IV. TECHNICAL TEAMS
V. PARTICIPATIVE TEAMS
As the dialogue processes progress, the attribute of legitimacy has been strengthened in the territory.
Participation in the dialogue process
Illapel: 2.200 persons (18%)*
Canela: 380 persons(7,1%)*
Salamanca: 3.000 persons(30%)*
Los Vilos: 600 persons (8%)*
* Comparative basis: participation in municipal elections
2016.
Through a participatory
process (cabildos,
territorial meetings,
Pladecos and others)
each commune has
constructed its own
vision.
The vision then becomes
operational in different
thematic forums, which
deal with the issues
separately. Each
commune defines the
number of forums.
Based off months of work
through forums, a
portfolio of projects and
programs is defined.
These teams are created
to monitor the progress of
the project portfolio. They
bring together actors from
the Municipality, Tironi,
Elemental, DIDECOS and
community organizations.
Finally the participatory
teams are those that
manage the
communication and the
instances of participation
that are generated for the
community

Somos Choapa: a Cross-Sectional Approach
Somos Choapa aims to contribute to the economic, social and environmental development of the Choapa
province and its communities.
The assumption behind the methodology of Somos Choapa is that community participation and the joint work of the
different actors is what will produce sustainable development. Thus, the program is composed of central
elements:
The starting point is the
construction of a “shared vision":
this translates into a diverse and
socially validated project portfolio.
It is participatory: it seeks active
involvement from all parties involved
and that are present in the territory,
such as political authorities, civil
society and other companies.
Su foco es el desarrollo de las comunas
de la Provincia del Choapa, poniendo por
delante el bien común del territorio y no
las demandas particulares de cada
localidad o grupo de interés.
Shared vision Participation Common good
Its focus is on the development of the
communes of the Choapa province,
placing the common good of the territory
ahead and not attending particular
demands of any locality or interest group.
