Excerpts: Q.1) Tell us about your political jour- ney? I was totally not in- terested in politics and had nothing to do with it I was not interested in politics in my early days: Netra Shirke during my early days. My entire childhood was spent travelling across the country and studying in different parts of the country be- cause my father had a transferable job. I came here in Navi Mumbai only after I got married. I did my masters in man- agement studies from Mumbai University. I was into business basi- cally. We used to run a news channel called Drishti and I used to know many people around, so then I got into politics since I knew all the important per- sons in the city and also the political scenario of Navi Mumbai. So I thought of giving a try and seeing. In the year 2005, I contested on NCP ticket and won it. Since 2005, I have been elected successively for three terms as a NMMC Corporator. NAVI MUMBAI: A cityactivist citing RTIinformation hasalleged two appoint-ment scams in theAPMC. This involvesfour civil juniorengineers and anassistant secretary.The four civil engi-neers were allegedlyappointed with fakecredentials anddocuments on theircapabilities andexperiences. Anassistant secretarywas appointed in 1992through agencies andresigned in 1995 fromthe post. He wasreappointed. Theselection procedurefollowed by the APMCselection committeeraises doubts.

The city activistAnarjit Chauhan hasobtained documentsthrough RTI relatedto the appointment offour junior civilengineers way backin 1997-98 in theAPMC Vashi. Theminimum educationalqualification andexperience criteriathen set was secondclass in Diploma inCivil Engineering andfour years experiencerespectively.

Anarjit Chauhanalleged, “The selectioncommittee defaultedin maintaining theminimum recruit-ment criteria. Thecommittee appointedfour civil juniorengineers with one of

them having firstclass degree with oneyear experience(fraudulently produc-ing study timeexperience of threeyears) while the otherthree had only threeyears experienceeach. However, thejunior civil engineersare promoted todeputy engineers.”

Anarjit Chauhanhas demanded imme-diate termination ofthe junior civilengineers citing aSupreme Courtverdict and the 1993state governmentresolution issued bythe general adminis-tration department.Their salary withinterest and penaltiesfor the substandardworks in APMCshould be recoveredfrom civil engineerswith criminal offenceregistration againstthe engineers andadministrators.

Anarjit Chauhanalleged, “The APMC

has appointed anassistant secretary in1992 who had re-signed in 1995. Hisresignation wasaccepted by the APMCCommittee in 1995.Around three monthsafter acceptance of hisresignation theassistant secretaryhad appealed in themarketing ministryto resume his service.The ministry retainedhim in the sameposition withoutfollowing the fairselection procedure (ieinviting fresh applica-tions for the post).Surprisingly, officialadministrationprocedure as pergovernment rules ofbusiness like date,outward number, etcwas not followed. Inthese years theassistant secretaryhas been promoted tothe next higherposition. He should beterminated.”

On the junior civilengineers issue theAPMC administratorSatish Soni said, “Aninvestigation is beingunderway on theappointment relatedissues. A case is beingheard.”

NAVI MUMBAI: Agroup of activists hadon Monday organizeda signature campaigndemanding construc-tion of more rooms atthe government resthouse Panvel to caterto the demand. Theydemand more rooms,hospitality facilitieswith increase man-power, etc. The resthouse is leakingbesides in poorcondition. Over 200signed up in the twohour long campaign.The rest houseserves the electedrepresentatives,government staff etcwith having fourrooms at present isfound insufficient tomeet the require-ment.

The Raje Pratist-han activists haveorganized thecampaign. They saythe MPs, MLAs,ministers and govern-ment officials stay inthe rest house.However, inadequatenumber of roomscould not cater to thedemand. The resthouse is located alongside of the old MumbaiPune highway. Therest house was builtduring the British erain 1910.

They allege thatthe rest house is indilapidate condition.Few years ago thoughit was repaired butthe condition wors-ened. Hence stepsshould be initiated toincrease its capacityand provide betteramenities. Many

demand more staffwith better facilitiesand increase roomcapacity.

The PWD seniorofficial said, “Therepairing will be donewithin a month. Staffshortage issues will betaken up with thegovernment through aproposal coveringhospitality aspect. Theavailable area needs tobe exploited to expandthe rooms besidescatering more. But thegovernment has todecide on the same.”

Everyone must get their basic rightsWhat are basic rights? How are they different from other fun-

damental rights? Basic rights flow from basic needs such as phys-ical security or subsistence. Needs are different from wants. Theirnon-fulfilment can cause great harm, even kill.

Needs depend on the way human bodies are constituted. Forus, nothing can take the place of water, food and air. Basic needsare not what we live for. They don’t make our life worth living. Butanything really worth pursuing depends on the satisfaction of ba-sic needs. People suffer if basic needs are met inadequately orwith delay. They are then denied a minimally decent life.

A right is something that is owed to us; it is not a favour. So,rights help the recognition of anything that satisfies basic needsas an entitlement. These rights are basic also because many in-trinsically valuable rights can be enjoyed only once these rightsare secured.

The right to minimum economic security and subsistence in-cludes clean air, uncontaminated water, nutritious food, clothingand shelter.

The right to primary health care is also an integral part of theright to subsistence.

Credible threats to these rights can be reduced by the govern-ment by establishing institutions and practices that assist the vul-nerable. When a government fails to provide primary health careto those who can’t afford it, it violates their basic rights.

It follows that governments must make arrangements for peo-ple to demand that their basic rights be satisfied, to complain whenthese demands are not met, to report lapses and omissions on thepart of governments, point fingers at apathetic government offi-cials, criticise the government for its failures and to do so withoutfear. Anything short of a minimally decent life is simply not accept-able.

Everyone talks about what the government should do, but noone demands that the citizens also do their duties. Should a poorcouple who can barely look after themselves be allowed to have achild year after year- maybe 10 more children total - and expectthe government to give them all a life of dignity and free frombasic needs? Impossible!

Basic rights and basic needs are within the tenets our Consti-tution and no one should be denied.

It seems allocating budget for technology and other things willhelp in better growth and development but we don’t want to in-vest more in basic rights of food, shelter, uncontaminated water,Education and physical security. Who will use these better growthand progressive development if the life of future citizens are atstake and who will be help in this so called development? It feelsthat our forefathers were much happier with less development andmore fulfillment of basic needs from the nature.

committee and general body meeting, re-cently you raised question on pet hospitalin the city, elaborate on it?

Now the pet hospital will be a reality in thecity. It is coming in Juinagar and the groundbreaking ceremony has been already done. Thehospital will be operation in another one or twoyears’ time. We were actually not having goodplot for the pet hospital. The plot was allocatedby CIDCO long back but there was an objec-tion and we were waiting for it. I am not sureabout the budget for the hospital but it will havetreatment facilities for all types of pet of NaviMumbai. But there is one thing that is still lack-ing and that is we are not having a crematori-um. We have to go all the way to Parel for cre-mating the pet which is not right. Sometimepeople dig up the road and buries the pets be-cause who will take all the way so far. But it isnot right because it is emotional moment. Wetreat them as a family and just burying themsomewhere just like that as an unknown entityis not good.

Q.3)Tell us about the issues which youhave raised in NMMC for eunuch’s bet-terment?

Actually during one of the discussion withGanesh Naik, we were discussing the variousaspects of the city and we realised that there isa whole community of transgenders residing inthe Kopri Village. Now they are here from lastso many years but nothing has been done forthem. So I raised this issue in NMMC sayingthat we do a lot for women, children, sociallyand economically backward people. We havelots of welfare schemes for everybody. We have

schemes for physically and mentally challengedthrough E.T.C and we also do lots of thing forsenior citizens. Senior citizens cell was formedten years back and we have done so much forthem. So the only community which is left outis transgenders. They are also the citizens ofthe city but they are neglected and no one wantsto think about them. We all behave as they don’texist. Even they don’t come out but it is thebeauty of the Navi Mumbai Municipal Corpo-ration (NMMC) to reach to everywhere whoneeds us. And the reason I suggested that thereshould be a welfare scheme for transgendersalso and there should be allocation of 2-3 crore

budgets for them. And once when the policy willform than the budget should be increased. One thingis that what type of welfare schemes for them so Isuggested that we should have a welfare schemesfor them like we should provide education to them.They are not so educated because they come frompoor background. Everybody in Navi Mumbai isignoring them and we can just see them begging orinvolved in sex trade. We need to give them edu-cation, take care of their health and a third aspectis creating a means of livelihood for them. Theyshould get the job. We have to bring them into main-stream.

Q.4) You suggested a counselling session

for all the women corporator of NMMC,what is the status of it?

No, we do not have any counselling sessionas such for women corporators. See it is notjust about the corporators but all the womenwho are working. We have a very difficult jobof balancing our home and family and our work.So there is always the feeling of guilt that weare not giving enough time either to our homeor our work. Sometime you feel your job is get-ting neglected and sometime you feel that yourhome is getting neglected and if you have thechildren you feel all the more bad that meanyou are not giving ample amount of time to thefamily. And women always want to be perfectand we are more committed. Most of the timewomen don’t have anyone to talk to and theycan’t share their feeling and thinking with any-one and that is why counselling is very veryimportant and in future through women and childwelfare committee counselling session will beinitiated. I really recommend it.

Q.5) You are the chairperson of SwachBharat Adhoc Committee, what’s the roleof that committee?

Basically what we are trying to oversee isthe entire Swachta Sarvechan and Swachta Ab-hiyan that we undertake. Even though weachieved seventh rank in the cleanliness our aimis that at least we should be in first three. Thekind of work our Corporation has done noneother Corporation has done it. We have scien-tific landfill site and all our beans are RAFIDtag and that no one has done, but now Indore islittle bit better than us in some of aspects. Thecomposting which we are doing is also quiteokay and at least achieving 25 percent of com-posting. We have more than 85 percent of seg-regation happening like wet and dry. Mine is

2nd year as a Chairperson of this committeeand the committee has formed because Swach-ta is continuous process and it can’t be achievedin just few days one has to make it a habit. Ev-erybody in the city has to be a participant in thecleanliness process. Our aim is to bring the peo-ple along with the corporation. What I do is Imove everywhere in the city be it slums or inthe societies and create awareness among themthat it is your city and you have to keep it cleanby making it a habit to always keep clean. It isseen that people keep their home and surround-ing clean in same way they should keep theircity clean because even city is their own.

The pro-grams are also de-signed for re-skilling orup-skilling existingemployees of local in-dustries and SMEs.Moreover, local indus-tries can use the skill-ing programs as gate-ways for internshipsand staff induction,thus minimising thetraining effort requiredfor inducting fresh re-cruits. Women should shed their fears In this 21st century, we talk about develop-

ment, innovation, technology, advancement andwhat not. But are we actually developing?

With so many crimes relating to femalemolestation, rape cases, sexual abuse, can wereally say we are progressing towards social de-velopment? Because of a certain class of lunaticmen, women have to live with fear whereverthey go. Eve-teasing is so dominant that everyteenage girl or woman in every nook and cornerof the world has witnessed female abuse of some

kind or the other. In a country like India which is projected to

be a global superpower and economically equipped,how can we live with such backwardness in thesociety? Why is it that a woman’s position in oursociety is still considered so low that any personcan insult her dignity and get away with it?

Eve-teasing has posed a serious threat to thewomen of our society. There is hardly any girl orwoman who has not been the target of eve-teas-ers. Bus-stops, auto-rickshaw stands, railway sta-tions, etc., are the favourite haunts of the eve-teasers who seem to have no other business thanpassing lewd remarks on women who happen topass by. Eve-teasing is a crime and to put an end

to it, women themselves must take the initia-tive. But women generally ignore the eve-teas-ers as they fear the evil consequences that maybefall them in future. It is this baseless fear ofthe women-folk which gives the eve-teasers thecourage to pass objectionable comments as theythink that women are too meek and timid toconfront them. It’s high time women shed theirfear and confront the eve-teasers boldly. This isthe only way to teach a lesson to such culpritsso that they will not dare to tease another wom-an in the future, and think a thousand timesbefore passing lewd remarks again.

The Yoga Acharyaaddressed the studentsand in his profoundspeech dwelt upon thebenefits of Yog Vidya.

Accompanied by Br.Avyayamrita ChaiTanya and Suja - theschool’s Yoga teacher,the students of allclasses experienced thebenefit of the ancientform of Indian fitness.
