Why Adopt NCDOT Targets?
• Strongly encouraged by NCDOT
• Lack of available data at the regional level
• May require monitoring and reporting at a more detailed level than the state (all roads, not just NCDOT roads)
• Increased staff time for monitoring and reporting
• Difficult time justifying targets b/c MPOs in NC do not program safety projects, etc. in STIP
• Subject the MPO to penalties if federal agencies do not agree with the targets, how they were developed, or the description of how the MPO programmed projects in the STIP in order to obtain targets

Glossary of Terms CMP Congestion Management Process: Process stipulated by federal transportation legislation to provide recommendations for the effective management of congested facilities
CMAQ Congestion, Mitigation and Air Quality: Program established and implemented as part of the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991, to support surface transportation projects and other related efforts that contribute air quality improvements and provide congestion relief
CTP Comprehensive Transportation Plan: A long range plan developed and updated through a collaborative process among citizens and elected officials to envision future transportation needs
FARS Fatality Analysis Reporting System: National database that tracks fatalities and serious injuries for all states
FAST Act Fixing America’s Surface Transportation Act: A funding and authorization bill to govern US federal surface transportation spending signed into law in December 2015 (replaced MAP-21)
FHWA Federal Highway Administration: National government agency responsible for surface transportation, including highways, roads, and non-motorized facilities

SGR State of Good Repair: A numerical condition rating scale ranging from 1 to 5 to describe the relative condition of transit assets as estimated by the TERM; assets are considered to be SGR when the physical condition of that asset is at or above a condition rating value of 2.5 (the mid-point of the marginal range) (Note: An entire transit system is considered to be SGR when all of its assets are rated at or above the 2.5 threshold rating)
SOV Single-Occupant Vehicle: Vehicle with a single occupant (the driver)
STIP Statewide Transportation Improvement Program: A state’s capital improvement program that sets forth the transportation projects the state will fund over at least a four-year period
STP Surface Transportation Program: A program that provides flexible funding that may be used by States and localities for projects to preserve and improve the conditions and performance on any Federal-aid highway, bridge and tunnel projects on public roads, pedestrian and bicycle infrastructure, and transit capital projects.
TAM Transit Asset Management: Model that uses transit asset condition to help prioritize funding to achieve or maintain transit networks in SGR
TERM Transit Economic Requirements Model: FTA model that assesses infrastructure and facilities condition on a scale from 1 (poor) to 5 (excellent)
TMA Transportation Management Area: A metropolitan area with a population of 200,000 or Greater
TTI Travel Time Index: A comparison between the travel conditions in the peak period to free flow conditions
TTR Travel Time Reliability: The consistency or dependability in travel times, as measured from day-to-day and/or across different times of day
TTTR Truck Travel Time Reliability: 95th percentile truck travel time / 50th percentile truck travel time (“normal truck travel time”)
ULB Useful Life Benchmark: The expected lifecycle of a capital asset for a particular Transit Provider’s operating environment, or the acceptable period of use in service for a particular Transit Provider’s operating environment (Note: ULB ≠ Useful life for FTAA grant programs)
VMT Vehicle Miles Traveled (or vehicle miles of travel): A measurement of miles traveled by vehicles within a specified region for a specified time period
