Why should GNDR do it?
• GNDR is recognized as a credible and legitimate actor by governments and the UN for its ability to mobilize a vast network; coordinating local organisations to report on local conditions.
• These qualities place GNDR ideally to investigate and report on how Action and Learning can strengthen people-centred resilience.
• GNDR’s 500 CSO members operate worldwide.
• VFL methodology draws together CSOs in data gathering, analysis and advocacy.

1. Analysis of all programmes, leading to production of reports presenting findings on factors which enable local populations to reduce their vulnerability, and factors that constrain them.
