INTRODUCTORY
The Integrated Tribal Development Agency,
Paralakhemundi, [hereinafter referred to as the “ITDA”] under
the administrative control of the ST & SC Development
Department of Government of Odisha issues Expression of
Interest [hereinafter referred to as the “EOI”] and through this
document which is neither an Offer Letter nor a Legal Contract
but an invitation for the EOI for the intending Applicants,
provides the scope and objective of the project for
implementation of “Rubber Plantation” for enhancement of
livelihoods of the Scheduled Tribe families of this District. This
will also include development of “Nursery” as it would not be
possible/very difficult to take up plantation without having an
assured source of planting materials.
The Applicants may apply for the purpose in the
prescribed format along with the documents within the
stipulated period to the authority as delineated hereinafter for
empanelment as Agencies to execute the project.

[B] BACKGROUND :

Article 275[1] of the Constitution of India stipulates for
raising the level of administration of the Scheduled Areas so as
to bring it at par with the other areas of the State. Five out of
the seven Blocks of this District are Tribal Sub-Plan Blocks.
Therefore, for improvement of the livelihoods of the Tribal
families, “Rubber Plantation” has been chosen as a “Focus
Area” by this ITDA and the matters ancillary and incidental
thereto has the prime importance for the purpose.
Natural rubber production sector in the country in
general has been inward oriented and was mostly meeting the
demand of the domestic industry in the era of liberalized
economy, the natural rubber production sector also should aim
at exporting natural rubber to the major consuming countries.
In Odisha about 22% of the population is tribal. Rubber
plantation has been found quite beneficial in raising the
income level of the ST families on substantial basis where
climatic conditions suit the Rubber cultivation.
The rubber trees come to maturity after about nine years
and thereafter they can be tapped for latex. The average yield
from a well maintained 100 acres of plantation is about 48000
kilograms. Market rate of rubber is approximately Rs.10000/-

per Kilogram. Additional income can be generated from rubber
plantations through inter-cropping e.g. pineapple and cover
crop e.g. Mucuna bracteta (Mucuna) and apiculture as rubber
plantations are the source of good quality honey. Rubber seed is
a rich source of non-edible oil, which finds use in soap and
paint industries. Regular income is assured for at least 25 years
from the plantation under scientific maintenance on
commencement of tapping. The timber value of the rubber trees
towards the end of the economic period will be sufficient to
undertake replanting of the area and maintaining without any
further assistance.
Rubber plantation is being promoted in Odisha since
1985 and rubber block plantation has been taken up in ITDA
areas of Gajapati District since 1996 in a joint venture with the
Rubber Board.
The ST & SC Development Department, Government of
Odisha intend to engage leading GOs/NGOs/VOs/Govt. promoted
Agencies to develop, promote and facilitate rubber plantation in
the area of Gajapati District under ITDA Paralakhemundi. This
also include development of “Nursery” for having an assured
source of planting materials for the purpose. Project proposal
should be formulated in convergence model where funds can be

dovetailed from sources like SCA to TSP [ of ST & SC
Development Department],MGNREGS [of Panchayati Raj
Department], Rubber Board and other donors for rubber
plantation.
A perspective plan which may look at 9 to 10 years of
time frame for implementation may be submitted.
In order to make available the said facilities to the
Tribal families of the Tribal Sub-Plan Blocks and the other
areas of Gajapati District, under this ITDA [functioning under
the ST & SC Development Department of the Government of
Odisha], this “EOI” has been invited calling upon the interested
Agencies / Institutions / Organisations [GOs / NGOs/ VOs/ Govt.
promoted Agencies] to put forth their experience and knowledge
in this field to achieve the noble objective set forth supra.
[C] CATEGORY OF ORGANISATION TO SUBMIT THE
PROJECT PROPOSAL:
The Applicant should be an organization such as Line
Department having executing agencies, Government promoted
Society, Corporations, Boards, Project Implementation Units of
National and State run Programmes etc. , Registered Society,

Non-Government Organisation, Trust, Voluntary Organisation,
Civil Society Institution etc. registered under the relevant Indian
Law for the time being in force, however, the Consortium shall
not be eligible.
ELIGIBILITY CRITERIA :
[1] The Applicant should have a proven track record of
Planning / Designing / Implementing the horticulture,
agriculture projects including “Rubber Plantation”, watershed,
market linkage SHG/ Cooperative/ Producers’ Company etc.
including community mobilization and capacity building for
the same. Agencies having work experience of implementing
“Rubber Plantation” at State or National level shall be
preferred.
[2]The Applicant should have adequate manpower and
resource support.
[3] The Applicant should have a minimum financial
turn over of 50 lakh for the last three consecutive financial
years.
[4]The Applicant should not have been black listed by
any Government Agency.

[D] MANNER OF SUBMISSION OF PROJECT PROPOSAL AND
DOCUMENTS :
[i] FORMAT:
[a] Project Proposal complete in all respect and covering
all the aspects shall be submitted by the eligible Applicants [ in
two sets] in hard copy form with the Applicant’s Letter Head in
the Format prescribed under Annexure-I & II duly signed on
each and every page during the prescribed period.
[b] Soft copy of the proposal in MS Word 2003/2007
version in one CD-R/DVD and that of Financial calculation
and budget calculation in MS Excel 2003 / 2007 version
written on another CD-R / DVD be submitted.
[ii] FIELD VISIT:
Prior to submission of the proposal, the Applicant may
visit the field to have first hand experience of the Area and the
work. However no fee shall be paid to the Agency for the
purpose.
[iii] DECLARATIONS:
The following declarations shall have to be made by the
Applicant while submitting the Project Proposal.

1. We have examined the information provided in the EOI
document and shall agree to execute the project in accordance
with requirement as set out in the TOR.
2. This proposal is valid for acceptance within six months and
we confirm that this proposal will remain binding upon us
and may be accepted by the ITDA at any time before this
expiry date.
3. The proposal has been arrived at independently and without
consultation, communication, agreement or understanding for
the purpose of restricting competition with any other
Organization / Farm invited to submit proposal for this project
work.
4. We confirm that all personnel named in the proposal will be
available to undertake the services.
5. We confirm that there are no personal, financial and
business activities that will, or might, give rise to a conflict of
interest, if we were awarded this assignment. Collector
Gajapati-cum-Chairman, ITDA / ST & SC Development
Department reserve the right to reject any proposal which, in
his / their opinion, gives rise, or could potentially give rise to a
conflict of interest.

[iv] OTHER DOCUMENTS TO BE SUBMITTED
1. Intending Applicants who would submit the Project
Proposal will have to submit a non-refundable fee of 1000/-
[Rupees one thousand only] , towards EoI document fee, in
shape of Demand Draft drawn in favour of the “Project
Administrator,[ITDA], Paralakhemundi, payable at
Paralakhemundi in any Nationalized Bank along with the
Project Proposal.
2. An amount of 10,000/- [Rupees Ten Thousand only]
shall be deposited as EMD which may be any instrument in
shape of Bank Draft, NSC,KVP,Banker’s Cheque, Savings Bank
A/C [Postal or of any Nationalized Bank], duly pledged in
favour of the “Project Administrator , ITDA, Paralakhemundi”
to be submitted alongwith the project Proposal.

[E] MODE OF SUBMISSION OF PROJECT PROPOSAL AND
OTHER DOCUMENTS :
[i] ADDRESS:
The Applicants shall submit the Project Proposal and the
other documents through Registered Post / Speed Post only
addressed to the “Project Administrator, Integrated Tribal
Development Agency [ITDA], Paralakhemundi, District: Gajapati,
Odisha PIN: 761200” in the sealed cover as indicated below.
[ii] COVERING ENVELOPES:
ENVELOPE NO.1
The documents depicting eligibility criteria and the
PROJECT PROPOSAL in Annexure-I format alongwith the soft
copy be kept in Envelope No. 1 duly sealed and marked with
the words “Envelope No. 1”.
ENVELOPE NO. 2
In the Envelope No. 2 the information sought for under
Annexure-II including the Project Budget / Financial Statement
and the soft copy thereof be kept, duly sealed and marked with
the words “Envelope No. 2”.

. Both the aforestated two envelopes be kept in an outer
cover and duly sealed and superscribed with the words as
indicated below and submitted:

[iii] DATELINE:
The sealed covers containing the relevant documents
should reach the office of the ITDA on or before 26.12.2012. If this
day is declared as a holiday by Government the next working day shall be the last date for
receipt of the EOIs.
[F] OPENING OF PROJECT PROPOSAL AND OTHER
DOCUMENTS :
The envelopes described supra received within the
stipulated period will be opened by the members of a technical
committee duly appointed by the Collector, Gajapti in presence
of the Applicants or their authorised persons on 27.12.2012 at
11 A.M. in the office of the ITDA. If however the last date for receipt of the
EOIs i.e. 26.12.2012 is declared as holiday by Government the EOIs will be opened on the
second working day after 26.12.2012 at the time and venue stated above.

[G] PROCEDURE FOR EMPANELMENT:
[i] DETERMINATION OF ELIGIBILITY:
In the first instance “ENVELOPE NO.1” will be opened and
the eligibility of the Applicants submitting PROJECT
PROPOSALS within the stipulated period and in the manner
prescribed shall be examined inter alia and ineligible
Applicants be eliminated.
[ii] SHORTLISTING OF ELIGIBLE APPLICANTS:
Eligible Applicants shall be short listed on the following
criteria/ parameters set forth under Annexure-I and Annexure-
III [SL.NO. 1 to 5]
Professional and Technical capacity
Experience of the Applicant in managing the
project
Management and Administrative capacity
Effectiveness of the project proposal submitted
including the presentation made
[iii] EMPANELMENT OF THE SHORT LISTED ELIGIBLE APPLICANTS:
The ENVELOPE NO.2 shall then be opened for
empanelment of the short listed eligible Applicants with due
consideration of the Project Budget / Financial Statement [set

forth under Annexure-II and the parameters prescribed under
Annexure-III [SL.NO. 6] .
[H] SIGNING OF THE MOU:
The MOU shall be prepared and signed by the Collector
Gajapati-cum-Chairman ITDA, Paralakhemundi and the
Authorised Signatory of the selected Agency to execute the
project covering inter alia the parameters basing on which the
Agency has been selected and will contain the Time Schedule
for execution of the Project .
[I] EXECUTION OF THE PROJECT:
The Agency shall take sincere and effective steps to
implement the project in the manner agreed to by the Agency
and as per the time schedule submitted by it and accepted by
the Collector Gajapati-cum-Chairman ITDA, Paralakhemundi.
[J] PAYMENT MODALITIES:
The payment schedule shall be made upon discussion
with the Agency on finalization of the Project Proposal and the
payable amount shall be remitted by way of e-transfer for
which the Agency shall have to submit the true copy of the
Bank Account and other details in which the amount is to be
credited.

[K] COMPETENT AUTHORITY AND HIS POWER:
The Collector Gajapati-cum-Chairman ITDA,
Paralakhemundi shall be the competent authority for the EOI
and shall exercise the following power:
[a] Amend EOI document if required during the subsistence of
the project with due intimation to the Applicants.
[b] Modify the scope of work at the time of the Award of the
Project. Such modifications will be discussed and agreed with
the preferred Agency/ Organisation.
[c] At discretion during evaluation of Project Proposal request
an Agency / Organisation for clarification on its proposal. This
request will be in writing and the Agency/Organisation should
respond in writing. No change in price or substance of the bid
shall be sought, offered or permitted at this stage.
[d] Can accept or reject any or all the project proposal[s]
without assigning any reason thereof at any point of time.

PROJECT COST:
For the purpose of reference only the following costs are
indicated wherein “Terms of Reference” for each aspect be
mentioned.
[a] Human Resources:
Includes charges on salary , Fees for the Experts,
Consultants, other Technical staff and Project officials.
[b] Contractual Services:
Includes procured services e.g. trainings, workshops and
capacity building measures etc.
[c] Materials and goods:
Technical equipment, educational materials, training
kits, equipment for project activities etc.
[d] Audio Visual and Printed materials:

Includes audio-visual production, printing and
publications, and other media costs.
[e] Information Technology:
Includes purchase of Computer hardware, Software,
transparency measures [web-hoisting, MIS etc.]
[f] Travel Allowances/Transportation Costs:
Travel Allowances and transportation costs of goods,
equipments for the Project may be included.
