According to the Government of Alberta website, as of Nov. 5 Smoky Lake County has had 1,642 reported cases of COVID-19. Of the 62 active cases last week, 22 were new. Smoky Lake County had 1,563 recovered cases and has had a total of 17 deaths. It had an active case rate of 740 per 100,000 people last week. For reporting purposes, Smoky Lake County includes the urban municipalities within it and the First Nations and Metis set- tlements adjacent to it. Sturgeon County has had a total of 1,554 reported cases. Last week there were 19 new cases and 49 active cases. Sturgeon had 1,496 recovered cases and has had a total of nine deaths. Its active case rate last week was 175 per 100,000 people. Thorhild County has had 170 reported cases of COVID-19. Last week it had zero new cases and four active cases. It had 165 cases reported recovered and has had one death. Its active case rate last week was 147 per 100,000 people. Sturgeon is divided into two reporting areas on the government website. Sturgeon County east has had 357 reported cases. Last week it had two new cases and four active cases. It had 352 cases reported recovered and has had one death. Its active case rate last week was 66 per 100,000 people. Sturgeon east includes Gibbons and Redwater. Sturgeon County west and the smaller urban centers within it have had a total of 1,197 reported cases. Last week there were 17 new cases and 45 active cases. The Sturgeon Refinery has settled into long-term production of diesel from bitumen. “We’re in that steady, stable, and boring operations state,” said External Relations manager Vanessa Goodman during the Nov. 3 ‘Life In The Heartland Fall Industry Update’. “We’re really happy to be at the point where we’re taking that 50,000 barrels of bitumen and turning it into 40,000 barrels of diesel and other products.” She noted that while this stage lacks exciting announcements, it is appreciated by operations and maintenance staff. The refinery has 200 to 300 people working on site. Because of the COVID-19 pandemic, many of the administrative staff are currently working from home. Goodman said the immediate future holds much of the same, with supply and services continuing to be purchased locally as much as possible. The refinery began producing diesel from crude in November 2017 and began full oper- ations of converting bitumen to diesel in April 2020. It uses 50,000 barrels per day of bitu- men. Since beginning operations, the refinery has captured about 1.5 million tonnes of carbon dioxide. Sturgeon Refinery is happily at the boring stage -- processing 50,000 barrels of bitumen daily

Lions secretary Dave McRae said thedonation means that once per month every student can get a hot dog lunch, and other supporters of the program ensure that thehot lunch program is successful throughout the school year. The Lions Club received a hand made and colored ‘Frank You’ cardfrom the Society. It will become part of the club’s archives and memorabilia collection.

Al deGroot, a Food Bank volunteer, looksover the boxes of donations fromWaskatenau. The Redwater Foodbank hasreceived a generous donation from the HolyFamily Catholic School in Waskatenau. TheLeader Core Group is made up of volunteerstudents from grade 7-11 who set up socialjustice projects within the school to help boththeir school community and the surroundingcommunity. Through their "ThankfulTuesday" project, the students brought itemsfor the foodbank on Tuesdays throughoutOctober. The kids also collected foodbankdonations from the citizens of Waskatenauduring Halloween as part of their "Stop theHunger" campaign. Their efforts resulted in957 pounds of food and $343 for theRedwater foodbank. A number of RedwaterFoodbank volunteers picked up the foodfrom the school and unloaded it at the foodbank. The foodbank is thankful for thewonderful volunteers they have. With winterfast approaching the foodbank is seeing asteady increase in clients. A heartfelt "thank-you" went out to the residents ofWaskatenau and the staff and students ofthe Holy Family Catholic school for helpingthe food bank to keep its shelves stocked.

Among local municipalities, Sturgeon Coun-ty was the only one in line with provincial timechange referendum results with a majority vote

against having daylight savings time through-out the year.

The referendum question read: Do you want

Alberta to adopt year-round Daylight SavingTime, which is summer hours, eliminating theneed to change our clocks twice a year?

Results of the time change referendum voteposted on the provincial government websiteshow that in Sturgeon County (includingAlexander First Nation and Alexander IndianReserve #134) 4,554 residents voted with 49.3percent voting yes and 50.7 percent no.

The provincial total result was 49.8 percentyes and 50.2 percent no.

In Thorhild County 56.2 percent of the 1,147residents who voted in the referendum said yesand 43.8 percent no.

The variance was even greater in SmokyLake County (including Saddle Lake CreeNation, Whitefish Lake Indian Reserve #128)where 1,035 voters had results of 58.1 percentyes to 41.9 percent no.

Area urban centers showed similar results.In Redwater the 647 referendum votes were

split with 57.6 percent yes to 42.4 no.To the east the yes vote was over 60 percent.The Town of Smoky Lake results from 487

voters were 60.6 percent yes to 39.4 percent no.In Vilna 72 residents voted 66.7 percent yes

and 33.3 percent no while in Waskatenau 35residents voted 62.9 percent yes and 37.1 per-cent no.

Urban centers within Sturgeon County allhad yes votes, but the margins were closer.

The 2,640 Morinville residents who voted inthe referendum were split with 53.8 percent

voting yes and 46.2 percent no.Legal had 379 residents vote in the referen-

dum with the result of 54.3 votinng yes and45.7 percent no.

Bon Accord had 361 votes cast in the refer-endum, with 53.5 percent voting yes and 46.5no.

In Gibbons the 782 referendum votes were51.9 yes and 48.1 no.

In accordance with the Environmental Protection and Enhancement Act, Agrium Inc., awholly owned subsidiary of Nutrien Ltd., has applied to Alberta Environment and Parksfor an amendment to an existing approval for the company’s Redwater FertilizerManufacturing Plant (Redwater Facility).
