PATENT: a valuable primary information source
PATENT AS A DOCUMENTARY SOURCE
A Patent ensures the inventor to receive the exclusive
right to control exploitation of the invention and to
realize any profits for a specific length of the time, in
exchange for disclosing an invention to the public.
PATENT: a valuable primary information source
As Patents represent extremely valuable intellectual
property right and the Patent policies are varied from
country to country. Accessibility of documents on
different Patent related information become a basic
needs for the researchers and related communities
because patents provide information on the general
utility of the invention and information about the
practical application of the invention in industry.
INFORMATION CYCLE & PATENT
In traditional pattern of information flow, knowledge
organization pattern and communication channels cannot
fulfill today’s demand when more and more information
specialists have an increasing need to search the full text
appears to be further away than ever before. Though the
application of web technology based information retrieval
system has brought a significant change to the access of the
patented knowledge.
Patent as Open Access Repository Item
Now emergence of the concept of Open Access Repository has created a great opportunity to archive the patent documents in digital format and organize the information for public access without any barrier of time, place. Among 1178 open access repositories of the world, 33 repositories include patent as repository item to open their research literature to the world wide and contribute to the knowledge economy.
Patent as Open Access Repository Item
According to Directory of Open Access Repository (Open DOAR) survey, among forty two (42) Open Access Indian Repositories, six (6) Indian institutions- Central Marine Fisheries Research Institute, National Chemical Laboratory, University of Delhi, National Metallurgical Laboratory, Information Centre for Aerospace Science and Technology, Indian Institute of Science (IISC) have included patent as ‘repository item’. Institution like IISC provide full text patent document with relevant metadata.

Why Open Source Software as platform?
From the beginning, Digital Repositories have been developed mainly on Open Source Software platform, which is consistent with its philosophical backbone. According to Directory of Open Access Repository (Open DOAR) survey (updated on 24th November, 2010), more than 60% open access repositories have been developed on Open Source Software platform.
Patent as Open Access Repository Item
Why Open Source Software as platform?
Three of the most popular IR software platforms are DSpace, ePrints and Fedora are FOSS(Free and Open Source Software). Not only Free, Freedom is the key of its popularity and acceptance.

Why Open Source Software as platform?
Open Source Repository Software like Dspace, ePrint provide content management facilities to archive patent documents in open access repository maintaining international standards, bypassing the financial, licensing and customization hazards.

Structure
Customize Metadata Schema
a case study on DSpace
DSpace use Qualified Dublin Core as default metadata schema as metadata format.
To overcome the problem of insufficient metadata fields to adjust patent documents within Dspace, a metadata structure can be designed.
Customize Metadata Schema
By using 'Administrator Tools' and
'Metadata Schema Registry' the
necessary changes are done to
make the schema usable for patent
documents.

Submission Form Designing
Providing metadata to describe patent item according to customize metadata structure within Dublin Core metadata schema by changing ‘Metadata Registry’ (following Table ), the submission form has been designed.
To design the particular submission form for a particular collection (may be for a particular document type) the necessary changes have done in input-forms.xml file by following methods.
Information Retrieval
Different information retrieval tools and techniques are used in repository software. Meta tag specific different Searching, browsing facilities are for patents in open source software based open access repositories.

Licensing Issues
The license can be designed for open archiving of patent documents. It is distinctly declared that the problems will be solved on the basis of national and international patent and intellectual property right acts.
Customize License for submitting patent documents Example on DSpace platform
Policy Declaration
The basic objectives and copyright policy of the patent repository can be declared through software provided different templates to aware users about knowledge organization pattern and IPR policies.
Designing Knowledge Organization Structure
Knowledge organization pattern structure are varied with repository platforms. DSpace provide hierarchical community, sub- community, collection pattern. Separate community can be created for Patent or patents can be submitted as collection of other communities.
In future, it will be hoped large number of open access repositories will include patents as knowledge item with relevant metadata and information retrieval tools so that patented knowledge will be opened for all.
