Teacher Keys Effectiveness System

The Teacher Effectiveness Measure (TEM)

What is it? A rating level based on documentation and data collected from components of the TKES: The TAPS Summative and Student Growth results.

Who gets one? All teachers who have provided instruction for 65% of a course for either a tested or non-tested subject (or both if both are taught), and who have an aggregate of 15 growth results in either measure, will receive a Student Growth score. The Student Growth score in a given year is based on the previous year’s data.

Teacher Assessment on Performance Standards (TAPS)

An overall TAPS rating is calculated by adding the point values for each of the ten Performance Standards and comparing the sum to the following rating levels to determine a final rating:

Student Growth: SGP and SLO Data

Student Learning Objectives (SLOs) The measure of student growth for non-state assessed courses is the

Student Learning Objective.

Student Growth Percentiles (SGPs) The measure of student growth for core state-assessed courses is the Student

Growth Percentile.

A growth percentile can range from 1 to 99.

The mean Student Growth Percentile (MeanGP) for all students in state-assessed courses taught by a teacher will be used in calculating the TEM.

TEM Determination Each teacher’s TEM rating is determined by combining his/her TAPS and

Student Growth ratings using the TEM matrix.

Leader Keys Effectiveness System

Leader Effectiveness Measure (LEM) What is it? A rating level based on

documentation and data collected from all three components of the LKES: The LAPS Summative, Student Growth results, and Achievement Gap Reduction.

Who gets one? All leaders employed and present at least 65% of the school year shall be evaluated using at least one growth measure in order to receive a Leader Effectiveness Measure (LEM); AND All leaders who have an aggregate of 15 growth results in either measure, will receive a Student Growth score. The Student Growth score in a given year is based on the previous year’s data.

Leader Assessment on Performance Standards (LAPS)

The LAPS component of LKES provides evaluators with a qualitative, rubrics-based evaluation method by which they can measure leader performance related to eight quality performance standards that are scored from 0 to 3 (sum score can range from 0-24).

Student Growth: SGP and SLO A leader who receives an overall Student Growth rating will have growth

that is based on the aggregated school-level results from SGPs, SLOs, or a combination of the two.

Student Learning Objectives (SLOs)

Achievement Gap Reduction The difference in student performance between the school’s

lowest-achieving 25% of students (focal group) and the state’s mean performance (reference group)

Gap size: calculated between a focal group and reference group Gap change: calculated from year to year, represents a change

in the gap size from the previous year to the current year How is it calculated? For each subject, schools receive a rating for both gap size and

gap change. A final subject score is the higher of the two ratings.

The overall Achievement Gap Reduction Score is calculated by averaging the final subject scores.

LEM Decision Table

LEM Scoring Example Leader A just received the results of her LAPS Summative Assessment,

which included ratings for each of the 8 Performance Standards and an overall LAPS rating. She received 17 points total for her LAPS Summative Assessment, giving her a LAPS rating of Level III.

She received her SLO and SGP ratings. She had a mixture of SLO and SGP student results in her school, and these were averaged to calculate her overall Student Growth Rating. Her combined growth score rounded to a 3, resulting in a rating of Level III.

Leader A was also given her Achievement Gap Reduction rating. She received a Level II rating after the final subject Gap Size and Gap Change scores for each subject taught in her school were averaged together.

Using those three ratings and the LEM Decision Table, Teacher A was given a final Leader Effectiveness Measure of Proficient.

The total amount of funds set aside for Merit Pay must be used. The remaining funds will be disbursed evenly across the top 10% teachers and leaders. If the teacher or leader numbers increase in 2014-2015, this additional amount will be reduced.
