Optimizing Procurement and
Supply Chain Processes for Greater Value:
Case Study Approach
As organizations, both public and private strive to cope with increasingly complex global supply chains, where
commodities and components are purchased from all over the world, the procurement and supply chain process
activities starting with budgeting, procurement planning, specifications development, bid document preparation, bid
clarifications, bid opening, bid evaluation, professional opinion writing, award and notification, contract management and exit
are inefficiently performed thus increasing costs and losses to organizations.
The role of procurement extends far beyond the function of obtaining goods and services in response to internal needs. It
affects many other aspects of a company and is one of the functions that makes everything else run smoothly. Therefore,
optimizing procurement and the entire supply chain processes will save the company time and money as well as manpower.
In particular, this practical approach training has identified three key areas with cases studies on each which usually cause
challenges to buying organizations where procurement and supply chain could be improved to add significant value:

Budgeting and Procurement Planning: The ultimate goal of budgeting and procurement planning is to coordinate and integrate action
to fulfil a need for goods, services or works in a timely manner and at a reasonable cost. Early and
accurate planning is essential to avoid last minute, emergency or ill-planned procurement, which
is contrary to open, efficient, effective and transparent procurement. In addition, most potential
savings in the procurement process are achieved by improvements in the planning stages.
Bid Document Preparation: Bidding documents also referred to as solicitation documents, are used to request potential
suppliers to offer a quotation, bid or proposal to provide the required goods, services or
works. Preparation of solicitation documents covers the process of assembling and formalizing
the information and documentation necessary for potential suppliers to prepare responsive
and easily comparable offers, consistent with the requirements of the buying organization.
Bid Evaluation and Professional Opinion Writing: The main purpose of bid evaluation is to determine the lowest evaluated substantially responsive
bid among the bids submitted. The lowest evaluated substantially responsive bid may or may
not necessarilybe the lowest priced bid. In order to determine accurately the lowest evaluated
substantially responsive bid in accordance with the terms and conditions of the bidding document,
a logical systematic evaluation procedure designed to cover all aspects of the evaluation process
as described in the bidding document must be followed.
Delivery Methodology: The training will be delivered by renowned and seasoned Procurement Practitioners,
Consultants, Specialists and Experts. The course will be interactive, relying on short introductory
slide presentations, practical case studies, group exercises and presentations by participants.
This is aimed at helping participants address key challenges of the procurement and supply
chain processes. In addition, the course will incorporate pre testing and post evaluation.
