    Funding Programme Public Policy, Good Governance (PPGG)

    What are the objectives of the

    funding programme?

    This programme is designed to qualify future

    leaders in Politics, Law, Economics andAdministration according to the principles ofGood Governance and to prepare them inacademic, yet practice-oriented Master coursesfor their professional life.

    What is the Target group?

    First-class graduates with a university degree(Bachelor or equivalent) who want to contribute

    to the social and economic development of theirhome countries. The scholarships are offeredboth for young graduates without professionalexperience and for mid-career professionals.

    What does the package include?

    The scholarships are for two-year Mastercourses (in some cases one-year courses) at a

    range of eight carefully selected PPGG coursesat prestigious German institutions of HigherEducation. The majority of these courses aretaught in English or partly in English.

    The scholarship holders will be offered specialtutoring at their host institutions. Furthermore,

    there is the opportunity ofnetworking eventswith participants in other PPGG courses.

    Regardless of the language of instruction, allscholars will receive intensive Germanlanguage training prior to their studies.

    How much is the

    scholarship?

    DAAD pays a monthly scholarship rate ofcurrently 750 EUR. The scholarship alsoincludes contributions to health insurancein Germany. In addition, DAAD grants anappropriate travel allowance as well as a

    study and research subsidy and inapplicable cases rent subsidies and / orfamily allowances.

    1. Public Economics, Law and Politics (PELP)

    The Location

    The city of Lneburg is over 1,000 years old andsituated in the North of Germany close to thevibrant city of Hamburg. The Leuphana Graduate

    School stands for a new university model. Aspart of its Excellence Competition in December2007, the Donors Association for GermanScience granted distinguished recognition to theLeuphana model for its profile and strategy.Intensive faculty advising and work in small

    groups encourage the communicative exchangeand an active learning community.

    The Course

    The two-year degree programme PublicEconomics, Law and Politics (PELP) MArequires 120 ECTS credit points and is

    concluded with the Masters thesis during thefourth semester. The programme unitesdisciplines that have traditionally examined therelationship between state, society andeconomy. Questions, problems and solutionsthat emerge from this complex network of

    relations will be analysed from the perspective ofPolitical Science, Economics and Law. Thecauses, the contexts and the social andeconomic effect of state action stand at thecentre of this programme. In addition, theprogramme also focuses on development theoryand policy which will be of special interest toPPGG candidates. Students are provided with anacademically grounded, yet interdisciplinary,account of how politics, law and economyinteract. Classes are mainly taught in German,but there are also classes that are taught inEnglish.

    The Location

    The city of Passau is located in the southeast ofGermany and right at the heart of a unified

    The Course

    The study course Governance and Public Policyhas a two-year-curriculum. In their first term,

    students will get acquainted with the foundationsof governance research as well as with thebasics of statehood and Good Governance inorder to provide a theoretical framework in whichthe following interdisciplinary classes areembedded. In these Master classes, students will

    The Location

    The city of Potsdam is more than 1,000 yearsold. Located along the banks of the Havel river

    and the surrounding lakes, Potsdam is abeautiful city in the immediate vicinity of Berlin.The University of Potsdam, founded in 1991, hasearned itself a reputation as one of the leadingcompetence centres for Governance and thePublic Sector. The PPM programme is integrated

    into the Faculty of Economics and SocialSciences (FESS) and its Potsdam Centre forPolicy and Management (PCPM) at theUniversity of Potsdam.

    The Course

    The PPM programme is a postgraduate mid-career 12 month full-time Master programmetaught in English. Launched in April 1999, it was

    the first of its kind in Germany. The programmecovers two semesters of courses, including twomonths for writing and defending a Mastersthesis. The programme has two degree options:The Master of Public Management (MPM)course is designed to equip public sector

    professionals with the analytical and practicalskills required to meet societys need forimproved efficiency and effectiveness in publicmanagement. With a similar orientation, theMaster of Global Public Policy (MGPP) course,established in 2003, provides the framework tomeet the challenges of managing public policies

    that transcend national borders. From October2011 the MPM course will feature a new studystream, Geo-Governance, which will allowstudents to focus parts of their studies onhandling risks emerging from natural disastersand climate change.

    Through its established network, the PPMprogramme promotes dialogue between

    academia, the public sector, businesses and thenon-profit sector. Worldwide research activitiesof the PPM faculty include links with the GlobalPublic Policy Institute, TransparencyInternational, German Technical Cooperation(GIZ), the Potsdam Institute for Climate Impact

    Research (PIK), the German Research Centrefor Geosciences (GFZ), the World Bank, the UNand UNDP, the OECD-SIGMA and the EuropeanGroup of Public Administration, just to mention afew. Most of the PPM programmes graduateswork in management and executive positions in

    The Course

    The Course

    The School offers a two-year, English-languagepostgraduate academic programme, leading tothe Master of Public Policy (MPP) degree. In the

    The Location

    The cities of Duisburg and Essen are situated inthe Ruhr region, Germany's former industrial

    heartland with its coal mines, coking plants andsteelworks. The Ruhr region has beentransformed into a cultural conurbation full ofcontrasts in the heart of the Europe. TheUniversity of Duisburg-Essen is located in themiddle of a region with the largest number of

    educational institutions per square kilometre inEurope.

    The Course

    The Master of Development and Governance isa one-year fulltime degree programme taught in

    English. The programme combines teaching inseveral political science sub-disciplines with apractice-oriented methodology including aninternship with a German (development)organisation. The main emphasis is on acquiringknowledge of the relevance of different tiers and

    forms of governance processes both within theestablished democracies and the developingsocieties. The curriculum consists of threemodules (Development, Governance, and AreaStudies), a compulsory 6-week internship with aGerman (development) organisation and the

    Masters thesis. Students select two out of thethree courses on African Politics, EuropeanPolitics and Asian Politics and are thus able tospecialise on regional issues even within a one-year Master programme.

    The programme provides students with bothpolicy- and region-specific expertise and allows

    them to pursue their professional careers withinthe administrations, governments ordevelopment organisations of their homecountries or to qualify for a career in internationalorganisations whether governmental or not. Tomeet the requirements of the professional world

    The Location

    The Course

    The two-year Master programme DemocraticGovernance and Civil Society is focused on therelations and organisational interfaces betweenstate actors and civil society groups andassociations. How governments and civic groupsinteract and the type of responsibilities theyperceive, are key for the problem-solvingcapacities of politics. Emphasis is placed on the
