    CALIFORNIAS TOOLSFOR DEMOCRACY:Instructor: Fred Keeley

Californians cherish their tools of directdemocracy. In 1905, Hiram Johnson and theProgressive movement took power with theelection of Johnson as governor and a workingmajority for the Progressive Party in theCalifornia Legislature. In the statewide electionof 1911, they wrestled power away from thepowerful railroad owners, and gave, literally, power to the people. They accomplished this byplacing constitutional amendments on the ballotto establish the initiative, referendum and recall. These remain as some of the most powerful andpopular tools for making public policy outsideof the legislature.

As time has moved on, these popular andpopulist tools have continued to be valuable, but have also changed in terms of utilityto Californians. Because of the number ofsignatures required to use the initiative, and thehuge growth in Californias population, thesepopular tools have moved more and more awayfrom the people. Some argue that the initiativehas become a captive of special and moniedinterests.

OLLI at CSUMB is honored to welcome backFred Keeley for this special six-part series whichwill be presented as follows:
