ANGELES CITY – In their effort to press the importance of hygiene, Holy Angel University students will be hosting a “Say Cheese! Para Si Bulil-it May Panglinis”, a fundraiser event led by its senior AB Communication students.

The students are encouraging ev-eryone to participate in a photo booth service on October 9, 2014 at the Plaza Anghel to raise funds in order to support this Hygiene Awareness event for the street children of Ange-les City in partnership with Bale An-

ghel. The photo booth is open from 6 o’clock to 8 o’clock in the evening.

Bale Anghel (House for Angels) is a facility in Angeles City granted for street children by Kuliat Foundation Inc’s. Ex-ecutive Director, Joy Cruz. It is found-ed under the vision of giving street chil-dren better lives by providing place for them to eat, bathe and clothed, and a place for them learn to read and write, learn about God, and play and rest.

Hygiene consciousness and health development being an essential prac-tice, children brought in Bale Anghel

are oriented on proper hygiene and provided a clean kit; an activity to re-store their self-assurance and make them feel compatible with the society.

To avail of the photo booth service, an amount of at least Php10.00 dona-tion is requested from the participants as their contribution to the event. The proceeds of the charity event will be used for the purchase of hygiene kits to ensure the proper health development and sanitation of every child at Bale Anghel which will be handed over to them personally on October 11, 2014.

A half-day-long event is planned as well, with story-telling segments and games that shall enlighten the children on the importance of person-al hygiene.

Manuel “Mar” Roxas to dismantle “private armies” lording over Hacienda Dolores in Porac, Pampanga.

The AMGL accused private armed groups hired by real estate giant Ayala Land, LLL Holdings Inc., and FL Man-agement Development Corpo-ration of “employing violence and human rights violations” against farmers insisting on land reform at Hacienda Do-lores where the three are building a high-end residential community.

AMGL Chair Joseph Can-las said “the DILG is fully aware that the armed men op-

erating in Hacienda Dolores are the private army of the Ayalas. Yet, Roxas plays blind and deaf to the farmers’ de-mands to dismantle the armed group.”

Canlas cited a recent re-port by the Enforcement Man-agement Division of the Philip-pine National Police confirm-ing that the Arsenal Security Agency and Earthsaver Secu-rity Agency, Inc. had violated laws and rules at the hacien-da. The report was allegedly

signed by PNP Director Gen-eral Allan Purisima and sub-mitted to Roxas last Sept. 16.

The report noted that the security guards had high-pow-ered firearms such as AK-47 assault rifles and did not wear uniforms. It also reported that the detachment commander of Arsenal Security Agency, Dar-ius P. Manieva, has an expired security officer’s license, while Earthsaver Security Agency had “an expired temporary li-cense to operate.”

“In spite of these glaring violations, the DILG and PNP has failed to disarm and de-militarize Hacienda Dolores,” Canlas said.

Canlas lamented that “these armed goons are being used by the land-grabbers to inflict terror in Hacienda Do-lores.”

He recalled that two peas-ant leaders, Arman Padinio and Nemelao “Ka Melon” Bar-cia, were killed last January

12 and May 2, respectively, by suspected members of the security agencies hired by the real estate firms.

He noted that “the more than 2,000-hectare Hacienda Dolores lands remains under agrarian dispute.”

“The Ayalas employment of private armies in Hacienda Dolores is an attempt to forti-fy their illegal claim over the lands. It is brazen land-grab-bing and assault to the farm-ers’ rights over the lands,” Canlas said.

Canlas also noted that “out of the more than 2,000 hectares of Hacienda Do-lores, Ayala Land is claiming 1,125 hectares to be convert-ed into Alviera, or the conver-sion of Hacienda Dolores into a commercial district, busi-ness and industrial park, uni-versity zones, retail centers, a country club, recreational ar-eas, and residential neighbor-hoods.”

The culminating activity will feature a seminar on the rights of children and lead-ership training for students on October 29.

The celebration of na-tional children’s month is mandated by a proclama-tion of then President Fidel Ramos in 1993 and the Phil-ippine constitution, which “recognizes the vital role of the youth in nation-build-ing.”

In his speech, Mayor Santiago stressed that he believes that “the future lies in the hands of the next gen-eration.”

TARLAC CITY—Vice Mayor Miguel Tanedo succumbed to prostate cancer about 5 a.m. Sunday at the Philippine Kid-ney Institute in Quezon City af-ter a few years of fighting the illness, his brother Bong Tane-do said yesterday.

VM Mike, as he fond-ly called by his constituents, was in his third term as vice mayor under the Lakas-Chris-tian-Muslims Democrats Party when he passed away at the age of 62.

Tanedo is a relative of Pres-ident Aquino who made a visit to his wake Monday morning.

He is survived by his wife Victoria, sons Timmy and Dod-jie and only daughter Sarah.

Tanedo will be succeeded automatically by City Council-or Ann Belmonte of the Nation-alist People’s Coalition Party being ranked 1st councilor at the sangguniang panglunsod.

With the assumption of Bel-monte, two slots at the SP will be vacant now due to the res-ignation of City Councilor Kris Rigor who decided to live in the United States for good with

SUBIC BAY FREEPORT — The Subic Bay Metropolitan Authority (SBMA), in line with its corporate governance ini-tiative and in support of President Aqui-no’s “Tuwid na Daan” program, is now moving to institutionalize the Integrity Pledge (IP) program, which requires ethical business practices.

SBMA Chairman Roberto Garcia said the program will cover all officials and employees of the agency and will promote measures to eliminate graft and corruption in transactions within the free port.

Garcia also said that under the pro-gram, the SBMA will require Subic Bay Freeport stakeholders like business lo-cators, as well as suppliers and con-tractors to sign the Integrity Pledge to remain in good standing with the SBMA.

The SBMA will also encourage local government units (LGUs) that transact business with the SBMA to sign the pledge. The SBMA provides revenue shares to eight LGUs that are contigu-ous to or affected by the operations of the Subic Bay Freeport Zone.

Garcia, as head of the SBMA, signed in July last year the Integrity Pledge, which expressed the agency’s commitment to abide by ethical busi-ness practices and to support a national campaign against graft and corruption.

He said that upon signing of the In-tegrity Pledge, the SBMA implemented various measures to ensure transpar-ency and implemented strict guidelines on receiving and giving of gifts, con-tributions, sponsorships and other to-

kens from or to all sectors.“As a matter of fact, the SBMA is al-

ready implementing appropriate inter-nal systems and controls to prevent, detect, and respond to any unethi-cal conduct by our personnel, ensure good governance, and institutionalize the values of integrity and accountabili-ty in our business transactions,” Garcia also noted.

He added that the SBMA has long been eradicating one major source of corruption, the red tape, in its offices by continuous simplification of processes to expedite transactions in accordance with R.A. 9485 or the Anti-Red Tape act of 2007.

Proof of this effort, Garcia said, is the agency’s certification for ISO 9001:2008, which refers to quality management system that ensure that customers get consistent and good quality products and services.

In a recent briefing on “Improving the Business Climate Thru Integrity Ini-tiative,” Jose Solomon Cortez of the In-tegrity Initiative Office explained that the program aims to prevent corruption in public contracting to the effect that neither the government agency nor the bidders will pay, offer, demand, or ac-cept bribes, or collude with competitors to obtain contract.

Garcia said that all these measures are designed to impress upon every-body that the SBMA is seriously com-mitted to help break the cycle of cor-ruption.

He said that a monitoring team will be formed to facilitate the implementa-tion and document the success of the agency’s initiatives.

“We ask the court to hold them in contempt because they (GGDC) have not really com-plied with the TRO nor with the extension and

was they appealed it to the Court of Appeals and the CA issued a TRO reversing the low-er court. But only to the extent of preventing, for 60 days, the implemen-tation of the order of the lower court,” he said. It will expire on Oct. 12.

“If the CA does not issue a preliminary in-junction, then then the lower court’s decision will stand which means that GGDC will be com-pelled to put back the funds into the Working Capital Account,” he added.

CLARK FREEPORT - Af-ter a nationwide search for a name, the Ocean Adventure marine theme park in Subic Bay Freeport announced that the month-old female dolphin calf born under its care has been named “Lana.”

“Lana is the newest member of our Ocean Adventure family,” said Gail Laule, executive vice president of Ocean Adventure.

“She’s been wonder-ful since we first laid our eyes on her last Aug. 31 and now I’m glad that we actually have a name for her,” she said.

COMMISSION on Audit Com-missioner Heidi Mendoza re-vealed on Thursday that she received a call, which she re-fused to characterize, prior to her attendance of the Senate Blue Ribbon Sub-Commit-tee’s continuing hearings on the alleged over-pricing of the Makati Parking Building.

Mendoza appealed to the senators present at the hear-ing to allow her to keep silent on the nature of the call for her own safety.

Also in Thursday’s hearing, Senator Antonio Trillanes IV showed pictures of the house of Mendoza after it was broken into while the hearings at the Sandiganbayan on charges of graft against former Makati Mayor Elenita Binay was be-ing heard.

Though nothing was taken from the Mendoza residence, the COA official concluded that the burglars may be look-ing for some important docu-ments or were merely sending her a message.

She appealed to the sena-tors to understand the difficult tasks of auditors in the pursuit of their mandate to preserve transparency in government transactions.

Mendoza made a presen-tation on COA’s documented proof of how over-pricing was done in the supply of fixtures and equipment for the Ospi-tal ng Makati during the term of Dr. Binay as mayor. She showed instances of varying amounts in the city govern-ment’s completed purchases and the actual cost sourced from the same suppliers that COA solicited.

She said the overprice pat-tern was established in pur-chases of desktop comput-ers, air-conditioning units, ul-tra-sound machines, hospital beds and many others. Men-doza said the documents pre-sented at the hearing have yet to be submitted to the Sandi-ganbayan.

He warned officials of the Makati City Government who did not show up in today’s hearing to stop hiding behind the mantel of the Vice-President or face the consequences of their refusal to attend the hearing.

Pimentel announced that another hearing will be held on October 8 as Trillanes urged the resource persons, specif-ically the architectural design group and the building’s con-tractor, Hillmarc’s Construction Corporation to be prepared to answer questions put forward before them and to quit feign-ing ignorance of the actual fig-ures involved in the project.

Teachers’ pet peeve

TIME AND again we would hear stories of teachers going abroad for better pay as caregivers or domestic helpers.

We have private school teachers migrating to public schools for higher pay because some private school salaries are so low cannot even afford raise a family. Yet even the public school system with a relatively higher salary scale has its share of challenges for teachers. There is the challenge of multi-grade teaching especially in schools located in the hinterlands.

Teachers are faced with the difficulty of managing their time handling two classes inside the same classroom divided only by a blackboard to allow the teacher to monitor activities happening on the other side of the room. The tedious task of preparing lessons and the additional task of checking for two grade levels would be very taxing for these teachers. Sometimes, those hired to do multi-grade teaching are even new graduates without any teaching experience and yet, they persevere in with their work.

There are also principals who even use part of their salaries just to improve the conditions of the schools under their care – true stewards in the service of the providing education for the nation…

Some schools do not have the proper amenities, with buildings that are ready to collapse with the next natural disaster. Some do not have electricity and therefore are not conducive to learning, but the teachers continue to persevere anyway and make do with the available resources…

Thus spake the Catholic Bishops Conference of the Philippines of the plight of the country’s teachers on the very day designated to honor them, October 5, World Teachers’ Day.

Lingayen-Dagupan Archbishop Socrates Villegas, CBCP president, said it was “strange” – taken to mean “improper” and “immoral” – that teachers who mould young minds to responsible citizenship have to be subjected to dire economic difficulties. Indeed, hardships that had diminished the “noblest of all professions.”

Hence the appeal of CBCP for government to “go the extra mile” in supporting teachers.

Alas, not even an extra inch the government seems willing to go.

“We want to improve their quality of life as this is essential to the quality of their teaching, but we will need to take into account the budgetary implications of proposals for additional benefits,” Communications Secretary Herminio Coloma Jr. texted to media on Monday.

Yeah, that’s President BS Aquino III virtually telling the teachers: “Buhay pa naman kayo, di ba?”

Butchering Binay“WE EXPECTED a bigger decline.”

So pooh-poohed Toby Tiangco, United Nationalist Alliance’s interim president, of the ten percentage-point slice off the lead of VP Jejomar Binay over all other presidential pretenders.

“They have been relentless in their attacks, but the people still believe that (Binay) will still be the one to respond to their problems,” Tiango said, noting the VP’s 31 percent is still up over the combined ratings of his closest pursuers in the survey: Interior and Local Governments Secretary Mar Roxas with 13 percent, and Senator Miriam Defensor-Santiago with 11 percent.

Unrelenting, indeed, are the exposes of more alleged corruption in the Binay fiefdom.

Last week, it was the turn of COA Commissioner Heidi Mendoza to regale the Senate Blue Ribbon Sub-Committee and the Filipino people of “documented” thievery in Makati that would make even Ali Baba’s thieves and Captain Hook’s cut-throats look like Fagin’s pickpockets, to wit:

discovered an overpricing of P61.2 million out of the total purchase price of P70.56 million in various medical equipment from a single supplier.

The breadth and depth of this alleged corruption, given gospel truthfulness by the credible COA, impact even harder in the national psyche. As it is the health and well-

being of the people that is stake. It cracks, aye, it absolutely negates the very foundation upon which the Binays built their political stock – service to the poor.

Reports of the overpriced Makati parking building sliced 10 percent off Binay’s lead in the polls. Most certainly, the COA report on these overpriced medical equipment threatens to carve an even bigger chunk off Binay’s rating.

Cutting CayetanoSERVING THE butcher’s role in cutting not only Binay’s lead but his very political life to pieces is Sen. Alan Peter Cayetano.

Catty, cantankerous even, Cayetano has made apparently his life’s mission to make mincemeat of the Veep, even at the point of spewing strange analogies and apparent non-sequiturs in his failed attempts, so far, to draw Binay into the lion’s den that is the Senate. As in that ANC’s Headline interview, to wit:

“Hindi ba ridiculous na? Can you imagine me, tanungin mo ako about any issue. Tanungin mo ako about ghost employees, tanungin mo ako about whatever -- anong hair product ang ginagamit ko, bakit ganito kulay ko. Sasabihin ko sayo ‘Pulitika lang yan’…

“Pag gabi-gabi late ka umuwi tapos may lipstick ka dito (points at cheek), sinabi ng asawa mo ‘Saan ka galing, bakit ka may lipstick?’ Sabihin mo ‘Darling, pulitika lang yan. Sinisiraan lang ako ng kalaban ko dahil mataas ako sa survey.’”

Of course, we all know that Cayetano has also publicised his ardent desire to run for president in 2016. Alas, he was a virtual non-entity in the last survey of presidential wannabes. So, it is fairly easy to understand where his attacks on Binay are coming from. But there’s more. And much more.

The senator is himself facing a graft complaint for the alleged misuse of his PDAF from 2007 to 2009, coupled with the alleged “inordinate increase” in his net worth.

This, even as his wife Taguig Mayor Maria

Laarni “Lani” Cayetano is the subject of a separate plunder complaint over the alleged hiring of 3,188 ghost employees for her city at a cost of P314.25 million in public funds.

Jointly, they are slapped with a graft complaint over the purchase of 18 multi-cabs amounting to P498,000 each.

Galit ang magnanakaw sa kapwa magnanakaw, as the street wag says. Quick , even arbitrary, prejudgment there, sans the least semblance of due process. It cannot be helped though, given the political parallelism between the Binays and the Cayetanos. Indeed, the strong impression that the Binays make the very template of the Cayetanos’ political dynasty.

On one hand: VP Jejomar Binay, Senator Nancy Binay, Rep. Abigail Binay, Mayor Jun-Jun Binay and former Mayor Elenita Binay.

On the other: Senator Rene Cayetano (+), Senator Alan Peter Cayetano, Senator Pia Cayetano, Rep. Lino Cayetano and Mayor Lani Cayetano.

Why, even the latest TV political ads of Cayetano – Sa Taguig pwede pala… -- bear a most striking resemblance to those of Binay in 2013 – Ganito kami sa Makati…

Ergo, what the Binays did in Makati, the Cayetanos can do in Taguig. Heaven forbid!

SCIENCE CITY OF MUÑOZ – Filipino farmers may be con-sidered among the best in rice production per unit area per unit time. Their growth rate of yield in nine years is the sec-ond highest compared to the top rice producing countries in Asia.

“Our rice farmers are top producers per unit area per unit time,” said Dr. Eufemio Rasco Jr., executive director of the Philippine Rice Research Institute (PhilRice). “Compar-atively, they can be given the highest honors if they were students graduating in agricul-ture course.”

Citing studies conduct-ed by his agency, Rasco said the unit area per unit time pro-duction in the country topped Thailand and India. In 2009, the Philippines had average yield of 3.9 metric tons per hectare which was higher than Thailand’s 2.87 mt and Viet-nam’s 2.98 mt.

It was topped only by In-donesia (5 mt); Vietnam (5.23 mt); and China (6.59 mt).

In growth rate of yield, however, from 2000 to 2009, the country posted 2.19 per-cent which was second to Vietnam’s 2.33 percent. It beat Thailand (1.68%), Indonesia (1.35%), India (1.34%), and China (0.72%), Rasco said cit-ing PhilRice’s Impact Evalua-tion, Policy Research and Ad-vocacy Program studies.

production is high, they earn less as their margin of profit is weighed down by high costs of labor and inputs

Labor cost in the country’s rice production, according to a study of the Socio-econom-ic Division of PhilRice, is the largest cost item with a share of 48 percent to the total cost. It is more than double that of the major rice-exporting coun-tries - Vietnam, Thailand, and India, it added.

In other countries, it said, the wide use of combine har-vester-thresher enables the farmers’ harvesting, thresh-ing and hauling activities to be done and paid as a single activity unlike in the country where these are paid as sep-arate activities. Crop estab-lishment through transplanting method is another labor-inten-sive activity in the country that adds to the labor cost, it add-ed.

In Thailand and Vietnam, direct seeding through the use of a mechanized sprayer reduces crop establishment cost, the study said.

Per kilogram productionFor per kilogram production

of rice per hectare, the study showed, the country has the highest, with P10.66, followed by China, P 10.50; and Indo-nesia, 10.11. Thailand, India and Vietnam, which are major rice exporters, have lower cost of rice production at P8.84 per kilogram, India, P6.30; and Vietnam, P 6.30.

Fertilizer expenditure com-prised 14 percent of the total production cost in the coun-try, which is the second high-est next to Vietnam, the study said. Lower fertilizer costs in China and Indonesia, despite higher nitrogen fertilizer appli-cations than in the country, sig-nified lesser price of nitrogen fertilizer in these two countries and also in India.

It was learned that govern-ment subsidy makes the price of fertilizer in India and Indo-nesia lower.

Machine rent, like the two-wheel tractors for land prepa-ration and the thresher for threshing, is also fairly high in the country, second to that of India. It comprised 11 percent of the production cost.

Although irrigation fee only accounts for 3 percent of pro-duction cost in the Philippines, only the Filipino farmers pay for the use of irrigation water from state-operated canals. Except in Indonesia, where farmers pay a minimal amount

for the person who opens and closes gate valves of state-owned canals, other coun-tries support their rice farmers through free use of irrigation water.

The Philippines ranked fourth in terms of yield per hectare at 6.38 mt/ha. Viet-nam ranked first, with 6.81 metric tons per hectare; fol-lowed by Indonesia, 6.76 mt; and China, 6.64 mt. India has the least land productivity at 4.70 mt while Thailand aver-ages 5.53 mt.

available by PhilRice indicat-ed that the country has small-er land area devoted to rice production compared to other countries in Asia.

Of the 30 million hectares of lands in the country, 47 per-cent, or 14.1 million hectares, are agricultural lands. Of these agricultural lands, 4.53 million hectares are devoted to rice production and the rest for co-conut, corn, sugarcane and other crops.

Of the total land area de-voted to rice production, about 3.01 million hectares are irri-gated and the rest are rain-fed lowlands and rain-fed up-lands.

In contrast, Indonesia has 12.88 million hectares area harvested, Thailand, 10.96; Vietnam, 7.44; China, 29.93; and India, 44.10 million hect-ares. Compared to Thailand and Vietnam, which are with relatively smaller harvested areas but are exporting rice, the Philippines is smaller by 58.7 percent and 39.1 percent, respectively.

As can be readily deduced, these other countries are pro-ducing more rice than the Phil-ippines mainly due to their bigger areas being used for production, the PhilRice data showed.

The governor urged the FEDHOA to help maintain the image of this city as center of growth and work togeth-er to stop drug addiction and save the children from the threat of illegal drugs.

“We really need to work together to stop the proliferation of ille-gal drugs and save our children as well as make the City of San Fernan-do and Pampanga drug free,” said Gov. Pineda.

City Mayor Edwin Santiago said this City is a center of trade and business not of drug menace. “Let us save the young lives from illegal drugs and make them responsible Fernandi-nos who are God-fearing and working towards the

development of the city and their respective fam-ilies through trade and business,” the city may-or said.

FEDHOA President Walter Ocampo, said the anti-drug summit is a form of good gover-nance being shown by provincial and city gov-ernment which need to be backed up by the cit-izenry.

With this, Ocam-po said there is a need to formulate accurate and complete plans to achieve peaceful and or-derly communities and subdivisions free from the threat of drug abuse.

Vice Mayor Jimmy Lazatin said drug addic-tion is a disease that de-stroys lives, families and communities.

“So together, let’s de-clare war against illegal drugs. The homeowners need to put their acts to-gether with the full sup-port of the local govern-ment units to battle this menace that risk the fu-ture of the young gen-eration,” the vice mayor said.

Lazatin added that the Sangguniang Pan-lungsod will enact an or-dinance that will support and put more teeth on the existing laws against

the proliferation of ille-gal drugs and drug ad-diction that is happening not only at the center of the city but even in sub-divisions.

Police Superinten-dent Rechie Duldulao, city’s lady chief of po-lice stressed that peace and order including drug addiction is everybody’s concern.

“We need to support each other and one an-other. So let us start the battlecry,” Subdivision Ko, Bantay ko, Barangay Ko, Bantay Ko, Sa Pag-sugpo sa droga, Fernan-dino ang nangunguna,” she said.

She added that the FEDHOA, barangay of-ficials and the police should unite against ille-gal drugs.

We need to imple-ment in every barangay up to the subdivision the Operation Private Eye in which the ordinary citi-zen could participate in the provision of informa-tion for the apprehen-sion of suspected drug pushers and users. “We call it vigilance cam-paign through the active participation and sup-port of citizen volunteers against illegal drugs,” PDEA Region 3 director Jeoffrey Tacio said.

Knowing fully well na hindi rin naman rater si Ate Guy base sa poor showing ng mga shows niya sa TV5, is it safe to say na pakakawalan na siya?

As of now, Ate Guy is still very active on the big screen with the indie films she’s doing. “Hustisya” just won her another best actress award and it’s being shown in filmfests abroad, but it has yet to have a commercial theatrical release locally. PMPC Invitational Celebrity Badminton Tournament

THE Philippine Movie Press Club (PMPC) hosts this year’s Invitational Celebrity Badminton Tournament on Sunday, October 12, 2014, at the Power Play (venue), Apo St. cor Quezon Avenue, Quezon City.

A special fund-raising project of the PMPC, the event is an annual activity sponsored by the club, for leisure and recreation of its members, and for fostering camaraderie with celebrity-friends from show business.

The indoor sports event welcomes showbiz celebrities and other non-PMPC members who would like to battle it out for Competition, Fun games and Exhibition matches in Badminton.

Interested players may register at the venue, starting at 1pm. A Committee at Power Play will be in-charge of assessment and levelling of players, and game monitoring.
