    Mercer Elementary School, which is not on the National Register of Historic Buildings, and originally constructed in 1973, is a 2 story, 96,156 square foot brick school buildinglocated in a suburban, residential setting. The existing facility features a conventionally partitioned design that was originally designed to be an Open Concept, and does not utilimodular buildings. The structure of the overall facility contains a structural concrete frame with brick veneer on a non-load bearing masonry wall type exterior wall construction,with concrete masonry units, brick, metal stud framed partitions with gypsum board, operable partition, and demountable partition type wall construction in the interior. The basefloor system of the overall facility has a combination of concrete slab on grade and steel deck on steel joist with concrete topping type construction. The floor system of the secofloor of the overall facility is cast-in-place reinforced concrete type construction. The roof structure of the overall facility is metal form deck on steel joist type construction. Theroofing system of the overall facility is a combination of fully adhered EPDM membrane roof system that was installed in 1997, an asphalt built-up roof system with gravel wearcoat that was installed in 1997, and a standing seam metal roof that was installed in 1973. The ventilation system of the building is generally adequate to meet the needs of theusers. The Classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of oneGymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a non-compliant security system. The building has anon-compliant manual and automatic fire alarm system. The facility is not equipped with an automated fire suppression system. The building is reported to contain asbestos andother hazardous materials. The overall building is not compliant with ADA accessibility requirements. The school is located on a 25.0 acre site shared with Turpin High Schooladjacent to residential properties. The property and playgrounds are partially fenced for security. Access onto the site is unrestricted. Site circulation is fair for vehicular traffic anpoor for pedestrian access. There is no dedicated space for school buses to load and unload on the site, and is not separated from vehicular traffic. Parking for staff , visitors and

    community events is adequate.

    The facility was originally constructed as a Middle School and was later converted into the current Elementary School. Water service originates from Turpin High School, which islocated on the same site.

    Facility Assessment

    A. Heating System

    Description: The existing system for the 1973 Original Construction is an electric-fired resistance type heating system, installed in 1973 with incrementalupgrades, and is in fair to poor condition. The system in the 1973 Auditorium Fixed Seating Areas is an extension of that found in the 1973Original Construction. 2-pipe vs. 4-pipe designations are not applicable in this facility due to the facility being equipped with electric-firedresistance type heating and DX cooling, which is not compliant with the OSDM requirements for basic system type. Heated air is distributed viaelectric radiant baseboard heaters, cabinet heaters, wall heaters, indoor air handling units, electric VAV boxes with re-heat, and ducted packagedroof-top HVAC units. The terminal equipment was installed in 1973 with incremental upgrades and is in fair condition. The system appears tocomply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. TheHoneywell DDC type system temperature controls were installed in 2008 and are in good to fair condition. The system does not feature individualtemperature controls in all spaces required by the OSDM. The overall system does not feature any central energy recovery systems. The facilityis not equipped with louvered interior doors to facilitate Corridor utilization as return air plenums. The existing system is ducted, but the ductworkcannot be integrated into a possible future system due to arrangement, air volume, and routing of existing ductwork. The overall heating system isevaluated as being in safe but inefficient working order, and long term life expectancy of the existing system is not anticipated. The structure isequipped with central air conditioning, except for the Gymnasium, Locker Rooms, and both floors of the connector Corridor. The site does notcontain underground fuel tanks.

    Rating: 3 Needs Replacement

    Recommendations: Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School DesignManual standards. Replace existing ductwork to facilitate efficient exchange of conditioned air.

    C. Ventilation / Air Conditioning

    Description: The overall facility, with the exception of the Gymnasium, Locker Rooms, and both floors of the connector Corridor, is equipped with multipleseparate DX type central air conditioning systems, which are in fair condition. The DX type air conditioning systems are comprised of multipleroof-top and pad-mounted air-cooled scroll condensing units from York and Carrier (Weathermaker), were original to the Facility with upgradesfrom 2002 to 2013, and are in good to fair condition. Refrigerant is supplied to multiple indoor air handling units, by Carrier and Air ZoneInternational, which distributes the cooling forced air to VAV and CAV boxes. Isolated room systems consisting of ducted packaged roof-topHVAC units and ducted split HVAC units, with the condenser mounted separately on the ground, are provided in multiple Administrative locationsThe ventilation system in the overall facility of indoor air handling units and ducted packaged roof-top HVAC units, installed in 1973 with upgradesfrom 2002 to 2013 and in good to fair condition, providing fresh air to Classrooms, and other miscellaneous spaces such as Gymnasiums,Student Dining, and Media Center. Relief air venting is provided by ducted returns, ceiling plenums, indoor air handling units, ducted packagedroof-top HVAC units, and central relief fans. The ventilation system appears to meet the Ohio Building Code 15 CFM per occupant fresh airrequirement. The overall system is not compliant with Ohio Building Code and Ohio School Design Manual requirements. Dust collection systemsare not required in this facility. The Art program is equipped with a kiln, and existing kiln ventilation is inadequate, due to age and condition.General building exhaust systems for Restroom, Storage Rooms, Art Rooms, and Custodial Closets are inadequately placed, and in faircondition.

    Rating: 2 Needs Repair

    Recommendations: Provide an air conditioning system to meet with Ohio Building Code and Ohio School Design Manual requirements. Pricing included in Item A.Replace general building exhaust systems located in Restrooms, Storage Rooms, and Custodial Closets.     D. Electrical Systems

    Description: The electrical system provided to the 1973 Original Construction is a 277/480 volts, 4000 amp, 3 phase and 4 wire system installed in 1973, andis in fair to poor condition. The system in the 1973 Auditorium Fixed Seating Areas is an extension of that found in the 1973 Original ConstructionPower is provided to the school by a single utility owned, pad-mounted transformer located outside the Art Classroom, and in fair condition. TheGeneral-Electric panel system, was installed in 1973, is in fair condition, and cannot be expanded to add additional capacity. The Classrooms arenot equipped with adequate electrical outlets. The typical Classroom contains four (4) general purpose outlets, one (1) dedicated outlet for eachClassroom computer, and zero (0) dedicated outlets for each Classroom television. Some Classrooms are equipped with as many as five (5)general purpose outlets, while others are equipped with as few as three (3) general purpose outlets. There are not any spaces that have noelectrical outlets. The Corridors are equipped with adequate electrical outlets for servicing. Adequate GFI protected exterior outlets are providedaround the perimeter of the building. The facility is not equipped with an emergency generator. Adequate lightning protection safeguards are notprovided. Stage lighting power system including control panel, breakers, and dimmers is inadequately provided, in fair to poor condition and doesnot meet OSDM requirements. The overall electrical system does not meet Ohio School Design Manual requirements in supporting the currentneeds of the school, and will be inadequate to meet the facilitys future needs.

    Rating: 3 Needs Replacement

    Recommendations: The entire electrical system requires replacement to meet Ohio School Design Manual guidelines for overall capacity due to condition and age,lack of OSDM-required features, and to accommodate the addition of an air conditioning system. Provide new transformer due to age andcondition, with funding to be coordinated with the Utility Company. Provide an emergency generator, with funding included in the electrical systemreplacement. Provide adequate lightning protection safeguards in the overall facility, including associated grounding system, with fundingincluded in the electrical system replacement. Provide control panel, dimmers, and breakers to support the Stage lighting system, with fundingincluded in the electrical system replacement.

    E. Plumbing and Fixtures

    Description: The service entrance is not equipped with a reduced pressure back flow preventer. The water service is a 3 line originating from Turpin HighSchool, which is located on the same site. A water treatment system serving the Kitchen is provided and is in good to fair condition, but is notrequired. The domestic water supply piping in the overall facility is copper, was installed in 1973, and is in good condition. The waste piping in theoverall facility is a combination of cast iron and PVC, was installed in 1973 with incremental upgrades, and is in good condition. The facility isequipped with two 119 gallon AO Smith electric water heaters in good condition serving the Kitchen and West wing and one 85 gallon Rheemelectric water heater installed in 2010, and is in good condition serving the East wing. The school contains 5 Large Group Restrooms for boys, 5Large Group Restrooms for girls, 1 Restroom associated with specialty Classrooms, 1 unisex Restroom for students, and 5 Restrooms for staff.No Locker Room Restrooms for boys or girls are present as the existing spaces have been converted to Storage and Music areas. Boys LargeGroup Restrooms contain 2 ADA and 7 non-ADA floor mounted flush valve toilets, 3 ADA and 12 non-ADA wall mounted flush valve urinals, aswell as 1 ADA and 16 non-ADA wall mounted lavatories with wood frame reinforcing. Girls Large Group Restrooms contain 2 ADA and 17non-ADA floor mounted flush valve toilets, as well as 2 ADA and 14 non-ADA wall mounted lavatories with wood frame reinforcing. Staff LockerRoom Restroom contains no ADA and 1 non-ADA wall mounted flush valve toilet, as well as no ADA and 1 non-ADA countertop mountedlavatory, as well as no ADA and 1 non-ADA shower. Staff Restrooms contain no ADA and 3 non-ADA floor mounted flush valve toilets, no ADAand no non-ADA urinals, as well as no ADA and 3 non-ADA wall mounted lavatories. Condition of fixtures is good to fair. The facility is equippedwith 2 ADA and 12 non-ADA electric water coolers, in fair condition. The 40 Elementary Classrooms are not equipped with the required lavatorymounted type drinking fountains. The Music Room is equipped with 5 non-ADA countertop mounted lavatories. Special Education Classroom isnot equipped with the required Restroom facilities, but a dedicated ADA Restroom is located in the East wing. Kitchen is equipped with therequired Restroom, and fixtures are in good condition. Heath Clinic is equipped with the required Restroom, and fixtures are in good condition.Pre-Kindergarten Classrooms are equipped with Restroom facilities, and fixtures are in good condition. Kindergarten Classrooms are notequipped with Restroom facilities. Kitchen fixtures consist of 2 single compartment sinks, 1 double compartment sink, 1 triple compartment sink, 1dishwasher, 1 disposal, and 1 hand sink which are in good condition. The Kitchen is equipped with a satisfactory grease interceptor. The Kitchenis provided the required 140 degree hot water supply via a booster water heater under the dishwasher, which is in good condition. The schoolmeets the OBC requirements for fixtures. Relative to LEED requirements, the school is not equipped with low flow type fixtures. Per OBC andOSDM requirements this facility should be equipped with 16 toilets, 4 urinals, 18 lavatories, 40 Elementary Classroom lavatories, 40 Classroomlavatory mounted type drinking fountains, and 9 electric water coolers. Observations revealed that the school is currently equipped with 38 toilets,15 urinals, 34 Restroom lavatories, 12 Elementary Classroom lavatories, no Classroom lavatory mounted type drinking fountains, and 14 electricwater coolers. ADA requirements are not met for fixtures and drinking fountains (see Item O). Custodial Closets are properly located and are

    adequately provided with required service sinks or floor drain sinks, which are in fair condition. Science Classrooms / Project Laboratories areequipped with the required gas connections, but are not equipped with required utility sink, compressed air connections, and safety shower /eyewash. Art Classroom is equipped with 4 non-ADA countertop sinks with solids interceptors. Due to existing grade configuration, no Biology orChemistry Classroom acid waste systems are required. Adequate exterior wall hydrants are not provided.

    Rating: 2 Needs Repair

    Recommendations: Due to age, condition, LEED, and OSFC requirements provide 30 new lavatories in the Large Group Restrooms, 1 new urinal, 14 new electricwater coolers, 28 new Elementary Classroom lavatories, 40 new lavatory mounted type drinking fountains, and 5 new service sinks for theCustodial Closets. Replace 6 countertop mounted lavatories for ADA access in Restrooms. Provide 6 new exterior wall hydrants. Provide reducedpressure back flow preventer. See Item O for replacement of fixtures related to ADA requirements. Provide the Science Classrooms with therequired utility sink, compressed air connections, and safety shower / eyewash.

    Description: Except for the Building Connector the overall facility is equipped with non-thermally broken aluminum frame windows with double glazed insulatedglazing type window system, which was installed in 1973, and is in fair to poor condition.     Description: At the site, there is an accessible route provided from the public right-of-way, the accessible parking areas, and from the passenger unloadingzone to the main entrance of the school.     P. Site Condition

    Description: The 25 acre sloped site is located in a suburban residential setting with generous tree and shrub landscaping. The site is shared with Turpin HighSchool and associated athletic complex. Outbuildings include concession, restrooms, dugouts, and pressboxes associated with the athleticcomplex. There are reported problems with erosion or ponding, however the district has corrected the issues to date. The district also reports thesite in general has a poor soil quality that has contributed to the overall ponding and erosion issues. The site is bordered by lightly to moderatelytraveled city streets. A single entrance onto the site impedes proper separation of bus and other vehicular traffic, and one way bus traffic is notprovided. There is a curbside bus loading and unloading zone in front of the school, located in the parking lot, which is not separated from othervehicular traffic. A dedicated bus loop is not provided for student loading and unloading. Staff and visitor parking is facilitated by multiple asphaltparking lots shared with Turpin High School, in fair to poor condition, containing 462 parking places, which provides adequate parking for staffmembers, visitors, and the disabled. The site and parking lot drainage design, consisting of sheet drainage, retention basin, and catch basinsprovides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in good to fair conditionare appropriately placed. Concrete sidewalks are properly sloped, are not located to provide a logical flow of pedestrian traffic, and are in good tofair condition. Trash pick-up and service drive pavement is heavy duty is in fair to poor condition, and is not equipped with a concrete pad area fordumpsters. Exterior stairs are in good to fair condition and feature non-compliant handrails in good condition. The site and playgrounds arepartially fenced for security, but are separated from vehicular access. The athletic complex is provided with a fence and is separated fromvehicular access. The playground equipment is primarily constructed of coated steel, metal, and high density plastic, and is in good condition.Playground equipment is placed to provide compliant fall zones, and on a compliant wood fiber mulch soft surface of sufficient depth, and a hardsurface with a basketball court and painted game lines being provided on an asphalt and concrete surfaces. The site and playground areas areequipped with sufficient tables, benches, and athletic equipment in good condition. The athletic facilities are comprised of a football field withintegral track, baseball fields, softball field, practice field, and tennis courts, and are in good condition. Site features are suitable for outdoorinstruction, which is enhanced through the Districts provision of benches, tables, and athletic equipment. Due to the size of the shared siteexpansion is not recommended. The site is sloped and has a heavily wood area bordering the property and the adjacent homes.

    Description: The overall facility is not equipped with an automated fire suppression system. Exit Corridors are situated such that dead-end Corridors are notpresent. The facility features 4 interior stair towers, which are not protected by two hour fire enclosures. The facility features 1 exterior concretestairway providing egress from intermediate floors, which is in fair to poor condition. Guardrails are constructed with vertical bars with less than 4clearance on the East wing of the facility, but guardrails do not meet the 4 ball test, and do not extend past the top and bottom stair risers asrequired by the Ohio Building Code on the West wing of the facility. The existing water supply isprovided by a tie-in to the municipal system extended from Turpin High School, and is insufficient to meet the future fire suppression needs of theschool. Rooms with a capacity greater than 50 occupants are equipped with adequate egress.
