Residents in Athlone have experiencedan increase in robberies at gun andknife point in the past year.

The annual release of the national crimestatistics has revealed 590 cases of commonassault were reported in the year to March,up almost 100 cases from the previous year.This is the highest level it has been for thelast decade.

Assault with intent to inflict grievous bod-ily harm has also increased to its highest lev-el in the last 10 years. Cases of such assaultincreased 15% in the past year.

Car hijackings in the area have also risento its second highest level experienced in thelast decade.

Drug-related crimes have seen an 10% in-crease (116 more cases than the previousyear).

Gareth Newham, head of the Institute forSecurity Studies’ crime and justice division,

has greeted the release of the statistics withpessimism, saying that the current trend incrime should not be dismissed.

“Armed robberies are a key indicator ofpolice effectiveness because they are typi-cally committed by a relatively small num-ber of repeat offenders who are usually orga-nised. This means that a clear robbery re-duction strategy that is intelligence-led andbacked up by specialised teams of detectiveswill lead to the identification, arrest and suc-cessful prosecution of increasing numbersof armed robbers and the buyers of stolengoods.

“That robberies have increased raisesquestions about the extent to which policeresources are being effectively used,” hesaid in a statement.

“South Africans should not have to sufferyet another year in which violent robberiesare increasing on their streets and in theirhomes and places of work. It simply isn’tnecessary as this is a crime that the policehave the personnel, expertise and resources

to reduce. With a budget of around R80bn,some of the best technology in the world, andmore than 194 000 personnel, the policeshould be better able to reduce crimes suchas robbery.”

There has been a significant dip in thenumber of burglaries in both residential andnon-residential areas, with a total drop of 187cases.

Crime hotspotsPolice have identified crime hotspots

(where they have found crime to occur mostfrequently), among which are Kewtown andBokmakierie.

In Manenberg the murder rate hasreached its highest ever level.

“Amid our shortcomings, such as re-sponse times and human resource or othershortages, our members are briefed dailyand strive to ensure the safety of everyonein the Manenberg precinct,” says ColonelHendrie Hugo, commander of Manenbergpolice station.

“The community has its own challenges,such as gangs and substance, domestic vio-lence and crimes against women and chil-dren. These are at times not preventable be-cause it happens within homes and variousother structures.

“Therefore we will continue our aware-ness campaign for community members tonot be silent but to report any and all matterswhich they feel can become criminal.”

Hugo points out that the police have notshouldered the burden of fighting crimealone and that various institutions (govern-mental and non-governmental) have playeda role to ensure the safety of the public.

“We will continue to encourage the com-munity to report criminal activity and eventhe lack of service delivery through our vari-ous platforms via the community police fo-rum and sector policing.

“This partnership is vital to bring aboutchange within the community, building a re-lationship with police members and creat-ing trust.”

Ten years after the Treknet comic stripsfirst appeared in print, local cartoonists

Dave Gomersall and Gavin Thomson havelaunched a book, Tales from Treknet, withtheir favourite strips from the years of beingpublished.The popular comic strip first appeared in

People’s Post and is based on the fishing cul-ture in Fish Hoek. Gomersall explains thattreknet fishing encapsulates the culture ofFish Hoek.“Every topic gets sucked into the treknet.”

Local is lekkerAlthough inspired by False Bay locals and

fishermen and Gomersall’s own sailing ex-perience, the characters developed over theyears, he says.Gomersall and Thomson met each other

while Gomersall was searching for an illus-trator for a children’s book he was writing.He and Thomson soon discovered a sharedlove for comics, and the book was shelvedto give way to a new partnership.“I can’t spell and he can’t draw,” jokes

Thomson as he sums up their relationship.They started out with a strip about a boy

who sails around the world, but were askedto produce amore local strip for the newspa-per.Many of the stories are shaped by sailing

trips Gomersall took, with Thomson oftenworking with him via satellite phone whilehe was sailing across the Atlantic.“But I always wrote two months ahead,

just in case I died,” Gomersall says.The partnership started out when local

cartooning was still in its infancy, Thomsonexplains.“When we were starting out, cartooning

was a real mystery. There was not a lot togo on or people to ask,” he says.But the series grew in popularity and was

even the subject of a TV show aired on Kyk-NET in 2013. The pair had to sort throughover 2500 strips in selecting content for thebook.They have written several other comic

strips, with some being published in Nor-

way, Sweden, Namibia and the UnitedStates. Theirworkhas, and still does, appearin daily newspapers across the country.

Child’s playBoth Gomersall and Thomson had always

loved comics, with both reading them aschildren and always doodling during school.“I must have been drawing all through

school,” says Thomson. “I never really tookit seriously because it never occurred to methat I could make a living from it.”Today they give talks at schools and are

always amazed at how children identifywith the characters, Thomson says.“Education through pictures is easier to

understand,” explains Gomersall, who hasbeen approached to provide cartoons fortextbooks, on which comprehension testsare based.Thomson says: “Kids were told comics are

junk in the past. But reading anything isgood.”The cartoonists have made sure Treknet

remains a family comic strip, to the extentthat they almost passed down their first dai-ly newspaper gig because it was Son, whichfeatured weekly photos of almost nakedwomen.The editor agreed to run the strip from

Monday to Thursday, and not on Fridaywith the pin-up photo.

Just go for itTales of Treknet has been self-published

after the cartoonists found there was littleinterest from local publishers.They asked fans for pledges and sold ad-

vertising on the back cover, which helpedfund the publication.“The last ten years has taught me to just

go for it,” says Thomson. “Fear of not suc-ceeding only holds you back.”They hope the comic strip’s next debut

will be on the big screen.“We’d love to do something in animation

‘Corruption’ allegations ariseEARL HAUPT

Allegations of corruption have surfacedregarding the Kewtown housing project,

run by Mellon Housing Initiatives (MHI),thrusting the community project under acloud of doubt.

MHI, which has also been awarded the ten-der to build houses in Hazendal and Heide-veld, has already built half of the top struc-tures for 58 houses at the site which runsparallel to Jan Smuts Drive.

One of its employees has voiced allega-tions of malpractice after accusing the com-pany of not paying him for the last month,despite having a contract until December.

Weldon Bloys (59) has been a constructionworker for more than 15 years and was em-ployed to work on the Kewtown site.

He says he was contracted through theCity of Cape Town’s expanded works data-base and started working on the construc-tion site in July.

Not all equalHe says problems started to emerge once

he found out that other workers who havebeen contracted did not obtain their jobsthrough the same process he had followed.

“For the first two weeks I had to work inmy normal clothes and that is how the prob-lems started. They found out that I am oneof the only people who came via the databaseto start working there and to them I was athorn in their eyes,” says Bloys.

Bloys says some of the workers on theKewtown site are not from the area, allegingthat one contractor is from Hout Bay and an-other from Strand.

“The contractors don’t get the contract theway I got a contract, because they did not go

through the database. They get paid by MHI,but they don’t get the rate that they are sup-posed to get. They could not argue my rateas I got my rate from the City. Up until today,they still take people on by the gate.”

Bloys says he was chased off the site andtold a to come back a few days later to signdisciplinary documents.

“They wouldn’t let me in for a week anda half. So what happened is that they paidme for [August], but when they found outthat I went to the labour department [theydidn’t pay me].”

Bloys has approached the office of hisward councillor, Suzette Little, to investi-gate the matter.According to MHI all mediaenquiries should be dealt with by the City.

StatementLittle’s office confirms that the project

will not be halted while the investigation istaking place, and says that Bloys is yet tosubmit a sworn statement in order for themto proceed with the matter in earnest. Bloyslaments that the police would not allow himto complete the affidavit as it was not a crim-inal matter.

“To date we have not received any affida-vit from him, but what we have received is

a hand-written note from Bloys giving us de-tail of what actually took place,” states Lit-tle’s office.

Little has since made contact with the sub-council and has called for a meeting with therelevant officials, including the project man-ager and contractor and will not commentfurther until this meeting takes place.

“We believe in transparency. We believein openness and fairness and this is the poli-cy that we need to uphold. Once we get feed-back on who has done what and what hastaken place. Because at the moment, every-thing is an allegation. Without speaking tothe relevant parties, we cannot actuallymake any decision,” states Little’s office.

Seniors from around the city gathered atthe Rylands civic centre on Thursday last

week to take part in a community initiativeto celebrate the International Day for OlderPersons.

The event was organised by the City ofCape Town’s social development and earlychildhood development department, whichteamed up with Age in Action.

Over 400 senior citizens gathered to findout about ways to improve their quality oflife in their later years.

Suzette Little, mayoral committee mem-ber for social development and early child-hood development, said that the event wasaimed at promoting healthy living and ac-tive ageing whilst also raising awarenessabout the host of services the City offers itsseniors.

“As part of the social and early childhood

development directorate, we raise aware-ness among our seniors about healthy liv-ing and healthy choices at their age,” shesaid.

“We raise awareness by having theseevents where we do testing. We make surethat we have home affairs there and wenormally have Sassa at our events as well.This is really a gathering where we cantalk to our seniors and find out what elseis wrong, so we create these platforms indifferent areas where our seniors can comeout and talk to us, but at the same time wecan give them information about ourhome-based care opportunities, aboutwhat the City is offering so that they don’tsit with these issues and that there is some-body that they can be referred to.”

One of the attendees, Jasmien Sauls (65),said she enjoyed the morning’s proceed-ings and commended the staff on theirfriendliness, while another attendee, Mar-jorie Fassie (67), shared her joy at being outof the house. She said the occasion was areal outing for her.

Ebrahim Khan (68) said that the presen-tation delivered by Little was very inform-ative, especially pertaining to the indigentgrant.

Ismail Osman (76) was excited at theprospect of volunteering his time andknowledge to nearby schools in the Ath-lone area to help children to hone their lit-eracy and numeracy skills. He was alsopleasantly surprised by what the City hadplanned for them as a group.

Little said that despite the City’s efforts,abuse towards the elderly was becomingfar too frequent.

“The sad part is that families are awareof it. We are really appealing to familymembers to get involved. We have receivedcomplaints about our seniors, especiallyduring this period with the pension beingpaid out; we see that our seniors are abuseda little bit more than usual. It’s not alwaysthe hitting and the beating, but in the man-ner in which they are treated.”

She also pointed out that the pro-grammes were geared towards trying tohelp seniors speak out more about theirproblems and that it was now socially ac-ceptable for them to ask for help.

“Our seniors don’t like talking about it.They come from that era where they don’tshare their problems, so we try and createthat platform where we tell them that it isokay to let us know so that we can visit.

“We have visited a few homes where wehave spoken to the family members, wherewe have interacted and got the police andthe neighbourhood watch involved and itstopped, because somebody was watching.That is all that we need to do, it is reallyto let the people know that the seniors arenot out there on their own, they are not liv-ing in isolation and that there is somebodywho cares for them.”

A plan to privatise some services in Lans-downe is struggling to get off the ground.

This comes after the launch, organisedby the BelCraw City Improvement Dis-trict (CID) for its special rating area(SRA) proposal on Friday 25 Septemberwas poorly attended.

Initiator Patricia Lemmetjies wantedto use the launch to provide more infor-mation on the intended SRA.

Lemmetjies says the SRA was to be in-troduced to Lansdowne businesses.

“The SRA will be focused on businessesand residents and to increase the safetyin our area. Our people have had enoughand are now asking for solutions, whichis why I came up with the idea to establishan SRA for this area,” Lemmetjies says.

In a SRA property owners contributeadditional rates to fund top-up services,such as refuse removal and cleaning. Forcommunities who wish to enjoy munici-pal services of a higher level an SRA pro-vides the option of paying for extra servi-ces.

By pooling their resources in an SRA,it is expected that property owners canenjoy the collective benefits of a well-managed area, a shared sense of commu-nal pride, safety and social responsibilityand access to joint initiatives such aswaste recycling and energy-efficiencyprogrammes. In the end, an SRA couldboost property values.

Lemmetjies says the Lansdowne SRAwill be privatised after BelCraw CID wastold its application was “submitted toolate”.

Verita Lesar, administration officer forthe BelCraw CID, says: “We went to theCity of Cape Town and they told us theycould only implement this during 2017.However, our business cannot wait thatlong, they want to start straight away. Sonow they want to privatise it by financingit.”

She adds crime has been escalating inthe area and businesses have been the tar-gets. Lesar says a steering committee forbusinesses in the area has not yet beenelected but is in the process of being creat-ed.

“Businesses are not coming on boardyet as they first want to see businessplans and a final product before they signup. They don’t want to get involved withthe nitty gritty things. However, we needtheir support in the whole process.”

Ian Neilson, mayoral committee mem-ber for finance, denies that the City hasreceived an application from BelCraw forthe establishment of an SRA.

“Lemmetjies accompanied a steeringcommittee from the industrial area inLansdowne to an information-sharingsession with officials from the City’s in-ter-services liaison department on the es-tablishment of a special rating area. Theproposed boundaries to determine the ar-ea have not been submitted. This is re-quired for officials to model whether anSRA could be feasible. Only after thismodelling is done, can consent be soughtfrom the majority of the property owners,as required, and can an application besubmitted for the council,” he says.

He adds that “there is no set time limitfor an SRA application. It would dependon the specific case. Property owners (nota homeowners’ or ratepayers’ associa-tion) from a specific area form a steeringcommittee and contact the City for ameeting, where they will be providedwith the most recent information regard-ing SRAs.”

“Once the steering committee decidesto pursue the establishment of an SRA,they must provide the City with a map de-picting the area of the proposed SRA. Anarrears profile is done of the area and, iffound to be satisfactory, the establish-ment process is allowed to continue,”Neilson elaborates.

Neilson adds properties receiving ratesrebates are excluded from paying the ad-ditional rate and have no vote in the for-mation of an SRA.

“Once the application is lodged, it willbe advertised in the newspapers and allaffected property owners will receive anotification of the application. SRAs areestablished by property owners for prop-erty owners. It is not a legal requirementthat civic organisations be consulted dur-ing the establishment of an SRA but civicorganisations, who are property owners,must be consulted. This means those whowill end up paying for the top-up servicesmust be consulted.”

Asked whether an SRA can be priva-tised, Neilson says: “When a private initi-ative is established it will collect its ownrevenue, set its own budgets and not besubjected to the legal framework of SRAs.It therefore cannot be classified as or becalled a special rating area. Also, proper-ty owners cannot be forced to contributeto such a private initiative, but would on-ly do so voluntarily.”

Celebrating African penguinsJoin the Southern African Foundation forthe Conservation of Coastal Birds (Sanccob)and Sanparks for the annual Penguin Festi-val at Boulder’s Beach on Saturday 17 Octo-ber.

The date marks African Penguin Aware-ness Day, dedicated to raising worldwideawareness about the plight of the endan-gered African penguin – the only penguinendemic to the African continent. Less than2% of the African penguin population re-mains in the wild today.

Sanccob, Sanparks and their partners inconservation are at the forefront of savingthis charismatic penguin species. All pro-ceeds from the festival are donated to Sanc-cob in support of its African penguin conser-vation work.

As is customary every year, the Penguinfestival is officially opened with a beach re-lease of African penguins, as they waddletheir way back into the wild at SeaforthBeach at 10:00.

Parking may be found at the SeaforthBeach parking area. Be sure to arrive earlyto find the perfect viewpoint on the beach.

After the release, you can stroll along theBoulders Beach boardwalk to the parkingarea in front of the Boulders Beach Lodgeand Restaurant for the festival activities.

Fun attractions on the day include an in-teractive Lego build display, children’sgames, face-painting, a treasure hunt, jump-ing castle, live animal talks and food stalls.

Entry to the festival is free and it runs un-til 14:00.

Call to obey lifeguardsResidents are urge to obey the instructionsof lifeguards when making use of publicswimming facilities.

The City of Cape Town’s sport, recreationand amenities department has made an ef-fort to ensure that its facilities are ready forthe summer school holidays.

More than 200 trained lifeguards will beon duty at the City’s 35 swimming pools.Belinda Walker, mayoral committee

member for community services and spe-cial projects, says thousands of people areexpected at the pools.

“In the rush to cool off on warmer days,children especially tend to get caught up inthe moment and forget about being safe inthe water,” she says.

Walker appeals to users of the publicpools to obey the lifeguards.

“Our municipal swimming pools shouldbe places of fun and recreation. Irresponsi-ble behaviour, which places other users atrisk, will not be tolerated. The most impor-

tant role of a lifeguard is to prevent drown-ings at our pools,” she says.The swimming pools will be open every

day this week. Thereafter, theywill be openonweekends until the end of October. FromNovember the swimming pools will be openevery day between 10:00 and 17:00.Between 16December and 15 January, the

pools will be open daily from 09:00 to 18:00.The Sea Point, Blue Downs, Strand,

Mnandi and Long Street public pools areopen daily throughout the year.Walker says no private events will be al-

lowed at municipal pools in the interest ofpublic safety.Noalcohol, glass containers, pets, tents or

weapons of any kind may be brought to thepools. No running and horse play, no dunk-ing or diving off shoulders, no ball gamesand no pushing in and around the pool areallowed. Children under the age of sevenneed to be accompanied by an adult at alltimes.

The summer season brings awide variety of festivals, fun

days and concerts, but where andhow does one go about getting anadequate venue to enjoy the splen-did summer months which lieahead in Athlone?According to Suzette Little,ward

49’s councillor, residents are urgedto apply for event permits from theCity of Cape Town’s events depart-ment.

She says a number of organisa-tions have indicated that they in-tend to host public functions at ei-ther Nantes Park or Athlone stadi-um in the coming months. Theyare offering stalls to vendors livingin the ward.Little has therefore outlined the

procedures to be followed in orderto become one of these vendors.“The determination of those

events is dependent on whetherthey get their applications in ontime. Our events department willsecure the permit, provided thatthey comply with all the rules andregulations as set out in the appli-cation form,” says Rashid Adams,executive support officer in Su-zette Little’s office.

To secure an event permit, appli-cants should consult their local fa-cilities manager to find out wheth-er the venue they are interested inis available on their desired dates.

“We encourage any type of activ-ity, provided that it is aimed at thedevelopment of our people oraimed at the development of some-

thing. The only thing we don’t en-courage is the sale of alcohol, be-cause there are certain conditionswhich need to apply. But if peoplewant to apply for a liquor licencein their own name because theywant to do something privatelyelsewhere, it is fine, but we do notencourage that from our side.”

Current demand for the ward’scivic and community centres is

high, with civic centres such as theDulcie September hall being fullybooked for the rest of the year.

Nantes Park already has fourevents booked for the period fromThursday 10 to Saturday 20 Decem-ber alone.

Adams says that sports fields inthe area that have clubhouses ontheir premises are also availablefor public use.

He says the ward is aiming to di-versify the events to be held at itsfacilities.

“What we do not want to see isthe same type of event. There hasto be a variety because peoplewantto do something different.”

“We already have someone whowants to host a jazz concert andthat will be a free concert and if itgets approved it will be called the

mayor’s jazz concert for the peopleinAthlone. But come nextweekwedon’twant the sameconcert – it hasto be different,” he says.The objective of diversifying

events is to attract people fromoth-er areas to the community.

Aschoolboy from Greenhavenhas set his sights on being thefirst South African Formula

One racing driver since JodyScheckter in 1980.

Thaqib Meyer (11) is a Grade 5pupil at Islamia College in Lans-downe and has taken to kartinglike a duck to water.

He started karting from the ageof seven and says that while beingan athlete and soccer player, noth-ing gives him the adrenaline rushof karting, something he learnedby watching his parents and grand-father in his formative years.

“My father takes me to all mypractise sessions and races. He in-spires me to keep doing my best onthe track and he gives me tips onhow to improve.”

His rolemodels are Lewis Hamil-ton and Gugu Zulu after witness-ing Zulu, one of South Africa’s fore-most rally drivers, in action.

“I have watched many YouTubevideos of Lewis Hamilton when hewas karting and my favourite oneis of him starting at the back of thefield and winning the race.”

Meyer says he loves racing andprefers the real thing instead of sit-ting in front of the television play-ing racing games.

“My father takes me to practiseduring the week. We work on get-ting in and out of corners faster sothat my lap times can improve,” hesays.

“I am usually relaxed on race

days. My father does a lot of thepreparation on the day to get mykart race-ready, my own race crew.It’s always fun to watch him run-ning around,” he jokes.

He says that his most memorable

moment was when he brought hislap time down to 47 seconds. He isaiming to consistently finish in thetop three of his class.

“When I’m older I want toprogress to become an F1 racer like
