The Island’s bold move to bid to the ASEAN Centre for Biodiversity (ACB) to be included among the finest

protected areas in the region paid off when Mts. Timpoong-Hibok-hibok Natural Monument (MTHNM) was declared as the 8th ASEAN Heritage Park (AHP) in the Philippines during and the 3rd in Region 10 during the Ministerial Meeting in Hanoi, Vietnam in October 2015.

To formally confirm therecognition, ACB ExecutiveDirector Atty. Roberto V. OlivaandDepartmentofEnvironmentand Natural Resource (DENR)Undersecretary for fieldoperation Demetrio IgnacioJr. presented the plague ofdeclaration to Protected AreaManagement Board (PAMB)Chair,DENR-10RegionalDirectorRuthTawantawanandCamiguinGovernor Jurdin Jesus M.Romualdo during the launchingceremony held in the provinceon16March2016.

Thedeclaration,accordingtoOlivaisafirstinmanyrespects,“This is the only heritage parkwith recommendation comingfrom the localgovernmentunit(LGU) and a manifestation ofsuccess when the DENR andthe local government units(LGUs) are seeing eye to eye,passionatelypursuingonevisionto protect the biodiversity andsurroundingnaturalresources.” Oliva said MTHNM meetsthe criteria for exemplaryuniqueness, completeness, andrichnessinbiodiversity.

DENR rated the protectedareawithhighlevelendemism,with diverse flora and faunalife. Various endemic speciesas birds, rodents, amphibians,medicinal trees, dipterocarps,rattans, and ferns have beendiscoveredandidentifiedinsidetheMRHNM. Ithasatotalstrictprotectionzone of 2,227 hectares and abuffer zone of 1,422 hectares.The local communities within

thebufferzoneactsasthesocialfenceofthenaturalmonument. The MTHNM, being awatershedforthewholeisland,is the source of water fordomesticandagriculturaluses.Itsgeo-physicalfeatureswhichincludewaterfalls,cold,hotandsoda springs, mountain lakesand distinctive rock formationhavehighecotourismvalue.

Biodiversity as cornerstone for development Citing the edge of theASEAN member countries asthe fastest growing economyin theword, theACBExecutiveDirector stressed on the needfor biodiversity protection andconservation. “ThecornerstoneofASEANintegration or developmentis our biodiversity, ASEAN

occupies only 3 percent of theworld’ssurfacebutwearehometo 20 percent of all flora andfauna in the world, 30 percentofcoralreefsand35percentofmangroveforest.PhilippinesisamegadiversecountryalongwithIndonesiaandMalaysia. ThedeclarationofMTHNMas ASEAN Heritage Park willopen opportunities for theisland-provinceastherewillbemore information assistanceanddatasharing. Becoming Champions As the leaders of theprovincesuccessfullybringhomethe bacon, Oliva commendedall Camiguingnons for theircontribution noting “You areall champions, individualchampions, but becoming atrue champion we must allmake others champion so thateveryonewillbeprosperous.” Congressman Xavier JesusD. Romualdo likewise stressedthatcarefortheenvironmenthasintergenerational indications;it involves the concept ofintergenerational responsibility,that while we have the rightto enjoy the environment and

resourceswealsohavethelegalobligationtotakecareofit. “With privilege comesresponsibility and responsibilitybegets accountability, for thepeople of Camiguin begins theday that we recognize, asserteven greater responsibilityto protect and conserve theenvironment,”hesaid. Protected areas declaredas AHP gets the edge as anecotourism destination andmodels for effective protectedarea management through theenhancement programs of theACB. Other AHPs found in thePhilippines includes Mt. ApoNatural Park, Mt. HamiguitanRange Wildfire Sanctuary, Mts.Iglit-Baco National Park, Mt.Kitanglad Range Natural Park,Mount Makiling Forest Reserve,Mt. Malindang Range NaturalPark, and Tubbataha ReefsNaturalPark.

MOU signed to develop co-branded SMS for faster, efficient jobs announcement

MANILA -- The Department of Labor and Employment (DOLE) recently signed a Memorandum of Understanding (MOU) with Hiring PH involving the development of a short message service (SMS) job announcement platform to help jobseekers instantly get job alerts and other labor market information from their mobile phones.DOLE and Hiring PH offers asimple and effective way forjobseekers to get job alertsfromtheircellphones.Sendingtextmessages is easier, faster,cheaper,andmoreaccessiblewayof informing jobseekersabout job vacancies andotheropportunities.

DOLE Secretary RosalindaDimapilis-Baldozsaidtheuseofmodern mobile communicationtechnology to facilitateemploymentwilladdcapacitytothegovernment inbridging the

gapbetweenjobseekersandemployers.

“MobilephoneSMSisfast.Ifwearefastindeliveringjobalertsandotherrelevantandaccuratelabor market information tojobseekers, the easier itwill befor them to find employment,”shesaid.

Under the agreement, theDOLE and Jomian BusinessServices, owner and developerof the Hiring PH brand, willco-develop the SMS jobenhancement platform to becalledDOLEHiringPH.

Jomian Business Services,Inc. uses technology andinnovativemeasures toprovidejob market information tojobseekers through Hiring PH,itsjobadvertisementplatform.

“ThepartnershipwithHiringPH shows that using new andinnovative technologies is aneffective mechanism to delivercurrent and relevant labormarketinformationforenterprisegrowthandproductivity,”Baldozsaid.

Through Hiring PH,jobseekers can receivedetails of the latest job

opportunities using text codesviaSMS. Thesedetails include,butarenotlimitedto,completejob title, complete address oftheagency,contactinformation,andrequirements.

If the jobseeker wants tobrowseformore jobvacancies,a link to aWirelessApplicationProtocol, or WAP site, will bemadeavailableattheendoftheSMS. TheWAP sitewill have alistofalltheopeningsavailablefor the line of work that thejobseekerislookingfor.

According to the MOU,HiringPHshallalsodisseminateinformation and labor marketinformation through theirwebsite.Thisinformationwillbemadeavailabletoalljobseekersandemployers.

DOLE, on the other hand,shall provide Hiring PH withcontent of job postings fromthe PhilJobNet database or anydatabaseavailableforthemobileplatform.TheprogramshallalsobeendorsedtoallDOLERegionalOffices and Public Employment

ASEAN works towards ensuring good nutrition for all children in the region

JAKARTA -- “As ASEAN Member States implement key policies and programmes consistent with the ASEAN Post 2015 Health Development Agenda (2016 – 2020), raising awareness on nutrition security in ASEAN through evidence-based documents is imperative,” said H.E. Le Luong Minh, Secretary- General of ASEAN.

The successful completionand launching of the RegionalReport on Nutrition SecurityVolume2todayfurtherexpandedthe first volume to includeevidence-based nutrition actionsthat tackle malnutrition andbuild a healthier environment.Thisincludedsharingofeffectiveinterventionsthroughoutthelife-courseinaddressingthemultiplecauses and consequences ofmalnutrition among the generalpopulation – especially children.There are interventions thatare nutrition-specific or thosethat address the immediatedeterminants of malnutritionsuch as poor breastfeeding andcomplementaryfeedingpractices,and lack of micronutrient-richfoods.Therearealsointerventionsthat are nutrition-sensitive orthosethataddresstheunderlyingdeterminants of malnutritionsuchaspoorwater,sanitationorhygiene;inadequatefoodaccess;inadequate health services; andunhealthylifestyles.

“This publication will serveasareliablereferenceinfurthershaping the ASEAN healthcooperation in nutrition,in pursuit of a healthy,

caring, sustainable, inclusive,people-oriented, people-centredASEAN Community,” SG Minhfurtheremphasized.

The Regional Report onNutrition Security, Volume2 provides a number ofrecommendations that ASEANMember States are currentlyundertaking with the supportfrom UNICEF and WHO. Theserecommendations facilitateregional and national actionsin addressing the challengesin attaining nutrition security.These include, among others,strengthening nutrition-related policies or frameworks;prioritizing nutrition targetsin the global direction such asSDGs; prioritizing strengthenhealth systems and promotinguniversal health coverage;strengthening a comprehensiveapproach incapacitybuildingofrelevantstakeholders;promotingcommunity empowermentand behavior changes; andstrengthening monitoringsystems.

ASEAN together with UNICEFandWHOwiththesupportfromEUwasendorsedbytheASEANHealth sector and launchedin September 2014 in Ha Noi,Viet Nam. Volume 1 presenteda compilation of data on foodand nutrition security amongASEAN Member States. Thisreport showed that there is ahighprevalenceof stuntingandwasting in children under fiveyears of age in many ASEANMemberStates.Anestimated5.4million children inASEANsufferwasting.This is reflected in lowweightforheight,andcanimpair

the function of immune systemthat increases the likelihood ofdiseases. There are also 17.4million children in ASEAN thatarestunted.Thiscanresultfroma long-term lack of nutritionduetopoormaternalhealthandnutrition during pregnancy andbreastfeeding;and,poorfeedingpractices, lack of nutrient-rich food or repeated bouts ofinfectious diseases in children.Thefirsttwoyearsorfirst1000days of life are critical periodsforpreventinglife-longeffectsofnutritionaldeficiency.(ASEAN)

Japan inks P23-M development projects in Bangsamoro

COTABATO CITY -- Japanese Ambassador Kazuhide Ishikawa signed grant contracts with five Mindanao-based organizations for socio-economic development projects to be implemented in conflict-affected areas through the Grant Assistance for Grassroots Human Security projects (GGP). The grant assistance is under the Japan-Bangsamoro Initiatives for Reconstruction and Development (J-BIRD) program. The package assistanceamounting to approximately toP23 million, is part of Japan’s

commitment to peace anddevelopmenteffortsinMindanao.

RecipientsincludetheLowerRiversideFarmersMulti-PurposeCooperative,LanaoInterculturalConvergence for Developmentand Peace, Inc. (LICDPI), Al-Amanah Humanitarian andDevelopment Services, Inc.,Philam Foundation, Inc., andMindanao Children’s LibraryFoundation,Inc.(MCL).

The contract signing waswitnessed by representativesfrom the United NationsDevelopment Programme andUnitedNationsHighCommissionon Refugees among othermembersofthelocalpress,theCity Government of Cotabato,civil society organizations,students,andothermembersoftheacademe.

Bangsamoro DevelopmentAuthority (BDA) Chairman Dr.SafrullahDipatuanextendedhisgratitudetothepeopleofJapanthroughtheAmbassador.

Government of thePhilippines negotiating panelmemberandformerDepartmentof Agriculture secretary SenenBacani said that “much is tobe credited to the Governmentof Japan and its people” withregard the success of the

Bangsamoro peace process. Healso highlighted that Japan hadalwaysbeenoneofthestrongestsupportersofthepeaceprocessintheinternationalstagesinceitstarted.

The J-BIRD has beencontributingtothedevelopmentof conflict-affected areasin Mindanao (CAAM) sinceDecember 2006. From FY2006-2014, 79 projects in thePhilippines have been fundedunder the GGP amountingto USD 6,664,893.00(P315,282,763.37). Theprojects include constructionor rehabilitation of schools,training centers, water supplysystems and health centers,andprovisionsforpost-harvestfacilitiesandequipment.

WithregardtheBangsamoropeace process itself, Japan isa member of the InternationalMonitoring Team (IMT) and theInternational Contact Group(ICG) -- mechanisms ensuringthe faithful adherence of boththe government and the MoroIslamic Liberation Front (MILF)tothesigneddocuments.

continuestoday,”Bacanisaid.

The newly signed projectswill be implemented in themunicipalities of Ampatuan,Maguindanao, Lanao del Norte,AlAshaireAcademyinCotabatoCity, Bayugan, Agusan del SurandKalbuganElementarySchoolinPikit,NorthCotabato. “Today’s Grant ContractSigning… is invaluable to theBangsamoro peace process.Effortssuchasthis,bothinitiatedby the Philippine governmentandinitslocalandinternationalpeace partners, are sources oflight against the darkness ofinjustice and bigotry, of hope,thatwe can realize our dreamsof a Filipino nation united andprogressive,”Bacanisaid.

Addressingtherecipientsofthe grants directly, Bacani saidthattheyshouldusetheprojectsto their full potentials. “Thesegrants comewith responsibility– a responsibility not to Japanor the Philippine governmentbuttoyourfellowBangsamoro.Use these to improve yourcommunities and to furtherstrengthenthetiesthatbindyoutogether.”

“These projects, throughyourhands,mustbearfruits,sothatmorewillbenefitfromthem.Peaceanddevelopmentcanonlybeachieved ifweworkhand inhandandarelookingtowardthesamedirection,”headded.

Meanwhile AmbassadorIshikawa assured theBangsamoropeople that Japanwouldcontinuetoworkhand-in-hand with all the stakeholdersto support the social andeconomic development inMindanaothroughdevelopmentassistance such as the J-BIRDproject.

“I would like to closemy remarks by wishing youlasting peace and prosperity inMindanao. I hope the five (5)projects signed today will besteadily implementedandmakesubstantial contribution to yourgoal,”hesaid.(OPAPP)

Former rebels receive gov’t assistanceCompostela Valley Province -- Fifteen New People’s Army (NPA) rebels from various areas of the province go back to the folds of the law and receive cash and livelihood assistance from the national and provincial government of Comval.

The15rebelreturneeswerepresented by Colonel MacairogAlberto, commander of the1001stInfantryPag-asaBrigadeof thePhilippineArmy(PA)andthe Department of Interior andLocal Government (DILG) toViceGovernorManuelE.ZamorarepresentingGovernorArturoT.Uy during the ComprehensiveLocal Integration Program(CLIP) at the Social Hall,Capitol building on March 22. Eachof the rebel returneesreceived P5,000 as immediatecashassistance,foodpacksandothermaterialssuchasmosquitonets, blankets and others,for their respective families. The rebel returnees werealsogiventemporaryshelterbytheprovincialgovernment,mealsand other livelihood assistance

through a “half way village”somewhere in Nabunturan. ViceGovernorZamoraurgedtherebelreturneestocompletelyabandon armed struggleand to become productivemembers of their respectivecommunities and hoping thatthis will encourage others. Engr. Leon Dacanay Jr., NEDAregional director, said the forum ispart of their regular activity to furtherimprove the awareness of the generalpublic about the economic situation oftheregion. Inthemediaforum,NEDA-Xbaredthattheregionperformedwellintermsof agricultural and fishery production,trade and investments, and revenuecollections. Engr. Cecilio Y. Clarete, chiefeconomic development specialist, saidpalay production posted 1.6 percentgrowthfrom713,764metrictons(MT)in2014to725,120MTin2015becauseofhugeproductionduringthelastquarteroftheyearduetotheseedandfertilizersubsidy program under the “plant nowpaylater”scheme. Despite the minimal decreasein the value of corn production due todecline in farm gate prices, the totalvolume of corn produced in the regionin 2015 increased to 1,216,302 MT or1.7percenthigher than theproductionin2014asbothyellowandwhite cornregisteredincreases. The region’s fishery sector alsoregistered positive performance during2015 posting 3.4 percent growth from158,212.73MTin2014.Favorableyieldwasnotedforboththecommercialandmunicipal fisheries. Aquaculture alsofared well although fish caging andseaweeds production decreased due toinavailability ofmarine bangus fry andwarmweather,respectively. Similarly, NEDA-X noted surgein investments during the year. Total

investments reached P28.39 billion in2015, higher by 65 percent comparedtotheP17.19billiongeneratedin2014.Theenergysectorcomprisedmorethanhalfof theannualregional investmentssharing 62 percent or P16.64 billion.These included construction of powerplant in Manolo Fortich and Maramag,establishment of 165 MW coal firedpower plant in Balingasag, completionof hydro power plant in Villanueva,and construction of building facilityfor an energy company in PHIVIDEC,Villanueva. Regional tax collections alsobreachedtheP10billionmark in2015.Reports from the Bureau of InternalRevenueshowedthatatotalofP10.329billion was collected in 2015, up by13 percent from the P9.150 billion taxcollectionsin2014. Meanwhile, NEDA-X is seeing adownwardtrendinagriproductioninthefirstquarteroftheyearbecauseoflessplantingactivitiesduetothedryspell. But Clarete is confident that theregionwillmaintain its performance in2016.Hesaidthenationalelectionsmayslightlyoffsetthesideeffectsofthedryseason. “Sinceitselectionyear,weexpectmoreinvestmentsandmoreexpenditurethat would generate opportunities foralternativeemployment,”hesaid. DPWH submits list of completed infra projects in OroCAGAYAN DE ORO CITY – Some infrastructure projects undertaken by the Department of Public Works and Highways (DPWH) in Cagayan de Oro have been completed.

This is based on the monthlystatus reportofvariousconstructionprojects submitted by the DPWH-2ndDistrictEngineeringOfficetotheOffice of City Mayor Oscar Morenocopy furnished to the City Councilcommitteeonpublicworks. Shown in the report, as ofFebruary this year, the completedprojects are the construction of

Balubal National High School(NHS), Macasandig NHS andAgusanNHS. Thelistincludestherepairof multi-purpose buildingsin barangays Consolacion,Camaman-an, Balubal,Bugo, Macasandig, Agusan,Tablon, Cugman, Macabalan,Barangays Nos. 5, 13, 15,17, 18, 26 and 35 and therepairandmaintenanceoftheAgusanRiverControl. The rehabilitation of thedrainagealongTin-ao,Agusan,Lapasan, Villa Ernesto,Gusa, along Julio Pacana,Puntod, Macabalan and theimprovement of the DPWHbuilding are also included inthelistofcompletedprojects.

Declaration of brgys under state of calamity soughtCAGAYAN DE ORO CITY – The City Council of Cagayan de Oro is set to act on the proposed legislation declaring barangays Agusan, Balubal, Bayanga, Bugo, Canitoan, Cugman, Dansolihon, F.S. Catanico, Indahag, Mambuaya, Pagatpat, Tablon and Tignapoloan under the state of calamity due to extensive crop damages brought about by the long drought caused by the El Niño Phenomenon.

ThisisinresponsetoResolutionNo.01oftheCityDisasterRiskReductionManagement Council (CDRRMC)approvedduringitsmeetingheldlast16March2016,asendorsedbyMayorOscarMoreno. The resolution requests thecity mayor to recommend to theSangguniang Panlungsod that astate of calamity be declared in

rural barangays severelyaffected by the currentdrought. According to theresolution, the droughtcaused damages toagriculturalcrops,livestock,poultry and livelihood inthesaidbarangays.
