Pivot - Outline
•National Broadband Map (Perfect Storm)
•www.fcc.gov/maps (Opportunistic)
•The US Federal Open Data Policy (Collaborative)
•Fed Ex Day (Self Induced)
Issue – National Broadband Map
•http://www.broadbandmap.gov
The Pivot – Perfect Storm
•Had/s funding
•Had/s a statutory mandate
•Had/s a policy need (e.g. project consumers existed)
•Multiple clearly defined areas to gain
•Defined/short timeline
•High Profile
•Executive Sponsorship
The Implementation
The Pivot Result
•~1 Billion API calls made •Wireline Search #1 used API (if usage was web only, we would expect 1:1 usage with wireless search) – we see about 9:1
•When we first looked at the api findProviderFeedbackbyBlock (#1 api usage) to the #2 API (findWireline) we saw a 4:1 ratio
•February 2014 we saw 37 million API calls
•May 2015 NBM was written up in the NY Times (again)
Issue – www.fcc.gov/maps
The Pivot - Opportunistic
•We had some down time
•We had a need
•We pitched for something new (with a small budget)
•We built it in-house
•We built our maps ourselves (more or less)
The Implementation
The Pivot Result
•Millions of maps served
•Cost per click is constantly shrinking
•Time to market for targeted maps is ~8 hours
•Our investment means more meaningful understanding
Issue – Open Data Policy
The Pivot - Collaborative
•Use a collaborative tool, rather than MS Word
•Multiple Stakeholder Engagement
•Many Authors/Perspectives
•Technology will change (fast), policy needs to
•High Impact (long term; if desired)
•Provide opportunity for growth by allowing people to participate.
The Implementation
https://project-open-data.cio.gov/
The Pivot Result
•18 Repositories
•# Forks
•# Stars
•436 Commits
•Full Lineage
•301 Issues
•Faster update/Better Policy
Issue – DevEx Day
•http://www.fcc.gov/blog/devex-day-developing-innovation-fcc
•http://feomike.github.io/post/devex-days.html
The Pivot – Self Induced
•No Budget
•Took 2 days of work
•MVP / Prototype
•Could be anything
•Whatever I want
The Implementation
•Write code
The Pivot Result
•11 products in 24 hours (0 procurement).
•3 of these products resulted in larger project
•1 defined a technology we DON’T want to use
•New skillsets
•Empower a bottom up style / passion
•Opportunity for next project to be agile
•High morale
How do I do that?
