PREFACE
Housing For All is a Programme launched by the Ministry of
Housing and Urban Poverty Alleviation (MoHUPA), in Mission mode
which envisions provision of Housing for All by 2022 when the
Nation completes 75 years of its Independence. The Mission seeks to
address the housing requirement of urban poor including slum
dwellers through following programme verticals:
(i) Slum rehabilitation of Slum Dwellers with participation of
private developers using land as a resource
(ii) Promotion of Affordable Housing for weaker section
through credit linked subsidy
(iii) Affordable Housing in Partnership with Public & Private
sectors
(iv) Subsidy for beneficiary led individual house construction
The scheme addresses the Economically Weaker Sections
(EWS) as well as the Low Income Group (LIG) at the same time. This
key feature makes the scheme a unique one as the LIG forms a good
fraction of the urban landless.
Housing and housing amenities are major indicators to gauge
human well-being of any society. Hence through this programme
Manjeri municipality aims to tackle the problems of urban houseless.

UNDERTAKING BY THE MUNICIPALITY
1. The beneficiaries have been identified after conducting a detailed
beneficiary survey under PMAY.
2. All beneficiaries selected for assistance under PMAY for individual
houses/improvement of existing houses have land tenures.
3. Necessary convergence would be made while implementing the
scheme with proper integration of services.
4. The project components proposed under the present proposal have
not been considered under any other scheme.
5. The beneficiaries identified under this proposal have not been
considered for any other housing program implemented by the
Municipality/State for the last 5 years.
6. Geotagging of beneficiaries would be done and would be updated on
the State/Municipal/PMAY website.
7. The adequacy, correctness of design and quantity calculation
conforms to the proposed design/plan.
8. The Manjeri Municipality undertakes to carry out the necessary
measures to ensure the transfer of all the land documents of the
beneficiaries to the legal possession of the Municipality for the
implementation of PMAY.
9. The Manjeri Municipality will ensure non duplication of the project
being implemented in its area.

10. It is also certified that all the contents detailed in the DPR is
authentic and has been collected from various departments/sections
functioning at Municipal level.
11. The adequacy, correctness of design and quantity calculation
conforms to the proposed design/plan.
12. The building drawings attached with the DPR are typical and the
estimates are based on the latest schedule of rates (DSR 2014). The
ULB will ensure that the Dwelling units will be constructed by the
individuals are in conformity with the Kerala Municipal building rules-
1999 (KMBR) and the building permit will be issued after checking the
conformity by the engineering wing of the ULB. 1st instalment will be
released on producing the approved building permit, which is issued
by the ULB, through a process of law, and signing the agreement by
the beneficiary with the ULB and subsequent instalments will be
released on different stages such as foundation stage, lintel stage etc.
The final payment will be released on producing the completion
certificate by the beneficiary which is issued after inspection of the
buildings by the ULB engineers for ensuring the compliance of
Building rules/approved plans as per relevant provisions of KMBR.
13. The ULB engineers will also ensure that the dwelling units designed
are in conformity with the code of practice for “earth quake resistant
design” (IS4326, 1993).
14. The structural safety of the existing buildings is also ensured that
the buildings can carry the load of the new/additional structure in the
case of enhancement of the buildings.
15. Further, the engineers of the ULB shall also ensure the quality of
construction including construction materials on random basis, at
different stages of construction.

CHAPTER II
GENERAL BACKGROUND OF THE ULB IN DETAIL
Manjeri is a town and municipality in Malappuram district in
the State of Kerala with an extent of 53 Sq.Km Out of the six taluks
of Malappuram district, Manjeri is the Head quarters of Ernad taluk.
It is the second widest Municipality in Kerala where all kinds of
community living together in harmony. It is the commercial capital
of Malappuram district and is situated 25km away from Calicut
International Airport and 50 Km from Kozhikode railway station.
Most of the Govt. institutions and many offices such as district
court, district hospital, district media office, medical college of
Malappuram district are located in Manjeri. Adjacent Grama
Panchayath Anakkayam, was an important centre of 1921 uprising.
Ali Musliyar who fought against the British rule was a native of
Nellikuth, the eastern point of manjeri.
Geographical setting
Manjeri town is laying at 11.12o N degree north Latitude and
76.12o E degree East Longitude. It is situated 50 km south- east of
Calicut city and about 85 Km North-West of Palghat town. 45.84% of
the total area of the municipality is high land. Moderately slopped
and highly slopped area consists of 16% respectively. 17% of land is
classified as paddy land. Most of the names of places in municipality
depict the existing geographical conditions like Thanippara,
Kuttippara, Pattarkulam, malamkulam, college kunnu etc.
Three revenue villages are included in the municipality, viz,
Payyanad, Manjeri and Narukara. Manjeri town is bounded by
Pulppatta, Thrikkalangode panchayaths in the North, Pandikkad
Panchayath in the East, Pukkottoor, Pulppatta panchayaths in the
west, and Anakkayam panchayath in the south. Even though the

municipality has no rivers within its limits, Kadalundi River, which
originates from the western Ghat as ‘olippuzha’, forms a boundary at
the eastern side for five kilomters from Nellikkuth to Pullanchery.

Climate and rainfall
The municipality has more or less same climatic conditions
prevalent elsewhere in the State, viz, dry season from December to
February and hot season from March to May. The major contribution
of normal rainfall is from the South- West monsoon followed by the
North- East monsoon. The South- west monsoon is usually very
heavy and nearly 70% of rainfall is received during this season. The

North- east monsoon contributes nearly 17%. Yearly average rain fall
in Manjeri is 2991mm.
The climate is generally hot and humid. March- April months
are the hottest and January-February months are the coldest.
Maximum temperature here reaches up to 330c and minimum
temperature goes down to 250c. The wind is predominant from east
as well as west during morning and evening hours.
Education
The significance and need of education was realized by the
people of Manjeri even at the pre independent times. It is evident
from the fact that in 1942 an Arabic college was functioned in
Kacherippadi which later became Farooq College now situating at
Kozhikode.
Now the municipality has abundant educational institutions
within its limits including 41 primary, 22 Upper Primary, 16
secondary and five senior secondary schools. There are 4 Arts and
Science colleges existing in the municipality.
a. N.S.S. College, Majeri- Founded by Manathu Padmanabhan in
1965 at College Kunnu, Manjeri. Now the college is offering 8
degree courses and its corresponding P.G. courses.
b. Unity Women’s College, Narukara- This is the first Women’s
college in Malappuram district started in 1991. This aided
institution is now providing 9 degree courses and 4 P.G.
courses.
c. Ernad Taluk Co-Operative Arts and Science College, Manjeri
d. H.M. College of Science and Technology, Mariad- This is a self
financing college started in 2002 which offers 8 degree courses
and 4 P.G. courses.

B.Ed. centre, Manjeri is working at Cherani. There is also a
BUDS school- special school for deaf and dumb- at Kuttippara with
an infrastructure for 16 students. Apart from that a Sarv Siksha
Abbhiyan centre is also functioning in municipality. Above all there
is Manjeri Medical College which is raised to the present status in
2013.
Health
The network of institutions in health sector is satisfactory in
Manjeri municipality which include the following:-
� Medical College, Manjeri
� 5 allopathy hospitals, viz, K.M.H, Pandikkad road, Prasanthi –
Kacherippadi road, Manu Memerial hospital, Malabar
hospital- Kozhikode road and Ernad hospital, Girls School
road
� 2 Govt. Ayurveda hospitals – One at Mullampara and another
at Nellikkuth
� One Govt. Homoeo hospital at Payyanad
� One veterinary hospital
� One T.B. hospital near Cherani
� Two family welfare centres
� 95 laboratories
There are four primary health centres and 12 sub centres
existing in municipality. In addition to that there are 2 NUHM
(National Urban Health Mission) centres situating at Mangalassery
and Vettekkode. When re-emergence of Diphtheria reported recently,
municipality along with the State health service actively participated
in making people aware about vaccination and even now extending
its full support to the system for the follow-up of the situation.

Water supply
Being a hilly area, water is an important concern in manjeri
municipality. Even though there is no river within municipal limits,
the neighbouring Chaliyar River is the main source for drinking
water to manjeri municipality. Apart from that treated tap water
supplied by Water Authority is also a major source. Following is the

In addition to that there are 63 bore wells and 23 minor
drinking water projects maintained by the municipality in order to
supply water in the municipal limits.
Population and density pattern
Manjeri Municipality has a population of 97102 (2011 census)
with growth rate of 18.09 percent during 2001-2011. Population
density of the city is 1830 persons per km. The male population is
47171 whereas female population is 49931.

Ward number 03 is the most populous ward with a population
of 2667 and ward 31 is the least populous ward with population of
1060 as per 2011 census.
Linkages and connectivity
Being a hilly area no rail routes are available at manjeri.
However, it is very well connected by roads to the neighbouring
important cities and towns.

There are five important roads in Manjeri
a) Calicut –Nilambur – Gudallur Road which is a gate way to
tourist places like Ootty and Mysore through Nadugani Pass.
(In this path NH17 joins SH 24 at Valluvambram)
b) Manjeri – Malappuram – Tirur Road (This is State Highway 71
with a length of 39km starting from Tirur, passes through
Malappuram and ends in Manjeri).
c) Manjeri - Areacode Road
d) Manjeri - perinthalmanna Road
e) Manjeri – Pandikkad Road
The nearest major rail access is Tirur on the Cochin-Manglore
broad gauge which is 40km from Manjeri. There is also a railway

station at Angadipuram on the Shornur -Nilambur broad gauge
feeder 22km from Manjeri. Karipur International Airport is situated
22km from Manjeri is the nearby air access. The nearest national
highway is NH 966 which connects Palakkad, Malappuram and
Kozhikode district headquarters in Kerala. At Palakkad it joins NH
544, which connects Coimbatore and Cochin through Palakkad.

Major community facilities available in the municipality
include Municipal Town Hall, Community hall, a Stadium at
Payyanad (Now under the Sports Council of Kerala), six theatres,
seven auditoriums, one orphanage, one working women hostel, one

public library and a Park at Cherani (under District Tourism
Promotion Council).
Manjeri Public library is one of the oldest libraries in Ernad
with a collection around 20000 books and about 2600 members. It is
considered as an important cultural center in the district because of
the active involvement in socio-cultural matters. The best library
award in Ernad Taluk and Malappuram district is given to this
library in 2010. Arukizhaya library is also famous which celebrated
Golden Jubilee in 2010 has a collection of 10000 books including
reference texts.
Manjeri palliative care clinic is another important community
facility started in 1996 is the first of its kind in Kerala. C. H. Center,
manjeri is a charitable organization providing free medical care and
aid to persons in need. In addition to that a trauma care unit is also
functioning in Manjeri to give training to volunteers to act in case of
disasters. Other community facilities include municipal roads,
market, comfort stations, shopping complexes, bus stands etc.
Solid waste management
Problems of solid waste management is growing with rapid
urbanisation and change in the lifestyle of the people. Lack of
inadequate financial resources, institutional weakness, improper
choice of technology and public apathy towards solid waste
management have made this service far from satisfactory.
At present Manjeri municipality has no solid waste treatment
plant and no system for door to door collection is adopted. The plant
existed in vettekkode which has a capacity of two tons per day run
successfully by Socio- Economic Unit Foundation was closed down
three years back on account of public protest. Nowadays
municipality is encouraging source level reduction of biodegradable
waste. As part of this, pipe compost is given to 3800 families. In

addition to that, construction of a biogas plant of capacity 1000kg.
per day is at its final stage in the municipal market.
For the non biodegradable waste including plastic and E-
waste, municipality now set up a temporary ‘Material Recovery
Facility’ at vetteckode inside the existing plant. And the Council
now decided to establish ‘Thumboormuzhi model plant’ as part of the
decentralised waste management in two or three convenient places of
municipality.
Economic profile of the city
A major driver of the local economy is the remittance of the
migrants residing Middle East by which banking sector in Manjeri
has huge NRI deposits.

municipality is the loan taken from KURDFC for which only two
instalments is remaining. In the present scenario, the financial
position of the municipality is not so bad. The municipality is now
functioning smoothly and has met the essential expenditure in the

Different housing schemes implemented in the ULB under
different schemes
i) VAMBAY
Vambay is the program introduced by central government
during 2002-03 which aims to give financial aid to urban poor to
construct home. As per the scheme the central Govt. offers up to
40000 for the houses of 30m2. Out of 459 houses started
construction, 429 completed. Manjeri municipality considers it is a
successful venture.
ii) EMS Housing Scheme
Under the scheme municipality gave financial assistance of
75000/- (from 11/2011 onwards it was raised to 2 lakhs) for the
houses with a range of 25-60m2. In EMS housing survey at the first
stage there are 900 beneficiaries. When ration card became an
essential criterion, the number beneficiaries reduced to 205. Out of
205 beneficiaries, 106 persons started construction and 98
completed. Municipality bought land for landless and 3 cents each is
given to 32 beneficiaries. Even now the scheme is ongoing in ULB.
iii) SC Housing Scheme (2012-13, 13-14)
Under this scheme Municipality gave financial assistance of 2
lakhs for schedules caste women to construct 60m2 houses. In 2012-
13 financial year 48 houses allotted while in 2013-14, 41 houses
assigned in this scheme.
iv) Shihab Thangal Housing Scheme
With a view of housing for all, Municipality introduced a
housing scheme called Shihab Thangal Housing Scheme during the
year 2014-15. In this own scheme of municipality financial
assistance of 2 lakhs is given to around 600 houseless families. For
the scheme municipality took loan of Rs. 10 Crores from Manjeri Co-

operative Bank and distributed the amount to beneficiaries’ in four
instalments as per stage certificate. Out of 571 beneficiaries, 442
beneficiaries completed construction.
Details of landless and homeless in ULB
In EMS survey 205 persons were identified as beneficiaries
officially (At first the number of beneficiaries were 900. When ration
card became an essential criterion, the number of beneficiaries
reduced to 205). In PMAY survey 1294 persons are identified as
homeless.
Strategy for addressing the issue of landless and homeless
From the survey report it can be inferred that despite of the
different housing schemes implemented, the municipality could not
exclusively address the housing problem of its people. In order to
address the issue of landless, the Council constituted a
subcommittee to study the availability of land. On the availability of
suitable land the municipality will duly consider and solve the issue
of landless and houseless.

Since the actual implementation of the program is happening
at the ULB level, there shall be an implementing officer at ULB level,
having control over the establishment of ULB. Accordingly, the
Secretary of the ULB is hereby designated as the City Programme
Officer of PMAY (CPO). The role and responsibility of CPO is as
follows:
1) To implement all the decisions of the EC and the council.
2) To implement the instruction/ direction issued by
SLNA/Govt./Ministry, timely and efficiently.
3) Responsible for the implementation of the program at the ULB
level and the liabilities there on.
4) Nodal Officer for reporting and monitoring of the program, as
far as the state and SLNA is concerned.
5) Custodian of the fund and documents at the ULB level.
Different committees for implementation
The Govt. of Kerala has appointed the Urban Housing Mission
(UHM) as the State Level Nodal Agency (SLNA), for the
implementation of Housing For All (HFA), in the State vide G.O No
2953/2015/LSGD dated 29.09.2015.
1. Executive Committee:-
The implementation and monitoring of the project at the city level
shall be the responsibility of the ULB, which includes conducting
demand survey, Selection of beneficiary under different components
of PMAY, preparation of Housing For All Plan of Action (HFAPoA),
implementation of the scheme, monitoring and reporting etc. Since it
involves, grass root level sensitization for the formulation of policy at
the ULB level, the SLNA feels that, there shall be constituted a
dedicated team, to conceive and guide the ULB in various process of
the implementation of PMAY. Accordingly, direction was issued to
PMAY- MANJERI MUNICIPALITY 30
constitute an Executive Committee (EC) at ULB level, for the efficient
and effective implementation of the program.

The power and function of the Executive Committee is not
supreme or final, but subject to the guidance and decision of the
council. However, the council is responsible for finalization of
Housing for All Plan of Action, in accordance with the instructions
contained in the guideline issued by the Ministry and SLNA, in this
regard.
At the initial stage of the implementation of the program viz,
conducting survey, finalization of the plan etc, the Executive

Committee shall convene at least once in a week. The Member
convenor shall prepare the agenda, in consultation with the
Chairman. There will be a minute’s book to record the minutes and
decision of the Executive Committee. The agenda of the Executive
Committee shall be the action taken on the earlier decisions of the
committee. The Secretary shall place all instruction/and information
from the SLNA/Govt./Ministry in the committee, for information or
for compliance/execution. Major policy decision of the committee
shall be placed in the council for further necessary action.
Ward Committee
Ward Committee was constituted in each Divisions consisting of
the following members

Duties of Ward Committee

The Ward Committee acts as a subcommittee of Council
and ward sabha. The designated ward convenor communicates the
decisions to ward council and keeps the records and minutes of the
committee.

Management of fund
There shall be a separate and exclusive account for PMAY in
all ULBs. This will be beneficial for accounting/auditing/monitoring
of the PMAY scheme. The account shall be in the name of the
Secretary who is the city project officer and it shall be opened in a
scheduled/Nationalized bank having office in the territorial
jurisdiction of ULB.
There shall be separate register for recording all the
transactions (inflow and out flow) of fund. The disbursement of
financial assistance to the beneficiary shall only be through bank
account. Any kind of diversion, mismanagement, misappropriation of
fund etc noticed in future, the primary liability shall be on the
Secretary which includes opening of account, disbursement of
financial assistance to the beneficiary etc.
PMAY intervention strategies
Intervention strategies identified for the urban poor under
PMAY scheme in Manjeri municipality includes Credit Linked
Subsidy scheme and Beneficiary Led Construction. The other two
components, viz, In-situ slum development and Affordable housing
scheme, are not viable for the condition of municipality.
I ) Credit Linked Subsidy scheme
The scheme basically aims the Low Income Group people who
have a permanent income source. This will be provided on home
loans taken by eligible urban poor (EWS/LIG) for acquisition,
construction of house. Beneficiaries of Economically Weaker section
(EWS) and Low Income Group (LIG) seeking housing loans from
Banks, Housing Finance Companies and other such institutions
would be eligible for an interest subsidy at the rate of 6.5 % for
tenure of 15 years or during tenure of loan whichever is lower. The

Net Present Value (NPV) of the interest subsidy will be calculated at a
discount rate of 9 %.
The credit linked subsidy will be available only for loan
amounts upto Rs 6 lakhs and additional loans beyond Rs. 6 lakhs, if
any, will be at nonsubsidized rate. Interest subsidy will be credited
upfront to the loan account of beneficiaries through lending
institutions resulting in reduced effective housing loan and Equated
Monthly Installment.
Housing and Urban Development Corporation (HUDCO) and
National Housing Bank (NHB) have been identified as Central Nodal
Agencies (CNAs) to channelize this subsidy to the lending institutions
and for monitoring the progress of this component.
II) Beneficiary Led Construction
In this component assistance to individual eligible families
belonging to EWS categories to either construct new houses or
enhance existing houses on their own to cover the beneficiaries, who
are not able to take advantage of other components of the mission.
Such families may avail of central assistance of Rs. 1.50 lakhs for
construction of new houses or for enhancement of existing houses
under the mission. The urban local bodies shall validate the
information given by the beneficiary and building plan for the house
submitted by beneficiary so that ownership of land and other details
of beneficiary like economic status and eligibility can be ascertained.

took up the matter and different steps were taken for its

As per circular issued by the state level nodal agency Manjeri
Municipality has constituted a PMAY executive committee to
conceive and guide the ULB in various processes of implementation
of PMAY. Executive committee which function as nodal authority in
ULB level for conducting demand survey, selection of beneficiary
under different components of PMAY, Preparation of Housing for all
plan of action (HFAP’A), Implementation of the scheme, monitoring
and reporting etc. Since it involves grass root level sensitization for

on 26/08/2016.
ii) 14 facilitators were appointed by the Council as per the 25th
decision on 24/10/16 for credit linked subsidy scheme.
iii) As per decision No. 24 on 24/10/16, the Council
authorized Strings Kudumbashree IT Unit, Manjeri for
PMAY MIS data entry.
iv) The final beneficiary list which is passed by the Ward level
committee and ward sabha is approved by the Council as
per decision No. 26 on 24/12/2016.

CHAPTER V
BENEFICIARY SELECTION PROCESS
The beneficiary selection process involves a number of steps
starting from the constitution of executive committee at the ULB level
to the enrolment of beneficiaries.
a) Executive committee
An Executive committee was constituted at Municipality level
with Municipal Chairperson as Chairman of the Committee to plan
the activities under the project. An orientation session was held for
the ward councillors at Municipal level and the project was explained
in detail.
b) Appointment of ward convenors (ULB officials)
The ULB officials was given orientation about the project and
appointed them as ward convenors for PMAY ward level committees.
c) Ward level committee
Ward level committee is formed in 50 wards of the
municipality. The ward level committee acts as a sub-committee of
Ward Sabha, which is a statutory body, and the committee
comprises ward councillor, anganwadi teachers, Ward convener (a
ULB official), Kudumbahsree ADS Chairperson, and surveyors
(appointed to do the demand survey). The committee prepared the
potential beneficiary list.
d) Selection of surveyors and trainings
Surveyors were selected in accordance with the guide lines
prescribed by the State level Nodal agency (SLNA). Accordingly
Kudumbashree members having SSLC and prior experience in
PMAY- MANJERI MUNICIPALITY 38
survey process is appointed as enumerators. As the wards comprised
of below five hundred families, only one surveyor is selected for each
ward. The enumerators were given training by the official from City
Level Technical Cell. During training survey forms were familiarized
to the surveyors and all the fields were explained in detail.
e) Preparation of probable list of beneficiaries
A probable list of beneficiaries in each ward is prepared by the
ward level committees on the basis of existing beneficiaries who have
not availed any kind of housing benefits in last 7 years. The probable
list was approved by each ward level committees and this became the
basic document for the actual survey of beneficiaries.
f) Conduct of surveys and mechanism used
The survey started based on the probability list prepared by
the ward level committee. The surveyors, with the help of councillors
and ADS chairpersons by interviewing the head of the families
collected information from the persons in probable list. The gathered
information includes name, address, personal details, structure of
house, ownership of land and house, income, type of existing toilet,
availability and source of drinking water, drainage, road access,
bank details, Aadhar number, family details and the selected PMAY
component etc. In the demand survey about 1294 beneficiaries were
identified.
g) Ensuring the correctness of survey data
In order to ensure the correctness of data after field level
survey the forms were verifies by the City Mission Manager and the
ward convenors in the presence of surveyors. If any field was found
to be missing the surveyors were directed to complete the forms after
necessary enquiry with the beneficiary. Field level verification was

also done by taking 3%-5% sample forms in each division and any
missing data identified during the time was corrected and modified.
h) Approval of beneficiaries by ward sabha/council
The final beneficiary list which is prepared through demand
survey and corrected on the basis of physical inspection is finally
approved by Ward sabha and then by the Council.

VALIDATION OF SECC DATA
The Socio Economic and Caste Census (SECC), 2011 is being
carried out by the Government of India to generate information on a
large number of social and economic indicators relating to
households across the country. The total households shown in SECC
data of Manjeri municipality is 19086 (including institutional &
houseless) whereas the number of households in 2011 Census is
19386.

table shows the total number of families, gender, household type and
ownership pattern depicted in SECC.

In 2011 census there were 19380 households existed in the
municipality. The corresponding data in SECC is 19086. The more or
less same data from the two census indicated that the information is
approximately correct. It is clear from the above given SECC data
that 1714 families are houseless. However in the PMAY survey only
1231 families are found houseless. The reason behind reduced
number of beneficiaries is the different housing schemes
implemented by the municipality since 2002. Some of the housing
schemes of municipality are even now in ongoing stage- for example
Shihab Thangal Housing Scheme- which has 571 beneficiaries. In
addition to that, there is a good fraction of people who are landless
and houseless in the municipal area which is evident from the
population growth of the town. The non-availability of land is a major
issue in the urban setup. Thus the data collected from SECC and
PMAY survey is co-related which shows the enhanced demand of
housing in Manjeri Municipality.

CHAPTER VIII
SURVEY DATA ANALYSIS AND FINDINGS- MECHANISM
TO RESOLVE THE ISSUES
Manjeri Municipality has taken demand survey for assessing
the actual demand of housing. The ward level survey process has
been conducted by the members of Area Development Societies (ADS)
of Kudumbashree in accordance with the guidelines prescribed by
the State Level Nodal Agency (SLNA). The survey process was started
based on a probability list prepared by the ward level executive
committee. The information was to be collected by interviewing the
head of the household/one or more knowledgeable person in the
household. Information were recorded in the prescribed format.
During survey the surveyor has ensured that no eligible persons are
excluded even though they are not in the probability list prepared by
the ward level committee.
The intervention strategies identified for the houseless in the
manjeri municipality includes beneficiary led construction and credit
linked subsidy scheme. The total number of beneficiaries identified
for PMAY beneficiary led construction is 1232. The enhancement
provision for existing houses is not adopted by any of the
beneficiaries on account of the fact that 30m2 limit is not admissible
to them. As there is no notified slum in manjeri municipality slum
intervention is also not possible.
Out of the 1232 beneficiaries identified in the survey, only 530
beneficiaries who have own land and possession certificate is
selected for the first phase detailed project report. Of the 530
beneficiaries following is their caste wise split up.

Most of the people included in this beneficiary list are living in
semi pucca houses. Only a marginal section of people are residing in
houses with dilapidated condition. The reason behind this
discrepancy is that they are the members of joint families. In Manjeri
Municipality joint family system is a much prevalent practice.
However, nowadays elder members of the family opt out for separate
houses. This justifies the increased demand of new houses from
Manjeri Municipality.

CHAPTER X
IMPLEMENTATION STRATEGY
Implementation Strategy includes the following steps
� Enrollment of beneficiary
With regard to beneficiary enrollment, specific steps will
be initiated at ULB level. Applications will be invited from the
beneficiary at ADS level. It will be recommended by the Ward
level committee/ cluster committee and Ward councilor.
� Issue of Building permit
Building permit will be issued for the dwelling unit from
the ULB based on the land tenure. The Project aid limits the
size of dwelling unit to 30M2.
� Agreement with the beneficiary
An agreement between the beneficiary and ULB secretary
will be executed for initiating the work. After executing the
agreement, the beneficiary is authorized to commence the work
for which first installment will be released.
� Surrender of land deed
Beneficiary has to submit the land deed for 7 years from
the period of execution of work to ensure non transfer of asset.
ULB will be the custodian of the land deed for 7 years.
� Collection of beneficiary share
Beneficiary share will be collected in 4 installments in
the pattern 20%, 30%, 30%, 20% prior to the release of each
installment. The beneficiary will be facilitated by the
cluster/Ward level committee to mobilize the beneficiary share
and it will be collected and deposited to PMAY bank account.

� Geo tagging
Geo tagging of each beneficiary will be done and will be
updated in the website of the ULB /Ministry.
� Phase wise strategy of implementation
� PMAY benefit to the beneficiary will be released in
4 installments 10%, 40%, 40%, and 10%. After
completion of each stage application will be
received from the beneficiary for next stage.
� The stage completion will be recommended by the
cluster committee /ADS Committee and ward
councilor.
� The stage of completion will be verified and
confirmed by the team under PMAY.
� After Further confirmation by the PMAY Cell it will
be recommended for stage wise payment.
Fund release strategy
• The ULB share of PMAY project will be met from the service
sector of the plan fund. The stage wise disbursement details of
new house is given below.

CHAPTER XI
MONITORING AND EVALUATION
Monitoring and evaluation is a key factor behind every
successful project. For PMAY too, the above said factor is much
significant as it focused on housing needs of hundreds of people.
Pre Execution
The ward level committee which acted as the subcommittee of
ward sabha is responsible for evaluating and monitoring the progress
of project in each ward. They actively participate and monitor the
progress and implementation of the scheme. The city level technical
cell also has a significant role in project implementation in the pre
execution stage as they function as the resource persons in giving
training and other capacity building activities for the ULB officers,
surveyors etc.
During Execution
During execution period apart from the ward level committee
and CLTC, ULB is more responsible. It is the duty of the ULB to
ensure the stage wise completion of houses and its timely geo
tagging. The Geo tagged photographs will be linked with MIS for
extensive monitoring of house and timely release of fund by the
authorities concerned. The assurance of basic civic amenities like
water, electricity etc. to these houses is an obligation of the
Municipality.
Post Execution
In the post execution stage also the different committees
formed at ULB level is duty bound to strictly monitor and evaluate
the implementation of project. The technical cell will report the

timely progress of the project to the State. The State will monitor the
project implementation by conducting concurrent Social Audits.
Role of Kudumbashree/CLTC/ Ward Sabha/ Ward Councilors/
Ward level officer
PMAY Demand Survey has conducted to extract the actual
beneficiaries from the potential list. Kudumbashree ADS committee
selected one experienced surveyor from each ward to conduct
qualitative survey.
The CLTC team functioning as the resource persons in giving
training and other capacity building activities for the ULB officers,
surveyors etc. After completing the survey process a beneficiary list
prepared by the ward level committee and ward sabha approved the
same.
Ward Councilors have an important role for the
implementation PMAY project during survey period and house
construction period. Councilors can help the beneficiaries various
stages of house Construction. Ward councilor is the chairman of
PMAY ward committee.
An official representative of ULB is a member of ward level
committee who verified the survey forms and assured that it is filled
in completely and is in proper way. Further he can help the
beneficiary for getting building permit and subsidy amount from
various stages during the implementation stage.
