Sinergias con otros fondos
“Because of the substantial investments that might be necessary for
implementing ……., additional or follow-up funding (private or public)
should be sought, including from relevant regional/national schemes under
the European Structural and Investment Funds (ESIF), in particular under
the European Regional Development Fund (ERDF), or other relevant funds
such as the Instrument for Pre-accession Assistance (IPA II). To this end,
projects could seek contact with ERDF/IPA managing authorities and with
the authorities who developed the Research and Innovation Smart
Specialisation Strategies (RIS3)*. Please note, however, that reference to
such additional or follow-up funding will not lead automatically to a higher
score in the evaluation of the proposal.”

“Pilot on Open Research Data” en H2020
“A novelty in Horizon 2020 is the Pilot on Open Research Data which aims to improve and maximise access to and re-use of research data generated by projects. Projects under the Societal Challenge 5 …Work Programme 2016-17 will by default participate in the Pilot on Open Research Data in Horizon 2020, except for topics ……Projects funded under the other calls of this Work Programme may participate in the Open Research Data Pilot in Horizon 2020 on a voluntary basis.
Projects have the possibility to opt out of the Pilot. Participation in the Pilot is not taken into account during the evaluation procedure……
A further new element in Horizon 2020 is the use of Data Management Plans (DMPs) detailing what data the project will generate, whether and how it will be exploited or made accessible for verification and re-use, and how it will be curated and preserved. The use of a DMP is required for projects participating in the Open Research Data Pilot. Other projects are invited…..
Beneficiaries in projects participating in the Pilot on Open Research Data are invited to follow the GEOSS Data Sharing Principles and to register in GEOSS the geospatial data, metadata and information generated as foreground of the project. …”

En algunos “topics” de Circular Economy:
“Innovation Deals”*
“….. This call introduces in topics CIRC-01-2016-2017 and CIRC-02-2016-2017 the
possibility for beneficiaries of funded projects to apply for 'Innovation Deals'.
Innovation Deals are meant as voluntary agreements, initiated by funded projects
which expect or already have knowledge about EU regulatory provisions that may
pose barriers to the development, replication or scaling up of their innovative
solutions. After assessment of the application, the European Commission may launch
an Innovation Deal with the project and relevant local/regional/central authorities to
analyse the EU regulatory barrier and develop practical lines of action to address the
barrier. These actions may not jeopardize any environmental or societal protection
and will have to be fully in line with existing EU provisions regarding competition law
and internal market principles. After the Innovation Deal, which would not be linked to
the signed grant agreement and to the funding of the project, the European
Commission will investigate and may take action to address the EU regulatory barrier
at EU level as part of its better regulation agenda….”
Reto Social 5 – WP 2016-2017…algunos DETALLES
* The Innovation Deals are inspired by the 'Green Deal' Programme of the Government of the Netherlands

• to research data*
* 'Research data' refers to information, in particular facts or numbers, collected to be examined and considered and as a basis for reasoning, discussion, or calculation. In a research context, examples of data include statistics, results of experiments, measurements, observations resulting from fieldwork, survey results, interview recordings and images. The focus is on research data that is available in digital form.

Qué se entiende por OA? Providing on-line access free of charge to the end-user,
• to peer-reviewed scientific publications
• to research data*
* 'Research data' refers to information, in particular facts or numbers, collected to be examined and considered and as a basis for reasoning, discussion, or calculation. In a research context, examples of data include statistics, results of experiments, measurements, observations resulting from fieldwork, survey results, interview recordings and images. The focus is on research data that is available in digital form.

Projects may at any stage OPT OUT (total or partial) of the Pilot but need to say……WHY:
• incompatible with the Horizon 2020 obligation to protect results if they can reasonably be expected to be commercially or industrially exploited ;
• incompatible with the need for confidentiality in connection with security issues;
• incompatible with existing rules concerning the protection of personal data;
• if would jeopardise the achievement of the main aim of the action;
• if the project will not generate / collect any research data;
• if there are other legitimate reason to not take part in the Pilot

Alguna recomendación ….
• Ponerse en el lugar del evaluador:
– Engancharle desde el principio
– Buscar un buen acrónimo
– “Please do not consider the page limit as a target!”
– Dibujos, esquemas, publicaciones….

Evaluators' top tips for Horizon 2020 proposals*
• Read the call, the call objectives, the “key” points ….in the topic you need to fulfill all those aspects.
• Concentrate on the abstract and the three first pages clear idea of what it’s all about.
• Good illustrations, schemes, pictures, also links…..”make life easy”.
• Define the outcomes of the proposal, that there are something for the society and/or the industry.
• Be consistent in all parts (objectives, budget, person/month…).
• The consortium/the participants need to find what there is in the proposal for them.
• Really …..be involved in the preparation of the proposal.
• Read the proposal both with the eyes of an expert and ….a non so expert.
• Evaluators/Panel: Mix of academy and industrial (and even venture capital) and the proposal should fit them all.

• Reto Social 5 – Algunos comentarios de los ESRs
138 19/01/2017
ESRs, algunos comentarios “1st-Stage” (Excellence + Impact*)
• Targets and measurable indicators to convincingly demonstrate how the projects will contribute to all the expected impacts of the call were not always adequately presented.
• Explanations on how the projects will address regulatory, economic, social and technical barriers to the solutions missed often sufficient detail.
• The role of end-users was not always sufficiently described with regards to their importance in the value chain or their involvement is missing at early stages
• Not all relevant disciplines were always integrated in the concept (e.g. social sciences and humanities and gender)
• The criteria for selecting the involved cities and the link among them were not always sufficiently explained.
Reto Social 5: “Calls” 2016, 2-Stage topics
139 19/01/2017
ESRs, algunos comentarios “1st-Stage” (Excellence + Impact*)
• The objectives did not always include quantitative targets or these targets were not always convincingly supported. • The concept description was not always focused and clear on the innovation potential, the circular economy view, the economic mechanisms and governance required for a swift on a specific circular value chain. • The role of end-users was not always sufficiently described with regards to their importance in the value chain or their involvement is missing at early stages • The expected TRL was not always sufficiently substantiated. • Large scale demonstrations were not always sufficiently explained and/or did not always have a clear co-design approach to justify the need for such demonstrations. • Expected economic and environmental impacts were not always adequately quantified and/or were not always sufficiently explained in relation to the demonstration. • Business models were not always sufficiently presented.

CIRC-1a-2016: Systemic, eco-innovative approaches
for the circular economy: large-scale demo projects
140 19/01/2017
ESRs, algunos comentarios “1st-Stage” (Excellence + Impact*)
• The objectives did not always include quantitative targets or they were not always convincingly substantiated. • Objectives addressing the relevant legal, societal and market challenges were not always present. • The interest among fertilizer companies or other potential end-users of the recycled nutrient was not always demonstrated. • The role of end-users of recycled nutrient was not always sufficiently described, and often defined to contribute only in the last stages of the proposed action. • Quantitative information supporting the expected impact of the action was not always presented. • Metrics for the final capacity of the technology and its outputs were not always described.

economy
- CALL updates.- H2020-CIRC-2016-TwoStage, first stage
141 19/01/2017
ESRs, algunos comentarios “1st-Stage” (Excellence + Impact*)
• The criteria for selecting the involved cities and the link among them were not always sufficiently explained. • The nature-based solutions in the 'front-runner' cities, and their integration in urban and land use planning, were not always clearly identified. • The involvement of local authorities from the 'front-runner' and 'follower' cities was not always clear in the proposals. • Targets and measurable indicators to convincingly demonstrate how the projects will contribute to all the expected impacts of the call were not always adequately presented. • Explanations on how the projects will address regulatory, economic, social and technical barriers to the solutions missed often sufficient detail. • Social Sciences and Humanities and Gender issues (gender-flagged topic) were not always adequately considered.
SCC-2a-2016: Demonstrating innovative nature-based solutions in cities
- CALL updates.- H2020-SCC-NBS-2016-TwoStage, first stage
142 19/01/2017
SC5-1a-2016: Exploiting the added value of climate services
ESRs, algunos comentarios “1st-Stage” (Excellence + Impact*)
• Some proposals focused more on the technical development rather than
on the user-driven demonstration of climate services, as required by the topic. • Attention given to procedures and metrics for measuring and validating the climate services' added value by end users was not always satisfactory, as well as the consideration of key aspects of replicability and marketability of climate services and related IPR issues; • In some cases, only technical/scientific barriers and solutions to the deployment of climate services were addressed whereas the topic entails a more comprehensive approach, including non-technical barriers
- CALL updates.- H2020-SC5-2016-TwoStage, firs stage

SC5-14a-2016: Raw materials Innovation actions--> Intelligent mining on land
ESRs, algunos comentarios “1st-Stage” (Excellence + Impact*)
• Definition of the specific technological improvements envisaged by the applicants as well as a set of measurable indicators reflecting the way in which the corresponding progress in the state of the art will be achieved were not always clearly provided • The proposal's impact on unlocking substantial reserves of new or today unexploited resources within the EU as well as the impact on creating added value and new jobs in the raw materials sector was not always described in a satisfactory manner • Impacts related to improving health and safety performance of operations and improved awareness, acceptance and trust of society were not always adequately explained • Specific measurable indicators of the expected impacts were often not adequately described.
- CALL updates.- H2020-SC5-2016-TwoStage, firs stage
144 19/01/2017
SC5-21a-2016: Cultural heritage as a driver for sustainable growth
ESRs, algunos comentarios “1st-Stage” (Excellence + Impact*)
• The choice of role models and replicator cities were not always duly
justified.
• Not all relevant disciplines were always integrated in the concept (e.g.
SC5-21a-2016 is flagged as a topic for social sciences and humanities).
• The targeted impacts were not always fully clear on how they were to be
achieved and monitored.
- CALL updates.- H2020-SC5-2016-TwoStage, firs stage

IMPLEMENTACIÓN.- Ejemplos de comentarios (-)However, the work plan is not completely logical because of the time-line of some of the tasks on WP1 that starts late. Moreover, some objectives are not sufficiently supported by the proposed activities included in the work plan. (4)
(+) An appropriate management structure and detailed procedures are provided and they are properly explained. A good risk management plan with related risk-mitigation measures is also included in the proposal. (4)
(+) Actions to perform in the case of conflicts or emergency situations are satisfactory. Potential risks are identified, together with their main properties: probability, impact and severity. Proposed risk mitigation actions are adequately described. (4)
(-) Procedures for decision making however lack detail. The procedures for solving conflicts within the consortium are not satisfactorily described, especially when considering the large number of participants. (4)
(+)Partners are complementary and bring the skills necessary for carrying out the project overall, however, skills in social sciences (besides economy) are not adequately represented.(3,5)
(+)Management structure contains all elements and procedures being necessary to run the project successfully, however it is quite complicated. (4,5)
(-) A major shortcoming is that the proposed management structure is inappropriate for the following reasons: Most of the key personnel have not been identified (coordinator, WP leader, other coordinators; A body representing all the partners is unclear; The responsibilities and roles of the different coordinators are unclear. (3.5)
