F O R E W O R D
2016 will go down in history as the year in which a political
earthquake took place in the United States. On 8 November,
to the surprise of many, Donald J. Trump was elected the
45th president of the country. It is difficult to predict what
exact consequences this election will have on transatlantic
relations, given the contradictory signals from Washington.
One thing, however, seems certain: the defense budgets of
most European NATO allies will have to increase
dramatically if we want to keep the United States militarily
engaged in Europe. Another certainty is that “we are in for a
bumpy ride,” to quote the Netherlands Atlantic
Association’s Board Member Ton van Loon.
It goes without saying that in 2016 the Netherlands Atlantic
Association paid a lot of attention to the US elections and
the legacy of Trump’s predecessor, Barack Obama.
Examples of programs on this subject were the well-
attended education conference in Utrecht and a study visit
for journalists to Ohio and Washington on the eve of the
elections. This last program resulted in a large number of
articles, both in print and online.
Another important event in transatlantic relations in 2016
was the NATO Summit in Warsaw on 8 and 9 July.
Considerable attention was also paid to this in various of
the Netherlands Atlantic Association’s programs, such as
the speech by the Deputy Secretary-General of NATO,
Alexander Vershbow, who addressed a full house in The
Hague on 8 April. A special English-language issue of
Atlantisch Perspectief was dedicated to the NATO Summit
as well.
The StudiumGenerale program of the Netherlands Atlantic
Association has been the flagship of the organization for
some years now. More than 80 promising young
professionals have participated in the program, which gives
them the chance to view Dutch foreign policy from different
perspectives and build an (additional) network. In 2016, the
sixth edition of this highly appreciated program took place.
The participants visited, among other places, the Dutch
Central Bank, Shell, Damen Shipyards, and the Dutch
Ministry of Defense.
It is with pleasure that we can determine that the programs
of the Netherlands Atlantic Association are well attended
and clearly meet a need for information. It is also inspiring
that an increasing number of young people find their way to
the Netherlands Atlantic Association. Indeed, how could it
be otherwise, as we live during an inflection point in
history?
There is thus all the more reason for the Netherlands
Atlantic Association to get the most out of our limited
resources to perpetuate these positive trends.

Representatives of major political parties, as well as
experts in the fields of transatlantic relations and security
policy, are represented on the Board and the Executive
Committee (which is part of the Board) of the Netherlands
Atlantic Association. The Executive Committee and the
Board meet at least twice and three times a year,
respectively.
There were two changes in the composition of the Board in
2016.
André Szász (former Director of the Dutch Central Bank)
stepped down from the Board. He had been a member since
1997.
Hester Somsen (Director of Security Policy of the Dutch
Ministry of Foreign Affairs) joined the Executive Committee
in November as an Observer from the Dutch Ministry of
Foreign Affairs. She succeeded Pieter Jan Kleiweg de
Zwaan, who had held this position since 2015.

StudiumGenerale
The StudiumGenerale program of the Netherlands Atlantic
Association has been in existence since 2011 and is aimed
at talented young professionals with a government or
business background. Its main purpose is to encourage
participants to look at transatlantic relations from different
perspectives. A second purpose is to expand the network of
both the participants and the Netherlands Atlantic
Association.
In 2016, the fifth year of the StudiumGenerale program came
to an end, and the sixth year of this successful program
began. The subjects of the ten meetings varied, but broadly
speaking they dealt with the (new) world order from a
Dutch and transatlantic perspective.
The thirteen participants in this year’s program came from
ABN AMRO, Aegon, the Dutch Ministry of the Interior and
Kingdom Affairs, the Dutch Ministry of Foreign Affairs,
BKB Bureau, the Dutch Ministry of Defense, the Dutch
Ministry of Economic Affairs, Fokker Technologies, the Port
of Rotterdam, Honeywell, Shell International, and Thales
Netherlands.

Netherlands Atlantic Youth
Since 2006, Netherlands Atlantic Youth has been a
subcommittee of the Netherlands Atlantic Association. It
aims to increase awareness among students and young
professionals and to increase their involvement in common
transatlantic security issues. Netherlands Atlantic Youth is
a platform for dialogue on the future of NATO, not only for
young people in the Netherlands, but also for those in other
NATO and Partnership for Peace countries. In order to
meet these goals, Netherlands Atlantic Youth organizes
various national and international events that are aimed at a
young audience (from 18–35 years), and it does so in
cooperation with various partner organizations.
Board
The Board of Netherlands Atlantic Youth underwent several
changes in 2016.
Inez Treffers and Astrid Willems stepped down from the
Board. Rabab Hammiche and John Jacobs joined.

Programs
The focus in 2016 was on three important themes: in the
first half of the year a lot of attention was paid to the Dutch
Presidency of the EU; the NATO Summit in Warsaw was the
main theme in the spring; and during the whole year – but
especially in the Fall – the focus was on the US presidential
elections. Interesting and well-visited programs were
organized around these three themes, usually in coopera-
tion with partners. Another subject that was addressed
more than once was radicalization and violent extremism,
sometimes combined with instability in the MENA region.

Education
The Atlantic Education Committee (AOC) focuses on
providing information on transatlantic security issues for
teachers and pupils in secondary schools and teacher-
training institutes.
The Atlantic Education Committee organizes conferences,
(regional) seminars, and study trips for teachers from
secondary schools and teacher-training institutes.
Cooperation with teachers’ organizations makes it possible
to issue postgraduate certificates following these
educational activities.
The Atlantic Education Committee includes represen-
tatives of three teachers’ organizations, namely the
Netherlands Association for Teachers of History (VGN),
the Netherlands Association for Teachers of Social Studies
(NVLM), and the Royal Netherlands Geographical
Association (KNAG).
The Atlantic Education Committee organizes an annual
profile assignment project for the upper classes of
secondary schools. Pairs of pupils from secondary schools
across the Netherlands can participate in this project and
get the chance to write a profile assignment on a subject
related to international peace and security.
The Netherlands Atlantic Association has a database of
some 2,500 teachers and school departments that are kept
informed of the various activities of the Atlantic Education
Committee. There is also a digital database of some 900
teachers who are kept informed via email.
The Atlantic Education Committee also issues (digital)
educational publications. On the website, there are learning
modules with extensive information on topical
developments in international security issues. The modules
also include individual and group assignments for pupils.

Programs
The Atlantic Education Committee organized a range of
activities in 2016 for secondary school teachers and pupils
and for teacher-training institutes.
The annual Atlantic Education Conference at the University
Hall in Utrecht focused on the final year of Barack Obama’s
presidency and his foreign policy legacy.
During the conference, the prize ceremony for the 2015–2016
edition of the Profile Assignment Project was held. Nicky
Tanke and Wietse van Kaam from the Twickel College in
Hengelo were proclaimed the winners of the project with
their profile assignment entitled “Should We Choose the EU
to Fight Terrorism?” Twenty-two pairs from secondary
schools across the country participated in this year’s
project.
A new edition of the Profile Assignment Project began on
30 June at the International Press Centre “Nieuwspoort.”
Twenty chosen pairs pitched their profile assignment. After
the summer vacation, the pupils were counseled to write an
“excellent” profile assignment on a subject relating to
international peace and security.
23 October 2016 was the 60th anniversary of the start of the
Hungarian Uprising in Budapest. In this commemorative
year, the Atlantic Education Committee, together with the
Hungarian Embassy in the Netherlands and Windesheim
and NHL Universities, organized a conference on this
theme in Zwolle. The learning module “The Hungarian
Uprising: 60 Years after 1956” (a co-production with the
Hungarian Embassy) was launched at the conference as
well. Some 2,000 copies of this module were requested by
history teachers.
As in previous years, the participants in this year’s study
trip visited Boston and New York City. They visited
secondary schools and talked to education experts. This
year’s trip was also marked by the upcoming US
presidential elections. The participants talked to Dutch
correspondents in New York City and visited campaign
bureaus of the Democratic Party in Boston and New York. It
was a unique opportunity to witness American election
fever.

Educational Material
In cooperation with the Hungarian Embassy in The Hague, a
learning module was published in 2016 on “The Hungarian
Uprising: 60 Years after 1956.” The module was published
with the support of the 1956 Hungarian Revolution and
Freedom Fight 60th Anniversary Memorial Board.
The learning module not only provides information on the
uprising itself and the main characters, it also deals with
reactions from the Netherlands. In addition, the module
contains an eye witness report, suggestions for in-depth
questions, and relevant articles, websites, and television
and radio broadcasts about the subject.

Public Meetings
Public meetings aim to inform several important target
groups of the Netherlands Atlantic Association (patrons,
students, politicians, journalists, university lecturers,
policymakers, and members of the diplomatic corps) about
topical themes in national and international political
relations. One or more speakers are invited to shed light on
the subject. After the introduction(s), the speakers debate
with each other, the moderator, and the audience.
Programs
In the first half of 2016, three distinguished American
speakers appeared in public meetings. Walter Russell Mead
spoke about the run-up to the US presidential elections,
Robert Kaplan talked about his new book In Europe’s
Shadow, and Alexander Vershbow discussed the NATO
Summit in Warsaw. The NATO Summit was also discussed
extensively during a seminar in June, entitled “Back to
Basics?” In October, a very well-attended conference took
place on the topical theme of disinformation.

Media Tour
In election years in the United States, the Netherlands
Atlantic Association organizes a week-long study tour for
journalists to the US. In 2016, six journalists visited “swing
state” Ohio and Washington, DC. They had meetings with,
among other people, politicians from both parties,
representatives from think tanks, and with the Netherlands’
ambassador to Washington.

Chair in Modern Transatlantic Relations
Since 2005, the Netherlands Atlantic Association has
endowed a chair in Modern Transatlantic Relations at the
Faculty of Humanities of the University of Amsterdam.
Marianne van Leeuwen currently holds the chair. She has
worked for the General Intelligence and Security Service of
the Netherlands (AIVD) as Senior Policy Advisor from 2003
until 2016.
In 2016, she gave, among other things, a tutorial to
15 Master’s students. She also supervised Master’s theses
and was a member of the promotion commission of one
Ph.D. candidate. Moreover, she wrote articles and gave
lectures and presentations for various target groups.
On 11 November, Marianne van Leeuwen gave her farewell
lecture, entitled “Terrorism and Western Resilience.”
Dwight D. Eisenhower Thesis Prize
The Netherlands Atlantic Association has instituted a
biennial thesis prize in the field of transatlantic relations:
the Dwight D. Eisenhower Thesis Prize. The prize aims to
increase scientific interest in this field among students. The
prize is intended for Master’s students of History, Political
Science, or a related field of study, who have written an
excellent thesis (in Dutch or English) on a subject that
deals with modern transatlantic relations or, more
specifically, the political, economic, and/or cultural ties
between the United States and Europe, or the Netherlands
in particular.
The candidates are selected by so-called “nominators”
(teachers from various universities). In December 2016, the
winner of the prize for 2015–2016 was announced. Five
candidates were nominated, and Anne van Wijk (Utrecht
University) was proclaimed the winner for her thesis:
“FDR’s Intentions Prior to Pearl Harbor: the Dutch
Perspective.”

Atlantisch Perspectief
Atlantisch Perspectief [Atlantic Perspective] is the
magazine of the Netherlands Atlantic Association. It
appears six times a year and has opinion pieces, analyses,
and columns on developments in international politics and
the field of security.
The website contains an online archive of old volumes of
Atlantisch Perspectief from 1991 to 2016. All articles can be
viewed and downloaded for free in pdf format. The archive
also has a search engine.
Editorial Board
The Editorial Board of Atlantisch Perspectief consists of an
Editor, an Editorial Advisory Board, and an International
Advisory Board. There were a number of changes in the
Editorial Board in 2016.
Isabelle Duyvesteyn (Professor of Global History and

Articles
Atlantisch Perspectief concluded 2016 with a special section
on “The Trump Era.” The US elections were a central theme
during the year, with articles on, for instance, the legacy
and appreciation of Obama, the way in which campaigns are
being conducted, and the changes that “Trumpism” would
bring about in US foreign policy (even if Trump did not win).
Beside the American election, there was a lot of attention
for the NATO Summit in Warsaw. The whole English-
language issue of the magazine was devoted to it. The main
subject of that Summit – how to deal with Russia, and the
resulting strengthening of the Eastern flank – also resulted
in a number of articles during the year.

information on the structure, purpose, and the many
activities of the Association, the Atlantic Education
Committee, and Netherlands Atlantic Youth.
The homepage contains transatlantic news and
backgrounds (must-reads) that are updated twice a week.
The page points the visitor to articles from reputable
(international) magazines, think tanks, websites, and blogs.
Many educational publications can be viewed online, and
secondary school teachers and pupils can work with the
various teaching modules and web sheets. The archive of
Atlantisch Perspectief contains all of the articles that were
published between 1991 and 2016. The website can also be
used to register for programs of the Netherlands Atlantic
Association, and to watch and read (video) reports of
previous activities.
The website was visited 26,429 times by 16,100 visitors in
2016. There was a total of 72,449 page views, a decline of 11.6
per cent compared to 2015.
Social Media
Both the Netherlands Atlantic Association and Netherlands
Atlantic Youth are active on Facebook and Twitter. Social
media are used to increase the awareness of young people

in particular, but also of other people. Followers are kept
informed about activities and publications.
On 31 December 2016, the Netherlands Atlantic
Association’s Facebook page had 1,112 members / “likes,”
the Netherlands Atlantic Youth group had 941, and the
Netherlands Atlantic Youth page had 810. There were 323
posts on the Netherlands Atlantic Association’s page in
2016, 345 posts on the Netherlands Atlantic Youth’s page,

The Strategic Studies Foundation is an independent
organization that was established to oversee the
Netherlands Atlantic Association’s scholarly activities. The
Foundation’s goals are to initiate and support scholarly
research on security-related issues.
Isabelle Duyvesteyn is currently the Professor, by
special appointment, of Strategic Studies. Her teaching
commitment encompasses international security in a broad
sense, with special attention for the role of military power
as a foreign policy instrument of governments. Duyvesteyn
is Professor of Global History at the History Institute of
Leiden University. She is, among other things, a member of
the Peace and Security Committee of the Advisory Council
on International Affairs.

The work of the Secretariat of the Netherlands Atlantic
Association involves both the preparation and
implementation of the various programs. Secretariat staff
organize public meetings, seminars, conferences, and other
activities. They also maintain the website and social media,
edit the Association’s publications, and manage their
production and distribution. Furthermore, the Secretariat
assists the subcommittees of the Netherlands Atlantic
Association.
There were no changes in the Secretariat’s composition in
2016.

Association
Since its institution in 1952, the Netherlands Atlantic
Association has been a forum for public debate on
transatlantic security issues. It provides information and
promotes the study of issues such as relations between
Europe and the United States, NATO, and European
security. In this way, the Association hopes to further
public discussion on these issues.
The Netherlands Atlantic Association organizes various
programs for specific target groups. Among these target
groups are politicians, journalists, university lecturers, and
young professionals. Netherlands Atlantic Youth organizes
programs for (recently graduated) students. The Atlantic
Education Committee develops initiatives for teachers and
pupils in the upper classes of secondary schools.
The Netherlands Atlantic Association also issues the
magazine Atlantisch Perspectief [Atlantic Perspective].
Occasionally, digital educational brochures are published.
The independence of the Netherlands Atlantic Association
is safeguarded by the organization’s Board, which includes
representatives of major political parties and experts on
transatlantic relations and security policy as its members.
The Netherlands Atlantic Association is a member of the
Atlantic Treaty Association – the umbrella organization for
the more than 40 Atlantic Councils, which work in most
NATO member states and Partnership for Peace countries.
The Netherlands Atlantic Association cooperates with
government institutions, political and scientific institutions
and non-governmental organizations in the Netherlands and
abroad, and on an ad-hoc basis with the business
community.
Finally, the Netherlands Atlantic Association initiates and
supports the development of others’ activities in the fields
of national and international security, and advises on the
organization and implementation of projects.
