Pro-Drilling, Anti-Drilling Activism in Delaware River Area The Northern Wayne PropertyOwners Alliance (NWPOA) is calling for supporters of oil well drilling in the Delaware RiverBasin - which would naturally entail their right to sell their properties to oil companiesinterested in the area's reserves - to attend the Delaware River Basin Commission hearing inTrenton, New Jersey, on 14 July 2ele.Opponents of such drilling - primarily environmentalists - have called fo r a rally at theDRBC hearing "to s h O \ ~ support fo r th e moratorium on drilling in the Delaware River Basin."NWPOA is active among property owners in New York, New Jersey, Delaware and Pennsylvania. Thegroup appears to be headquartered in Damascus, PA.ANALYSIS****** T/I/W Rating: LOW-to-MODERATEITRR analysts note that th e Damascus area, where pro-drilling activities are taking place, has also been the scene of eco-terrorist vandalism to drilling equipment. The New Jersey hearing may be th e scene of confrontations between pro- and anti-drillingactivists. In Pennsylvania, the escalating conflict may define local fault lines andpotentially increase area environmentalist activity or eco-terrorism.

that the plan to surgically implant explosives closer to the surface of the suicide bomber's skin is due to thatlesson learned by AQAP.Regarding threats to the Pennsylvania transportation system, ITRR analysts reiterate that Increasinginternational traffic at Philadelphia International Airport, along with its central location, significantly raises itsprofile as a target for jihadist agents seeking to detonate implanted devices in American airspace, As thesecond-most well-traveled airport in Pennsylvania, and as a US military transit point with facilities for militarypersonnel and their families, Pittsburgh International Airport would also be a high-profile target for suchterrorists.

'End-the-Fed'March and Rally in PittsburghOn 3 July 2010, monetary reform activists are holding an "End the Fed" march and rally in Pittsburgh, calling toeliminate the Federal Reserve. Organizers have called on supporters to "raise your voice in protest andrespectfully inform as many people in the Pittsburgh Area as possible,"The march is slated to begin at st. Stanislaus Kostka Church (57 21st Street) at 11 :00 am and proceed to theFederal Reserve Building (717 Grant Street). As noted in PAIS no. 62, a similar event was held in Philadelphia in April 2010, billed as the "official" localevent for End the Fed activities .******ANAL YSIS****** T/lfW Rating: LOWAs of this writing , ITRR analysts expect the above event to conform to conditions of a legal protest, althoughITRR has no current information regarding needed police permits. No violence, vandalism or rioting isexpected. Law enforcement personnel will primarily be called upon to provide crowd control.

Sectors: COMMERCIAL FACILITIES; GOVERNMENT FACILITIES3. Confirmed Pennsylvania TEA Party RalliesThe Fourth of July 2010 is the catalyst for several Tea Party events in Pennsylvania, as noted in the"Actionable Date Reminders" section in previous PAIB editions.Among these are confirmed rallies taking place at:

Greensburg/Jeannette Regional Airport, Airport Road, in Claridge, on 3 July. Mercer County Courthouse Square in Mercer, on 3 July. LOVE Park and 500 Market St. in Philadelphia, on 4 July.Other previously noted Tea Party events which have not been confirmed include gatherings in:

Avondale (8964 Gap Newport Pike) on 4 July; Gettysburg (Adams County Courthouse) on 4 July; Bethel Park (5098 Alicia Dr.) on 4 July; Harrison City (Bushy Run Battlefield) on 4 July; Jeannette (Bushy Run Battlefield State Park) on 4 July; Erie (City Hall) on 4 July; and Pittsburgh (Flag Staff Hill AKA Schenley Park) on 4 July

. . . ANALySIS TIIIW Rating: LOW-to-MODERATEAs of this writing, ITRR analysts expect the above events to conform to conditions of a legal protest, althoughITRR has no current information regarding needed police permits. No illegality, violence, vandalism or otherrioting is expected. Law enforcement personnel will primarily be called upon to provide crowd control andmanage possible counter-protests.Nonetheless, a small chance exists that more radical anti-government elements will be inspired to "directaction" targeting government offices. In addition, confrontations between Tea Party protesters and theiropponents on the sidelines of the events may escalate into physical conflict.

******ANALYSIS* *** ** T/I/W Rating: MODERATEITRR analysts expect that the Netanyahu visi t will trigger additional anti-Israel protestselsewhere in the US. Such events would focus primarily on Israeli embassies and consulates, such as the consulate in Philadelphia. However, i t is of note that anti-Israel protests inreaction to th e confrontation over the Gaza floti l la took place in Pittsburgh and Reading, aswell. In PAIB no. 93, ITRR noted that jihadist communications have already stepped up discussionsof "revenge" targeting of Jews, Israelis and Americans in response to the Gaza maritimeblockade. Al l Israeli-identified assets worldwide are already under increased risk ofuncontrolled protests or physical attack. Such assets include high-profile Jewishinstitutions, synagogues or cownunal events (including pro-Israel rallies and counterprotests that may be called in reaction to events in the Middle East).ITRR researchers are continuing to monitor jihadist and anarchist communications fo rindications of lone wolf calls to arms or protest events in Pennsylvania.

While the above protest and counter-protest are expected to be peaceful and legal in nature, ITRR analystsare alerting Pennsylvania law enforcement personnel to the potential for similar protest/counter-protest eventsin coming days. Awareness should be heightened specifically in light of the series of Second Amendmentevents planned for 19 April 2010 (see PAIB no . 64 for more), as well as Pennsylvania's Fifth Annual Right toKeep and Bear Arms (RKBA) Rally at the capitol building in Harrisburg on 27 April.Potential high-profile targets for anti-gun protest activity include Pennsylvania gun shows this month and next ,including: 17-18 April 2010 in Greencastle, althe Mason Dixon Auto Auction. 17-18 April 2010 in Monroeville, at the Convention Center at 135 Mall Blvd. 24-25 April 2010 in Allentown, at the Rodeway Inn. 24-25 April 2010 in Washington, at the Washington County fairgrourids . 30 April-2 May 2010 in York, at the York Fairgrounds. 15-16 May 2010 in Philadelphia (Oaks), althe Greater Philadelphia Expo Center. 22-23 May 2010 in Philadelphia, at the National Guard grounds. 29-30 May 2010 in Bristol, at Kings Caterers (4010 New Falls Rd.) 29-30 May 2010 in Wind Gap, at the Plainfield Township Fire Company Social Hall (6480 Sullivan Trail).

ONGOING RESEARCHUpdate: Would-Be Protesters Disappointed; EPA PostponesThe Environmental Protection Agency (EPA) has announced that a public meeting on hydraulicfracturing that it was originally to hold in Binghamton, New York, will be postponed to an as-yetundecided date, possibly in September. The decision was prompted by the indications of anunexpectedly large turnout, more than 5,000 people, and the inadequacy of available halls tosafely host them all at this time. The original meeting was singled out by anti-drilling and prodrilling activists as a key event in determining the fate of natural gas drilling; therefore, activistson both sides are expected to redouble efforts for the updated event. ITRR analysts believe theabove targeting guidance focusing on the EPA - by both environmentalists and landowners'advocacy groups - may lead to local activist actions at the offices of the EPA in Philadelphia. Inaddition, the agency "has field operations and laboratories" in Pittsburgh, according to EPApublications. (PIB nos. 118 and 121)Crimethlnc. Targeting Law EnforcementCrimethInc., a supposedly "leaderless" anarchist movement, has decided to hold what it iscalling a "decentralized convergence" throughout August. The group is encouraging anarchists inNorth America to take any action they feel will be effective in order to make the anarchistpresence felt in their respective local areas. Activists have provided supporters theoreticalanalysis and practical guidance to, as they put it, "fuck the police." CrimethInc. activists and theNortheast Anarchist Network (NEAN) will likely be stepping up activities (legal and illegal) in . henortheastern United States throughout August 2010, Heightened situational awareness isadvised throughout the next two months at those sites that have previously been targeted byanarchist activity (such as governmental institutions and icons, law enforcement personnel,

protests that led to many arrests and disruption of an Arizona Diamondbacks baseball game.Anarchists have called for "direct actions in our local communities" in response to the new law.Opponents of the law in Pennsylvania may target visiting Arizona VIPs, delegations or Arizonarelated events with protests or "direct action" in the coming weeks and months, includingDiamondback baseball games in Pittsburgh in September 2010. Counter-protests by supportersof the Arizona legislation may precipitate violent confrontations between opposing protestersrequiring law enforcement intervention. (PIB nos. 98, 102, 106 and 119)Update: Euro-American Heritage Fest in Lackawanna CountyRadical White nationalists are promoting an event called the Euro-American Heritage Fest 2010(AKA European American Heritage Celebrat ion). It is slated to take place on 14 August 2010 inMoosic (Lackawanna County). The Euro-American Heritage Fest 2010 has been publicized onracist forums. Potential violence due to excessive alcohol consumption (despite a ban on alcoholat the event), clashes with anti-racist protesters or with police would not necessarily be limitedto the Fest fairgrounds and may be triggered in any of the surrounding areas. (PIB no. 111)

Anarchy Summer Camp in AugustThe Anarchy Summer Camp, called in order to "prepare for the upcoming Inte rnational MonetaryFund demonstrations this fall," is scheduled for 6-9 August 2010 . ITRR analysts reiterate thatthere has been an escalation in rhetoric and tactics among anarchist and far-left groups for morethan a year, including arson, bombings, vandalism and "direct action." Further acts of anarchistterrorism and vandalism - inspired by the Toronto G20 "actions", the Trois-Rivieres, Quebec, bombing and the above Summer Camp - can be expected throughout North America in the nearterm. Military recruitment centers, police, banks and multinational companies in Pennsylvania -specifically in areas of significant anarchist activity - are advised to increase situationa lawareness at the present time. This will become increasingly significantas the Jewish High Holiday season approaches .

. In addition, the expected increased media focus on the nation's Muslim community duringRamadan, coinciding with the controversy surrounding the "Ground Zero Mosque" in New YorkCity, may provide the necessary impetus for lone-wolf acts of violence or vandalism atPennsylvania mosques.ITRR researchers are continuing to monitor relevant communications fo r indications of lone-wolfcalls to arms or protest events at the houses of worship in Pennsylvania.
