As per Army sources, the ini- tial reports from the ground sug- gested that the missing pilot and co-pilot have been recovered safe- ly from the chopper. The Ranjit Sagar Dam con- structed by the Punjab Irrigation Department on the Ravi River lies on the border of Jammu and Kash- mir and Punjab. An Army Aviation ALH Dhruv helicopter that took off from Pathankot in Punjab, met with the accident during a routine sortie near Ranjit Sagar Dam, sources said. RC Kotwal, Senior Superin- tendent of Police (SSP) Kathua in- formed that some part of the crashed chopper floating in the lake has been recovered. "Indian Army helicopter crashed into Ranjit Sagar Dam, Kathua, today. Some of the float- ing material of the chopper was recovered. Spe- cialised forces and divers are conducting rescue operations. Over 57,000 students scored above 95 per cent marks in class 10. And as it turns out, girls outshone boys in the performance by a slim margin of 0.35 per cent. The overall performance of stu- dents improved from previous years. According to CBSE, the number of candidates scoring between 90 and 95 per cent crossed two lakh this year. The number of students in both the above 90 and above 95 categories have increased by over 38 per cent and nine per cent respectively since last year. The results announced by the board on Tuesday showed that the number of candidates scoring above 95 per cent has increased from 41,804 last year to 57,824 this time. Similarly, the number of students scoring between 90 and 95 per cent has increased from 1,84,358 to 2,00,962. Over 21.13 lakh regular candidates had registered for the class 10 exam this year. Girls outshone boys by a slender margin of 0.35 per cent while 99.04 per cent of students passed the class 10 exams, the results which were declared by the CBSE on Tuesday. In a statement in the state assembly, Mr Thakur said that threat calls and mes- sages were received on the mobile phones of many people including him. LeT terrorist from Pakistan killed in encounter in J-K AGENCY SRINAGAR, AUG 3 A Lashkar-e-Taiba (LeT) terrorist hailing from Pakistan was killed in an encounter with security forces in Bandipora dis- trict of Jammu and Kashmir on Tuesday, police said. Security forces launched a cordon-and-search operation in the Chandaji area of Bandipora in north Kashmir following in- puts about the presence of terrorists there, a police official said. He said the search operation turned into an encounter af- ter the terrorists fired upon the forces, who retaliated. In the exchange of firing, one terrorist was killed, the of- ficial said. He identified the slain terrorist as Babar Ali who had managed to escape from the Shokbaba encounter site on July 24. AGENCY NEW DELHI, AUG 3 Underlining that the second wave of COVID-19 is not over yet, the Union Health Ministry on Tuesday said that the Reproduction (R) number is high in eight states adding that case trajectory needs to be controlled there. Addressing a press conference over the Covid-19 situation in the country, Joint Secretary of Union Health Min- istry, Lav Agarwal said whenever R number is above one, it means that the case trajectory is increasing and it needs to be controlled. These eight states include Himachal Pradesh, Jammu and Kashmir, Lak- shadweep, Tamil Nadu, Mizoram, Kar- nataka, Puducherry, Kerala, he in- formed. "US, Canada, Australia, and India have 1.2 R number, on average. This means one infected individual is infect- ing more than one person. R number is high in 8 states of India. Growth rate and active cases are also assessed using the Reproduction (R) Number. It is the average number of new infections gen- erated by one infected individual during the entire infectious period," he said. "Whenever R number is above one, it means that the case trajectory is in- creasing and it needs to be controlled," the official added. Agarwal further said that a high number of COVID cases are being re- ported across the world and the pan- demic is far from over. A Lashkar-e-Taiba (LeT) terrorist hailing from Pakistan waskilled in an encounter with security forces in Bandipora dis-trict of Jammu and Kashmir on Tuesday, police said.

Security forces launched a cordon-and-search operation inthe Chandaji area of Bandipora in north Kashmir following in-puts about the presence of terrorists there, a police officialsaid.

Punjab school education min-ister Vijay Inder Singla, onTuesday, said that with an aimto further heighten quality edu-cation in the governmentschools, Chief MinisterAmarinder Singh led state gov-ernment has decided to devel-op language listening labs in asmany as 4,738 smart schools.Vijay Inder Singla said that agrant of Rs. 4.74 crore has beenreleased by the education de-partment to 2,200 primary and2538 high and senior second-ary schools for the establish-ment of listening labs.

The cabinet minister saidthat recently Punjab hasemerged as a leader in the fieldof school education as per thePerformance Grading Index(PGI) released by the UnionGovernment and their govern-ment has continuously beenworking hard to retain the topposition in the upcoming years.

He added that the childrenhave the right to good qualityeducation, and therefore all ef-forts were being made by theCongress government to cre-ate an enabling environment inschools, where both teachersand students were being in-volved in a meaningful teach-ing and learning process.

While divulging details of fa-cilities in the listening labs,Mr. Vijay Inder Singla saidthat these labs will beequipped with Bluetooth am-plifier, headphones, baton,pen-drive and aux cables forthe smooth functioning. Hesaid that detailed guidelineshave also been issued to thedistrict officials and havestrictly been directed to con-duct the purchase of the mate-rial in a fair and transparentmanner. Singla said that apartfrom playing other listeningmaterial in these classes, theteachers have also been per-mitted to record their voiceand use it for teaching purpos-es in these smart listening labs.He said that the learning of thestudents of these schoolswould be assessed on regularintervals and after the assess-ment of positive outcome, thesmart language listening labswould be extended to all gov-ernment schools.

Talking to media per-sons at village Virk near Phag-wara after inaugurating the newGee Bee institute of nursing andhome sciences, the Minister saidthat a detailed project report hasbeen submitted to the union Gov-ernment in this regard besides thatPunjab Government has also re-leased Rs 40 crore each for themedical colleges of Hoshiarpur

and Kapurthala during the budget2021-22. The medical college atKapurthala dedicated to the 550thbirth anniversary of Guru NanakDev ji would cost Rs 325 crore. Inaddition to the 300-bed hospital,the medical college will also havea hostel, education college, resi-dential complex, multi-storeyparking etc.

The Central Medical Commis-sion has approved the recruitmentof faculty and professors in the

medical college, with which theclasses of the medical college willstart soon. DTF demands equal opportunityfor all teachers in transfers

HP landslides: Geologist team fromTehri hydro project requisitioned

Most of the people who have notbeen vaccinated so far havebeen declared Corona positivein state during the period (July 5to August 1, 2021). A studycarried out by the Department ofhealth and family welfaredepartment revealed that duringthe (July 5 to August 1, 2021)period as many as 3,519 peoplewere detected Corona positivein the state out of which 2,200had not taken vaccines so far. Anofficial spokesman said todaythat those who did not get theirvaccination. They are gettinginfected in large numbers. Hesaid that among those found tobe Covid positive, 849 peoplehad taken the first dose of Covidvaccine and 378 people hadtaken both doses of the vaccine.He said that 92 people havebeen found positive, aboutwhich no information related tovaccination was available till

date. He said that in all thetwelve districts of the state onlythose people were foundpositive in the majority that hadnot taken the vaccine so far. Thespokesman claimed that theimpact of Covid-19 epidemic inthe state has reduced but thisglobal pandemic has not ended.He said that with a view to avoidthe possible third wave of theCovid-19 epidemic, strictadherence to the rules of Covid-compliant behavior such asmaintaining mutual distance,washing hands with soap andwater or sanitizing hands andusing masks should continue tillthe COVID menace was notover. Recently an official order had beenissued by Dr. Jasbir Singh AulakhCivil Surgeon Barnala that thedisability certificate of everydisabled officer/employee workingin the health department would bechecked. Following the orders, allthe certificates were scrutinized bythe health department and thecrippled certificates of two of theemployees were found to besuspicious, on one of them, whiletaking action against the employee,withdrew his promotion to the postof clerk and now another employeewho was promoted with 50 percentdisability certificate has been re-examined and found to be only 36

Every human being hasthe right to live his life in hisown way. Life is beautiful butshort. We should give impor-tance to every human beingbecause every human beinghas the right to be different.No one is good or bad, onlyour thinking can be good orbad. We like the person whoshares our thoughts, our emo-tions, our passions, ourdreams, our heart and our lev-el but may be the person withthe most quality and experi-ence with whom our thoughtsdo not meet can be indifferent. We cannot change anyone'sbehavior, good or bad, but we

can improve. The same ritesare reflected in the personalityof the person who is broughtup in the same environment.We cannot impose our viewson him. It is the person's rightto agree or disagree with ourviews. We cannot take awaythe right to be different fromthat person. new science to back it up.A new study has foundphotos of a person's livingspace can accurately pointat personality traits and themood of the people wholive there, especially as aperson gets older.

The findings of thestudy were published in thejournal 'The Gerontologist'.For the study, scientists atThe University of Texas atAustin studied 286 peopleover the age of 65. Theytook photographs of therooms where the subjectsspent the most time (typi-cally the living room) andfound that certain charac-teristics of a person's per-sonality were reflected incore elements of roomdecor. Applying the find-ings could help lead tohappier lives, including for

older adults with frailty orcognitive impairment thathas led them to be trans-ferred from their homes tolong-term care facilities."People who have a matchbetween personality andliving space report betterwell-being, and they feelbetter about their life andhave a better mood," saidKaren Fingerman, profes-sor of human developmentand family sciences at TheUniversity of Texas atAustin and director of the

ethics code for their sustain-able progress and also to re-tain their relevance andgrandeur in the landscape ofmass communications. Thecode of ethics is also an inte-gral part of their commitmentto disseminate informationholistically marked by an ut-most level of transparency. Inpursuance of professional ex-cellence, adherence to ethicsmust not be diluted. The digi-tal media or for that matterany mode of professionalcommunication has a greatrole to play in making thepeople aware not only of aphalanx of welfare schemesand affirmative measures ofthe government but also ineducating them about theirrole as stakeholders in build-ing a resilient and inclusiveIndia. As the digital media ex-

pands in multiple ways andforms, the need has becomenatural to ensure they adhereto a set of ethics so that theultimate objective of empow-ering people with wholesomefacts, not twisted at all, isachieved.

The Digital Media EthicsCode for over-the-top (OTT)platforms and digital newspublishers keeps the citizenat the heart of grievance re-dressal mechanism.

The Information Technolo-gy (Intermediary Guidelinesand Digital Media EthicsCode) Rules 2021 not onlyempower social media usersby institutionalizing redressalmechanisms and ensuringresolution of their grievancesbut also provide a level play-ing field for all digital mediaand OTT platforms. The Codeof Ethics and three-tier self-regulation for digital media isa welcome move amid grow-

ing concerns around lack oftransparency, accountabilityand rights of users related todigital media. After elaborateconsultations with the publicand stakeholders, the Infor-mation Technology (Interme-diary Guidelines and DigitalMedia Ethics Code) Rules2021 were framed in exerciseof powers under Section 87(2) of the Information Tech-nology Act, 2000 and in su-persession of the earlier In-formation Technology (Inter-mediary Guidelines) Rules2011. The Digital MediaEthics Code has various as-pects such as the Code ofEthics for the publishers;three-tier grievance redressalmechanism, and the provi-sions related to furnishingand disclosure of informationby the digital media publish-ers. The Union Ministry of In-formation and Broadcastinghas received feedback from a

number of publishers andseveral bodies and associa-tions of publishers have sentcommunication regarding theconstitution of self-regulatingbodies under the new rules.The rules and norms estab-lish a soft touch co-regulatoryarchitecture involving a Codeof Ethics and a three-tiergrievance redressal frame-work for publishers on digitalmedia.

It is worth stating that sev-eral digital news publishers,journalists, OTT platforms,and academia from the insti-tutes of mass communicationparticipated in the virtual in-teractive meeting. While final-izing these rules, the Min-istries of Electronics and In-formation Technology, andMinistry of Information andBroadcasting undertook elab-orate consultations amongthemselves to have a harmo-nious, soft-touch oversight

mechanism in relation to so-cial media platforms as wellas digital media and OTTplatforms, and so on.

The extensive spread ofmobile phones and Internethas enabled many social me-dia platforms to expand theirfootprints in India.

Common people are alsousing these platforms in avery significant way. Someportals which publish analysisabout social media platformsand which have not been dis-puted, have reported thatWhatsApp has 53 croreusers; YouTube users: 44.8crore; Facebook 41 crore; In-stagram 21 crore, and Twitter1.75 crore. These social plat-forms have enabled commonIndians to show their creativi-ty, ask questions, be informedand freely share their views,including criticism of the gov-ernment and its functionaries.The government acknowl-

edges and respects the rightof every Indian to criticize anddisagree as an essential ele-ment of democracy. India isthe world's largest open Inter-net society and the govern-ment has welcomed socialmedia companies to operatein India, do business and alsoearn profits. However, theywill have to be accountable tothe Constitution and laws ofIndia.

Similarly, the Digital Indiaprogramme is empoweringcommon Indians, but the gov-ernment and other stakehold-ers cannot be oblivious ofsome serious concerns andconsequences which havegrown manifold in recentyears with the proliferation ofdigital media. These con-cerns have been raised fromtime to time in various forumsincluding in the Parliamentand its committees, judicialorders and in civil society de-

liberations in different parts ofthe country.

Rampant abuse of socialmedia to share morphed im-ages of women and contentsrelated to revenge porn haveoften threatened the dignity ofwomen. Misuse of social me-dia for settling corporate rival-ries in blatantly unethicalmanner has become a majorconcern for businesses. In-stances of use of abusive lan-guage, defamatory and ob-scene contents and blatantdisrespect to religious senti-ments through platforms aregrowing.

The character assassina-tion of politicians, bureaucratsand other celebrities throughfake information and spuriousnarratives leave little scopefor complacency for the gov-ernment in ensuring trans-parency and accountabilityfor the promoters and pub-lishers on digital platforms.

The misuse of social mediaby criminals and anti-nationalelements has brought newchallenges for law enforce-ment agencies. These in-clude inducement for recruit-ment of terrorists, circulationof obscene content, spread ofdisharmony, financial frauds,incitement of violence, and soon.

Ergo, there was a need fora robust complaint mecha-nism where the ordinaryusers of social media andOTT platforms can registertheir complaints and get themredressed within a definedtimeline. The new rules are afine blend of liberal touch withgentle self-regulatory frame-work. It works on the existinglaws and statues of the coun-try which are applicable tocontent whether online or offline.

There is no ‘unequal pedestal’ before the law.The Supreme Court reasserted this principlewhile sitting on the Kerala government’s plea

for the withdrawal of criminal cases filed against sixmembers of the legislative assembly from the LeftDemocratic Front for turbulent conduct during a ses-sion in 2015. The LDF MLAs, then in Opposition,had damaged in a protest equipment and furniture tothe tune of Rs 2.20 lakh in the Kerala assembly. Butthe privileges and immunities that legislators enjoydo not give them a separate status under the law ofthe land. The Supreme Court, while dismissing theKerala government’s plea, reportedly said that theprivileges accorded to the members of the House ofCommons in the United Kingdom did not exemptthem from the law, but allowed them to dischargetheir duties freely. Similarly, the privileges and im-munities enjoyed by elected representatives in Indiawere intended to create conditions for them to dotheir job effectively, without fear or favour, not to re-move them from the purview of the law. TheSupreme Court’s ruling is a message to all electedrepresentatives who engage in violent protest in Par-liament and the assemblies. Legislators are constitu-tionally permitted to protest, as the court pointed outwith reference to the pertinent provisions. But thisfreedom of expression does not include smashing uppublic property.

The law violated in such cases is the Preventionof Damage to Public Property Act, 1984, by whichthe Supreme Court has traditionally laid great store.The court’s ruling underlined two ironies. The Ker-ala government itself had enacted a law against thedestruction of public property, it reportedly said. Be-sides, claiming exemption for a breach of criminallaw would betray the trust imposed in elected repre-sentatives as enactors of laws. This suggested thatlegislators’ conduct should be in tune with the lawsthey make for the people — again a message thatshould be noted. When will it be followed? The pleaitself indicated how law is sought to be politicizedby today’s leaders: the LDF is now in power in Ker-ala. Trying to extricate colleagues from criminal cas-es when in power is a tendency most political partiesshare; Yogi Adityanath’s efforts in this direction arespectacular. The Supreme Court ruling — and eluci-dation — must be welcomed in this context as well.

A total of 2,17,754 calls were receivedon Haryana Emergency HelplineNumber 112 in the first 500 hoursfrom 13.07.2021 at 8:00AM onwardsafter this ambitious project waslaunched by the Hon’ble Chief Minis-ter of Haryana, Sh. Manohar Lal in thegracious presence of Home MinisterSh. Anil Vij and Hon’ble SpeakerHaryana Vidhan Sabha Sh. GianChand Gupta.

Presenting this information heretoday, Additional Director General ofPolice Telecom and IT, Sh. ArshinderSingh Chawla, who is also the NodalOfficer of Haryana 112 project, in-formed that out of these total calls,31,717 calls were from those who hadgenuine need for help out of which,25,826 emergency vehicles dispatch-es were made to the incident locationto support the citizen in distress. Re-maining calls were majorly enquirycalls, blank calls, appreciation calls

and missed calls etc. The system hasthe capability to manage the missedcalls and ensures that all the missedcalls are properly addressed by callingback the callers. Out of the total ac-tionable calls received at the unifiedemergency helpline number in the first500 hrs, as many as 23,924 calls need-ed police assistance, 2,836 ambulanceservices and 241 people requested forfire services. Out of the total dis-patched calls, multi-service dispatcheshave also happened in which the sys-tem dispatched multiple services on asingle call. Chawla further informed

that initially the response time was onthe higher side than expected. A con-tinuous improvement has been ob-served on the basis of learnings andday-today monitoring to bring downthe response time between 15-20 min-utes. He congratulated Udai SinghMeena, SP/ERSS and the remainingteam members for their hard work tobring down the average response timefrom approx. 34 minutes (as on13.07.2021) to less than 20 minutes (ason 02.08.2021). He further added thatHaryana Police is committed to pro-vide prompt and efficient emergencyservices to the residents across theState and is taking all necessary stepsin this regard. The project has been ini-tiated with the integration of Police,Ambulance and Fire emergency serv-ices to start with. It is a new and com-plex system in terms of its multi-di-mensional components and spreadsacross the state, hence some issues inthe system including delay in response,capturing accurate location of the vic-tim etc.

Congress national general secre-tary Randeep Surjewala defend-ed Jind's farmer Dalbir Singhand got him bail from the HighCourt. Dalbir Singh was in jailsince May 29. This farmer wasfirst advocated by Randeep Sur-jewala in the Jind court. Whenbail was not given there, he wentto Chandigarh and got bail fromthe Punjab and Haryana HighCourt. Recently, a video offarmer Dalbir Singh, a residentof village Bibipur, went viral onsocial media, in which he wasseen abusing the Chief Minister and the PrimeMinister on all three agricultural laws andother issues. Based on the video that went vi-ral, Jind police registered a case against Dal-bir Singh for sedition, threat to the group, hu-miliation, defamation and threat of dire con-sequences. Earlier, Dalbir was booked for

making provocativespeeches and abusing thePM during the Jat reserva-tion on 22 February 2017at the Ikkas dharna in thevillage. The police arrest-ed Dalbir in both thesecases and produced him inthe court from where hewas sent to judicial cus-tody. Dalbir Singh was injail since May 29.
