An Economic Impact of Agricultural Zoning Policy In

Thailand

Kittiya Sooksakol & Surachai Chancharat Faculty of Management Sciences, Khon Kaen University, Khon

Kaen, Thailand Email: [email protected]

Abstract Thailand has the total area about 51.2 million hectares include forest, agricultural and others. The most proportion of land use in Thailand is the agricultural area, 46.6 percent of the total area (Office of Agricultural Economics of Thailand, 2014). Therefore, the main occupation here is farming. Normally, Thai farmers are cultivating the crop, which have high market prices. Due to growing the same crop, the large supply have outstripped the demand, the agricultural prices are declining follows the law of demand and supply. Since the low agricultural prices, the government has urged farmers to consider adopting the concept of agricultural zoning to help solve their problems in the long term. One of them involves agricultural zoning on accordance with each areas geographical and climatic condition. the Government Public Relations Department of Thailand, 2014). The rice is the main crop in Thailand, 46.9 percent of the agricultural area (Office of Agricultural Economics of Thailand, 2014), but the problem is the rice farming is still carried out in the areas that are facing the recurrence of drought. As a result, cultivation has become inefficient because of unproductive soil conditions. The government offer farmer incentive planning the crop best suited to their land, with proper zoning, cultivating the crop that meets market demand. Resolution on the agricultural zoning agreed at the meeting is at the initial stage, switching rice growing at 0.64 million hectares of unsuitable lands to the industrial sugarcane growing, since there is plenty of sugar in the world market. However, at this stage the policy are lacks data about the interactions between the sugarcane sector and other sectors of the economy. The agricultural zoning policy also no indicators of the economic effects. This paper focused on economic assessment of the effect of the policy in order to know the direction of Thai economic by CGE model analysis. CGE model is a useful tool for assessing a wide range of policies because it captures many of the scenarios at the same time. CGE models are typically used to simulate policies or exogenous events. A base case is constructed to reflect the observed reality. Scenarios are then built by altering some exogenous variables or parameters of the model as to reflect the intended or experienced changes (Scaramucci et al., 2006).Many CGE models have been developed to analyze the impact of the economic policies, such as Ferreira Filho and Horridge (2014) use a multi-period computable general equilibrium model of Brazil to analyze the indirect land use changes effects of projected sugarcane expansion. Energy policies also analyze by CGE models. Examples of such studies can be found in Scaramucci et al. (2006), Trink et al. (2010) and Arndt, Pauw and Thurlow (2012). Although, there have been a number of CGE studies for Thailand economy, to date, none of them have considered agricultural zoning policy. This study has two main objectives. First, it explains the linked between the sugarcane sector and other sectors of the Thai economy including Input-Output Tables for the year 2014. Second, the model is used to investigate the impact of conversion of paddy fields to sugarcane based on agricultural zoning on Thai economy. The results can be used to improve efficiency of the policy. In this paper we use a computable general equilibrium model, based on ORANI model (Horridge, 2003), to analyze the economic effects of the conversion of paddy fields to sugarcane based on agricultural zoning policy in Thailand. The model includes households, investor, government, and export equations. Also the equations that explained economic variables such as gross domestic

product, employment and trade balance. The core database is based on the 2005 Thailand Input-Output table, which has 58 sectors, 5 final demand types. In the model, the equations of CGE model used percent change equation. 1. Substitution between imported and domestic commodities Each industry and each final demander substitutes between imported and domestic-produced version of each commodity. For each commodity and user, the ratio of imported and domestic purchases is a function only of the relative prices of commodity from the two sources. The same functional form applies in all cases: derived from the Constant-Elasticity-of-Substitution (CES) production function (Horridge, 2003):

2. Demands for primary factors

The solution of the cost minimizing problem, producers must make a decision of the primary factors. Each industry demands of primary factors substitution between capital and labour of each factor. The model is CES production function of primary factors, via:

To analyze the economic impact of conversion of paddy fields to sugarcane in Thailand, we assumed that agricultural area only change in the paddy sector and sugarcane sector. The CGE model are solving by the GEMPACK set of computer program. We would like to point out that the economic impact on macroeconomic variables such as GDP, employment and trade balance. In addition, we would like to analyze the economic impact on productivity and price by sector. From our findings, we have reached the conclusion that the simulated is decrease in current capital stock of paddy fields, 1.24 percent, and increase in current capital stock of sugarcane area, 4.78 percent. The real GDP is decreasing in both the short term and long term. The short term is decreasing more than the long term, 0.020 and 0.009 percent, respectively. In the short term, we find negative employment, 0.031 percent because increasing of real wage, 0.012 percent and also negative export, 0.038 percent at constant exchange rate. Whereas, the consumer price index (CPI) increases about 0.012 percent. In the long term, the conversion of paddy fields to sugarcane generates negative investment (0.004 percent), household consumption (0.009 percent), export (0.006 percent) and inventory stock (0.035 percent). However, the government spending increases about 0.007 percent. Thus, that generates real GDP in the long term is declining. The real wage decreases by 0.023 percent relative to baseline. Furthermore, CPI increased by 0.002 percent, so real wage decreases 0.026 percent. In microeconomics, supply and demand are an economic model of price determination in the market. If demand remains unchanged and supply increases, leading to lower equilibrium price, on the other hand, if demand remains unchanged and supply decreases, leading to higher equilibrium price (Braeutigam, 2010). Table 4 shows that the price of paddy is increasing about 1.399 percent in the short term and 1.370 percent in the long term while the price of sugarcane is decreasing about 7.004 percent in the short term and 7.002 percent in the long term. In addition, the most of other sectors are higher price in the short term and lower price in the long term such as vegetables and fruits, tobacco processing and products. According to the law of demand and supply, price change in every sector that is caused by productivity change in each sector In the short term, the top five sectors that get the positive impact in price (higher price) consists paddy, rice and other grain milling, livestock, slaughtering and fishery, respectively. However, the top five sectors that get the negative impact (lower price) consists sugarcane, cassava, sugarcane refineries, maize and other crops. Furthermore, in the long term, the paddy sector is the most positive impact followed by rice and other grain milling, metal ore, livestock and fishery as seen in Fig.3. However, the top five sector that get the negative impact as same as in the short term, consist sugarcane, cassava, sugarcane refineries, maize and other crops, respectively Keywords: Agricultural Zoning Policy, CGE, Economic Impact, Thailand

The Bigotry Vis-À-Vis Cebuano Ethnic Filipinos And The

Cebuano Society

Alexander Franco A. Delantar Joseph C. Bragat

& Joan P. Tanino

Cebu Institute of Technology –University, Philippines

Abstract The purposes of this study are: First, to determine whether prejudices and exist between Cebuano ethnic Filipinos and the Cebuano society; and Second, if an ethnic Filipino group will emerge,

what are the prevalent prejudices and biases of the group with the highest number or incidence of bigotry issues. The survey method was used. One set of questionnaire was administered to the

Cebuano ethnic Filipinos and another was administered to mainstream Cebuanos. The results

were validated by in-depth interviews. The study discovered that prejudices and bigotries exist vis-à-vis the ethnic Filipino-Chinese and the Cebuano society. The ethnic Filipino-Chinese emerged

as the group with the highest prejudice and bigotry issues. The bigotry issues identified, among

others, were: Filipino-Chinese parents prefer Chinese as husbands or wives for their children, Filipino-Chinese employers give the better jobs and positions to Filipino-Chinese employees,

Filipino-Chinese prefer to speak with each other in Chinese in front of Cebuanos, Filipino-Chinese businessmen give discounts or bigger discounts to fellow Filipino-Chinese, and Filipino-

Chinese consider indigenous Filipinos as lazy. There were also bias issues in the opposite

direction, i.e. from mainstream Cebuanos and directed against ethnic Filipino-Chinese, though not as much. It was also discovered that that the bias issues were strongest among informants in

the forty years old and above bracket, and considerably lesser in the below forty years old. It is

recommended that more venues and avenues for stronger interactions between ethnic Filipino-Chinese be encouraged to hasten integration of the Filipino-Chinese to the mainstream Cebuano

community. Keywords: Ethnic Filipinos, Filipino-Chinese, prejudice, bigotry, discrimination, biases, Cebu,

Wealth distribution in a polycentric city: an

Agent-based model

Eva Ayaragarnchanakuly

Abstract This paper explores the polycentric city model of Bangkok metropolitan region (BMR); the foremost = urbanized region in Thailand. The aim of this study is to observe the dynamics of wealth

distribution and the city pattern formation in the BMR by using agent-based modeling (ABM) in

NetLogo together with GeoDa. ABM is useful in observing heterogeneous agents' behavior, while GeoDa shows empirical spatial data analysis of the city pattern. The paper introduces a repeated 2-

period household consumption-savings model in which households face the utility maximization

problem from trading o_ between housing surface and numeraire. NetLogo simulation results in three interesting conclusions. First, there are bipolar housing locations near workplaces shown

clearly by view and also by lower total distances to workplace over time. Second, the Gini coe_cient for wealth has a slow increasing trend from about 0.5 to 0.6 after time passes by which matches real

BMR data. Third, the housing rent pro_le is equivalent to the rent theory; rent increases as the

distance to workplace decreases. However, when empty undeveloped patches are allowed to be used for agriculture (low agricultural rent makes overall rent fall), rent uctuates as the town contracts

and expands from manufacture and o_ce workers' actions. GeoDa spatial data analyses from

Thailand's socioeconomic survey (SES) in 2010 also support NetLogo's _ndings. Firm clusters are likely to alternately locate in the BMR creating many job centers. [email protected]

Abstract Though South Korea has taken great strides in democracy over the past few decades, the nation continues to face problems of labor class isolationism, lack of labor class consolidation and deprivation of political representation of the labor class. This paper thoroughly examines the Y.H. Trading Industry strike that occurred in 1979. Looking into the causes that fueled protest at that time, this paper carefully analyzes the progression of the strike from beginning to end. The strike itself, along with numerous other strikes during the 1970s, served as a pioneering foundation for future labor class formation and solidarity. However, most notable about this incident is not only its lasting impact upon South Korea’s labor movement during immense the 1980 contribution to South Korean’s democrat investigates how the violently concluded the leading causes of former leader of the authoritarian regime Jung Hee Park‟s assassination, which put end to Park‟s long dictatorial rule of South Korea. By closely scrutinizing this strike which positively influenced both the labor class movement and political liberalization, this paper ultimately serves to raise awareness of how political participation of the labor class can help progression of liberal democracy and to discuss ways in which South Korean democracy- or liberal democracy in general- can remedy its shortcomings of labor isolationism by embracing its labor class. Analysis of Broadband Infrastructure Investment Strategies

Chotipat Klinsukhon

Abstract This research aims to studying investment strategies of new wholesale technology by broadband internet entrepreneurs in the time of technological transitions. Technological transitions describe using both old and new technologies at the same time. Proportion of the using both old and new technology were considered by coverage levels of each are. Moreover, the purpose of this research is to provide directions in the relationship between variations and investment levels. This study applies theoretical model to explain an entire situation with the idea that the market is set as duopoly market where two producers exist; Incumbent and Entrant. Incumbent is the largest company in a certain industry and also owns the largest wholesale infrastructure operated by old technology. In the contrary, entrant is a new competitor that enters a competition. However, both incumbent and entrant are able to invest in new technology. Backward induction is used to find the equilibrium. The results of this research found that spillover effect is variation that determines strategic behavior among a number of entrepreneurs in a situation where all are aware of their investment. The characteristic of investment in new technology will be affected, if spillover effect changes. For example, if spillover effect increases, it will maximize coverage areas which are invested in new technology and have more than one investor. While other variations, i.e. Access price or type of entrant, these variations will affect investment level. Keywords: Investment, Wholesale Technology, Spillover Effect

Determinants of Negative and Positive Workplace

Deviance Behaviors in India and UK It Industry

Kanimozhi Narayanan, PhD Susan E Murphy

& Charmi Patel

University of Edinburgh [email protected]

Abstract Workplace deviance is a behaviour that deviates from the well set organizational norms and in doing so, threatens the well-being of the organization and its employees. It has found to be the cause of about 30% of failure in many organizations. Accordi of 2014 India and UK have a high rate of insider fraud next to United States, Africa and Gulf countries. Thus there is a need to determine the causal factors of these behaviours. Recently researchers have proposed the importance of positive aspects of deviant behaviors where employees break organizational norms in an honorable way to help fellow employees or the organization itself by creatively solving organizational problems thereby contributing to the well-being of the organization. Thus, the purpose of the present study is to determine organisational, work and individual causes of both negative and positive behaviours. Based on literature, Culture is expected to have a moderating effect on behavioural outcomes, thus, the sample involves employees from both India (Collectivistic) and United Kingdom (Individualistic). The research findings are expected to shed light on behaviour of employees belonging to IT Industry who are from various cultural backgrounds, have varying pay scales, have early promotions, belong to diverse time zones, have tight time schedules and prone to rapid switching between projects that would eventually result in negative or positive behaviours. The outcomes of the study will enable the organizations to focus and enhance those factors resulting in positive behaviours thus contributing towards the organizational well-being.

Two Polynomial-Time Approximation Algorithms For

Finding a Good Comfortable Team in Any Given Social

Network

Lakshmi Prabha S &

T.N.Janakiraman Department of Mathematics, National Institute of Technology,

Tamil Nadu, India Email: [email protected]

Abstract

Comfort ability is one of the important attributes (characteristics) for a successful team work. It

is necessary to find a comfortable and successful team in any given social network. There are

some indexes in Social

Network Analysis (SNA), say, density, cohesion, etc. We have defined a new SNA index called

“comfort ability". In this paper, a good comfortable team of a social network is defined based

on graph theoretic concepts. It is proved that forming a good comfortable team in any given

social network is NP-Complete using the concepts of domination in graph theory. Then, two

polynomial-time approximation algorithms are given for finding such a good comfortable team

in any given network, with performance ratio O(ln Δ), where Δ is the maximum degree of the

given network (graph). The time complexity of each algorithm is proved to be O

(n3), where n is the number of persons (vertices) in the network (graph). It is also proved that

the algorithms give good results in scale-free networks.

Keywords: Social networks, comfort ability, less dispersive set, good comfortable team, graph

algorithms, performance ratio, and domination. 2010 MSC: 91D30, 05C82, 05C85, 05C69,

Oil Prices Dynamic Effect on the Economy: An Impulse

Response Functions Analysis of Oil Prices Effect On

Specific Elements of the Saudi Economy

Samar Abbaq

& Shabbir Ahmed, PhD

Effate University, Jeddah, KSA [email protected] [email protected]

Abstract Oil is one of the most important factors that affect the economy of Saudi Arabia. Previous studies showed that oil prices can affect the growth of the economy especially in oil exporting countries. As oil represents approximately 90% of the exports, and almost 75% of government revenues (International Business Publications, 2008), and with the recent prices decline, the study of the dynamic effect of oil prices volatility is of great importance. This study aims to investigate the dynamic effect between oil prices Variations and Saudi

Stock Market, Gross Real Exchange Rate, and Inflation. The study uses monthly data starting

from January 1994 to September 2014. The Granger causality test, variance decompositions test,

and impulse response functions model will be applied. The “ADF” & “PP” tests are to Granger assess the Causality test is to evaluate the

direction of causality. The VDC is to test if the data are exogenous. The Impulse Response

Function Model analysis (IRFs) will be used to give us a certain measure or figure of the force for

several periods in the future. The predictable impulse response of the VAR system allows

investigation into how the variables respond to innovations from other variables in the system. Our findings shows that the causality moves from oil prices to the variables of interest, and Oil prices fluctuations has a positive impact on the variables of interest in the Saudi economy. This paper improves the understanding of the interaction between oil prices and the economy. Keywords: Oil Prices Fluctuations, Granger Causality-VDC-IRF, Saudi Economy Variables: GDP-Stock Market-Inflation- Real Exchange Rate-Inflation.

Economic Fluctuations and the Role of Monetary

Policy: An Investigation of an Agent-Based Model

Ratchanon Chotiputisilp Faculty of Economics, Thammasat University, Bangkok, Thailand

[email protected]

Abstract The merit of ABM comes directly from removing set of unreal assumptions that are commonly assumed in standard models. Not only can ABM regenerates macroeconomics regularities at the same level as the traditional models without introducing any exogenous process but also displays the ability to capture microeconomics dynamics. Simulation results conform to standard monetary economics theory-monetary policy can be used as stabilization tool and leave no permanent impacts to real variables. When an economy experiences growth, an increase in money supply is required to stabilize price level, otherwise, severe deflation is expected as well as high fluctuations in unemployment level. Simple monetary policy can be used to stabilize such fluctuations and would reduced economy-wide default risk, which may have positive economic impacts in the long run. Provided that agents do not hold assets in this model setup, the study supports Friedman‟s

Kpercent rule as it overall welfare improvement. The asymmetric effects of monetary policy are found in number of aspects: impact to GDP, impact duration, and impact to unemployment level. Keywords: Agent-based modeling, complex adaptive systems, monetary policy, endogenous business cycles, economic fluctuations, asymmetric effects of monetary policy, money supply JEL: B4 E1 E50 E52

Workers perceptions’ regarding introduction of technology at chiadzwa

diamonds mine in Zimbabwe

Chimeri L. M, Dr Zikhali P.T.S and Dr Makatu M

Department of Industrial Sociology University of Venda, Limpopo Province, South

Africa [email protected]

Abstract This study was carried out to determine perceptions of skilled and unskilled workers regarding the

introduction of technology at Chiadzwa Diamond Mines in Zimbabwe. The study was quantitative

in nature and a questionnaire was used to collect data. The Mann Whitney U test was used to test

for the significance of differences and no significant differences were detected between skilled and

unskilled workers perceptions regarding the introduction of technology. The study found out that

workers hold negative perceptions regarding the introduction of technology at the workplace.

These negative perceptions triggers the resistance of introduction of technology at the work place

because of detrimental effects that are associated with it such as, redundancy, poor job

satisfaction, poor communication and specialisation which leads to alienation, deskilling and

monotony. Harmful behaviours such as anxiety, stress, fear of the unknown, uncertainty and

insecurity are also associated with it. All these negative effects and behaviours culminates into

dehumanisation effects such powerlessness, loneliness, meaninglessness and isolation at the

workplace which make workers to lead a miserable work life. However, to a lesser extent it led to

an increase of production, profits and safety at the workplace. Nevertheless, these positive effects

such as increase in profits benefits management more than the workers. Therefore, juxtaposing the

negatives and positives of technology, the study found out that workers bear the brunt whilst

management gets the best out of technology. As a result, there is a dire need to strike a balance

between positives and negatives. This enables a win-win situation to prevail whereby workers

realize a quality work life whilst management surpass its goals. This study recommends the use of

Human resource Models to enable the positive inculcation of introduction of technology by

workers since workers are a unique and precious resource that deserves a fulfilling work life

across all different levels in organisations.

Abstract Malaysia as a developing country needs support from other countries for economic growth, This is

done by receiving massive foreign direct investment (FDI) which contribute to a higher employment rate. Higher employment rate then leads to a better living among Malaysian and its economy. During 2009, Malaysia faced a downward trend on the foreign direct investment. In many studies, decreasing in FDI effects employment rate significantly. This study focuses on the impact of FDI on employment rate in Malaysia. Other factors such as increasing in number of

foreign workers, gross domestic product (GDP) and exchange rate (EXCR) on employment rate are also included in the study. Data used in the study is secondary data from 1980-2013. Autoregressive distributed lag (ARDL) model is used to determine the long run relationship between the variables. Finally, the study may reveal how much is the impact of FDI, number of

foreign workers, GDP and EXCR on employment rate in Malaysia and the time span needed for those variables to be corrected as normal behaviour. JEL Codes: J21, C32, C51, D50

Investigating the Implications of Big Data Analytics in Improving Customer

Services In China: Towards Development of A Theoretical Framework

Jiwat Ram [email protected] Abstract Application of Big Data analytics is bringing a paradigm shift in the way businesses approach

their customer services improvements. BD analytics provides an avenue to businesses to make

sense of the data that they collect in the course of their interaction with their customers, and aim to improve their engagement with the customers. Despite huge potential of using BD analytics for

improving customer services, little is known about its role in actually improving customer

services. This study attempts to fill this gap in knowledge. Set in Chinese context, this research investigates the role of BD analytics in improving customer services particularly from perspective

of creating tailored promotional strategies and improving automated interactive services. Given the exploratory nature of the research, we will conduct 40 interviews with respondents such as

sales and marketing managers, Big data analytics consultants, and policy makers among others.

We will analyze data using Nvivo. The results will be used to develop a theoretical framework highlighting the key issues, factors, drivers, and inhibitors of BD analytics and its implications for

customer services improvements. Managerially, the findings will provide guidelines for managers

Abstract The Philippine government’s effort to i among the people seem to be subjected to test with the constant threat of natural calamities and the insufficiencies of local LGUs to fully respond in the DRRM implementation. The absence of concrete DRRM plan was bridged by this study employing the family as an integral group for maintaining safety in the community. Specifically, the study described the natural and manmade calamities/hazards within their places; determined the personal experiential susceptibilities of men, women and children to disasters; identified roles played by men, women and children; harnessed DRRM capability needs and prepared gender related disaster management mechanism. The study utilized the descriptive-evaluative and survey method, using site visits, focus group discussions, interviews, population surveys, GPS mapping and documentary analysis. The selected places of study were composed of the lowland, upland and coastal areas. Results showed that children have the biggest percentage share in the population with 42.21%, followed by men with 30.24% and then by women with 28.55%. The natural hazards and

calamities experienced by the different villages were typhoons, storm surges, flooding, landslides

and ground subsidence. Pre, during and post-disaster activities of the respondents were combined efforts of the entire family. The men are generally taking the lead, equally assisted by women and

the children with their little assigned tasks according to capabilities. Their personal experiential

susceptibilities shared are the psychological, physical, physiological and emotional aspects. Hence, a gender mechanism was created to ensure safety measures among the members of the

family. Recommendations were: The barangay councils should constantly monitor the population; consider the DRRM Strategy result; introduce stress management activities, provide sustainable

livelihood; conduct family DRRM activities and establish linkage to other agencies. The study was

rated very good and commended by the University to be utilized as an extension program.

Abstract The “mobile app gale” is sweeping around types of entrepreneurs to engage in the fast-growing market. Previous studies argue that emerging agents are playing important role in the mobile ecosystem, however, limited papers investigate the mobile app industry from a business management perspective. The overarching aim of this paper is to develop an app-centred mobile ecosystem by addressing its operating mechanism, which is believed filling a research gap in this area. This paper reviews business ecosystem theory and current research on mobile ecosystem. Then, through conducting a case study of ICAN Future Star Ltd., a mobile app start-up based in UK, this paper clarifies the characteristics, key agents, and operating mechanism of the app ecosystem. Firstly, based on innovative technologies and concepts and data transformation, app ecosystem is a complex, constantly changing ecosystem instead of a linear value chain relationship. Secondly, the key agents of the ecosystem is classified into six categories: technical supporters, infrastructures, business resources, services providers, customers, and capital funders. It reveals that mobile app companies cannot exist in vacuum, they are closely tied to their stakeholders. The interactions between these agents are complex, interlaced and changeful. They are complementary and coexisting. Thirdly, partnership plays a vital role for mobile app companies to succeed. Establishing a good relationship with other agents would help them gain popularity and growth, increase efficiency, and reduce costs. In addition, this paper also discusses the drivers and future trends of the rapid growth of mobile app industry.

Performance Persistence of Sector Funds- Indian

Evidence

Aruna Gudimetla

Abstract Asset Management Companies or fund houses constantly come out with different schemes. A lot has been written about performance of equity diversified funds, debt funds, large cap funds, mid cap funds and small cap funds but not much is known about sector funds and their performance. Sector funds are an important segment of the mutual fund industry. Sector funds, also called “industry specific” funds for actively managed equity funds that diversify within their own sector. Despite their popularity, there is little evidence on the performance persistence of sector funds in the financial literature. Unlike the diversified funds, where lot of studies on performance persistence is available, we could hardly come across very few articles related to Indian sector funds performance persistence. This paper focuses on performance persistence of 32 Indian sectorial funds. The study is carried out for one year, two year and three year lag periods using four –year data base. To confirm the existence of the persistence phenomenon, non- parametric methodology using contingency tables, and supported by the Malkiel, Brown and Goetzmann, and Kahn and Rudd statistical tests are employed. The results conclude stronger evidence of persistence for small holding periods. Also, evidence of persistence is stronger than evidence of performance reversal. The results further conclude that as the time horizon investigated increases from one year to three years, evidence of persistence becomes weaker.

Preservation of Heritage Artifacts in Cebu, Philippines

Bryan Adams A. Morastil, Marie Ann Evan J. Roco & Ray John S. Dulap

Cebu Institute of Technology –University, Philippines

Abstract Cebu, a central province of archipelagic Philippines, is an island of historic significance. The last

few residual artifacts, remnants of the tests of time, remain to be saved or to be lost to ravagers, or simple neglect. These artifacts include old houses, old churches, centuries-old trees, antique

tools, written and orally transmitted songs and verses, that are not or cannot be housed inside the

protective guard of a museum. The artifacts collectively constitute THE HISTORIC CEBU and their collective value is priceless from the standpoints of History, Culture, Tourism and Business.

The purpose of this study is to identify the unprotected heritage artifacts and to trace and determine the status of the existing framework of laws, procedures and institutions intended to

protect the heritage artifacts of Cebu. This qualitative research employed as document inspection

and in-depth interviews as research methods. The study discovered that although countless artifacts were lost to time, ravagers and neglect, there are still unprotected residual artifacts

waiting to be salvaged. It was also discovered that there is a need for a coherent framework

serving as protective mantle that shall systematically preserve the artifacts for posterity.
