producer of this fat and big specie

of Alimango in the province of Lanao del Norte. Besides its display and sale festival also showcases Alimango Street Dance Contest - a package of native and indigenous costumes, dances and contest depicting and promoting local cultures and traditions, Alimango inspired motifs of the ati-atihan dances during the parade. The “alimango” became a symbol of unity among Christians, Lumads and Muslims who are living

in harmony and prosperity in the 27 barangays of Lala. Further,

it also became a symbol of economic development as

more people in various c o m m u n i t i e s

d e v e l o p e d s u s t a i n a b l e

l ivel ihood a n d

a g r i c u l t u r a l practices. The establishment of Alimango Festival being one of the highlights of the Araw ng Lala celebration was included in the page of the WOW Magazine and part of the registry in the Calendar of Activities of the Department of Tourism since year 2002. It’s the very first time ever

that the municipality’s premier socio cultural event being splashed in the international tourism milieu, yet it envisioned that the upcoming festival would be more colourful, enjoyable, fascinating and captivating, to both the domestic and foreign consciousness. It featured a contest on the largest and the biggest Alimango which shows and translates how the municipality is grateful, having a good harvest every now and then. It showed on how the Alimango moves in the water and how do

they behave in the water during and after feeding. The contest showed the characteristics of an Alimango. An Agri-Aqua Trade Fair in the weeklong celebration been put up where visitors and guests can see display of products from the barangays’ booths, and a nightly live band is performed which adds merriment to tourists. This year’s celebration has calendared its activities which started from March 16 and culminates on the 22nd- the Araw ng Lala.

Other activities to the delight of the crowd to witness

vegetables, livestock and marine

wedding); sports activities with the Sangguniang Kabataan; a tribute in the Women’s Month Celebration this month of March particularly those women with disabilities, Citizen’s and Teacher’s Day; variety shows; free clinic; and highlighted with the 2012 Miss Lala Pageant; and a fireworks display and disco. Meanwhile, the municipality of Lala has a lot to offer for the people of in all walks of life. The opportunity within can accommodate people of various interests. It has its innate commercial advantage for future investors, it is an education capital on the rise, a healthcare haven, and a busy night café and exciting weekends on local bars and favourite hang-outs. Thus, achieving the dream of making a BETTER, PROGRESSIVE AND A PROSPEROUS LALA.

ACROSS THE NATIONPalace reminds government offices to conserve fuel, power

Malacañang reminded government offices about the existing energy conservation guidelines in the midst of the continuing increases in the fuel prices.

“There is a standing order Administrative Order 126 Series of 2005, the administrative order that mandates energy conservation among all government agencies,” Deputy Presidential spokesperson Abigail Valte said in a press briefing on Tuesday.

Valte was asked by Palace reporters if Malacanang has plans to carry out an order that will cut fuel and energy consumption among government offices as petroleum and energy costs skyrocket.

“In fact, one of the measures taken in the AO

is to implement a power-off scheme kapag lunch time ay dapat naka-off po yung mga aircon at mga ilaw para naman po makapag-conserve tayo ng kuryente,” she said.

But for now, Valte said offices in Malacanang have already adopted office plotting system,

World Bank quarterly report on PHL underlines Aquino administration’s efforts to push fiscal and inter-institutional reforms – Palace

Malacañang cited on Tuesday the World Bank’s Philippines Quarterly Update (PQU) saying the report underlined the efforts of President Benigno S. Aquino III’s administration to implement fiscal and inter-

institutional reforms.

adopt additional measures aimed at limiting the use of petroleum products supplies and power.

Among the departments tasked by the President to devise a strategy and carry out the order were the Department of Energy (DOE), the Department of Trade and Industry (DTI) and the Department of Environment and Natural Resources (DENR). (AS)

She said government activities to improve public financial management, streamline public budgetary processes, and tax enhancement without imposing new taxes have resulted in “boosted revenues and enhanced competitiveness.” “ E c o n o m i c indicators are encouraging. So far exports have rebounded this year, inflation is down, job generation continues to improve and public spending has been intensified and fast tracked,” Valte said.

“All these have been possible, as the report correctly stated due to strong macro-economic fundamentals, political stability and a popular government that is seen by many as committed to improving governance and reducing poverty,” she added. Prepared by the World Bank’s Poverty and Economic Management (PREM) team, the Quarterly Report provides updates on key economic and social developments as well as policies in the Philippines. Mayor Darlene Antonio-Custodio led the CHB in Barangay South here to bring government services accessible to her constituents. She said she is happy with the turnout of the restaging of the CHB, which aims to facilitate the delivery of basic services to the mass-base in the city’s 26 barangays.

She explained CHB is conducted by schedule since the city government must plan well which barangay needs immediate services of CHB and what kind of services must be brought and

afforded to the people in specific barangays.

Custodio said prior to the conduct of CHB, the barangay affairs office has already initiated some activities to identify the primordial needs, problems based on urgency, and the possible solutions to be given to the certain barangay where CHB is scheduled.

The recent CHB has offered basic services such as free consultations, medical and dental clinic, health information drive on communicable and non-commun i cab l e diseases, and job

fair for unemployed individuals.

The Public Employment Service Office (PESO) said among those who showed interest in the job fair, were newly graduates and skilled workers. Referrals have been worked out with employers for the job applicants, it said.

Meanwhile the City Veterinary Office said it has “injected some 200 dogs with anti-rabies vaccine” as its contribution to the CHB. Barangay chieftain Alvin Veneracion thanked the city government for choosing Barangay

South as first site of the 18th CHB.

He said CHB is a venue where people can readily avail of free basic services and enable people to participate in the development activities of the local government. The next round of CHB will be in Barangay Olympog also this March. (CT Apelacio/PIA General Santos City)

25 applicants hired on-the-spot in Gensan job fair By Dani Doguiles

KORONADAL CITY, South Cotabato -- Twenty five job hunters were hired on-the-spot in a job fair held in General Santos City early this month.

Technical Education and Skills Development Authority (TESDA-12) noted that of those hired, 18 were for overseas employment.

Ninety-one others qualified for the positions they have applied for while 393 others currently awaiting for employers’ approval. Some 238 are also undergoing trade tests for possibility of employment, according to TESDA.

The job fair held at the atrium of Robinson’s Place in Gensan on March 2 was headed by the Golden State College in coordination with TESDA 12, Department of Labor and Employment (DOLE) 12, and the General Santos Technical Vocational Schools Association. The annual activity was their 6th collaboration.

It was participated by 53 industries offering

domestic and foreign employment. At least 1,148 job hunters were interviewed.

TESDA Deputy Director General Atty. Teodoro C. Pascua, who was guest of honor shared some tips that may help job seekers, including aiming for excellence in service.

“Don’t look for good salary but do excellent service first and good pay will naturally follow,” Atty. Pascua said.

He also announced that TESDA is advocating accreditation of all

supervised technical vocational institutions (TVIs) with the Asia Pacific Accreditation and Certification Commission (APACC).

Like ISO, APACC accredits TVIs which have attained excellence in delivering quality education and training to their students.

APACC’s website says, it “guides Technical and Vocational Education and Training (TVET) institutions in equipping themselves with internationally-

recognized standards and systems. It will enable these institutions to produce workforce with great mobility to move across borders and with regionally-competitive qualification skills.”

According to DOLE 12, a job fair will be held the

Notre Dame University in Cotabato City on March 23 and at the state-owned University of Southern Mindanao in Kabacan, North Cotabato on March 29.

Another job fair is slated for April 4 at the Notre Dame of Dadiangas University in

General Santos City.Job seekers may also

Search for model PNP families is on

directors including the municipal local government operations officers and the ARMM DILG Secretary regarding the revised rules and regulations and implementing guidelines governing the search for the model Philippine National Police (PNP) families for the year 2012, signaling the start of the competition.

The National Crime Prevention Week (NCPW) Technical Working Group launched the first search for the model PNP families in 2010, which would support the PNP integrated transformation program in bringing forth transformational leaders within the organization by adhering to its mission of achieving a highly capable, effective, and credible police service working in partnership with responsive community towards the attainment of safer place to live, work and do business. According to the new guidelines set by the DILG, all the chairpersons of the search committee from the provincial and regional will be coming from a non-government organizations while the national search committee whose membership will be

composed of DILG, National Police Commission, PNP, and the head of the NCPW secretariat from the government sector, and by invitation, members from the private sector will be composed of the academe, business, legal community, family, religious and youth sector, will select from among themselves the chairperson and the co-chairperson. The search is open to all uniformed PNP personnel in the national, regional, provincial, city and municipal levels who are qualified to be nominated in the two categories where they belong, namely the family category and the solo police parent category. Those who were nominated in the previous year but were not declared winners in the national level may still

be nominated national champions, first, and second runners-up winners of the previous year are no longer eligible for nomination in the succeeding searches. Since January this year, the DILG has been

open for the submission and acceptance of nominations and applications with supporting documents. This month, the provincial search committee is conducting screening and evaluation while the regional search committee is set on April. The National Search Committee (NSC) has scheduled the month of May as the contestability period for those will have complaints, while the submission of the list of the regional finalists to the NSC will be on the end of May. On-site validation and visitation is set on the months of June and July and the awarding will be in time with the celebration of the Crime Prevention Week on September. Winners will receive plaque of recognition and cash incentives.

DAR Surigao del Sur distributes land titles to farmer-beneficiariesby Myra Quizada Yu

TANDAG CITY, Surigao del Sur -- Department of Agrarian Reform - Surigao del Sur recently distributed Certificate of Land Ownership Award (CLOA) to 94 Agrarian Reform Beneficiaries (ARBs) of Barangay San Roque, San Miguel, comprising 135 hectares of Government Owned Lands (GOLs).

P r o v i n c i a l Governor Johnny T. Pimentel, Mayor Alfeo R. Perez and Provincial Agrarian Reform Officer Benjamin M. Mataksil led the distribution of the land titles. Perez expressed his gratitude to DAR for initiating the activity that allowed farmers of the aforesaid barangay to avail the

titling program for free. Likewise, he assured his commitment to support the implementation of CARP in the municipality. Pimentel, on the other hand, said that receiving the land title is a great privilege, it gives them the assurance to ownership. He as well advised all the ARBs to refrain from mortgaging or

selling the land, instead encouraged them to make their lands more productive now and even in the forthcoming generation. The successful undertaking of DAR showed its continuing effort to achieve its vision of having a nation equitable land ownership and empowered agrarian reform beneficiaries.

Butuan-Agusan ties with Bukidnon in football

BUTUAN CITY -- The Butuan-Agusan del Norte Football Association (BANFA) team forced Bukidnon Football Association (BUFA) into a draw in the Philippine Football Federation (PFF) U23 National Suzuki Cup Qualifying Round match last March 18 at Caraga State University (CSU) – Cabadbaran Campus Football field in Cabadbaran City.

Drawing first blood was Tyrone Opiso of BUFA who escaped with a goal in the 23rd minute of the match. However, not to be downhearted and drawing inspiration from the local home town crowd BANFA countered with a penalty goal courtesy of Abed Vavarez in the second half. With

the momentum on the side of BANFA, Vavarez again chalked-up another goal that left BANFA leading at 2-1 way past the middle of the second half. Sensing defeat, Juarlito Dagaang of BUFA countered another goal that sealed the match at 2-2. BANFA President and Butuan City Vice

Mayor Lawrence Fortun was on hand to give our local booters the needed support together with Butuan City Mayor Ferdinand Amante, Jr. BANFA is set to meet again with BUFA this time at the Malaybalay Football Field in Malaybalay, Bukidnon on March 31, 2012.

“We could not believe that there were so many active members of the women’s organization here in Dumalinao”, these were comments of the men who were watching as thousands of Rural Improvement Club - Women Empowerment Movement (RIC-WEM) members paraded along the national highway of the aforementioned municipality last March 16.

The celebration started with a Holy Mass at 7am at the Dumalinao Sports Complex which was followed by a parade along the main thoroughfares of this booming town. Empowered women of Dumalinao happily participated in the most important celebration of their lives. During the opening program, no less than Dumalinao First Lady Junaflor “Sweet” S. Cerilles welcomed the members of the RIC-WEM, who was also the past Federated President and now consultant of the organization. In her message, Ms. Cerilles recognized the enthusiasm and passion of the members as they have now grown in membership. She stressed out that empowered women of today play a very vital and special role not only to their families and communities but also among themselves. The rights of every woman are now made clearer and the community also acknowledge and respect their rights. On the other hand, Mayor Ace William E. Cerilles in his message agreed to what his wife said and recognized the value and importance of the role of the wives on their husbands. He stressed out that “families become stronger if they respect and listen to the decisions of their wives.” With this year’s theme, “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility,” Mayor Ace believes that “our women can still transcend despite the challenges and weather inconsistency and

variation. She said that the women of today earn

The 6th Civil Relations Group of the AFP said that BK12 is a joint military and training exercise and humanitarian assistance conducted by the Armed Forces of the Philippines (AFP) and the United States Pacific Command (USPACOM). Prior to the opening of BK-12, several Balikatan-related activities had been planned and lined-up to include community development and humanitarian activities. Thousands of local residents in Puerto Princesa City are expected to benefit from these humanitarian assistance activities. The Governments of the Republic of the Philippines and United States of America uphold a long-standing and strong working relationship. This partnership is highlighted in the Mutual Defense Treaty, showcasing a long bilateral partnership in Philippine history. Mutual benefits to both RP-US forces will be derived from Balikatan. The AFP will learn from updated technical expertise and training while

the U.S. counterparts will learn from the AFP’s actual experience and applications. The joint military exercises focus on revitalizing the interoperability of the Philippines and U.S. Armed Forces in post-conflict response through the conduct of community development projects. Modified rapid composting launched in Dipolog

DIPOLOG CITY – The Bureau of Soils and Water Management (BSWM) of the Department of Agriculture (DA)-IX has launched here yesterday the modified rapid composting technology.

Dubbed “Expanded Modified Rapid Composting” (EMRC), it is one of the programs pursued by BSWM to promote the use of organic fertilizer in farming. Thousands visit “Dinosaurs Alive” exhibitby Vincent Labial

TUBOD, Lanao del Norte - A daily average of 8,000 grade school and high school students come to witness this first ever animatronic dinosaur-themed exhibit held at the capital town of this fast-rising province.

Most of the spectators are public school students, teachers and parents who are eager to go back in time and see again the giant creatures that dominated the land during the Jurassic period. “We are whelmed by the enthusiastic response of the different schools in the province. We expected only 2000 visitors a day but now we’re averaging more than 8000 visitors. We are truly thankful to all those who visited the exhibit,” Information Officer

The provincial government has subsidized a portion of the admission fee to allow interested students to witness the educational robotics show. BIR RD-100 in Mis. Occ. confident to hit this year’s collection targetby Pat Nano

OROQUIETA CITY, Misamis Occidental - Despite the present economic situation, the Bureau of Internal Revenue (BIR) in Misamis Occidental is confident to hit its collection target this year.

This was the optimistic view of Atty. Maria M. Alfonso, Revenue District Officer for RD 100 based in the Ozamiz City, who said their tax collection target is increased every year, yet they have always been able to meet it. Alfonso said for 2012, their target is P642 million, higher by P92 million or 16.72 percent, compared to last year’s P550 million, which they have successfully achieved. However, there are quarters when the collection is low but there are also others when they have exceeded their targets, she said. She also thanked the tax payers for their cooperation and support for paying the correct taxes and assured them that these will go back to the people through the programs and projects implemented in the localities. Meanwhile, she said the collection during the second quarter is expected to increase in the second quarter of the year after collections in the first quarter experienced a slowdown, especially, during the month of February.

One of the reasons for this was because there were only few construction projects that were undertaken by the Department of Public Works and Highways during the period. Aside from the individual income and business taxes, BIR is depending on the infrastructure sector for the needed tax collection, because Misamis Occidental is basically an agricultural province, Alfonso added. Dabawenyos rated the Davao City traffic signal-

ization project as the most popular of the nine city programs included in the poll survey initiated by the Institute of Popular Opinion (IPO). A study conducted from February 4 to 13 this year showed that Dabawenyos may be most aware of the traffic signalization project, however, they have ranked the People’s Park

project as the most beneficial. Study analysts claimed that traffic signalization, although most popular to the people in Davao, was only considered third most beneficial because of the many complaints lodged by the motorists. Following the traffic signalization in the popularity list are Central 911 (2nd), People’s Park (3rd), and Traffic Eagle Squad (4th). The other city projects that gained high welfare rating by the respondents in the survey are Central 911 (2nd), Traffic Signalization (3rd), and Traffic Eagle Squad (4th). Analysts said the Traffic Eagle Squad is a relatively new program but already popular among the people perhaps because of its visibility not only to motorists but to the riding public as well. Dabawenyos also rated the popularity and trust of city department heads. DOLE’s jobs fair opens employment prospects in DavSur by Carina Cayon

Of the 15 selected chiefs, Avila is the most trusted, followed by Villafuerte and Maria Luisa Bermudo of the City Social Services and Development Office at third place. IPO director Dr. Maria Linda Arquiza said the institute hopes to see these study results for the concerned city officials to better services and improve government programs and projects.

The study employed a systematic sampling at 95 percent confidence interval using face to face interview. About 100 respondents were determined from each of the three districts in Davao to establish representativeness with the population. IPO is an opinion survey center of the University of Mindanao that is aimed to provide timely, relevant and scientifically-drawn survey results.

DIGOS CITY– The recently-conducted jobs fair at the University of Mindanao (UM) here has opened employment prospects for job seekers in the city and province. The provincial office of the Department of Labor and Employment (DOLE) spearheaded the Job Fair 2012 on March 15, aiming at addressing unemployment problem and curbing job-skills mismatch. The fair registered some 318 job seekers who chose and applied from the 2,599 employment vacancies solicited by DOLE from 23 local firms and five overseas companies in Digos City, Davao City and Saranggani Province. Garneth Sabuero, DOLE Davao del Sur labor employment officer, said that the local companies posted 606 positions, while 1,993 positions from

abroad were opened. Based on the participating companies’ count, the applicants who qualified for the final interview reached to 378, Sabuero told the Philippine Information Agency. She said that 29 applicants were referred to various firms. Most of the vacant positions solicited came from the business process outsourcing (BPO), retail services, manufacturing, cooperatives, schools, call centers, information and communication technology, and marketing and sales. “This is our response to the growing needs and concerns of our constituents and our strategy to strengthen our employment facilitation component,” stated Dalidig M. Mawi, DOLE-Davao del Sur provincial director.
