The limited number of goods is attributed to lack of business entrepreneurs to invest in the municipality. This is also rooted from limited areas to display their products/goods. The lack of investors would somehow be addressed by the constructions of stalls in the public market. With the increasing number of interested business owners who applied for occupation in the public market, this would address limited number of goods . The availability of all services and goods for daily necessities in the CBD would concentrate income for the municipality and eventually would benefit more services to the people.

1. DESCRIPTION

A. PROJECT LOCATION

Amulung, one of the 28 municipalities of Cagayan, is a second class municipality. It is approximately 140 kms. from Cagayan Economic Zone Authority (CEZA) and 27 kms. from the Regional Center of Tuguegarao City.

Its Municipal Public Market is a two-story building located at Centro , Amulung, Cagayan to where the Central Business District is located. TTie CDB of the municipality in Centro, Amulung, Cagayan is the major growth center. Aside from the possibility that the construction of public market would generally help the LGU to have an investment friendly community, it would also address the following societal concerns:

a. Employment The increase in the number of investors or stalls occupants

would create job opportunities to Amulunguenos. b. Accessibility to Basic needs and services

The presence of businesses in the community would lessen expenses in mobilization of people and their goods from other CBD.

c. Investment friendly community The presence of an area that is conducive for commercial

activities would encourage people to venture into business. The increase in the number of investors is attributed to the status of a business district which is supposed to be an investment friendly. Investment friendly community, in all matters would consider the availability of facility, which include the areas where to operate business, enough to accommodate commercial activities.

The construction of public market (Phase 14) is timely with the enforcement of the Public Market Ordinance of the Municipality. This ordinance will regulate the use of stalls and other facilities of the public market. It is also in consonant with the plan of the LGU to formulate its Local Investment and Incentive Code (LIIC) that would be fitting in the encouragement of investors to conduct business in the community. The construction of Public Market of the Municipality would also compliment the aim of the Municipal Government to hasten Its Program for Economic Enterprise to attain progress. The infrastructure also carries the intention of the provincial government of Cagayan to augment the LGU funds for the construction of such Local Economic Development related projects.

C. PROJECT GOALS AND OBJECTIVES

The construction of Public Market in the Central Business District of the municipality aims to create enough spaces and facilities to accommodate investors. The project will set in economic growth by providing /constructing more stalls to business applicants . A P 1,000,000.00 project cost will construct 5-6 stalls to house six Investors of major economic services of the municipality.

D. TARGET BENEFICIARIES

There are twenty three (23) barangays in the eastern part of the municipality which have a direct linkage to the CBD .The development of farm to market roads connecting the different barangays of the western part of the municipality has great impact in the concentration of produce in the Public Market. Farm produce are brought in the area in exchange of monetary value. The Public Market as the center of trade provides needs of the constituents. These needs are for basic consumption, farm input and

sari store owners and most of their locations are in far-flung. These are potential beneficiaries of a Bagsakan Area In the public market, which offers variety of choices.

With the existence of stalls for business activities, this would help 10 to 50 people who are potentials for employment. Greater benefits are accounted to the number of Amulunguenos who will be served instantaneously with services available in the CBD and not anymore to exert effort and resources going to Tuguegarao or nearby districts.

PROJECT PARTNERS

The project implementation involves mobilization of stakeholders. As a matter of fact, the identification of the project is even included in the Annual Investment Plan, of which major development targets have been specified. This Involved planning and consultation to different stakeholders of the municipality. The construction /completion of the Municipal Public Market also entails counter-parting scheme with the Department of the Interior and Local Government. Civil Society Organizations are represented in the Bids and Awards Committee to observe proper procurement procedures. The Association of Vendors likewise plays a vital role in the monitoring of the activities being the direct CSO-beneficlaries.

IV. PROJECT MANAGEMENT

The key persons in the implementation of the construction of Public Market are the local govemment officials and employees. After determining the availability of funding, appropriate action shall be undertaken adhering to the proper rules and regulations in the disbursement of funds. The Office of the Municipal Engineer who has the primordial role in the implementation of infra-related projects of the LGU, under its management shall appropriate time to monitor the project implementation. Monitoring activities include the following:

1. On-project Management Onsite project management can be monitored by the accountable office

through detailing officers in the said area. This can be achieved by attending on the in-and-out of materials, of which checklist shall be devised available to facilitate monitoring. Assessment between the lists of materials In the program of work to the output of the engineering works could also be helpful to determine the quality of materials used. For purposes of transparency, implementation status board shall be posted near the construction area to inform everyone about the on-going project.

2. Post-Project Management Project monitoring and inspection shall be made available after the

construction. It is also significant to plan-out schedule of reporting to concerned agencies and other stakeholders when to submit reports in justifiable time so that reports can reach the stakeholders ahead of the deadline of submission. Success stories on PCF implementation shall also be considered to give better viewpoint to what had been implemented.

V. PROJECT SUSTAINABIUTY

Bulk of the fund use in the construction of public market is from the Internal Revenue Allotment of the Municipal Government. No single centavo from loan has been appropriated for this purpose. It is from the own source of fund of the LGU. This manifestation has greatly influence by the cliche 'that whatever comes out from your own sweat and tears , you treat it with the highest degree of care". The LGU had made qualifications of this degree of care to maintain sustainabllity of the implemented project. The passage of Public Market Ordinance 2013 which provides more serious provisions on the occupation of public market stalls is a tool to maintain proper care of the establishment. held responsible in the selection of applicants for stall occupation. The committee ensures that all qualified applicants adheres with the standards. These regulations can sustain the project.

The Local Govemment Unit also provides policies in Business Applications which include sanitation and fire safety as one of the major requirements. Fund for economic enterprise is also being augmented by the LGU to maintain personnel to supervise operations and cleanliness of the area.

With the presence of public market with complete facilities, investors may be encouraged to put more business in the area. Returns of Investments may be derived after years but convenience provided by the project to the people of Amulung is accounted to be more pervasive and has propensity to effect immediate impact,

VI. RISK ANALYSIS

The Implementation schedule is dependent on the time of release of fund by the concerned agencies. It is also dependent to the schedule of the Bids and Awards Committee of the Municipal Government. With the bulk of infrastructure activities the LGU is undertaking now, of which overlapping tends to hamper BAC activities, this may cause delay in the implementation. Taking Into consideration the month for the period of construction, it is foreseen that what is deterrent is the onslaught of rainy season. The ascertainment of the exact date of accomplishing the construction is likewise reliant to the unforeseen occurrence of events.

In cases of these, predicaments which concerns administrative capacity can be minimized by follow-ups of fund transfer/or request, sothat the BAC could immediately undertake the bidding process. The BAC shall also prioritize the procurement of the project taking into consideration the timeframe and schedules.

The delay which cause by unforeseen circumstances can also be minimized by immediate action in the pre-engineering phase of the project.
