OUR SUGGESTIONS TO METRO ADVISORY BOARDOUR SUGGESTIONS TO METRO ADVISORY BOARD

MetroMetro systemssystems havehave improvedimproved safetysafety arrangementarrangement vizviz.. ATP,ATP, ATO,ATO, ATS,ATS, CBI,CBI, completecomplete tracktrack circuitcircuit unlikeunlike RailwaysRailways.. ThereThere areare onboardonboard computers, computers, statestate ofof thethe artart traction/braking,traction/braking, doordoor controlcontrol systemssystems && traintrain radioradio systemsystem etcetc.. onon thethe RollingRolling StockStock.. TrackTrack isis ballastlessballastless withwith HeadHead HardenedHardened RailsRails.. SuchSuch integratedintegrated systemssystems areare notnot existingexisting onon IndianIndian RailwaysRailways.. ThereforeTherefore reviewreview andand checkingchecking ofof designsdesigns (already(already reviewedreviewed byby GC/InternationalGC/International Agencies)Agencies) byby RDSORDSO isis notnot requiredrequired asas thisthis causescauses unnecessaryunnecessary correspondence, correspondence, education/explanationeducation/explanation toto thethe RDSORDSO EngineersEngineers.. CertificateCertificate fromfrom GC,GC, ISAISA andand IndependentIndependent checkingchecking engineerengineer shouldshould bebe sufficientsufficient forfor ensuringensuring adequacyadequacy ofof safetysafety..

InstrumentationInstrumentation byby RDSORDSO duringduring oscillationoscillation trialstrials isis veryvery crudecrude andand requiresrequires weldingwelding.. OnOn thethe otherother handhand instrumentationinstrumentation donedone byby RSRS manufacturesmanufactures isis statestate ofof thethe artart.. ThereforeTherefore shouldshould bebe acceptableacceptable..

OnOn MetroMetro RailwayRailway SystemsSystems stationsstations areare aboutabout 11 kmkm apartapart requiringrequiring highhigh accelerationacceleration andand retardationretardation.. ToTo maintainmaintain requiredrequired headways, headways, trainstrains havehave toto runrun atat closeclose intervalsintervals withwith minimumminimum separationseparation distancedistance ensuredensured byby SignalingSignaling SystemSystem automaticallyautomatically andand quickquick turnturn backback facilityfacility atat terminalsterminals.. ReductionReduction ofof maximummaximum speedspeed arbitrarilyarbitrarily (applying(applying mainlinemainline railwayrailway criteria)criteria) isis unun--warrantedwarranted asas itit impactsimpacts headwayheadway andand runningrunning timetime.. FurtherFurther wewe areare becomingbecoming laughinglaughing stockstock beforebefore internationalinternational agenciesagencies.. TheThe reductionreduction fromfrom thethe maximummaximum testtest speedspeed shouldshould bebe NILNIL becausebecause instrumentationinstrumentation andand sensorssensors providedprovided areare “state“state ofof thethe art”art” andand preciseprecise..

ReductionReduction ofof speedspeed byby 1010%% byby RDSORDSO fromfrom thethe oscillationoscillation trialtrial speedspeed isis illogicalillogical inin thethe contextcontext ofof MetrosMetros.. ThisThis isis donedone inin IRIR systemsystem asas

TheThe controlcontrol ofof thethe speedspeed ofof thethe traintrain isis inin thethe handshands ofof thethe traintrain driverdriver

ManualManual controllingcontrolling ofof speedsspeeds isis difficultdifficult andand cannotcannot bebe preciseprecise

OUR SUGGESTIONS TO METRO ADVISORY BOARDOUR SUGGESTIONS TO METRO ADVISORY BOARD

InIn thethe calculationcalculation ofof safesafe speedsspeeds onon curves, curves, itit isis roundedrounded offoff toto lowerlower 55kmphkmph.. ThisThis isis notnot necessarynecessary inin metrometro asas speedsspeeds cancan bebe controlledcontrolled veryvery preciselyprecisely duedue toto sophisticatedsophisticated TrainTrain ControlControl SystemSystem availableavailable .. ItIt isis suggestedsuggested itit maymay bebe roundedrounded offoff toto thethe lowerlower 11kmphkmph..

TheThe SpeedSpeed certificatecertificate hashas beenbeen indicatedindicated asas validvalid forfor ReachReach--11 onlyonly andand RDSORDSO requiresrequires thatthat repeatrepeat trialstrials bebe conductedconducted againagain forfor otherother ReachesReaches.. AsAs thethe train, train, tracktrack structure, structure, tractiontraction powerpower supply, supply, S&TS&T systemsystem designdesign basicallybasically remainremain thethe same, same, repeatingrepeating thethe OscillationOscillation trialtrial forfor remainingremaining reachesreaches isis notnot consideredconsidered necessarynecessary..

Track,Track, Traction,Traction, SignallingSignalling && CommunicationCommunication manualsmanuals havehave beenbeen sentsent toto RDSORDSO forfor concurrenceconcurrence.. SomeSome manualsmanuals havehave beenbeen sentsent moremore thanthan 33 monthsmonths backback.. ThereThere isis nono responseresponse fromfrom RDSORDSO regardingregarding theirtheir concurrenceconcurrence.. TheThe respectiverespective MetroMetro RailwayRailway AdministrationAdministration shouldshould bebe authorizedauthorized toto approveapprove theirtheir maintenancemaintenance manualsmanuals..

TheThe rolerole ofof RDSO/MORRDSO/MOR shouldshould bebe minimalminimal asas theythey havehave nono stakestake inin completingcompleting thethe projectsprojects onon timetime andand withinwithin budgetbudget..

SummarizingSummarizing forfor safetysafety certificationcertification ofof MetroMetro RailRail SystemSystem InternationalInternational practicespractices includingincluding engagementengagement ofof InternationalInternational consultantsconsultants shouldshould bebe permittedpermitted throughthrough anan openopen tenderingtendering processprocess.. Status Report on High Speed Rail Link HPC, 22nd meeting held on 13th June 2012 examined

the matter regarding

– Implementation of HSRL as in the DPR prepared by DMRC or

– the aforesaid alignment needs to be taken underground

from BRV grounds to beyond Hebbal and upto Government

Flying Training School or

– extending the proposed Gottigere – Nagawara line to the

Airport.

Status Report on High Speed Rail Link • After detail deliberations , HPC decided that the

situation now is completely different from the time when the HSRL was conceived since it pre-dates the proposal for Phase-2 of Bangalore Metro.

• Extending the Gottigere-Nagavara line to the Airport is definitely an option which is presently available for consideration, which was not available earlier.

• HPC desired that a detailed note be submitted by BMRCL for consideration of the State Government.
