"******ANALYSIS****** Tj I jW Rating: MODERATEITRR analysts note that the cyber-attack came just before an Earth First! gathering called"Ecological Direct Action without Compromise," being held 4-9 August 2010 in Derbyshire,United Kingdom.IT SecuritySecurity personnel are advised to tighten IT security protocols as much as feasible, especially inthose systems identified by green "hacktivists" as targets for attack.More generally, the ECX hack is indicative of the need for clear OPSEC and password securityprotocols for online communications and business, because the ultimate effects of faulty ITsecurity are very real - including everything from identity theft to intelligence intercepts to thecompromising of valuable assets. In May of this year, for example, over 25,500 Social Securitynumbers on Penn State University computer systems may have been compromised due to ITsecurity breaches. Anti-Drilling Activists Cite 'Gas Lease' SeminarAnti-drilling activists have taken note of an upcoming seminar for owners of Pennsylvaniaproperties in which energy developers may wish to drill fo r gas.The Visions Federal Credit Union is to host what it has called the "Gas Lease Wealth Seminar" on10 August 2010 at the Addison House Bed & Breakfast in Choconut (Susquehanna County).In a communication about the meeting, activists ask if Visions is "acting alone" or if there is"another party in the background directing policy?"******ANALYSIS****** T/I/W Rating: LOW-to-MODERATEITRR analysts see a possibility of protests by anti-drilling activists at the aforementionedmeeting. However, ITRR researchers have found that landowners also have serious concernsabout some of the Visions FCU policies regarding their mortgages on lands subject to a gasdrilling lease. Furthermore, the lessons learned at such training events are often shared

    electronically, such that activists in Pittsburgh would not necessarily have been in Virginia orEngland in order to have learned new tactics and strategies.On 4-9 August 2010, for example, as noted in PIB no. 116, the militant environmentalistorganization Earth First! has announced a "Summer Gathering" under the heading, "EcologicalDirect Action without Compromise," to be held in Derbyshire, in the United Kingdom. Sessionsare to include identifying future targets for environmentalist "direct action" and skill-sharing.Similarly, on 6-10 August 2010 anarchists are holding an "Anarchy Summer Camp" in Virginia.In this case, the event will "feature a variety of DIY workshops, physical training exercises, andimportant discussions."Furthermore, the month of August is CrimethInc.'s "We Are Everywhere" initiative (see hereinabove), which may also contribute to anarchist foment during the Coal-Gen 20-Ten gathering.As repeatedly noted by TAMC analysts, anti-coal mining and anti-mountaintop removal (MTR)militants have been very active and prolific in recent months.In light of the increasing overlap between anarchists and environmental extremists, in the formof "green anarchists" or merely through cooperation, and in light of the training cited above,ITRR analysts believe that maverick protest events or direct action by militants can be expectedat or near the Coal-Gen 20-Ten event.ITRR reiterates that branches of financial institutions such as JP Morgan Chase, Citi Bank,Goldman Sachs and Bank of America are potential targets of anti-coal mining activist protests,campaigning or more radical "direct action" activities. Other companies in Pennsylvaniapreviously identified as targets of ecological activists were the coal companies directly involvedin mountaintop removal coal operations, power companies that burn this coal and the offices ofDuke Energy.Additionally, precautions are called for at businesses in proximity to all of the above namedinstitutions.

    Two recent arrests in the United States have highlighted the need to recognize and reiterate thatjihadist terrorism is no longer limited to anyone ethnic group, location or sensitive time period.On 21 July 2010 Nadia Piroska Maria Rockwood and Paul Gene Rockwood Jr. of King Salmon,Alaska, pleaded guilty in US District Court to charges that they lied to federal agents about a listof 15 people they apparently deemed "enemies of Islam."According to the charges against the married couple, Paul Rockwood drew up the "hit list" andconsidered shooting or bombing the identified targets. Federal agents say that Nadia Rockwooddelivered the "hit list" to an unnamed individual in Anchorage.Of interest in the context of our analysis is that Rockwood converted to Islam and became anacolyte of the American-born Islamist religious preacher Anwar AI-Awlaki, a rising leader in AIQaeda of the Arabian Peninsula (AQAP). Awlaki, it should be noted, was also apparently a majorpersonal religious guide for Maj. Nidal Hasan (the Ft. Hood shooter) and Farouq Abdulmutallab(the Christmas Day "underwear bomber"), as well as at least an admitted inspiration for SharifMobley (an American Shabab AI-Mujahideen terrorist held in Yemen) and Faisal Shahzad (theTimes Square bomber).Nadia Rockwood, also a convert to Islam, is a dual citizen of both the US and the UnitedKingdom. Both Rockwoods are in theirmid-30s.

    In addition to the European ethnicidentities of the accused in the Alaskacase, other factors also bear noticing:they are married, in their mid-30s,parents (Nadia is pregnant with thecouple's second child), and wereapparently heavily involved in their verysmall, non-Muslim local community. PaulRockwood was a federal employee withthe weather service and Nadia was astay-at-home mom, according to Alaska media reports.

    Whether the couple was intending to take action remains to be determined, but their arrests arethe latest in a lengthening string of non-Middle Eastern Americans and Europeans recruited tothe global jihad .Relatively well-known American (or American resident), non-Middle Eastern jihadists of recentyears include:

    Colleen LaRose of Pennsylvania (AKA "Jihad Jane"), accused of raising funds for terrorismand plotting to kill a cartoonist who drew Muhammad. John Allen Muhammad and Lee Boyd Malvo, the Beltway snipers of 2002. Daniel Patrick Boyd, accused of leading a terrorist cell in North Carolina in 2009. Joseph Cohen (AKA Yusuf AI-Khattab) of New York, founder of the radical jihadist websiteRevolutionMuslim. Bryant Neal Vinas of New York, accused of taking part in AI-Qaeda plots within the US. Carlos Bledsoe (AKA Abdulhakim Mujahid Muhammad) perpetrated a drive-by shooting ofan Arkansas military recruiting center in 2009, killing one soldier and wounding another. Adam Pearlman (AKA Adam Gadahn), raised in California, is a senior spokesman for AIQaeda's central leadership.

    There are also organizations dedicated to establishing Islamist enclaves in the United States,peopled primarily by American converts to Islam. The two primary such groups with a radicalagenda are: As-Sabiqun, headed by American convert to Islam Abdul Alim Musa, calls for establishingIslamic law as the law of the land in the United States. In the meantime, he advocatesestablishing "model communities" of Muslims, which are self-sustaining and "where Islamis lived." As-Sabiqun preaches a clearly jihadist ideology along the lines of theinternational Muslim Brotherhood movement. Muslims of the Americas (MOA) - the North American branch of Jama'at AI-Fuqra led byPakistani jihadist Ali AI-Gilani - has 30 villages that are apparently being used as trainingcamps in wooded regions near several small towns nationwide. In Pennsylvania, MOA hasapparently established a facility in Saylorsburg, has been constructing a facility inSherman, and may also have representatives in Philadelphia (see PIB nos. 24, 76 and 80

'A Warning to the Americans'An individual identifying himself as "Abu Suleiman AI-Nasser" has sent a "warning to theAmericans" by way of jihadist communication channels."We heard that one of your churches is organizing a gathering in order to burn the Koran inmemory of 9/11," AI-Nasser writes. "If you will do that, wait for a war unlike that you have seenbefore. Your blood will flow like a river. We will not rest until we kill dozens of you for each wordin the book of Allah that you will damage."The event that the subject refers to herein is the Dove World Outreach Center's "InternationalBurn A Koran Day," which is scheduled to take place on 11 September 2010. The Dove WorldOutreach Center is located in Gainesville, Florida.******ANALYSIS****** T/I/W Rating: MODERATEITRR analysts note that this threat, dated 29 July 2010, would not be a significant risk indicatoralone; however, it comes during a period of increasing communications indicating the intent toconduct terror operations within the United States (see PIB nos. 106, 113, 115 and 116 forspecific examples and further analysis). As a result, ITRR analysts see the current threattriggered by planned events in Gainesville, Florida, as an additional indicator during this periodof heightened jihadist focus on targets throughout the United States.ITRR analysts note that the communication is consistent with recent jihadist calls for lone-wolf orsmall cell actions within CONUS. Unlike other recent communications, however, thiscommunication provides a strong, specific religious motive to those individuals who wouldengage in terror activity.ITRR analysts further note that the planned Koran burning, now publicized in internationaljihadist forums, is also likely to cause a reaction against American interests in predominantlyMuslim countries. In 2005, over 15 people died in rioting and attacks worldwide followingpublished rumors that American interrogators had flushed a Koran down a toilet in GuantanamoBay.ITRR analysts are monitoring for indicators of risk to Pennsylvania assets - including protests,vandalism or terrorism - related to the above event.

    always encourage or outright demand lone-wolf or small cell acts of jihad by American residents.As mentioned in several previous PIB editions, maritime ports and airports, rail and light rail, aswell as large public venues in Pennsylvania remain desirable targets for jihadist attacks alongthe lines detailed in recent adversarial communications. Also at heightened risk, based on earlierjihadist communications, are law enforcement facilities and personnel. In addition, thecommunication from "rural America" and other recent communications have discussed the use ofaccessible chemical agents fo r explosives. As noted in PIB no. 114, ITRR analysts believe thatterrorists will increasingly seek out alternative ways of attaining volatile chemicals and industrialexplosives, including attempts to steal or hijack the desired ingredients while in transit.Regarding threats to the Pennsylvania transportation system, ITRR analysts reiterate thatincreasing international traffic at Philadelphia International Airport, along with its centrallocation, significantly raises its profile as a target for jihadist agents seeking to strike inAmerican airspace. As the second-most well-traveled airport in Pennsylvania, and as a USmilitary transit point with facilities for military pers'onnel and their families, PittsburghInternational Airport would also be a high-profile target for such terrorists.Furthermore, the continuing jihadist search for methods to foil technology-based securitymeasures should focus attention on the need to heighten awareness of behavioral andsituational clues indicating hostile intent. Personnel responsible for mass transpor tation or otherpublic venues should note the possibility of explosive devices concealed as otherwise innocuousitems. This can include everything from cardboard boxes posted for delivery, sportsparaphernalia, prosthetic limbs, to more familiar means.

    no. 55).In this context, ITRR analysts identified several specific banks funding the Alberta ta r sandsproject that may become targets for eco-activist " direct action", or worse, in Pennsylvania,including branches of financial institutions such as TD Bank, JP Morgan Chase, Citi Bank, Bank ofAmerica and Wells Fargo.C. Anti -coal mining and anti-mountaintop removal militant have been very active and prolific inrecent months.ITRR reiterates that branches of financial institutions such as JP Morgan Chase, Citi Bank,Goldman Sachs and Bank of America are potential targets of anti-coal mining activist protests,campaigning or more radical "direct action" activities . Other companies previously identified astargets of ecological activists were the coal companies directly involved in MTR coal operations,power companies that burn this coal and the offices of Duke Energy.D. In Pennsylvania, nuclear facilities such as those of Beaver Valley, Limerick, Peach Bottom andThree Mile Island may be targeted for protests or other direct actions. Additionally,environmental activists have repeatedly cited Pennsylvania as a leader in nuclear wasteproduction (although the state does not have a disposal site), and nucl ear waste throughshipments (also see PAIB nos. 44, 50 and 57).Additionally, precautions are called for at businesses in proximity to all of the above namedinstitutions. ITRR is monitoring adversarial communications for further, more specific regionalPennsylvania targeting at this time.
