BackgroundWG/MPAR challenges to establishing requirements:

•Number of agencies and relationship•Different agency definitions and processes•Different potential role of MPAR in terms of meeting discrete versus broad needs

•Different level of understanding of potential MPAR capabilities

•Lack of the right resources to do the work

Approach• Not creating a programmatic document

• Every agency has a different acquisition system

• May not have the same documents• Even if they have the same documents, the

requirements for those documents will not be the same

• Avoid using a standard name for product• Could follow an agency’s template
