Ohio’s Advanced EnergyPortfolio StandardMoving into the 21st century, Ohio is creating the advanced energyindustry of the future. GovernorTed Strickland and LieutenantGovernor Lee Fisher are personally and strongly committed tobuilding a robust advanced energy market and industry in Ohio.To better enable growth, in May 2008, Governor Strickland signedinto law an Advanced Energy Portfolio Standard (AEPS) thatrequires at least 25 percent of new electricity sold in Ohio to begenerated from advanced energy technology by 2025 – with aminimum of 12.5 percent from renewable energy resources.The AEPS is designed to create a dedicated in-state market foradvanced energy complementing market demand surroundingOhio. The new energy bill also calls for investment in businessdevelopment in energy production, delivery and storage andsupply chain. The AEPS is the third most aggressive policy in theU.S. It requires up to 6,000 megawatts (MW) of new renewableenergy capacity by 2025 and is expected to create more than 30,000jobs by 2030.

Academic InstitutionsThe 15 graduate universities in Ohio have created theUniversity Clean Energy Alliance of Ohio (UCEAO) toaccelerate energy-related research. Additionally, Ohio hasinitiated a $150 million Research Scholars Program toaccelerate the State’s world-class research capacity.

• The impact of the Hocking College Energy Institute inHocking County is being felt as far away as Andros Islandin the Bahamas, where students majoring in alternativeenergy have completed wind and solar installations.TheEnergy Institute, a state-of-the-art Energy Institute wherestudents have a choice of two associate degree programsin advanced energy, provides learning labs for studentstraining in alternative energy areas of wind and solarpower, fuel cells, bio-fuels and hybrid vehicles.

• The state of Ohio is launching an advanced energymasters degree program in a bid to train the nextgeneration of highly skilled, green collar workers.TheUniversity of Dayton andWright State University willaward the two-year degrees, while Central StateUniversity and Air Force Institute ofTechnology willoffer classes.

• The University of Toledo,The Ohio State University (OSU)and Bowling Green State University are partners in thePhotovoltaics Innovation and Commercialization initiative(PVIC). Many thin-film solar photovoltaics technologieswere pioneered years ago at the University ofToledo.

• The Ohio State University, Cleveland State University andthe Universities of Akron andToledo all have activeprograms in fuel cell research. OSU’s Ohio AgriculturalResearch and Development Center (OARDC) plays aleading role in biomass energy conversion study.

• The University of Cincinnati engineering program hasconducted pivotal research in solar technology.

Since1972, the Ohio Air Quality Development Authority hasfinanced 393 projects totaling more than $7.1 billion. Awardsranged from $14,000 to $234 million for individual projects.

The OhioAir Quality Development Authority also has theability to finance Power Purchase Agreements through pre-paid federally tax-exempt bonds for non-investor-ownedutilities (i.e. municipal electric utilities) and taxable bonds forinvestor owned utilities. Bonds are issued at the beginning ofa project and may finance new construction or upgrades.There are no caps on the amount of the Power PurchaseAgreements.

Increased EnergyTechnology Development - Advanced EnergyJob Stimulus ProgramOhio has earmarked $150 million for advanced energyfunding over three years to increase the development,production and use of advanced energy technologies,including:• $66 million for clean coal technology projects• $84 million for non-coal-related projects

Research and Development Funding - OhioThird FrontierOhio's 10-year, $1.6 billion research and development fundingprogram includes a significant focus on advanced energy.Theproject is the state's largest-ever commitment to expand high-tech research capabilities, promote innovation, companyformation and create high-paying jobs – many of which willbe filled by Ohio's developing green collar workforce.

Improve energy efficiency at home - OhioAdvanced Energy FundThrough this $100 million program, Ohio stimulatesadvanced energy use and energy efficiency projects athomes and businesses.
