“The mail works!” Potter delivers keynoteaddress at National Postal Forum

The forecast for thePostal Service and themailing industry is verygood. That’s the mes-sage Postmaster Gener-al Jack Potter deliveredto more than 6,500 mail-ers and advertisers at the

National Postal Forum in Orlando, FL. It’s a forecast basedon a transformed Postal Service that will see a growth indirect mail as well as advances in technology that will trackPostal Service performance and reduce costs.

Potter noted that mail volume last year reached a record212 billion pieces. Marketers have found that using themail, along with the Internet, has resulted in significantlylarger orders than if they had relied on Internet advertisingalone. “The public and the marketplace have spokenloudly,” he said. “The mail works.”

Potter also discussed the Postal Service’s high levels ofcustomer satisfaction, elimination of $11 billion in debt andproductivity increases six years in a row.

“We have enormous challenges,” Potter said. “But wehave the ideas to grow this business. I know that we can bemore successful than ever.”

E-mail scam targets Thrift Savings Planparticipants

Scam artists are at it again — phishing for your personalinformation — and this time they’re pretending to be fromthe Thrift Savings Plan (TSP). The TSP has posted a warn-ing about this latest phishing attempt on its Web site:

You should never give any personal, credit or bankinginformation in response to unsolicited e-mails. The TSPwould never ask for this information via an e-mail. If you didprovide this information, contact your credit card companyand bank immediately for guidance. In addition, call theTSP at 877-968-3778 and ask to have your account accessblocked.

If you receive the bogus TSP e-mail, do not try toaccess the TSP Web site by clicking on links in that orany other e-mail. They’re trying to steal your personal in-formation. Always access your TSP account only by

opening a new browser window, and typinghttp://www.tsp.gov into the address (URL) field.

The TSP is actively investigating this scam.

The day the earth didn’t stand still

The Great San Fran-cisco Earthquake lastedapproximately 50 devastat-ing seconds, but it started ahuge fire that burned forthree days, destroyed ahuge part of the city andwas responsible forhundreds of deaths.

April 18 marks the 100thanniversary of that earth-

quake. The city is planning a series of events to rememberthat quake, and the San Francisco Post Office is offering acommemorative envelope featuring the old Post Officebuilding.

San Diego P&DF earns VPP status

San Diego’s MidwayProcessing and Distribu-tion Facility (PDF) is thefirst facility in the PacificArea to earn Occupation-al Safety and Hazard Ad-ministration’s (OSHA’s)Voluntary Protection Pro-gram (VPP) Star status.The OSHA CorporateVPP Program is designed to streamline safety at largeorganizations with standardized safety and health pro-grams. It does this using teamwork — involving manage-ment, unions and employees.

The facility had a traditional VPP flag-raising ceremonyand celebratory luncheon to recognize the hard work need-ed to achieve Star status.

Jump on the Paddock wagon: RetailStandardization training pays off

When Retail Asso-ciate Ambassador TonyGalarza of PaddockBranch in Ocala, FL, re-turned from his RetailStandardization traininglast fall, he shared his ex-perience with StationManager Tom Kuhns,Officer in Charge Linda

Copeland and the rest of the retail team.

Galarza says the entire office “really jumped on thebandwagon.”

Retail associates started offering ReadyPost supplies tomeet their customers’ needs and also increase revenue forthe office. They began merchandising their new OfficialLicensed Retail Product (OLRP) display. And the entireteam worked to educate customers on the services avail-able to them.

The results have been outstanding. Total retail revenueincreased 7.7 percent compared with same period lastyear. ReadyPost revenue was up nearly $2,000, for a33 percent increase. And new OLRP sales were more than$5,200 for the four-month period.

Baseball Sluggers stamps unveiled

The Postal Servicerecently offered an earlyglimpse of the BaseballSluggers stamps thatwill be issued this sum-mer. The stamps recog-nize four of the greatestplayers in the game —Roy Campanella, HankGreenberg, Mel Ott andMickey Mantle.

Postmaster GeneralJack Potter unveiled thestamps at Mickey

Mantle’s restaurant in Manhattan. Joining him were formerNew York Yankees Public Relations Director Marty Appeland restaurant manager Bart Alexander.

The stamps will be issued before the opening pitch ofthe Chicago White Sox game hosted at Yankee StadiumJuly 15.

Delivering a data-packed barcode

The Postal Service has loaded a barcode with informa-tion that mailers can use to help build their business, cuttheir costs, better manage customer relationships and staycompetitive.

Working with mailing industry partners, USPS has des-ignated an innovative new barcode called the 4-state bar-code to lead the effort. This new barcode looks a littledifferent from the sorting barcode most of us are familiarwith. Because it’s made up of four distinct, vertical bartypes, it can carry more information than any previous post-al barcode.

It performs multiple functions — using only one line ofcode. Up to now, separate barcodes were needed for sort-ing, tracking, service and customer information.

Reassignment of ZIP Code Range 880 for DBMC Mailings and Intra-BMC Parcel PostBeginning July 6, 2006, mailers must prepare destina-

tion bulk mail center (DBMC) mailings for 3-digit ZIPCode� 880 in containers for Dallas, Texas, and enter thatmail at the Dallas bulk mail center (BMC) instead of theAlbuquerque, New Mexico, auxiliary service facility (ASF).This change is due to changes in mail processing opera-tions as shown in the labeling list revisions on pages 15–21of this Postal Bulletin.

We will revise the DBMC Rate Eligibility exhibits forStandard Mail�, Parcel Post�, and Bound Printed Matteritems in the Mailing Standards of the United States PostalService, Domestic Mail Manual (DMM�) to reflect thischange.

DMM REVISION

Parcel Return ServiceEffective April 2, 2006, Parcel Return Service (PRS) is a

permanent mail classification in section 507.11.0 of theMailing Standards of the United States Postal Service,Domestic Mail Manual (DMM�). We ended the experimen-tal Parcel Return Service offering at midnight on April 1,2006, and implemented the permanent classification andfees.

PRS allows authorized permit holders or their agents topick up parcels returned by consumers at return bulk mailcenters and return delivery units across the country. AllPostal Service� customers can now use PRS, providedthey meet all of the requirements in the new DMM 507.11.

There are two major changes in the permanent PRSclassification as compared with the experimental serviceoffering. 11.0 Parcel Return Service

11.1 Basic Information

11.1.1 Description

The Parcel Return Service (PRS) standards in 11.0 apply toparcels that are retrieved in bulk by authorized permit hold-ers or their agents. The permit holder guarantees paymentof postage and retrieval of all PRS parcels mailed with aPRS label. When a merchant or other party provides an ap-proved PRS label to its customers or others, the merchantor other party designates the permit holder identified on thelabel as their agent for receipt of mail bearing that label, andauthorizes the USPS to provide that mail to the permit hold-er or its designee. The permit holder has the option of re-trieving parcels at a designated return delivery unit (apostal facility designated as a pickup location for PRS par-cels, also known for PRS purposes as an “RDU”) or at thereturn bulk mail center (also known for PRS purposes as an“RBMC”) that serves the post office where returned parcelsare deposited by customers. Payment for parcels returnedunder PRS is deducted from a separate advance deposit(postage-due) account funded through the CentralizedAccount Processing System (CAPS).

11.1.2 Conditions for Mailing

Parcels may be mailed as PRS when all of the followingconditions apply:

a. Parcels contain eligible matter as described in 153.3and 153.4.

b. Parcels bear a PRS label that meets the standards in11.4.

c. Parcels show the permit number, and the permitholder has paid the annual PRS permit fee and theannual PRS accounting fee.

11.1.3 Services

Pieces using PRS may not bear an ancillary service en-dorsement (see 102.4.0 and 507.1.5). Only a Certificate ofMailing, when the fee is paid by the mailer returning the par-cel, is available as an extra service.

11.1.4 Customer Mailing Options

Returned parcels may be deposited as follows:

a. At any post office, station, or branch.

b. In any collection box (except an Express Mail box).

c. With any letter carrier.

d. As part of a collection run for other mail (specialarrangements may be required).

e. At any place designated by the postmaster for thereceipt of mail.

11.1.5 Application

Companies, who wish to participate in PRS, must send arequest on company letterhead to the manager, BusinessMailer Support (see 608.8.0 for address). The request mustcontain the following information:

a. Company name and address.

b. An individual’s contact name, telephone number, faxnumber, and e-mail address.

c. The rate category or categories to be used, and theproposed retrieval locations (delivery units and bulkmail centers).

d. A description of the electronic returns manifestingsystem to be used to document returns listed by loca-tion and rate eligibility.

11.1.6 Approval

The manager, Business Mailer Support reviews each re-quest and proceeds as follows:

a. If the applicant meets the criteria, the manager, Busi-ness Mailer Support approves the letter of request.The USPS will require the customer to enter into aservice agreement, may require additional documen-tation, and may conduct periodic review and inspec-tion of each participant’s PRS processing andaccounting operations.

b. If the application does not meet the criteria, the man-ager, Business Mailer Support denies the requestand sends a written notice to the applicant with thereason for denial.

11.1.7 Cancellation

USPS may cancel a PRS permit for any of the followingreasons:

a. The permit holder fails to pay the required postageand fees for returned parcels.

b. The permit holder does not maintain adequate avail-able funds to cover postage and fees for returnedparcels.

c. The permit holder does not fulfill the terms and condi-tions of the PRS permit authorization.

d. The return labels do not conform to the specificationsin 11.4.


11.1.8 Reapplying After Cancellation

To receive a new PRS permit after cancellation under11.1.7 the mailer must:

a. Submit a letter to the manager, Business Mailer Sup-port requesting a permit and a new agreement.

b. Pay a new permit fee.

c. Provide evidence showing that the reasons for can-cellation no longer exist.

d. Maintain adequate available funds to cover the ex-pected number of returns.

11.1.9 Pickup Schedule

Permit holders or their agents must set up a recurring orstanding appointment to retrieve PRS parcels. If the permitholders (or their agent) already have existing appointmentsto deliver Parcel Select parcels to a destination bulk mailcenter or to a destination delivery unit, those same appoint-ments can be used for retrieving PRS parcels. Permit hold-ers or their agents must retrieve parcels on a regularschedule as follows:

a. From RBMCs, at a minimum of every 48 hours, ex-cluding Sundays and USPS holidays.

b. From RDUs, according to the service agreement.

11.1.10 Parcels Endorsed Hold For Pickup

PRS participants must pay the appropriate Parcel ReturnService RDU rate under 11.3 for any unclaimed, refused,undeliverable as addressed, or recalled parcels that are en-dorsed “Hold For Pickup” (under 455.4.6 and 508.1.3) andthat bear the marking “PARCEL RETURN SERVICE RE-QUESTED” or “PRS REQUESTED” followed by a unique569 prefix ZIP Code.

11.2 Postage and Fees

11.2.1 Postage

There are two PRS rate categories:

a. Parcel Return Service — RDU. Parcels returned asParcel Post to, and retrieved in bulk from, a desig-nated delivery unit.

b. Parcel Return Service — RBMC. Parcels returned asParcel Post to, and retrieved in bulk from, a desig-nated BMC.

11.2.2 Permit Fee

The participant must pay a $160.00 permit fee annually atthe post office where the PRS permit is held.

11.2.3 Advance Deposit Account and AnnualAccounting Fee

The participant must pay postage through an advance de-posit account and must pay an annual accounting fee of$500.00.

11.3 Rates

11.3.1 Parcel Return Service — Return Delivery Unit

Regardless of weight (up to the maximum weight of 70pounds), any parcel that measures more than 108 inches(but not more than 130 inches) in combined length and girthmust pay the oversized rate.

11.4 Label Formats

11.4.1 Label Preparation

PRS labels must be certified by the USPS for use prior todistribution as defined in the service agreement. In addi-tion, permit holders must obtain USPS certification for bar-code symbologies. Any photographic, mechanical, orelectronic process or any combination of these processesmay be used to produce PRS labels. The background ofthe label may be any light color that allows the address,barcodes, and other required information to be easily distin-guished. If labels are electronically transmitted to custom-ers for their local printing, the permit holder must advisecustomers of these printing requirements as part of the in-structions in 11.4.3.

11.4.2 Labeling Methods

If all applicable contents and formats are approved (includ-ing instructions to the user), permit holders or their agentsmay distribute a PRS label by any of the following methods:

a. As an enclosure with merchandise when initiallyshipped as part of the original invoice accompanyingthe merchandise, or as a separate label preprinted bythe permit holder. If the reverse side of the label


bears an adhesive, it must be strong enough to bondthe label securely to the mailpiece.

b. As an electronic file created by the permit holder forlocal printing by the customer.

11.4.3 Instructions

Regardless of label distribution method, permit holders ortheir agents must always provide written instructions to theuser of the PRS label that, at a minimum, direct the user todo the following:

a. “If your name and address are not already printed inthe return address area, please print them neatly inthat area or attach a return address label there.”

b. “Attach the label provided by the merchant squarelyonto the largest side of the mailpiece, unless youneed to use another side to make the parcel morestable. Place the label at least 1 inch from the edge ofthe parcel, so that it does not fold over to anotherside. If you are using tape to attach the new label, donot put tape over any barcodes on the label, even ifthe tape is clear.”

c. “If you are reusing the original container to return themerchandise, use the label to cover your original de-livery address, barcodes, and any other postal infor-mation on the container. If it is not possible to coverall that information with the label, remove the old la-bels, mark them out completely with a permanentmarker, or cover them completely with blank labels orpaper that cannot be seen through. If that cannot bedone, or if the original container is no longer sound,please use a new box to return the merchandise andattach the return label to the new box.”

d. “Once repackaged and labeled, mail the parcel at apost office, deposit it in a collection box, or leave itwith your letter carrier.”

11.4.4 Label Format Elements

There is no minimum size for PRS labels; however, the la-bel must be big enough to accommodate all of the label ele-ments and standards in this section. All PRS label elementsmust be legible. Except where a specific type size is re-quired, elements must be large enough to be legible from anormal reading distance and be separate from other ele-ments on the label. See the PRS label format examples in11.4.5a and 11.4.5b. The following elements are required:

a. Postage guarantee. The imprint “No Postage Neces-sary If Mailed in the United States” must appear inthe upper right corner.

b. Horizontal bars. A minimum of three horizontal barsmust appear directly below the imprint in the upperright corner. The bars must be uniform in length, atleast 1 inch long, 1/16 inch thick, and evenly spaced.

c. Parcel Return Service legend. The legend must beplaced directly above the address and must include:

1. Line 1: In capital letters at least 3/16� high, “PAR-CEL SELECT RETURN SERVICE” (or “PARCELSELECT RTN SVC”).

2. Line 2: In all capital letters, the permit holder’sname, left justified, followed by “PERMIT NO.”,followed by the actual permit number.

d. Customer’s return address. The return address of thecustomer using the label to mail the parcel back tothe permit holder must appear in the upper left cor-ner. If it is not preprinted by the permit holder or mer-chant, space must be provided for the customer toenter the return address.

e. Address for Parcel Return Service labels. The ad-dress must contain the unique PRS ZIP Code (569prefix) assigned by the USPS to the particular cus-tomer or agent. The address must consist of two orthree lines in all capital letters, as specified below.The ZIP Code must be printed in at least 12-pointtype on a line directly below the Parcel Return Ser-vice line.

1. Line 1: PRS AGENT’S OR MERCHANT’S NAME.

2. Line 2: “PARCEL RETURN SERVICE” (or “PAR-CEL RETURN SVC”).

3. Line 3: The unique PRS 569## ZIP Code as-signed by the USPS in the service agreement.The unique ZIP Code may alternatively be locatedas part of the second line of the address.

f. Parcel Return Service barcode. A PRS barcode mustbe printed directly on the label. The barcode may ap-pear in any location on the label except the upper left,upper right, and lower right corners. The barcodemust meet the standards for barcodes in Publication91, Confirmation Services Technical Guide, with thefollowing exceptions:

1. The barcode must be produced using the UCC/EAN Code 128 barcode symbology.

2. The service type code (STC) contained in the bar-code on PRS labels must contain the value “58.”

3. Text above the barcode must read “USPS PAR-CEL RETURN SERVICE” (or “USPS PARCELRTN SVC”). If the barcode is a single concate-nated barcode with the postal routing codedescribed in 11.4.4g, the text above the barcodemust read “BMC ZIP – USPS PARCEL RETURNSERVICE” (or “BMC ZIP – USPS PARCEL RTNSVC”). In the text below the barcode, the leadingapplication identifier (“420”), ZIP Code


information, and subsequent numbers must beparsed as shown in 11.4.5b.

4. The clear zone between the barcode, the human-readable text, and the horizontal bar above andbelow the barcode must be at least 1/16 inch.

g. Postal routing barcode. If a single concatenated bar-code is not used for the PRS barcode, a postal rout-ing barcode also must be printed directly on the label.The barcode may appear in any location on the label,except the upper left, upper right, and lower right cor-ners. Postal routing barcodes must meet the stan-dards in 708.5.0, except that the text below thebarcode must read “BMC ZIP –,” followed by theunique PRS ZIP Code assigned by USPS in the ser-vice agreement.

h. Mailer identification (ID). The permit holder assigns amailer ID to each individual client (merchant). An indi-vidual mailer ID must appear in the lower right corneras follows:

1. The mailer ID must consist of a single, uppercasealpha character followed by a two-, three-, or four-digit number, with no spaces or dashes. Forexample: X0123.

2. The mailer ID must be at least 3/16 inch high andbe surrounded by a box, with a clearance of atleast 3/16 inch between the mailer ID charactersand the edges of the box.

3. The mailer ID may be reverse-printed.

i. Additional information. Additional information (e.g.,company logo, return authorization number, invento-ry barcode) is permitted on the PRS label if it doesnot interfere with any required format elements. In-ventory barcodes must not resemble the barcodesdescribed in 708.5.0, Barcoding Standards forParcels.

11.4.5 PRS Label Format Examples

DMM REVISION

Combining Package Services ParcelsEffective April 13, 2006, we are revising 705.7.0 of the

Mailing Standards of the United States Postal Service,Domestic Mail Manual (DMM�) to allow mailers to combinedifferent subclasses of Package Services machinable par-cels for destination BMC entry and, where applicable, atdestination bulk mail center (BMC) rates. Currently, mailersdropshipping parcels to BMCs may commingle differentsubclasses of Package Services machinable parcels onlywhen they are combined with Standard Mail� machinableparcels. A. Securities, currency, or precious metals in their raw, unmanufacturedstate are prohibited. Official shipments are exempt from this restriction.

A1. Mail addressed to “Any Servicemember,” or similar wording such as“Any Soldier,” “Sailor,” “Airman,” or “Marine”; “Military Mail”; etc., isprohibited. Mail must be addressed to an individual or job title such as“Commander,” “Commanding Officer,” etc.

B. PS Form 2976-A is required for all mail weighing 16 ounces or more,with exceptions noted below. In addition, mailers must properly completerequired customs documentation when mailing any potentially dutiable mailaddressed to an APO or FPO regardless of weight. The following areexceptions to the requirement for customs documentation on nondutiablemail that weighs 16 ounces or more:

� Known mailers are exempt from providing customs documentationon non-dutiable letters, and printed matter weighing 16 ounces ormore. (A known mailer is anyone who legally applies a permit imprintto a mailpiece. Mail with meter postage is not considered to be froma known mailer.)

� All federal, state, and local government agencies are exempt fromproviding customs documentation on mail addressed to an APO orFPO, except for those APOs/FPOs to which restriction B2 applies.

� Prepaid mail from military contractors is exempt, providing themailpiece is endorsed “Contents for Official Use — Exempt fromCustoms Requirements.”

B1. PS Form 2976 or 2976-A is required. Articles are liable for customsduty and/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of militarypersonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

B2. All federal, state, and local government agencies must completecustoms documentation when sending mail addressed to or from this APOor FPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc.,

and horror comics and matrices are prohibited.D. Coffee is prohibited.E1. Medicines or vaccines not conforming to French laws are

prohibited.E2. Any matter depicting nude or seminude persons, pornographic or

sexual items, or nonauthorized political materials is prohibited. Althoughreligious materials contrary to the Islamic faith are prohibited in bulkquantities, items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless telephones, global positioningsystems, scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. Seedefinitions of firearms in DMM 601.11.1.2c. This restriction does not applyto firearms mailed to or by official U.S. government agencies. The restrictionfor mail to this APO/FPO ZIP Code does not apply to firearms mailed fromthis APO/FPO ZIP Code, provided ATF and USPS regulations are met.Antique firearms are a separate category defined in DMM 601.11.2 and ATFregulations; they do not require an ATF form.

The Postal Service� seeks nominations for the 2006National Awards Program for Diversity Achievement.

Established in 1993, the awards program recognizes indi-viduals and teams who have made significant contributionsby encouraging and promoting diversity within theirorganization.

All career employees are eligible for nomination andparticipation. The Postal Service� will issue a 39-cent AMBER Alertcommemorative stamp in one design in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item460500), on May 25, 2006, in Washington, DC, andArlington, Texas. The stamp, designed by Derry Noyes ofWashington, DC, goes on sale nationwide May 26, 2006.

The Postal Service continues its tradition of drawingattention to important social causes by issuing the AMBERAlert stamp. The stamp honors a program dedicated to therapid recovery of abducted children. AMBER is an acronymfor America’s Missing: Broadcast Emergency Response.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service� offers

pictorial postmarks to commemorate local events cele-brated in communities throughout the nation. A list ofevents for which pictorial postmarks are authorized ap-pears below. If available, the sponsor of the pictorial post-mark appears in italics under the date. Also provided, asspace permits, are illustrations of those postmarks thatwere reproducible and available at press time.

People attending these local events may obtain thepostmark in person at the temporary Post Office� stationestablished there. Those who cannot attend the event,but who wish to obtain the postmark, may submit amail order request. Pictorial postmarks are available onlyfor the dates indicated, and requests must be postmarkedno later than 30 days following the requested pictorialpostmark date.

All requests must include a stamped envelope orpostcard bearing at least the minimum First-Class Mail�postage. Items submitted for postmark may not include

postage issued after the date of the requested postmark.Such items will be returned unserviced.

Customers wishing to obtain a postmark should affixstamps to any envelope or postcard of their choice,address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcardin a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP+4� CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP+4 code).

Customers can also send stamped envelopes andpostcards without addresses for postmark, as long as theysupply a larger envelope with adequate postage and theirreturn address. After applying the pictorial postmark, thePostal Service returns the items (with or without address-es) under addressed protective cover.

Repair and Operations (MRO) Category ManagementCenter (CMC) awarded a contract to Safety-Kleen Sys-tems, Inc., (contract #2CESER-05-B-3003) to provide a fullrange of hazardous and regulated waste management(HRWM) services to Postal Service� customers. UniversalWaste Management is also listed in the catalog as anoptional service. The period of performance for this con-tract is 4 years with three 2-year renewal options. This con-tract must be used by all postal facilities that need theseservices. Safety-Kleen Systems, Inc., is the mandatorysource for the purchase of all HRWM services. The Envi-ronmental and MRO CMC has contract administrationresponsibility for this new contract.
