the community signs have been refurbished and several common areas have been improved with new plantings and landscaping. This committee’s ongoing activity has definitely improved the beauty of our community. Vandalism: Now that summer is over, I am pleased to state that this summer showed a remarkable decrease in damage to TCE property. Only one case of minor graffiti Continued . . .

Don Mullen, President

In this issue, which I trust you will find enjoyable, our President Don Mullen provides us some thoughts aboutissues that were raised at our Annual Meeting in June 2015. He firstly notes the efforts the Board has been pursu-

ing in collecting money from delinquent accounts, an effort not necessarily enjoyable for the Board. He addressesthe speeding problem in our community. He provides information on how you can get a feeling for the status of crimein our community. In discussing barking dogs, which of course can be irritating for some, he requests those of uswith dogs to work with our neighbors to resolve any dog-related issues, which can be difficult if one’s location is nextto a golf fairway. I certainly agree with his positive remarks for our Landscape Committee. He notes that vandalismwas exceptionally low this past summer, which was a blessing. Finally he notes an important issue we should allconsider, and that is having an interest in being a Board member.

Our Treasurer Steve Byrd again provides us an excellent summary of our financiaIl situation.

In our Landscaping section, John Hentemann, the Heads-Up Account Manager for landscaping maintenance pro-vides us an interesting “Heading into Fall” article.

In his Community Patrol and Compliance Report, Austin McFall, our Community Association Manager, provides usrules for RVs Campers, Sporting Equipment. etc. He also provides us some Halloween reminders.

In his Management Corner, Austin addresses the new look that our updated website has. It’s worth looking into.

Trudy Jones’ article in this issue focuses on the Juan Tabo Library Renovation.

Finally, Jill Garcia, with our crime prevention specialists, the Albuquerque Police Department Foothills AreaCommand, provides us a listing of “Crime Prevention for the Home”, a listing we should all look over.

In closing, I would like to apologize to our outstanding Landscaping Committee Chair Mary Lee Anthony for identify-ing her as Mary Lee Arnold in several past issues. I am sorry.

TCE Year-to-Date Operating Results continue to be very positive. Our income remains above bud-geted projection and all categories of expense remain under budget. Our community financials indicate weshould be in position to perform satisfactorily for the year. We continue to contribute to our Capital ReserveFund and its balance is $1,175,209.

Landscaping Report

Heading into FallSummer challenges are many, as are there moving parts and priorities needed to dealwith and manage a living and thriving commodity.Managing the irrigation systems and the delivery of water to sustain plant health in a veryarid part of the nation is one component, but nonetheless a very challenging element ofthe process.

A constant awareness for the conservation of water balanced towards also meeting the water requirements of theplants is essential.Now as we start to head into fall, our priorities in landscape management will change. Lawns and shrubs will haveslowed their growth and we will begin the transition into leaf removal. Turf will be fertilized for the last time of the yearfor the purpose strengthening roots, preparing for winter and to lend nutritional support for a strong recovery in Spring.Summer seasonal color will soon be changed out in all of the community annual color displays and violas will bethe new look for the Fall and Winter.The reduction in irrigation use will soon evolve into full winterization.Additionally, we are beginning the process of winter preparedness for what this winter may ultimately deliver to us inthe form of snow.Fall is busy … but a very welcome change in season.

Rules for RVs, Campers, Trailers, SportingEquipment, etc.Recently we have had several residents ask about park-ing and storing trailers, RVs, and recreational equipmentin the community. There seems to be some misunder-standing regarding the rules for these items. Pleaseremember that Campers, RVs, and Boats may not beparked onsite without a permit. A permit will allow arecreational vehicle of this type to be parked onsite fortwo overnight (24 hour) periods (not consecutive) withina 30 day period – one night for loading, and one night forunloading. This is for vehicles that you would need toload items into prior to taking a trip, and then unloadwhen you return. Permits may be obtained at theCountry Club gatehouse, and must be clearly displayedon the vehicle, trailer, or boat.If you have guests staying with you who are traveling inan RV, you may obtain a temporary permit (for up to four

nights) so they may park their vehicle either on the streetor in your driveway. You may obtain the permit at theCountry Club gatehouse and the permit must be clearlyposted on the dash in the front window of the vehicle.Recreational and Sporting Vehicles and Equipment –such as ATVs, 4-wheelers, snowmobiles, jet skis, etc –as well as any type of flatbed, utility, or construction trail-ers may not be parked onsite at all. These items may bestored in your garage out of sight. Construction trailersmay be granted permission to park onsite during a con-struction, remodel, or landscaping project which hasbeen approved by the Planning Committee. CommercialVehicles over 1 ton, flatbed, or construction trailers, andinoperative vehicles may not be parked onsite at all(without special approval).

Check Out Our Updated Website! www.tanoaneastnews.com For some time (over a year in fact!) we have been gradually working on a major revision to the Tanoan East website.Ann Mulhern of Mulhern Advertising Inc. not only publishes our newsletter, but provides the Association’s website aswell. Ann and I have spent many hours redesigning the website to better serve the needs of Tanoan East residentsand others who need information about the Association. I wanted the website to be easy to use and to contain theinformation that homeowners most frequently ask for. This new website contains all pertinent contact information for the various departments with your management com-pany, HOAMCO, as well as a listing of the volunteers who serve your Association on the Board of Directors and thecommittees. Your may access all governing documents, policies, rules, etc., as well as updated forms and informa-tion about gate access and the Community Patrol. The current issue of the newsletter is available as well as severalyears of past issues. You can browse the classified ads and other advertisements that appear in the newsletter.The entire website is organized in a clear, logical format that we hope is easier to navigate. I’ve also included somenew photos I have taken around the community.Some new features include Frequently Asked Questions, Information for New Homeowners, and complete paymentoptions and instructions. You may download and print all rules and applications for any architectural or landscapingchanges you might need.We have worked very hard to make sure everything you could possibly need is on the website, but I’m sure we haveforgotten something. Take a look at it and please let me know your thoughts. If you have any suggestions regardingitems to add or changes to make which would further improve the site, I would like to hear from you. Residents are asked to help us with the follow-ing things to make the night go smoothly:1. If you will be having a party, or expect a large numberof guests, please provide a list of names to the gate-house. Tanoan East does not allow visitors in just totrick-or-treat. All visitors must be invited guests of resi-dents. If you are expecting trick-or-treaters, be sure toprovide the Community Patrol with their names at themain gatehouse (Country Club entrance) – otherwisethey will not be admitted. Remember that you areresponsible for the actions of your guests while they arein the community.2. Before you go to bed, please bring in your pumpkinsand Jack-o-lanterns and any decorations that might be atemptation to vandals. Unfortunately, we have numerouspumpkins smashed on our roadways every Halloween.If your pumpkin is smashed on the sidewalk, street, or inyour yard, please clean it up as quickly as possible.

3. Make sure that your children are wearing reflectiveclothing so they can be easily seen by vehicles. Alwaysaccompany your children as they trick-or-treat. Go onlyto houses that have their porch light on. Be extremelycautious as you drive through the community onHalloween night.4. For parents of teenagers, know where your childrenare that night, whom they are with, and what they aredoing. The police will be contacted immediately to dealwith any vandalism or unruly activity. We have a policyof zero tolerance with vandalism of any kind. Please beresponsible parents and supervise your children.5. Report any criminal or unusual activity you observe tothe police at the non-emergency number 242-2677, andthen notify Community Patrol at 294-9066. With everyone’s help and awareness, we can have asafe and fun Halloween without the vandalism anddestruction that often mars this season. HappyHalloween!

Juan Tabo Library RenovationDear Neighbors,

I am happy to report that we have startedon our next big project in District 8, theJuan Tabo Library! We started the 1 milliondollar renovation project in August and it isexpected to be completed by January. We

are adding a 1700 square foot addition to the East side ofthe building which will be used for community meetings andother library programs. In addition, we will also be installinga new air conditioning system and upgrading all of the light-ing to LED! The men’s, women’s and staff bathrooms will

also be updated. The parking lot will be redesigned to beADA compliant and will also be resurfaced and restriped.The back deteriorated courtyard wall will be removed alongwith some minor landscaping improvements in that area aswell. We expect to only have the library closed for 30 daysduring the 5 month long project!
