43. "he 2tate+ent of ccount shall be +ailed to the custo+er through Do+estic )$press Mail 2erice 'D)M2(.

44. 2tate+ent of ccounts shall be sent out to custo+ers during the first 3= das of the +onth.

47. Collector fro+ the Regional 1ffice shall pic5*up pa+ents fro+ the custo+er and shall issue an 1fficial Receipt upon collection.
