2. Scope of Work: The Scope of work under this package includes Civil works Internal plumbing & sanitary works , electrical works (LT & HT ), HVAC , Site development, Sewerage Treatment Plant, Fire detection, Fire Alarm & suppression, CCTV, BMS, landscaping etc. works of Administrative & Academic Block, Farmers Training Hostel, Animal Hospital, Auditorium, Guest House, Scientist Residence, Boys Hostel, Hospital, School, Girls Hostel, Student Recreation, Community Block, Club for staff, Principal Residence, Residential Quarter including Campus layout, Roads, Boundary wall, The Proposed Campus are about 350.0 acres. 3. Pre-Qualification eligibility criteria:

[a] The Contracting Firm/Agency shall be a well established and reputed firm specialized in the trade and registered as a legal entity for a minimum period of Ten years and having experience and capacity in the execution of similar works;

[b] The contracting Firm/Agency should have achieved during last five years in any one

year a minimum annual financial turnover [in all classes of Civil Engineering Construction works only] of at least 50% (fifty percent) of the estimated cost of work, ending on 31st March 2013. The annual turn over of previous years will be adjusted to 2012--2013 price level based on annual inflation of 8% (eight percent);

[c] The contracting Firm/Agency should have satisfactorily completed as a Prime

contractor during the last five years, ending March 2013. JV should fulfill the criteria given in JV guideline.

(d) Three completed similar works each costing not less than 40% (forty percent) of the

estimated cost or completed two similar works each costing not less than 60% (sixty percent) of the estimated cost or completed one similar work costing not less than 80% (eighty percent) of the estimated cost.

(e) One project costing `200 crore completed satisfactorily within Last five years of State Government/Central Government/PSU. The certificate must be issued by concerned competent authority.

Similar nature shall mean projects comprising of modern institutional/hospital/university buildings

work along with all specialized services and site development work for state Govt./central Govt./PSU sector or any other organization. The completion certificate shall be issued by employer not below the rank of executive engineer or project manager. In case of private client the completion certificate issued by employer should be certified by the CA. The bidders shall have to also submit good quality digital photographs of the completed projects.

(ii) The contracting Firm/Agency should have adequate capacity of carrying out plumbing

works and electrical works [through "1A CLASS" Electrical Contractor]. They should also indicate name of the specialised Fire fighting agency.

[d] The contracting Firm / Agency should have to produce Bankers solvency certificate or Revenue solvency Certificate of Value not less than 40% of the estimated cost.

[e] The contracting firm / Agency should have produce evidence of access to lines of credit

and availability of other financial resources facilities (10% of contract value), certified by the Bankers (Not more than 3 months old).

[f] The Bidder shall furnish undertaking that would be able to invest a minimum cash up to

25% of contract values of work, during implementation of work.

[g] The contracting Firm/Agency should not have incurred any loss in more than 2 years during the last five years ending 31st March 2013.

4. Contracting firms may obtain Pre-Qualification Document on request in writing from

the Chief General Manager, Bihar state Building construction Corp. Ltd, Patna on payment of Rs 10000 (Ten Thousand) (Non Refundable) in the form of Bank Draft in favour of Chief General Manager, Bihar state Building construction Corp. Ltd, Patna, payable at Patna upto 04.00 PM on 29.07.2013 Incase of download from the website the cost of Pre-Qualification Document have to be paid in forms of Bank Draft at the time of submission.

5. The department reserves the right to reject any or all the applications without assigning

any reason. 6. Pre-Bid meeting shall be held on 15.07.2013 at 04.00 PM in the office of the CGM,

Bihar state Building construction Corp. Ltd, Bihar, Patna. 7. An affidavit (Form-G) on stamp paper of Rs. 100 (Non-judicial) stating that "In case any

ambiguity is noticed in the documents submitted that any stage, we shall be entirely responsible and liable for any action as deemed fit under the law" shall be submitted by the Contracting Firm/Agency with Pre-Qualification Document.

8. In no case subletting of work will be allowed. 9. The completed Pre-Qualification document supported by prescribed annexure shall be

addressed to Chief General Manager, Bihar state Building construction Corp. Ltd, Patna should be submitted in sealed envelope duly superscribed with the name of work and due date of opening so as to reached upto 04.00 PM on 30.07.2013 and will be opened by the Chief General Manager, Bihar state Building construction Corp. Ltd, Patna or his authorized representative in his office on the same day at 04.30 PM.

SECTION I

BRIEF PARTICULARS OF THE WORK 1. Govt of Bihar, Department of Agriculture, through Bihar state Building construction Corp. Ltd proposes to develop an Agriculture college at Kishanganj. Comprising of the following 1.1 The Proposed Campus Site Areas are about 1416100 SQM SQM (350 acres). 1.2 . Total area of all structure as mention above is approx 115000 Sqmt.

1.3 Campus Layout, Boundary wall, Roads & Parking.

1.4 Site Development, External Services (External PHE works, including RCC under Ground

Tank).

1.5 Sewerage Treatment Plant.

1.6 The work required for Construction of Bihar Agriculture College Kishanganj shall include but not limited to the provision of all of the following. Layout of building, Architectural features of Building as per approved design, excavation for structure reinforced concrete framed / Steel structure, Internal sanitary & water supply installations, Internal electrical installations, Development of site comprising of roads, Pathways, Driveway, Boundary wall, Parking, External Services viz. External PHE & Fire fighting HVAC etc.

1.7 The work shall be executed by the Bihar state P.W.D. patterned on their standard contract

forms according to the specifications of Bihar state Building construction Corp. Ltd / CPWD/ Architect Consultant.

SECTION III

INFORMATION & INSTRUCTION FOR APPLICANTS

1.0 General: 1.1 Application for Pre-Qualification shall be made through Letter of transmittal and forms

of Pre-Qualification given in Section III. 1.2 All information called for in enclosed forms should be furnished against the relevant

columns in the form. if for any reason, information in furnished on a separate sheet , this fact should be mentioned against the relevant column. Even if no information is to be provided in a column. an “nil” or “ no such case “ entry should be made in the column . if any particulars / query is not applicable in case of the applicant . it should be stated as “ not applicable “ The applicants are cautioned that not giving complete information called for in the application forms or not giving it in clear terms or making any change in the prescribed forms or deliberately suppressing the information may result in the applicant being summarily disqualified . Applications made by telegram or telex and those received late will not be entertained.

1.3 The application should be type-written. The application should sign each page of the

application. 1.4 Overwriting should be avoided. Correction, if any, should be made by neatly crossing

out, initialing, dating and rewriting. Page of the Pre-qualification document are numbered.

1.5 References, information and certificates the respective clients certifying suitability,

technical Know-how or capability of the applicant should be signed by an officer not below the rank or Chief General Manager or equivalent.

1.6 The applicant may furnish any additional information which he thinks is necessary to

establish his capabilities to successfully complete the envisaged work. He is, however, advised not to furnish superfluous information. No information shall be entertained after submission of Pre-Qualification document unless it is called for by the Employer.

1.7 Any information furnished by the applicant found to be incorrect either immediately or

at a later date, would render him liable to be debarred from tendering / taking up work in BSBCCL. If such applicant happens to be enlisted contractor of any class in BSBCCL, his name shall also be removed form the approved list of contractors.

1.8 The Pre-Qualification documents in prescribed form duly completed and signed should be submitted in a sealed cover. The sealed cover superscripted “Construction of Bihar Agriculture College Kishanganj ” shall be received by the Chief general Manager , or his authorized representative upto 4.00 PM on 24.07.2013 Documents submitted in connection with Pre-Qualification will be treated confidential and will not be returned.

1.9 Prospective applicants may request clarification of the project requirements and Pre-Qualification documents. Any clarification given by the Employer will be forwarded to all those who have purchased the Pre-Qualification document No request for clarification will be considered after submission of P.Q Documents.

2.0 Definitions: 2.1 In this documents the following words and expressions have the meaning hereby

assigned to them. 2.2 Employer: Means the Bihar state Building construction Corp. Ltd acting through the

Chief General Manager, PATNA 2.3 Applicant: Means the individual, proprietary firm, firm in partnership, limited company

private or public or corporation or JV. J V should be formed according to guideline attached.

2.4 “year” Means “Financial year “unless stated otherwise. 3.0 Method of Application: 3.1 If the applicant is an individual, the application shall be signed by him above his full

type written name and current address. 3.2 If the applicant is a proprietary firm, the application shall be signed by the proprietor

above his full type written name and the full name of his firm with his current address. 3.3 If the applicant is a firm in partnership, the application shall be signed by all the

partners of the firm above their full type written names and current addresses or alternatively by a partner holding power of attorney for the firm. Is the letter case a certified copy of the power of attorney should accompany the application. In both cases a certified copy of the partnership deed and current address of all the partners of the firm should accompany the application.

3.4 If the applicant is a limited company or a corporation, the application shall be signed by

a duly authorized persons holding power of attorney for signing the application accompanied by a copy of the power of attorney. The applicant should also furnish a copy of the Memorandum and Articles of Articles of Association duly attested by a Public Notary.

4.0 FINAL DECISION MAKING AUTHORITY

The employer reserves the right to accept or reject any application and to annul the Pre-Qualification process and reject all applications at any time, without assigning any reason thereof.

5.0 PARTICULARS PROVISIONAL

The particulars of the work given in section -I are provisional. They are liable to change and must be considered only as advance information to assist the applicant.

6.0 SITE VISIT

The applicant is advised to visit the site of work at his own cost, and examine it and its surroundings to himself collect all information that he considers necessary for proper assessment of the prospective assignment.

7.0 INITIAL CRITERIA FOR ELIGIBILITY FOR PRE-QUALIFICATION 7.1 Should no have incurred any loss in more than two years during the last five years

ending 31st March 2013 7.2 Should have a solvency of 40% of the estimated cost (Rs. _ _ _ _ _ Crores) certified by

his Bankers. 7.3 The bidding capacity of the contractor should be equal to or more than the cost of the

work. The bidding capacity shall be worked out by the following formula1 Bidding capacity = (A x Nx 3-B). Where, A= Maximum value of construction works executed in any one year ending the last

five years taking into account the completed as well as works in progress. N= Numbers of years prescribed for completion of work for which Pre-Qualification

application has been invited. B= Value of existing commitments and on going works to be completed during the

period of completion of work for which Pre-Qualification has been invited. 8.0 EVALUATION CRITERIA FOR PRE- QUALIFICATION 8.1 For the purpose of Pre-Qualification applicants will be evaluated in following manner. 8.1.1 The initial criteria prescribed in para 7.1 to 7.3 of Pre-Qualification Document and para-

3 of Notice Inviting Pre-Qualification above in respect of experience of similar class of works completed, bidding capacity and financial turnover etc. will first be scrutinized

and the applicant‟s eligibility for Pre-Qualification for the work is determined. 8.1.2 The applicants qualifying the eligibility criteria as set out is para 8.1.1 above will be

evaluated for following criteria by scoring method on the basis of details furnished by them.

To Pre-qualify, the applicant must secure at least sixty percent marks in criteria (a) & (b) above (i.e Financial strength & Experience in works of similar nature) , fifty percent marks in each of the other criteria and seventy percent marks in aggregate. In case number of qualifying Contractors / Firms is less than expected the qualifying marks may be revised by the department. 8.2 Even though an applicant may satisfy the above requirement, he would be liable to

disqualification if he has:

(a) Made misleading or false representation or deliberately suppressed the information in the forms, statements and enclosures required in the pre- qualification document.

(b) Record of poor performance such as abandoning work, not properly completing

the contract, or financial failures/ weaknesses etc. 9.0 FINANCIAL INFORMATION

Applicant should furnish the following financial information: Annual financial statements for the last five years (in Form “A”)

10.0 EXPERIENCE IN CIVIL WORKS HIGHLIGHTING EXPERIENCE IN SIMILAR WORKS 10.1 Applicant should furnish the following:

10.2 Particulars of completed works and performance of the applicant duly authenticated /

certified by an officer not below the rank of Chief General Manager or equivalent should be furnished separately for each work completed or in progress (in Form “D”)

11.0 ORGANISATION INFORMATION

Applicant is required to submit the following information in respect of the organization (in Form “E” & “E-1”)

(a) Name & postal address. l/c telephone & Tele Number etc. (b) Copies of original documents, defining the legal status, place of Registration and

principal places of business. (c) Names & Title of Directors and Officers to be concerned with the work, with

designation of individuals authorized to act for the organization. (d) Information on any litigation in which the applicant was involved during the last five

years, including any current litigation. (e) Authorization for employer to seek detailed references. (f) Number of Technical & Administrative Employees in the company and how these would

be involved in this work (in Form “E-1”) 12.0 CONSTRUCTION PLANT & EQUIPMENT

Applicant should furnish the list of construction plant and equipment including steel shuttering centering and scaffolding likely to be used in carrying out the work (in Form “F”) Details of any other plant & equipment required for the work (not including in form “F”) and available with the applicant may also be indicated

13.0 EMPANELMENT FOR TENDER After evaluation of pre-qualification application, a list of qualified agencies will be prepared. Thereafter, pre- qualified agencies only would be invited to submit tenders for the work.
