A responsive proposal shall respond to how the Proposer will comply with the M/WBE
Program and The City of Orlando Blueprint
Minority/Women Business Enterprise Participation
The project will comply with the City of Orlando's Chapter 57 Code for the contractual participation of:
– 18% Minority Business Enterprises – 6% Women Business Enterprises. – Additionally, the Code requires 18% Minority and 6% Women employment on the project
The Production Architect, HKS, Inc./Baker Barrios Architects, Inc. has established goals for M/WBE Participation for these design packages
The Developer, Hines, has established goals for M/WBE Participation for the Construction Management services
The M/WBEs must be certified by the City of Orlando or Orange County
Minority/Women Business Enterprises
• M/WBEs are encouraged to compete as the Prime Consultant
• Non-M/WBEs are encouraged to joint venture, subcontract or create associations with certified M/WBE firms
• Exclusive relationships with certified M/WBE firms are strongly discouraged
The City of Orlando’s BlueprintBlueprint for Using Community Venues to
Create a Sustainable Economic Impact establishes goals to:
•Assist the development and support of local, small and historically disadvantaged businesses as an important aspect of the continuing
growth and development of the community;
•Develop a local workforce initiative to provide trained workers;
•Collaboratively work with the community stakeholders to identify andexplore long-term business opportunities in the affected areas;
•Explore the creation of local vendor development/mentor programs through partnerships with Contractors, Consultants, Vendors and
Community Based Organizations

Shortlist to three firms following evaluation of RFP: Part 1 responses
DPAC Procurement Committee will select the shortlist based on scoring system to be defined in the RFP

June 17 – RFP: Part 1 available on DPAC website (www.orlandopac.org)
July 10 – RFP: Part 1 responses due
July 15 – Procurement Committee determines shortlist
July 17 – RFP: Part 2 distributed to selected shortlist
August 12 – RFP: Part 2 responses due
August 13 – 27 – Interview period
August 28 – Procurement Committee selects CM
September – Approval at City Council meeting

– Prime Agreement (to be attached to consultant agreement)
– Draft Architect-Consultant Agreement
– Preliminary Project Schedule
– Current Plan Concepts
• Current Round of Proposals
– Due June 5, 2008 by 1:00 pm at the office of HKS Architects, Inc.
• Last Round of RFQ’s/RFP’s Expected in July-August, 2008
CONSULTANT RFP PROCESS• Two Types of Submittals:
– RFQ’s for Consultants That Fall Under Florida’s CCNA – Qualifications Only; 2-Step Selection Process: Shortlist and Interviews
– RFP’s for Consultants That Do Not Fall Under Florida’s CCNA Process – Qualifications and Fee Proposals; No Shortlist and Interviews Required
– The Graphics and A/V submittals will be RFP’s.

CONSULTANT RFP PROCESS
• Clarifications from Q&A and all Addenda will be Posted on DPAC Web site
• Proposals will be Reviewed by the Selection Committee – representatives of DPAC, Hines, Anderson & Associates, Barton Myers Associates, and HKS/Baker Barrios
• All Consultants will contract directly with HKS Architects, Inc.
