• Measures of Merit (MOMs) should directly link to established assessment objectives– Identify selected MoMs, their thresholds and standards, their

means of collection, their relationship to assumptions and assessment processes, and their imposed constraints

• Review reliability and validity for the selected MoMs– Determine level of confidence for each MoM

• Establish and measure control variables to correlate MoMs in a spectrum of multiple scenarios
