POSITION OBJECTIVE(S):

In association with the Tree Management Team, assist in the implementation of Council’s Tree Maintenance Program to ensure that trees are in a condition which benefits both the public and the Council.

Drive Council’s vehicle (GCM) to transport crew members and supplies to various locations with the Municipality.

Assist the Tree Crew Team Leader in managing work flows and productivity of Councils Tree Crew

Assist the Tree Crew Team Leader in the supervision, training and development of support employees within the Tree Maintenance Crew.

Ensure pruning works are carried out to AS 4373 – 1996 (Pruning of amenity trees). Have an understanding of Councils policies strategies in relation to tree management. Provide technical support to crews in the field and operational decisions about tree

works.

KEY RESPONSIBILITIES AND DUTIES:

1. IMPLEMENTATION OF COUNCILS TREE MAINTENANCE PROGRAMS:

Implement works required, as determined by tree assessment in order to maintain trees in a safe and healthy condition.

Prune and/or remove trees within the municipality where necessary, using elevated work platform and associated equipment to carry out allotted tasks.

Feed all appropriate pruning into the chipper in a safe manner and cut to size trunk matter for easy loading into trucks.

To deliver chipped materials to public reserves, parks etc, as required.

Ensure work site is appropriately signed and that works are performed in a manner that ensures the safety of staff and the public.

Perform “ground observer” works when elevated platform is in operation. Assist in the removal of fallen or damaged trees following storms and other emergency

situations including work outside normal working hours as required. Ensure the work site is left in a safe, clean and tidy condition following works. Poison tree stumps when required after removal using appropriate herbicides and

techniques, ensuring herbicides are used in accordance with safe working practices. Provide technical support, direction and advice in the administration of council’s tree

management programs, emergency response and storm damage recovery.

2. SUPERVISE, SUPPORT AND DEVELOP TREE CREW PERSONNEL: Implement Council’s Human Resource Policies in regard to Equal Employment

Opportunity, Occupational Health and Safety, and training and Development Assist crew members to ensure the safe operation of associated plant and equipment

including demonstration and documentation of safe and responsible work practices, use, operation and handling of chain saws, pruning and associated equipment in accordance with approved safety standards.

Assist in the identification of on-the-job training needs of crew members in obtaining adequate training both on and off the job for the safe operation of elevated work platform, wood chipper and associated equipment.

Promote open communication, problem solving and innovation amongst work group. In conjunction with the Senior Arborist and Tree Crew Team Leader, assist in the

implementation of ongoing productivity improvements and job redesign. Maintain and leave sites in a safe condition for employees and the public, Report to Council any issues identified that relate to Parks & Open Space maintenance. Provide leadership and foster a team environment in order to offer guidance, support

direction and motivation to staff. Carry out inductions of new staff, apprentices and casual staff. Ensure staff adherence to attendance, punctuality, meal break parameters, policies and

procedures.

3. IMPROVEMENT OF SERVICE, REVIEWING WORK PRACTICES, PROCEDURES AND PURCHASE OF EQUIPMENT:

Assist in the gathering of data for performance indicators to assist with the effective monitoring of the service.

Actively participate in meetings to improve service, suggesting innovative ideas and taking part in the selection of plant items.

Assist in the identification of training needs and implementation of training to improve work practices of self and group.

4. ASSIST IN MAINTAIING OF TREE CREW EQUIPMENT:

Undertake operational and safety audits in line with the Parks Quality System and AS4801.

Ensure work site is appropriately signed and that works are performed in a manner that ensures the safety of staff and the public.

Ensure that tools and equipment are maintained in good working condition e.g. fuelled, oiled, mixing fuel when required, sharpened, etc.

Ensure that all equipment, tools and chemicals are secure at all times.

Maintain the chipper and truck eg: daily pre-start checklist and report maintenance requirements to the workshop staff.

Assist with sharpening of chainsaw used by parks & gardens open spaces and other staff.

Assist other crews in carrying out their duties, particularly those requiring the use of the chipper equipment or elevated platform.

Collect and return truck keys and other keys to appropriate key presses/cabinets on a daily basis.

SPECIALIST KNOWLEDGE AND SKILLS:The following knowledge and skills are required to be utilised: Progressing towards or in possession of Certificate V in Arboriculture 3 years arboricultural experience Knowledge of current tree management and pruning techniques (AS 4373) Demonstrated knowledge, experience and operation of general pruning equipment and practices. Demonstrated ability to operate Woodchippers, chainsaws (mechanical/hydraulic) and elevating

work platform. Good working knowledge in the application of a variety of computer software applications including

Microsoft Excel, Microsoft Word, & Microsoft Outlook Basic understanding of the Occupational Health and Safety Act 2004, Occupational Health and

Safety Regulations 2007, Codes of Practice / Compliance Codes and Council policies and procedures.

MANAGEMENT SKILLS:The following management skills are required to be utilised: Ability to carry out instructions and complete works within a given time frame. Ability to arrange necessary equipment and plan to carry out allocated tasks at least one week in

advance. Expected to have a knowledge of personnel policies and practices applicable to the work performed

and supervised employees. Ability to supervise and give clear directions to other team members.
