permanent pasture. Class 6 soils are capable only of producing perennial forage crops, and improvement practices are not feasible. Subclass w denotes Excess water. Subclass t denotes topography. Subclass r denotes consolidated bedrock.

FIRE: Outside all Fire Protection Areas.

COMMENTS AND OBSERVATIONS APPLICANT: It is the wish of the landowner to construct and maintain an RV park on the property. This

property already maintains a convenience store, gas bar, post office and government liquor store on site.

ALR: The subject property is situated within the Agricultural Land Reserve. Therefore, Agricultural Land Commission approval is required. The applicant has applied for exclusion and submitted copies of the required notification and advertisements.

Note: Pursuant to the Agricultural Land Commission Act, an application may not be considered by the ALC unless the Regional Board authorizes the proposal to proceed to the ALC. This is intended to provide local governments with latitude to consider and weigh the local community interests of each application, in addition to its zoning and official community plan. Should the Regional District forward the application to the ALC, the information and recommendation offered by the Regional District is taken into consideration by the Commission but should not be construed as being binding on the Commission’s opinions or decisions.

OCP: Pursuant to the Peace River Regional District Rural Official Community Plan Bylaw No. 1940, 2011 (OCP), this property is designated Commercial. The following is an extract from this Bylaw:

Thus, this proposal would be consistent with the OCP.

ZONING: Approximately 3.5 acres of the property in the vicinity of the Farmington Store is zoned C-4 (Rural Commercial Zone) with the remainder zoned A-2 (Large Agriculture Holding Zone) pursuant to PRRD Zoning Bylaw No. 479, 1986. A re-zoning application is required to develop a larger area for commercial use, so that an RV park may be accommodated.

IMPACT ANALYSIS AGRICULTURE: The proposal would reduce the agricultural potential of the property over time as it is converted

to commercial use. Little adverse impact on surrounding agricultural activity is envisaged as a result of the proposal.

CONTEXT: This site has been a major hub for community residents and the traveling public along the Alaska Highway for many years and will support economic growth in the area.

POPULATION: The population will increase on correlation with the number of RV’s using the site. Much of this population will be transient.

TRAFFIC: Traffic will increase consistent with the types of business likely to locate here.
