The state Agriculture Policy -2!" pro#ides different pattern of

Assistance for different type of Machinery and Implements $ This su%sidy isthe ma&imum for any indi#idual machinery / implements grouped underdifferent category$ The su%sidy for farm Mechanization is %eing ta'en upfrom different Centrally sponsored schemes , RKVY etc and a state planscheme namely (popularization of Agril Implements ,equipments anddiesel pumpsets” $The su%sidy pattern is also %eing communicated fromGo#t of India time to time$ As per latest pattern of assistance , if required subsidy from tate plan scheme !ill be pro"ided o"er andabo"e the #o"t of India subsidy$

)hen the su%sidy for sanctioned programme from G*I on differentmachinery implements / equipment is insufficient as per the demand of farmers of state + then the full subsidy as per latest pattern of assistance for these machinery / implements / equipments ,ill %e metsolely from the a%o#e referred state plan scheme$ That to say + pattern of assistance for any particular machinery / implement / equipment on farmmechanization includes the G*I su%sidy for that particular machinery /implement / equipment and also may %e met from the solo tate Plancheme$

The state Go#t has framed the follo,ing guidelines for smoothimplementation of the scheme $

A %eneficiary ,ho has a#ailed su%sidy for a particular machinery/

implement earlier can also %e eligi%le for su%sidy for that particular



machinery / implement as per the stipulated replacement period of the

machinery mentioned %elo,$

The procedure for implementation and procurement of a%o#ementioned machinery / implements concerning the differentschemes :)here su%sidy is to %e released %y Appro"ed ban1 ; ,ill%e made as per the stipulations $

As a preliminary step+ dealers of T1 appro#ed

manufacturers of different machineries are required to register

themsel#es at http<// as!$ori$nic$in /agrisnetodisha $ 3esides filling

the scheduled registration form a#aila%le on the dealer registration

lin' of the 0arm mechanization 6ome page+ they ha#e to furnish

documents li'e up to date 4AT clearance and the authorization

certificate of the Manufacturer/suppliers$ The a%o#e t,o documents

,ould %e #erified %y the 55As of the " districts and after

confirmation their mo%ile num%ers ,ould %e registered and they can

log in to the system ,ith their user I5 and pass,ord$ In case of

tractors+ the respecti#e 5istrict Managers+ *AI1 ,ould %e registered

as dealers and %y default they ,ould %e the dealers for all other

implements as reflected a%o#e$ In case of a particular Manufacturer

ha#ing same dealer for all the " districts of *rissa+ the required

papers are to %e chec'ed and confirmed %y the Engineering cell of

the 5irectorate$ anne$ure %II

)hen registration of dealers is o#er+ the 55As of the "re#enue districts ,ill confirm after #erifying their 4AT clearance and

uploaded in to the domain of respecti#e 5A* time to time %y the

0ngineering !ing of the 3irectorate ) 3eputy 3irector of

Agriculture as per demand from the field $

E#ery indi#idual farmer irrespecti#e of his or her land holdings /registered farmer group li'e Pani panchayat + 4ana ura'shya amitietc / .egistered G*s / 1o-operati#e societies etc engaged onagricultural farming are eligi%le for the scheme$ In case of a group+ anominated indi#idual ,ill %e the applicant$

(he application can be do!n loaded fromhttp4))as&'ori'nic'in )agrisnetodisha and is also a#aila%le at%loc' and district le#el agriculture offices$ The a%o#e referredapplicants shall apply in the local 5A* circle in the prescri%edapplication 0orm :A sample is gi#en %elo,;$The application ,ill %erecei#ed in the office at any ,or'ing day and an ac1no!ledgement,ill %e pro#ided to the farmer / group reflecting his serial numberfor that particular machine$ 0armer / group ,ill su%mit the I5 proof+3an' consent letter :for %an' finance cases; along ,ith theapplication form is in Anne$ure%IV

Prior to issue of of permit+ all applications ,ill %e scrutinised at

5A* office $ After scrutiny all the eligi%le applicants for different



machinery / implements ,ill %e short listed and ,ill %e ready for

issue of permit from the a#aila%le target : from different category ;

of particular machinery / implement as per !st come !st ser#e

principle '

5A* ,ill log in through their 9ser I5 and Pass,ord and fill up

the %lan' fields in the application form on line :a sample form is

gi#en %elo,; as per the serial num%er$ Anne$ure%"

The system in turn ,ill generate the permit order as per the

a#aila%ility of target$ The permit order ,ould %e generated on ! st

,ee' of e#ery month and if required 2nd permit date ,ould %e

prefera%ly in the "rd ,ee' of the month$ ormally the quarterly

permit calendar is communicated to the field %y the respecti#e

scheme officer$ The #alidity of the supply order for self finance case is

.5 days and for 3an' finance case is 65 days $(here !ould be no

re"alidation of any permit' The farmer ,ith a lapsed permit ,ill

ha#e to apply again for a permit$ After generation of the permit

order+ the 5A* ,ill sign on the hard copy and hand o#er it to the

%eneficiary$

After generation of permit+ the computer ,ill send M and E-

mail to the concerned registered #endor / supplier for that particular

machine in the respecti#e 5A* circle $ The #endor ,ould contact the

prospecti#e %eneficiary as per the M and sell the machine 'eeping

the non su%sidy amount in case of all a%o#e mentioned implements$

3ut in case of com%ine har#estor + the #endor can sell the com%ine

har#ester at the full cost as the su%sidy in#ol#ement is high+ and the

su%sidy ,ould %e released to the %eneficiaries> %an' account$ In all

other cases, the "endor must sell the machinery after

deducting the subsidy cost from its price' After the deli#ery of

the machine+ the registered #endor ,ill log in through their 9ser I5

and Pass,ord and fill up the machine details in the %elo, mentioned

sample format$ The #endor must put his seal in fa#our of supply in

the permit order$(he machinery must be deli"ered !ithin the

stipulated permit period' anne$ure %VI

After filling up the machine details %y the #endor+ the system ,ill

send the M and E-Mail to the concerned AAE :Inspector; for

#erification$ At first+ AAE ,ill chec' the machinery/implement ,ith respect

to T1 appro#al$ If the #erification is in conformity ,ith reference to the

details in the M and E-mail+ then the AAE ,ill clic' the (*?@ %utton$ 0or

(not *?@ cases+ the reasons must %e specified$ A sample #erification form

is mentioned %elo,$ After #erification AAE ,ill up load the photo of the

machine, himself along !ith the beneficiary' (he "erification

should be conducted !ithin &+ days after receipt of the M and E-

mail by the AA0 'This is sho,n in anne$ure 2VII

E#en after sale+ the AAE has a %ig role for optimum utilizationas ,ell as performance of the machine$ 6e ,ill ad#ise the farmerregarding matching implement %est suited to the tractor according tothe ,idth+ 6P+ draft and PT* .PM$ In case of po,er tiller+ AAE shouldinteract ,ith the farmer for ma&imum utilization of the machine %y,ay of using suita%le attachments$ 6e ,ill interact ,ith the farmer onadustment+ repair and maintenance of the machine$ 0orpopularization of upcoming machine+ AAE ,ill %rief the farmerregarding the useB cost %enefit etc$

of su%sidy$

In tep -2 3an' ,ill #erify the scrutiny document

again related to the financial part and then finally

release the su%sidy to the 0armer/4endor through

Appro#ed %an' after receipt of su%sidy claims ,ill release the

su%sidy directly to the supplier :for all the machineries / implements;

,ithin "-C :three - se#en days; of receipt of correct documents from theregistered #endor $ 0or 1om%ine 6ar#esters+ depending on the mode of

finance and the options e&ercised %y the farmer+ the su%sidy can %e paid

either to the #endor or to the farmer in to the %an' ,hich financed the

purchase and it is sho,n in Anne$ure%"iii '
