1. Name of LGU: Wao Local Government Unit

2. Brief Profile of the LGU

a. Political History

Wao’s first Appointed Mayor was Sultan Mamco Saripada, a Maranao native. Having established very cordial relations with christian settlers and exhibiting good leadership, he was appointed as Mayor by the Governor of Lanao in 1961. In 1963, his stint as Mayor of Wao was extended until the election in 1967. Silverio Eleazar, a native of Tarlac, was elected into office. Silverio Eleazar served his term from 1971 until 1982. In the 1982 election, Dionisio Baldeviso, Sr. , an Ilongo, was elected to the mayoralty post until 1986 when the Marcos regime ended. This paved to the appointment of Wilfredo Villalba as OIC-Mayor of Wao in 1986. However, the stint of the OIC’s was only short lived. A local election was conducted in 1988. Atty. Remedios G. Guiab was elected Mayor and served until 1998. Elvino C. Balicao Sr. served the mayoralty post from 1998-2007. Following the footstep of his father, Elvino B. Balicao, Jr. elected as Mayor in 2007 and still served the municipality of Wao until present. b. Creation During the early 1950’s, settlers from Luzon and Visayas continued to venture their luck in the vast area of Mindanao declared as the “Promise Land”. Because of Wao’s natural resource assets and vast fertile lands suited for agriculture, the national government recognized the potential of the place and made it (Wao) part of the resettlement project in 1950 by then President Elpidio Quirino through Proclamation No. 188 under the Rice and Corn Production Administration (RCPA). In the mid-1950’s, the conception of Wao already started with the defunct Land Settlement Development Corporation (LASEDECO). Since then, Wao became a destination of settlers coming from Luzon and Visayas. The first batch of settlers, known as Pioneers, arrived in Wao on January 19, 1954. This early period of settlement era caused the sprout of the new growth center on the southeastern portion of Lanao province. In June 18, 1954, then President Ramon Magsaysay signed into law RA 1160 creating the National Resettlement and Rehabilitation Administration (NARRA) with his utmost desire to distribute “land for the landless”. Under NARRA, the Resettlement Program was further strengthened and implemented. In effect, more settlers from Luzon and the Visayas were brought to Mindanao and one of the major destinations was the resettlement project in Wao. Because of this, Wao evolved as a community composed of settlers of various ethnic groups mingling with the Maranao tribe. Thus, Wao became a melting pot of numerous tribes composed of Ivatan, Ilocano, Batangueño, Ilongo, Cebuano, Boholano and other ethnic tribes. On its early settlement period, Wao was still part of the municipal district of Maguing (now Lumba-Bayabao). On June 15, 1956, Wao became a municipal district when RA 1584 was signed into law creating some municipalities in the Province of Lanao. By virtue of Executive Order No. 418, Wao officially created as a municipality on February 22, 1961 with its first set of appointed local officials, headed by Sultan Mamco Saripada as Mayor. This development paved the way to a more profound development direction as new growth center continue to emerge. Wao started with 4 barangays, 28 barrios and 12 sitios. The rapid growth of some of its cluster barangays made the sprout of the new town, the municipality of Bumbaran. Despite of this creation, Wao still managed to stabilize its development pace thru the influential leadership of its political icons headed by its Municipal Mayors.

c. Location and Boundaries

Wao is strategically located at the heart (center) of Mindanao. It is a landlocked

municipality on the southeastern portion of Lanao del Sur Province. It is bounded on the north by the Municipality of Bumbaran in Lanao del Sur Province; on the south by the Municipality of Banisilan in Cotabato Province; on the west by the Municipality of Alamada in Cotabato Province; and on the east by the Municipalities of Kalilangan and Pangantucan in Bukidnon

Province. Wao lies approximately at a geographic coordinates of North Latitude 7⁰38’18’’ and

East Longitude 124⁰43’24’’.

d. Land Area

Wao is one of the 39 municipalities in the province of Lanao del Sur of the Autonomous Region in Muslim Mindanao. It is composed of 26 Barangays with a total land area of ca. 35,404 hectares . It is about three (3) percent of the total land area (1,206,182 has.) of Lanao del Sur Province.

e. Population

The Municipality of Wao had a total population of 40,479 as of May 2010. Wao is one of the most populated municipalities in the province based on NSO census of population in 2010. It ranks second or represents about four (4) percent of the total population of the province which is 933,260. This count is higher by fourteen (14) percent compared with the census count of 35,517 persons as of May 1, 2000. The growth rate of the municipality is pegged at negative 1.37 based on 2007 to 2010. However, the computation for the growth rate as basis for the projection of the population was based on 2000 to 2010 population which NSO census because 2007 NSO census revealed a higher number of population (42,186) compared to 2010 NSO census (40,479). This gives the municipality an urbanization level of 23% in 2010. It is much lower compared the national benchmark of urbanization level for the year 2007 which is 52%. The municipality also registered a higher urbanity compared to 21% urbanity of Lanao del Sur province. f. Tribe

The dominant dialect used in the locality is Hiligaynon/Ilonggo with 45.92 percent. It is followed by Maranao speaking population with 16.91 percent and 15.99% for Cebuano and 14.24% for Ilocano. Tagalog was marked at 4.73%. Other tribes also include Boholano, Manobo, Ivatan, Waray, and Cotabato-Chavacano, etc.

g. Market

Agricultural product of the Muncipality of Wao are being brought to Cagayan de Oro, Davao and

Cotabato which are considered to be the nearest market of agricultural products.

The municipality is strategically located within the cross roads of Cagayan de Oro, Bukidnon

and Cotabato provinces.

h. Economy

Agriculture Sector Existing Situation

Agriculture is the dominant sector. The total agricultural area used for crop production

makes up 18,825 hectares or 47% of Wao’s total land area. Barangays East and West Kili-kili, Buntongan, Katutungan, Buot, Cebuano Group, Kabatangan and Pagalongan have area devoted to irrigated rice production, while upland rice and non-irrigated rice are raises by almost all barangays. Based on the 2010 report of the Deparment of Agriculture and Fisheries (DAF) based in Wao, major agricultural crops present in the municipality are: corn, rice (irrigated, non-irrigated and upland), sugarcance, pineapple, rubber, coffe, fruit trees, banana and cassava.

At present, the municipality is directing its agricultural development efforts towards

production of high value commercial crops; such as: rubber, coffee and fruit trees, etc. Rubber commands a good price in the market and is suited to the area’s climate, type of soil and elevation. Planting coffee and fruit trees also help in protecting rolling terrains and steep slopes from soil erosion. In line with this direction, existing corn production in the next 10 years will be reduced to accommodate production of high value commercial crops. Major Agricultural Crops by Area, Production

Major agricultural crops in 2010 had an aggregate total volume of production accounted to 207,251. This production had an estimated aggregate value of Php 5.4 B which largely contributes to the local economy and export earnings of the country. Corn

Located strategically at the heart of Mindanao, Wao is a corn producing municipality. Its

annual production is one of the highest in the country. Although many landowners are now shifting to other crops, corn is still a major agricultural crops and corn trading is one of the major businesses in the locality. Corn still remains as Wao’s main crop. It had a total annual production of 127,236 metric tons with an estimated total production value of 1,526,970,000. Corn production has an average of 9.16 metric tons per hectare/year. Area planted to corn both yellow and white corn had utilized about 73% of the total area devoted to crop production. This constitutes around 13,780 hectares. Sugarcane

Sugarcane is considered as second major crop in the municipality due to area utilization

and volume of production. Sugarcane production had utilized an area of about 5.6% of the total municipal land area. This comprised 1,973 hectares with a production of 167,705 metric tons

valuing at Php 107,331,221. Planting of sugarcane also encroached to some areas in forestland/timberland. Rice

It is considered as the third major crop in the municipality. There are 3 areas of rice farming in the municipality: a) irrigated ricelands, b) non-irrigated ricelands (rainfed), and b) upland rice. Rice production had utilized about 6% of the total land area for agricultural production.This comprised a total of 1,066 hectares, broken down as follows: irrigated ricelands had occupied 537 hectares with a production of 4,510 metric tons (an average of 8.40 metric tons/ha./year), non-irrigated ricelands occupied 85 has. with a production of 416 metric tons (an average of 4.89 metric tons/ha./year), and upland rice had covered 444 has. with a production of 2,042 metric tons (an average of 4.60 metric tons/ha./year). Rice produced in 2010 had a total of 6,608 metric tons. Pineapple

Due to increasing demand of fresh fruits for export market, WDC/Unifrutti had utilized, at present, more than 300 hectares of pineapple plantations in the municipality. It constitutes about 1.59% of the total area devoted for agriculture. Pineapple plantation had a production of 21,250 metric tons in 2010. About 90% of pineapple production estimated at 900 thousand boxes per year with an average of 6 pieces of pineapples per box approximately valued at Php 3.6 Billion had been exported to other countries. Rubber, Coffee and Fruit-Trees The local government had invested so much on these crops with support from private sectors and other financial institutions to promote sustainable livelihoods, soil and water conservaton measures, diverse/multi-cropping system, and lastly, to conserve land resources and environment. This effort of the local government and other stakeholders to promote these crops started in 2006. These crops had already utilized about 3% of the total agricultural land area covering an area of 1,106 hectares. Areas devoted for each crop and corresponding production, are as follows: rubber had utilized 518 hectares with a production of 226 metric tons valuing at Php 13,560,000; coffee had utilized 250 hectares with a production of 122 metric tons valuing at Php 10,005,000; and fruit-trees had utilized 338 hectares with a production of 1,373 metric tons valuing at Php 41,190,000. Cassava, Banana and other High-Value Commercial Crops (HVCCs).

These crops were introduced in the municipality due to high demand in commercial crops. These crops had already utilized about 2.5% or 500 hectares of total agricultural lands with a production of 16,575 metric tons valuing at Php 37,621,900. Massive introduction of this crop since 2007 until 2010 was due to high demand in the market for local and foreign consumers. Existing Livestock and Poultry Farms

Aside from farming, many smallholder farmers in 26 barangays in Wao also engaged in

livestock and poultry raising. Livestock and poultry raising played an important role on the

growing rural communities in the locality. Most farmers in the locality do not really engaged in

large-scale livestock or poultry raising. Smallholder farmers and/or farmworkers raised

livestocks (both small and large ruminants) and poultry in their backyard in support to their

livelihood to augment income and daily food requirement especially poultry products. For many

smallholder farmers and/or farmworkers, livestock and poultry are ready source of cash in times

of need.

Among livestocks, large ruminants like carabao, cattle and horse had the most number

of heads. It accounts to about 7,414 heads or 92% of the total livestock population, while small

ruminants like goats, etc. comprised only 8% with only 1,048 heads. Large ruminants were

valued at Php123,493,000 as presented in Table 60. Raising of large ruminants like carabao is

important among farmers because carabaos are commonly used in farming, especially by small

farmers in the area. Horses were also raised in the locality because it is commonly used as a

means to transport farm products and other goods and services especially in the far-flung areas

in the municipality. On the other hand, many farmers also engaged in raising cattle just to

augment family income. Likewise, small ruminant like goats were also raised in the area with

1,048 heads valued at Php 2,096,000. While, swine and/or hogs had a total population of 3,038

heads valued at Php 9,114,000 mostly raised as backyard.

Poultry like chicken and ducks, as one among common sources of food and protein

needs of small farmers in the locality, had a total 9,868 number of heads. In 2010, poultry

production was valued at Php 5,921,000.

Generally, it can be gleaned from Table 60 that the existing livestock and poultry

production are still minimal and in small quantities, esp. small ruminants, at present. Although

the municipality aims to become one of the major producer of livestock and poultry outlined in its

one-town, one-product (OTOP) strategy, the production of livestock and poultry, however, could

not yet provide sustained support to meet the demand and consumption in commercial scale

especially on the supply of small ruminants like goats.

In this regard, the municipality had already invested in the production of high-breed

stocks and/or quality materials of small ruminants, especially goats, for the production of quality

meat and dairy products. These high-breed stocks and/or quality materials would be dispersed

to bonafide farmers within the municipality to increase production in terms of volume of small

ruminants.

Major and Minor Agricultural Occupations

About fifty three (53) percent of the total population of the municipality engaged in

farming, as shown in Table 62. It means that farmers comprised of 21,317 persons. Basically,

farming has been a major agricultural occupation because even some employees and local

businessmen in the municipality have also maintained farms and engaged in farming as one of

their major and alternative sources of income.

Out of the total number of persons directly engaged in farming, 34% or 7,285 are

farmers. Farmworkers/ farm laborers constitute 66% or 14,032 persons. Out of the total

farmworkers, 78% or 10,972 persons are residing in the rural barangays, while 22% or 3,060

persons reside in the urban center.

On the other hand, majority (81% or 17,265 persons) of the total workers in agricultural

sector reside in the rural. Those who reside in the urban comprised only 19% or 4,590 persons.

120 Individual Property Rights (IPR) Holders/ Households in the Community Watershed

of the Municipality of Wao and more or less 50 households with more or less 5 members in

each household are presently benefiting the project.

About 50 hectares of corn land is being served by this road.

13. Project Results:

The project is of great help to the farmers in Sitios of Banga, especially in the

upland/forest lands where mostly a number of IPR (Individual Property Rights) holders are

living. It hastened the transportation of their agricultural products from their farm to market. It

follows that transportation cost have gone down because of the project.

The project also is toward the location of the Eco-Tourism site presently develop by the

Local Government Unit of Wao.

14. Problem encountered/action taken

There is only one problem identified during the construction period and that is the

inconvenience for the truckers but it was well managed by the contractor then.
