But council says denying access to a public throughway will not get the thumbs up. Homeowners living in Wood- lands Road and Glenook Avenue are livid and are taking a stand. The say the “trolley brigade” has been stripping the metal from their properties – a problem they say manifested after SA Metal opened its doors on Plantation Road last year. Wetlands Neighbourhood Watch member Abe Julius has re- ceived numerous reports from frustrated locals who are placing the blame squarely on the doorstep of the scrap dealership. “Because of this, we want Wet- ton Road – where it meets Planta- tion Road – to be closed down com- pletely, prohibiting access to any vehicles and pedestrians,” he says. Thieves making their way to SA Metal through the area with wheelie bins and bicycles are tar- geting the homes they pass to make an extra buck, Julius claims. “It is a battle trying to keep crime out of the area, but we have a plan to take back our streets. We need to rid our community of these elements.” Resident Mark Kloots is an ar- dent supporter of the proposal to close the road. His Glenook Avenue property has been targeted twice in the last month. “They jumped over my six foot walls to enter my backyard,” he says. “I have laser wiring on the front walls but they got clever and went around the back. They stole the spares for my Beach Buggy, which included the carburettor.” Not even his dog was able to pro- tect his property from the thieves, he continues. “My dog is able to roam freely around the yard, but they locked him in my house while they got what they wanted.” Kloots has since jacked up his se- curity even more in order to safe- guard his property. “It’s an inconvenience. I had to spend thousands to install more la- ser wiring. I once chased after a group of these collectors and asked them why they were stealing from us. ernment to protect your interests when youbuy and sell property through an estateagent.The board’s marketing and publications

manager, Margie Campbell, says verifyingthe status of the estate agent is as easy aspicking up the phone.“They (potential buyers and sellers) can

quired to have obtained anNQ5 certificate as well as aFidelity Fund Certificate,authorities confirm.Without these, a principal

agent is fraudulently sellingproperty, according to theboard“Only licensed estate

agents are supposed to dealwith real estate transac-tions between a buyer andseller or landlord and ten-ant,” Campbell says. Unli-censed estate agents can beslapped with a fine of up toR25 000.A lack of knowledge and

understanding puts poten-tial buyers at risk.Principal real estate agent Shereen Abra-

hams says the industry is tainted by“dogged agents”, these are agents who per-sist in making a sale to the point of annoy-ance.“I encourage potential buyers and sellers

to familiarise themselves with the processof buying and selling a property through anestate agent before taking the plunge,” shesays. “Dogged agentswill easily take advan-tage of people’s lack of knowledge.”Ask questions before signing off your

hard-earnedmoney,Abrahams encourages.“Make sure you are credit worthy. Pre-

qualify yourself at the bank to know whatyou can buy for,” she advises.“Look at what is on the market in your

price rangeandviewanumberof propertiesto get to know the value of houses on sale

in the area you are purchasing.“Also inspect for defects as renovations

and repairs are costly. Compare what youlike on each property and follow your in-stincts.”Do you suspect your estate agent has vio-

lated the law or the code of conduct govern-ing the industry? You may lodge a com-plaint in writing with the EAAB. You areentitled to claim repayment from theboard’s fidelity fund if an estate agent hasstolen or mismanaged your money.The complaint must contain an exposi-

Tackling the trolley brigadeKloots has reported the incidents to the po-lice but says nothing has yet come of hisconcerns.“I want SA Metal out of the area because

since they opened here, the incidents havebecome a common occurrence,” he insists.“At other scrapyards in the area you are

able to go in and look for your items and,provided that you can prove it is yours, youcan claim it back. It’s a total different caseat SAMetal. They have told me I must havea search warrant if I want to look for mygoods.”Homeowner Natheer Adams has had to

replace his taps on two occasions after thecopper was stolen in broad daylight.“This was a great inconvenience. When

they stole the taps they left my water run-ning for who knows how long. I had to paythe plumber to stop the water flow and payhim for the repairs. My water bill was alsohigher,” he fumes.Other metal goods, such as his alumini-

um step ladder, vacuum and bicycle, havealso been stolen.“It’s useless replacing the locks because

they keep breaking it. They jumped overmy neighbour’s wall to get into my yard. Ihave not reported these thefts because thepolice have taken forever to solve a previ-ous case that I had reported.”Ward councillor Monty Oliver says pro-

posals to close down the road has been re-ceived by him, which was referred to coun-cil, but it was not granted.“We do know that there is a problemwith

thieves in the area but prohibiting accessany further cannot be granted. It is a publicroad that cannot be closed,” Oliver insists.The bullets at the cul-de-sac on Wood-

lands drive was put in place to calm trafficthrough the area butmore than that cannotbe done, he says.Nyanga cluster commander General Ma-

jor Robbie Robberts says residents shouldreport all incidents, and assures that policeare monitoring all registered and unregis-tered scrapyards in the area.“We have asked SAMetal to send us daily

reports of the goods they receive for scrap-ping. They are also not allowed to clearscrap from the yard within seven days ofreceiving it. They should not accept anyscrap from people if they cannot provide avalid ID for identification. Copies are madeof the peoples IDs and sent to us so we areable to keep track of who the people are thatare handing in scrap.”SA Metal director Graham Barnett says

Two Hanover Park schools are finallybeing rebuilt.

Mountview High and Voorspoed Pri-mary will finally be constructed from brickand mortar, decades after the first pupilsstepped into the prefabricated classroomsduring the apartheid era.

The project, totalling almost R1bn, has al-ready started taking shape during May andis expected to be completed by April 2015.

Provincial education department spokes-person Paddy Attwell says the schools wereselected as the age-old material is deterio-rating.

“Both schools were built using inappro-priate, prefabricated materials,” he says.

The replacement forms part of the nation-al Accelerated School Infrastructure Devel-opment Initiative.

The upgrade at Voorspoed Primary willinclude new facilities such a science labora-tory, a computer centre, a new administra-tion building and a hall.

“Furthermore, 28 refurbished class-rooms, three Grade R classrooms, a multi-media centre, physical training slabs (con-crete slabs usually used for netball courts)and a sports field will be added,” Atwellsays.

The rebuild at Mountview will include 26classrooms, a science laboratory, a compu-ter centre, a multi-purpose classroom, amultimedia centre and an administrationbuilding.

Renovations to the existing hall, physicaltraining slabs and sports field will also bedone.

Residents in the immediate vicinity andwithin 5km of the schools will be consid-

ered as primary labourers for theseprojects, the project managers recently re-vealed at a public meeting.

Pupils’ parents will be given first prefer-ence.

Ward councillor Antonio van der Rheedeis excited about the project and the opportu-nities it poses for the community.

“We are pushing for the City of CapeTown’s database to be used when recruitingcommunity members. This would ensure

transparency and would ensure maximumbenefit for employment in a communitythat needs it most,” he says.

“We also need our schools to be safer. Wecannothaveaqualityproduct but thenhaveit broken into as these schools have beenprone to this over the years.”

Celebrating 40 years of unparalleled dedica-tion and assistance to theMuslim communi-ty of South Africa.Tomark thismilestone, the South African

National Zakah Fund (Sanzaf) hosted a com-memorative dinner on Friday 16 May.The commemorative dinner took place at

the Islamia College Hall in Lansdowne.Sanzaf is an independent national faith-

based welfare institution.Established in 1974, Sanzaf has grown to

become one of the country’s most recognisa-ble public benefit organisations.Since its inception, the fund has grown ex-

ponentially, with 28 offices currently in op-eration across the country.In their first year, Sanzaf has raised

R10 000, in 2013 they raised R80m and theyare aiming to raise R100m this year.Sanzaf is considered the oldest Zakah in-

stitution in South Africa.Sajid Dawray, national chairperson of

Sanzaf says: “Let us ponder on the problemswe still have on our backs. Worldwide, a bil-lion people go to bed hungry.”“It is no longer about those who have and

don’t have. It is now the have a lots and thehave nots,” he says.During the three-course meal their was a

flag ceremony that represented the 24 differ-ent countries who were present at the din-ner.The organisation has many annual pro-

grammes and projects including the SanzafEducation,EmpowermentandDevelopment(Seed). The Seed programme comprises ofearly childhood development, tertiary andpost-graduate research programmes.Tasneem Barendse, a Seed graduate from

LUCKY ELDOM loves the outdoors, so he is nottoo worried about no electricity and warm waterin winter. “I jog a lot, because you don't get toohot and it’s better than just staying at home.”

EVA RAUSCH labels herself as a friend to the envi­ronment and is not really perturbed by the Capewinter. “I have solar heating, boreholes and iso­boards to save electricity and to heat the house.”

CHRIS BRUINERS is a big fan of winter becausehe gets together with family and friends. “I switchoff the geyser and the TV when it’s not in useand I switch off the lights early.”

MIKE FINN finds it difficult to save electricity andwater in winter, but tries. “I use the washing ma­chine less, but I use the tumble dryer more. I turnoff the geyser and only switch when needed.”

CARYN KOCK is prepared for the cold fronts. “Iuse my gas stove, the gas heater and I light upmy fire place. I also switch off my geyser and Iuse my geyser blanket, which works wonders.”

K illers spreading germs. This is whatManenberg council flat tenants arecalling the rats holding them hostage

in their homes.But disease isn’t the only thing they are

spreading.A child was recently left with a bloody

hand after being bitten by a rat.Now residents are demanding that the

City of Cape Town clean up their rentalstock.Maureen Koopman’s four-year-old son

was recently rushed to a nearby clinic afterbeing bitten.“I woke up to the sound of my son scream-

ing and saw his hand covered in blood. Atfirst I thought he got his hand stuck in some-thing, but then I saw the deep flesh wound,”she says.“My son was screaming and pointed to a

rat, which I saw had a bloody mouth. It hadbitten off a big chunk of flesh from his mid-dle and ring finger on his right hand.”If you saw a rat running across the room,

it could “easily be mistaken for a kitten”.“These aren’t your average furry rodents.

trol for the current financial year. We havea number of rodent prevention measures inplace including block-baiting and aware-ness campaigns,” she says.“The City is currently in the process of

proposing an Integrated Rodent Manage-ment Strategy to the administration and po-litical management committees for their ap-proval. The strategy proposes a number ofpoison-free strategies including rat cagesand rat traps.”In accordancewith international practice,

City Health proactively manages the areaswhere rodent breeding occurs, Van Minnensays.“This is done bymeans of traditional bait-

ing methods and health education. Whereapplicable, we institute legal action againstpeople responsible for creating conditions

that encourage rodent breeding,” shewarns.An Elbe Street resident, who asked that

her name not be published, is convinced theinfestation is a result of illegal dumping inthe neighbourhood. “The rats come from thefield behind my house. People throw theirdirt bags, scrap and even buildingmaterialswherever they see an open space,” sheseethes. “Another problem is people leavingtheir bins outside.The trolleypeople scratchin the bins before they are collected and thenthrow everything out of the bin withoutputting it back.”Chasing the rats away won’t help “be-

cause they aren’t scared”.“Having a catwon’t evenhelp you because

these rats even bite the cats. You can chasethem away but they won’t move. They willjust stare at you.”Van Minnen says rats tend to be a feature

in dense human settlements where there isa steady food supply, stormwater drainage

systems. “It is recommended that residentsrodent-proof their homes. This includes re-moving piles ofwood, refuse and othermate-rial in the vicinity that can provide a placefor rats to breed, sealing off of all openingsaround pipes, doors, windows and holes orcracks in the floor as well as repairing andsealing all openings on the roof.”In addition, Van Minnen says residents

can help to curb the rat problem by keepingtheir areas clean and disposing of waste inbins and keeping these bins closed. “Wherewaste is placed in large refuse skips, thewaste must be in bags first. If food is availa-ble, rats will always prefer the food and nottake the pesticide that the City provides.”Report infestations to the nearest Envi-

the Hanover Park Civic Centre on Saturday17 May.

Women drivers are being warned tobe on high alert, especially whendriving alone.

This comes after a spate of hijackingshave been reported in the Lansdowne pre-cinct in recent weeks.The authorities warn that women are the

common targets.Lansdowne police spokesperson Ser-

geant Nkululeko Mnyaka says womenshould practise precautionary measureswhendriving alone, especially on theirwayto work and when they return home.Since the beginning ofMarch, 14 vehicles

have been reported as being stolen duringhijackings.“Nine arrests have already been made in

these cases and our unit has recovered fiveof the stolen vehicles since it was reported.Theses cars were all recovered in differentareas,” he says.It is also not yet confirmed whether the

hijackers are part of a syndicate.“Not all of the incidents follow the same

modus operandi but we do know that vehi-cles such as Volkswagen Golfs, Polos andolder model cars are being targeted.”Monthly meetings are being held with

the neighbourhood watches in the precinctto clamp down on criminals in the area.To safeguard yourself against crime, po-

lice advise:– Make sure you have the contact num-

The fanfare for some political parties – and dejected facesfor others – are now a thing of the recent past with theelection figures in and accounted for.

Voters have made every X count and the onus is nowon political parties to make good on those pre-electionpromises.

It has been a frenzied affair to bombard the media withall the (supposedly good) works of councillors all over themetropole.

The rush job to promote councillors and punt everyounce of free publicity should be an Olympic sport, sobusy were the media houses churning out the chaff.

But it bears remembering that what happens after theelection is what counts.

There is enough work waiting for councillors – fromthe most humble of the smallest wards to the premier ofthis beautiful province.

And, unfortunately, there is nothingnew in this regard.On any given day the media is carpet-bombed with a

legion of complaints – fromwater pipes bursting to schoolbuildings indireneedof repairs, crimeandviolence, drugaddiction and peddling, and the clear shout for housing.Intermingled in this are the protest actions of those whohavehad enoughof begging andbeingplacatedby the self-same publicity reports that hit the repeat button whenresponding to the calls for improved housing, medical fa-cilities and education.

Taking public office is not a job for the faint-heartedand now is not the time to shirk responsibilities.

Fixing this province and all the additional problemswhich creep up unexpectedly is going to take a healthydose of planning, long hours at the office and outcomesthat keep most people happy most of the time.

It is, one imagines, a pretty thankless job because justas one problem is solved another crops up.

Wehope government – local andnational – canput theirpolitical differences and personality clashes aside for thegood of the people who voted for them.

Criminals out to destroyI strongly suggest reporters who write arti-cles about criminals should rethink theirempathetic tone. I am not suggesting an in-humanapproach.However, very oftenwhenwe read of active criminals who are injuredor killed by other criminals, the media in-sists on interviewing his relatives who thenexplain what a kind and wonderful personthe criminal was. The media report oftengives one the impression some journalistsdo not fully realise the negative role crimi-nals have in the overall destruction of theSouth African society.

For example, we all know there are mil-lions of South Africans directly affected bythe plague of drugs.

Drug addicts destroy the social, economicand mental fabric of our society. Sympathyheld for those afflicted by addiction shouldbe earmarked for the families and victimsof crime such as rape and murder. Sympa-thising with an injured or murdered drugdealer, drug mule or a drug addict is coun-terproductive as itmakes the efforts of those

working against drug addiction look sense-less.

Journalists should recognise the impor-tant role they play in providing leadershipto our broader society.

Drug addicts do it for the high while drugdealers and mules do it for the easy money.They are not heroes, but people who wantto destroy our communities.

Perhaps reporters who write about drug-related issues should spend more time withelderly parents who are robbed by theirdrug-addicted children instead of trying togenerate empathy for drug addicts, dealersand mules.

The same day I also got a phone call froma DA call centre operator reminding me tovote for the DA. I asked where the DA gotmy cellphone number from (it is a privatenumber) and she said from the (IndependentElectoral Commission) IEC voter’s roll.

How is this possible? Isn’t there a cut-offtime for campaigning? I would like to knowwhat the IEC has to say about this as I didnot give anyone in theDAmynumberorper-mission to canvass for my vote.

Caught in the trap of addictionMore and more people are addicted tosome form of substance or activity. Itrules their lives; it becomes the centre oftheir thought process and actions. Theseaddictions often destroy them and thosepeople around them, like family andfriends.

Today many people say these peoplehave a disease. The human heart has aninverse capacity to lust, then to turn any-thing desirable into an irresistible addic-tion. Today people are addicted to alcohol,drugs, gambling, sex and even sport.

The addiction enslaves the person insuch a way that he believes he cannot dowithout that to which he is addicted.Sometimes even when a person becomessick, he does not leave the addiction. Takesmoking for example.

The person is told by the doctor to stop,but he just continues until he dies of can-cer. The more the person indulges, themore he is enslaved by the addiction. Thecontrol of the addiction becomes so severe

that the person becomes irrational. Theytotally disregard the consequences ofwhat the addiction can do to them. Maybethe original activity was harmless in thebeginning, but then it started to take con-trol of the person’s life.

Let us take alcohol, for example. In thebeginning it started out just drinking ata social event. Then the person starteddrinking just weekends, and then eventu-ally, being enslaved, must drink more of-ten.

In some cases daily. Same goes fordrugs, the human heart craves pleasure,and pretty soon the enslavement starts.What began as enjoyment, has now be-come a need you cannot go without.

A man is driven by his own lust. Thisperson will fuel his addiction, and he willbelieve he has no choice but what he doesnot know, the more he indulges, the morehe becomes addicted.

He cannot see his world is falling apart,and he can do nothing about it. The addict

has told himself lies until he believes it,he believes whatever he’s doing is harm-less.Hewill lie, cheat andeven sayhe feelslike taking his own life to get people to feelsorry for them.

Through this, he tries to get sympathyfor his addiction, until he stops lying andbecomes honest about his addiction, therewill be no way he could be helped. He willsayhe can stopat any time; this isnot true.According to his thoughts, he is a goodperson who does bad things occasionally.He might even tell people his addiction ishereditary, and that his parents had thisproblem before him. The addict believeswithin himself that he cannot help him-self.

This a lie out of hell. When the situationbecomes out of control, he lies, cheats,steals, bluffs and, when confronted, be-comesaggressive. This is not in all the cas-es. Pray for them.ARTHUR PILLAY,Email

P arents struggling to cope with pro-viding their disabled child with an im-proved quality of life, need not despair.

There is help.Uhambo Foundation, founded in 2010, is

an NPO with the mission statement of sup-porting the rights and equal participation ofpeople with disabilities in communities.

The NPO considers itself a fierce propo-nent of equality for all, and strives to createand assist in the social development of chil-dren with disabilities.

Lorraine Frost is the foundation’s generalmanager and says that cutting through allthe stress of running the organisation andpromoting their message, the joy of a disa-bled child accessing its potential makes itworthwhile. “We are helping 700 childrenfrom informal settlements to learn how tospeak, play and just be active. It is a blessingseeing a child not knowing how to talk theone day, to counting and singing songs aftersix months. I can’t describe the feeling.”

Uhambo Foundation has established part-nerships with the City of Cape Town, NPOsand private sectors to develop appropriate

and safe wheelchair provision and commu-nity-based services and training.

“We try our best to create opportunitiesfor people with disabilities in less-resourcedsettings by building an inclusive society,without barriers for all,” says Frost.

The foundation raises ongoing financialresources from local and internationalfunders to ensure sustainable outcomes ofthe Uhambo Foundation’s objectives.

They actively participate in local and in-ternational policy development, policy im-plementation programmes and in advocacyand raising awareness.

UhamboFoundationhosts disability focusgroups, therapy sessions and classes thatteach parents how to play with their chil-dren with disabilities to stimulate the chil-dren’s development.

The foundation also has Day Care Disabil-ity Support programmes and the Ndinogona“I can” stimulation programme for childrenwith disabilities. The stimulation pro-gramme involves the use of play and it as-sists carers to play with and stimulate chil-dren with disabilities, allowing them to par-ticipate in everyday activities.

The Ndinogona Stimulation Kit also im-proves the children’s responsiveness, reduc-

es sensory and behavioural problems.There are only three permanent workers

at Uhambo Foundation. Nobuntu Ngcoyi,who works in the community developmentsection of the foundation, takes care of allthe community outreach programmes in-cluding disability focus groups and supportgroups for families.

Ngcoyi says: “In my culture, disability isassociated with witchcraft, so parents areafraid of taking their children out of thehouse. We encourage them to meet otherparents who suffer with the similar fearwhich makes it easy for them, because theydon’t feel alone and ashamed anymore.”

The Uhambo Foundation helps childrenwith disabilities find schools that are moresuitable for their needs. They also create jobopportunities for the older children.

The training courseshostedby the founda-tion comes in different forms.

They train care givers to help the childrenwith physical treatment, they train the par-ents how to work with their children’s con-

at protecting a person’s head and chestduring a car crash. They also help pro-

tect the kidneys, according to a news reportin Wheels24.

Researchers found that survivors of carcrashes who wore a seat belt and had a vehi-cle with air bags were less likely to have aserious kidney injury or to need one of theirkidneys removed than people who didn’ttake those precautions.

Dr Marc Bjurlin, a urologist at NYU Lang-one Medical Centre in New York, says: “Thisprovides additional evidence to support therole of these protective devices in motor ve-hicles.”

Soften the impactThe research was presented on Friday 16

May at the 109th Annual Scientific Meetingof the American Urological Association inOrlando, Florida.

Seat belts are designed to spread the forceof a vehicle crash across the pelvis and chestwhile an air bag is meant to soften the im-pact between the body and car.

For the new study, the researchers ana-lysed information on motor vehicle crash in-juries in 2010 and 2011 from the NationalTrauma Data Bank. Of the 287 174 accidents,there were 2 580 kidney injuries.

The researchers found that when air bagsand seat belts were used together, the riskof serious kidney injuries fell by about 23%.The risk of surgery to remove a kidney fellby more than half.

Bjurlin says there are likely multiple rea-sons why using seat belts and air bags pro-tects the kidneys.

For example, seat belts keep people frommoving around the vehicle while alsospreading out the impact of the crash.

Ironically, in some studies the seat belthas been found to be a cause of kidney inju-ries. While that may be true in some cases,he says, overall wearing seat belts and usingair bags is beneficial.

The Mr Price High Schools’ League topthree are rueing their missed opportuni-ties after dropping points in last week-end’s fixtures.Beacon Hill High School went into Sat-

urday’s matches leading the log on ninepoints, ahead of second-placed PortlandHigh on goal difference and with defend-ing champions Mondale in third on sixpoints.All three sides played to draws on Satur-

day, with the top two missing the chanceto open a gap at the top of the standingsandMondale butchering anopportunity toclose the gap on the leaders.Beacon Hill drew 1-1 with Oval North

High, while Portland’s match against Bel-gravia was deadlocked at 2-2 and Mondaledrew 1-1 against Aloe High.The results mean all three sides main-

tain their log positions, with Beacon Hilland Portland on 10 points and Mondale on

seven.Saturday’s results had a larger impact on

the middle of the table, with several sidesshifting upwards and Cloetesville, Tafelsigand Cedar now level on points with Mondale.Cloetesville beat Strandfontein 4-1 to climb
