Charlottetown Civic Centre Management Inc. will receive prequalification submissions at:

Submissions must be submitted on the forms provided within CCDC11-2019 and be in asealed envelope clearly marked to indicate the project named above.
This Project includes all work involving site work, building foundation & shell and relatedmechanical, electrical ancillary services, all as described within Section 00 21 13 -Instructions to Potential Bidders.
All enquiries are to be directed to the Consultant a minimum of 3 days prior to submissionclosing date.
Submissions will be opened privately at the above advertised time and place.

1 General
1.1 SUMMARY OF WORK.1 The work of this contract involves the following:
1. Project #1 Accessibility Ramp installation and South West Entry Upgrade
Timing: Begin May 2022 (Pending QMJHL playoffs); Completion June24th, 2022.
Description: At the Eastlink Arena reconfigure existing entrance to includedemolition of existing vestibule and stairs, and install newvestibule and 4 sets of entry doors, extend the existing toincorporate a new landing platform for a new accessible rampand set of stairs. Including all associated railings, electricalwork, ancillary work, etc.
2. Project #2a Centre Ice Lounge Washroom Conversion
Timing:Begin within 48 hours’ of notice to proceed (Pending QMJHLschedule); Completion 9 calendar days after notice to proceed– anticipated immediately following tender award
Description: Within the Eastlink Arena reconfigure existing washroom toconform to accessibility standards by demolition of existingsink, water closet and finishes, door and reinstallation of newfinishes, barrier free sink and water closet. Including allmechanical work, electrical work, ancillary work, etc.
3. Project #2b Media Box Reconfiguration & First Level Guest Box Reconfiguration
Timing: Begin May 2022 (Pending QMJHL playoffs); Completion July29th, 2022.
Description: Within the Eastlink Arena, reconfigure existing media box on2nd level expanding to include for 2, TV Broadcast spacesincluding 2 cameras and sound; separate room for Visitor’sradio broadcast, goal judge are; separate room for Home radiodesk, Print media, and stats. Reconfigure 1st level Guest boxesto remove existing sound booth, and select walls for existingmain bar and satellite bar; adding a new guest box, dividing anexisting guest box into 2 separate boxes, and adding a privacyhallway. Work includes for necessary demolition and rebuildingof walls, ceilings, millwork, finishes, sinks, etc. Including allmechanical work, electrical work, ancillary work, etc.
4. Project #3 Team Room Upgrades
Timing: Begin May 2022 (Pending QMJHL playoffs); Completion June24th, 2022
Description: Upgrade existing Eastlink Arena Team Rooms 1 through 6 byremoving existing tiled curb and stalls to enable accessibility toshowers and washroom facilities. Repair of damaged surfacesand retiling, repainting and installation of new washroom stallsand fixtures. Work includes for necessary demolition andrebuilding of walls, ceilings, finishes, fixtures, etc. Including allmechanical work, electrical work, ancillary work, etc.

.5 Project #4 Washroom/Change Rooms
Timing: Begin immediately upon award; Completion February 25th,2022
Description: Create +/-1,100 sq.ft. of new washrooms, change rooms andshower facilities within the Eastlink Trade Centre. Services areto tie into existing water, sanitary and potable water systems.Work includes for necessary demolition and rebuilding of walls,ceilings, finishes, fixtures, lockers etc. including all mechanicalwork, electrical work, ancillary work, etc.
.6 Project #5 Access to Existing Washrooms
Timing: Begin immediately upon award; Completion December 22,2021.
Description: Create a +/- 16’ long new corridor to provide access to existingwashrooms on main level of the Eastlink Arena. Work includesfor necessary demolition of finishes, doorways, ceilings andwall and then rebuilding of walls, doors, ceilings, finishes,lighting and relocating select doorways etc. including allmechanical work, electrical work, ancillary work, etc.
.7 Project #6 Create New Meeting Room
Timing: Begin May 2022 (Pending QMJHL playoffs); Completion June24th, 2022.
Description: Create a +/- 900 sq.ft new meeting room within the existingdisplay are on the mezzanine of the Eastlink Trade Centre. Work includes for necessary demolition of finishes, exteriorwall, and then rebuilding/installation of walls, exterior windows,interior doors, ceilings, finishes, lighting etc. including allmechanical work, electrical work, ancillary work, etc.
.8 Project #7 Painting Ceiling Eastlink Centre
Timing: Begin May 2022 (Pending QMJHL playoffs); Completion June24th, 2022
Description: Paint +/- 45,000 sq.ft of existing ceiling approximately 25’above floor (and higher). Work includes for necessary maskingof necessary openings, protection of existing surfaces belowceiling level being painted, application of paint finishes, removalof all masking and associated mechanical work, electrical work,ancillary work, etc.
.2 Anticipated Capital Cost of the above work is between $900,000 and $1,000,000 (HST Extra).Projects will need to have pricing identified separately.
1.2 SUBMISSION PROCEDURE.1 General Contractors:
.1 Submit their submission for the entire work of this Contract, INCLUDING the work ofthe Civil, Mechanical, Sprinkler and Electrical subcontracts, directly to the Owner inaccordance with the requirements of the CCDC 11-2019 - Contractor’sQualification Statement.
.2 General Contract bidders shall take particular care to ensure that their submission issubmitted on the proper form(s).

1.3 RECEIPT AND OPENING OF SUBMISSIONS.1 Submissions will be opened privately at the time and place stated in the Advertisement for
Pre-Qualification Submission. The officer whose duty it is to open them will decide whenthe specified time has arrived. No responsibility will attach to any officer for the prematureopening of a submission not properly addressed and identified.
.2 Telegraphed, telephoned or facsimile transmitted submissions will not be considered.
1.4 CONDITIONS OF WORK AND EMPLOYMENT IN PEI.1 All Construction Companies and Contractors and subcontractors submitting documentation
for this work, or a portion thereof, are advised, in their own interest, to contact theConstruction Association of Prince Edward Island, the accredited association for commercialand industrial sectors of the construction industry, to inquire and determine the terms andconditions of work and employment in the Province of Prince Edward Island.

1.7 CCDC 11-2019 CONTRACTOR'S QUALIFICATION STATEMENT.1 Given the aggressive & limited timeline requirements for this project are of utmost concern to
the Consultant, Owner, and End-User Groups, General Contractors seeking to submit atender for this project are asked to submit a completed CCDC 11 - 2019 - ContractorsQualification Statement at the specified time and location for evaluation by the Consultant,Owner, and User Group.

.1 Of the list of five (5) relevant projects of comparable construction completed, GeneralContractors must include as a minimum two (2) comparable projects completed withina similar aggressive & limited timeline and value; including details of project size,project construction start date, project anticipated construction schedule, actualproject substantial completion. General Contractors are also asked to submit acurrent/ valid WCB Clearance letter.
.2 Contractors shall submit their Qualification Statement on form CCDC 11 - 2019 complete withaccompanying information, which will be received at the time and place indicated within thisaddendum. Late submissions will not be accepted and will be returned unopened to theBidder.
.3 The Qualification Statement and accompanying documents shall be enclosed in a sealedenvelope marked "QUALIFICATION STATEMENT" and bearing the following identification..1 Name of Project..2 Name of Contractor submitting.
.4 The Envelope to be addressed to the recipient indicated in the Advertisement of Pre-Qualification Submission and delivered by hand, registered mail or courier
.5 Submit only one (1) signed copy of Qualification Statement.
.6 Please refer to Appendix 'A' for a copy of the evaluation form to be used for the qualificationprocess. In addition to the mandatory submission requirements noted as pass/fail, GeneralContractors must achieve a minimum score of 245 out of 350 points (70%) in order to meetthe qualification criteria.
.7 Failure to meet all pass/fail criteria and/or failure to meet the minimum points criteria will resultin the Bidder being deemed "Not Qualified". "Not Qualified" Bidders may not submit a bid.
.8 Any Bidder who is deemed either "Not Qualified" or has not submitted a CCDC 11-2019 &accompanying documents by the required Qualification Submission date, and who submits asubmissionb for this Project will have their Contractor Qualification Submission returnedunopened.
