V6Z 2N3 Re: North American Electric Reliability Corporation Dear Ms. Hamilton: The North American Electric Reliability Corporation (“NERC”) hereby submits this Notice of Filing of the following proposed Protection and Control (PRC) Reliability Standard set forth as Exhibit A to this notice that was approved by the NERC Board of Trustees on March 10, 2011: PRC-023-2 – Transmission Relay Loadability (PRC-023-2). NERC also provides notice of the associated implementation plan for the proposed PRC-023-2 standard that establishes effective dates for each requirement as set out in section 5 – Effectives Dates of the PRC-023-2 Reliability Standard. Additionally, NERC was directed by the Federal Energy Regulatory Commission (“FERC”) in Order No. 733 to develop a process by which entities could challenge criticality determinations made by the Planning Coordinators under the proposed PRC-023-2. 1 To address this directive, NERC is including with this filing a proposed addition to the NERC Rules of Procedure, Section 1700 – Challenges to Determinations. 1 Order No. 733 at P. 97.
