Section 1-Instruction to Bidder
1. Quality product and country of origin are the most important criteria for
selection of bidding. All the Catalogues and documents must be original.
(The proposal with un-clear documents will not be considered). The
proposal with incomplete information, specifications and documents will
be ignored. The technical proposal must be submitted with Box File.
2. Correspondent technical specifications in accordance with the guaranteed
technical particular must be high-lighted correctly. If the specifications
high-lighted in the catalogue are different from the specifications in the
guaranteed technical particulars submitted by the contractor, that proposal
will be ignored.
3. Bidder shall copy the paragraph from 4 to 11 of Section-1 and indicate
compliance status within the right-hand margin. Bidder shall indicate
compliance status to each paragraph along with a cross-reference to its
proposal and an index key for any explanation or comment.
Bidder shall also underline, in the table of compliance all requirements,
which are not or partially fulfilled or to which alternatives have been
proposed.
Each alternative shall be clearly and explicitly described. Such
descriptions shall use the same paragraph numbering as the bid document
sections addressed by the alternatives. All alternative descriptions shall be
in one contiguous section of the Bidder's proposal, preferably and titled
"Alternatives." A separate section titled "Exceptions" should be provided
containing any discussion or explanation Bidder chooses to provide
concerning exceptions taken. Alternatives that do not substantially
comply with the intent of the bid document will be considered as
deviations.
The Employer will assess the merits of each alternative and exception and
will be the sole judge as to their acceptance.
4. All supplies must conform to applicable international standards:

• ITU-T standards for telecommunications - (classes G,
particularly T)
• IEEE standards for transmission protocols
• Best Industry Practices for Assembly and Installation
The supplier will indicate the compatibility of the proposed equipment
with the standards in force in its bid.

6. Standards, specifications and codes shall be the latest version, inclusive
of revisions, which are in force at the date of the contract award. Where
new specifications, codes, and revisions are issued during the period of
the contract, the Contractor shall attempt to comply with such, provided
that no additional expenses are charged to the Employer without
Employer’s written consent.
7. In the event the Contractor offers to supply material and/or equipment in
compliance to any standard other than Standards listed herein, the
Contractor shall include with their proposal, full salient characteristics of
the new standard for comparison.
8. In case values indicated for certain parameters in the specifications are
more stringent than those specified by the standards, the specification
shall override the standards.
9. The proposed Optical SDH system shall be in compliance with ITU-T
SDH standards and shall allow the system to be deployed in existing
networks alongside current equipment and shall be integrated fully into
the existing Network Monitoring System.
10. Totally five days of Factory Acceptance Tests shall be conducted on
randomly selected final assemblies of all material/equipment to be
supplied. Factory acceptance testing shall be carried out on SDH
Equipment Hardware & Software fiber including the functions of
Network Management Systems. Equipment shall not be shipped to the
Employer until required factory tests are completed satisfactorily, all
variances are resolved, full test documentation has been delivered to the
Employer, and the Employer has issued a Material Inspection and
Clearance Certificate (MICC). Successful completion of the factory tests
and the Employer approval to ship shall in no way constitute final
acceptance of the system or any portion thereof. These tests shall be
carried out in the presence of the Employer's authorized representatives.
Factory acceptance tests shall not proceed without the prior delivery to
and approval of all test documentation by the Employer. The factory
acceptance test shall demonstrate the technical characteristics of the
equipment in relation to this specifications and approved drawings and
documents. A list of factory acceptance tests of the Contractor's standard
FAT testing program shall be provided with the bid. The factory
acceptance tests for the equipment shall be proposed by the Contractor in
accordance with technical specifications, Standards and Contractor's
(including Sub-Contractor's/supplier's) standard FAT testing program.
For Test equipment, FAT tests shall include supply of proper calibration
certificates, demonstration of satisfactory performance, evidence of
correct equipment configuration and Contractor’s final inspection
certificate/ report.
11. The Contractor shall arrange to invite not less than five engineers from
the Employer to participate in the Factory Acceptance Tests. All the cost
– air tickets (round trip of Myanmar- Manufactures Place),
accommodation, allowance (100 USD per day) for each participant,
travelling within the manufacture’s country, health and other insurances-
shall be borne by the Contractor.
