On behalf of Mayor Lori E. Lightfoot and the Chicago Department of Aviation (CDA), I want to thank you for your continued partnership as we embark on one of the biggest and most exciting projects in our City’s history: O’Hare 21.

The CDA is focused not only on what we are building but who will be doing the building. No one knows and appreciates the power of procurement to drive meaningful change, transform communities and provide opportunities better than Mayor Lori Lightfoot, and her vision of a City that is more equitable and inclusive are the principles that guide the work we do here at the airport.

By working together to deliver O’Hare 21, the CDA and its contract partners can continue to offer economic opportunities for our communities while furthering the momentum behind Chicago as a global leader in air travel. The $8.5 billion program is critical to O’Hare International Airport’s long-term viability, not to mention Chicago’s standing as a destination and hub for commerce and tourism. This program represents an unprecedented opportunity for local participation, including contracting opportunities at all levels and tens of thousands of jobs.

The CDA is leveraging the scale and scope of this historic project so that businesses throughout Chicago and the Chicagoland area have the opportunity to participate in and benefit from O’Hare 21 and Midway’s ongoing capital improvements. This emphasis on inclusion and empowering communities will foster economic growth in the region for years to come.

As I look back at the growth and resilience our airport community has displayed over recent months, I cannot overstate how proud I am of what we have all accomplished together. O’Hare and Midway are catalysts for growth and opportunity for Chicago’s 77 communities and the entire Chicagoland area. I am hopeful that our partnerships will only continue to grow as we reconnect the world to Chicago and Chicago to the world, and I am confident that we will continue to work in the same spirit throughout the rest of 2021 and beyond.

This project includes the modernization of four restrooms located in Terminal 5 at O’Hare International Airport (ORD). Two of the four restrooms will integrate a family restroom. The design shall incorporate the latest airport restroom standards while achieving compliance with Americans with Disabilities Act (ADA) requirements and all applicable codes and ordinances. Construction will be performed in two phases.

The project work scope includes the replacement of approximately fifty (50) percent of the existing electrical and lighting infrastructure in the Ring Tunnel inclusive of cost saving LED lighting. The work will include the removal and replacement of conduit, wiring/cable, fixtures and Life Safety Improvements in approximately 196,000 SF of the entire 392,000 SF tunnel.

The Chicago Department of Aviation has implemented the Construction Manager at Risk delivery method to build select projects in the O’Hare 21 program.

WHAT IS THE CMR DELIVERY METHOD?The Construction Manager at Risk (CMR) Delivery Method is a construction delivery method. Unlike traditional Design-Bid-Build projects where a general contractor is selected based on a low bid, the CMR Delivery Method engages the builder during the design stage for input on schedule, budget, and constructability. The CMR procures the work of subcontractors via bid packages and holds the contracts with its subcontractors. It manages the subcontractors and acts as the construction manager to provide expedited field direction, on-site safety programs and quality assurance, and acts as a general contractor ensuring the subcontractors are building in accordance with plans and specifications. The CMRs release packages that are specific in their scopes and sizing to provide opportunities for firms to successfully work at the airport and increase their capabilities and range. The unbundling of the trade packages that might otherwise be bid out as larger packages allows for important growth for small to medium sized Chicago businesses in the O’Hare 21 Program.

APP’s work includes construction of a 10-gate extension to the existing International Terminal (T5), installation of a new baggage system that will serve the entire expanded terminal, and completion of numerous capital improvements in and adjacent to the existing terminal. These projects will increase numerous terminal functions and significantly improve the passenger experience with amenities such as new airline lounges and concessions.

TPAP’s current efforts focus on the realignment of the major taxiway network immediately south of Terminals 1 and 2. Work includes realigning portions of Taxiways A and B in preparation for the construction of the new O’Hare Global Terminal and new concourse satellites. Work includes relocation of a significant number of underground utilities, earthwork, paving, and the installation airfield lighting and signage. A major challenge for TPAP is the coordination of construction with aircraft movements.

AHCB’s projects include the rehabilitation of Runway 4R-22L, the Lower Level Utility and Pavement Reconstruction work in front of Terminals 1, 2, and 3 which will replace 60 year old water mains and electrical duct banks, rehabilitation of the Airport’s Elevated Parking Structure, and the construction of the Terminal 5 Parking Garage. This project will be a six level, cast-in-place structure with helical ramps at each end of the garage.
