ORGANIZATIONAL STRUCTURE
The office of the Pr.Accountant General (A & E) Gujarat, Rajkot is responsible for
compilation of monthly accounts of the State Government, preparation of the Annual Finance and
Appropriation Accounts, maintenance of General Provident Fund Accounts of the State
Government employees, cadre control of Divisional Accountants and residuary pension cases of
State Government employees.
The incumbency statement of this office since 1983-84 is at Annexure I (Page 33)
The office of the Pr. Accountant General (A & E), Gujarat is located at Rajkot, with a
branch office at Ahmedabad. Allocation of work between the main office at Rajkot and branch at
Ahmedabad is as under: -

(ii) Compilation of monthly accounts (State):-
The monthly accounts are compiled from the initial accounts viz., cash accounts, list of payments
accompanied with vouchers and receipt schedules received from the treasury offices, compiled

accounts received from public works and forest divisions and exchange accounts i.e. transaction
of Central to State vis-a vis. -
Due date for submission of monthly civil accounts to the state government is 25th of the
month following the month of Accounts: As against the actual trend of submissions during the
past four month has been as under.

(iii) Annual Accounts
Finance Accounts and Appropriation Accounts of the State are prepared by the
Pr.Accountant General (A & E). The Finance Accounts depict the receipt and expenditure of the
Government (both Revenue and Capital heads), annual and progressive figures of capital outlays,
Public Debt, Deposits, Funds, Suspense and Remittances, etc. The Appropriation Accounts
compare the actual expenditure against the amounts of the voted grants and charged
appropriations, with explanations for the excess expenditure or under spending, as the case may
be.
The dates on which the Finance Accounts and Appropriation Accounts were placed on the
table of the State legislature during last five years are indicated in the table below: -

(iv) Reconciliation:
Focused attention given to reconciliation of accounts resulted in achievement of 91.16%
reconciliation for the year 2016-17. The accuracy of the accounts has improved tremendously.
Reconciliation of RBD, zero tolerance of suspense-adverse balances has also been maintained.
(v) Central Civil Accounts:
Comptroller and Auditor General of India has been relieved from the responsibility for
compiling the accounts and entitlements of Dadra and Nagar Haveli administration w.e.f. 01-

04-2013 vide Gazette Notification no. 116 dated 27-02-2013 (annexure-A) published in the
Gazette of India, ordinary, Part II section 3, Sub Section (i).
B : General Provident Fund
The Pr.Accountant General (A&E), Gujarat maintains approximately 80662 Provident
Fund Accounts as on 31-03-2018 These accounts have been distributed among nine Fund sections
and one EDP section at Rajkot..Final payment of 8143 Provident Fund cases were authorized
during the year 2017-18.

(ii) Computerization of GPF accounts
The GPF Accounts were switched over to Oracle based platform from 2004-05 and the
package is running satisfactorily. The GPF Slips for the Year 2016-17 were issued to the State
Government employees on 27th June 2017. The Interactive Voice Response System (IVRS) has
been introduced for more effective dissemination of GPF related information to the subscribers
and updated up to the month of January 2018.

(iii) Final Payment processing through GEMS Package:-
Implementation of GPF Entitlement Management Systems (GEMS) Package and issuance
of computerized authority.
With effect from 1-04-2015 all the Final Payment Cases received in the office is indexed
in GEMS package by the GOM section. All the P.F. sections finalize the Final Payment cases
accordingly in GEMS package after reviewing the cases. The calculation sheets containing FP
calculation from 2004-05 to till the month of finalization is being kept in the respective FP case
file along with the agreement sheet dully tallied in all respects i.e up to last month for which
interest is allowed.
It is informed that, in place of manual GPF Final payment authorities, computerized GPF
authorities is being issued to all concerned DDOs and District Treasury Offices from July,2015
onwards.
At present GEMS Package is running smoothly in all respects.
Authorization of Pension
From 01-04-88, the work relating to authorization of pension has been handed over to the
State Government. However, following types of residual pension cases are being dealt with by
this office.
(i) Correspondence relating to pension cases of State Government employees who retired
prior to 01-04-88. No authorization / issue is done.
(ii) Revision of pension case of the pensioners, who retired prior to 01-01-86, in respect of
whom revision has been necessitated as a result of the Judgment of the Honorable
Gujarat High Court .
(iii) The work relating to watching the recovery of pension & leave salary contribution in
respect of Government employees sent on deputation / foreign service is also being
done by this office .
Complaint cases:
Redressal of grievances of State Government employees relating to settlement of claims
like provident fund payments and residual pension claims are monitored closely. During the
current year 2017-18 6 complaint cases regarding pension were received and all 6 cases have
been settled.

OGRS:
Online grievances Redressal of State Government employees relating to settlement of
claims like P.F. payments are monitored closely. 9 (nine) complaints during the quarter ending
March-2018 regarding GPF account holders name correction, missing credits and interest were
received and all are settled.

CHAPTER-III
Treasury Inspection
There are 33 district treasuries 2 PAOS and 137 sub-treasuries in Gujarat. Three Treasury
Inspection parties each consisting of One Sr. Accounts Officer, One Accounts Officer and Six Sr.
Accountants inspected 06 District Treasuries and 34 sub-treasuries during quarter ending 31-03-
2018.
Results of Inspection of Treasuries:
During inspection of Financial Year 2017-18 (Inspection Period 01.01.2018 to
31.03.2018) Overpayment of pensionery benefits to the extent of ` 13,21,643/- in respect of 17
cases of pensioners/family pensioners on account of incorrect calculation of pension/family
pension by treasury officers/banks were noticed. The State Government/Banks have started
recovery of excess payment in suitable installments from the concerned persons.

CHAPTER-IV
Budget 2017-18
The total expenditure of the Office of the Accountant General (A&E), Gujarat during the
year 2017-18 was ` 425859.31 thousand.
In addition an amount of ` 227.50 thousand was paid to the staff as Loans & Advances.
An amount of ` 3160.69 thousand was paid to the staff of Departmental Canteen.
The breakup of expenditure under various heads like Salaries, Travel Expenses, etc. up to
Mar- 2018 is given below:

WELFARE ACTIVITIES
To promote the welfare, sports and cultural activities in the office, a separate welfare
section is functioning under the charge of the welfare officer common to both the offices i.e.
Pr.A.G. (A&E) and Pr. A.G (G & SSA) Rajkot. A separate welfare section is functioning under
the charge of the welfare officer common for three offices of the (1) Principal Director of Audit
(Central) (2) Accountant General (E & RSA) and branch office of Pr.AG (A & E), Gujarat at
Ahmedabad.
Recreation activities
AG Office Recreation Club (AORC) is functioning in Rajkot to promote cultural and sports
activities in the offices of the Pr.A.G. (A&E), Gujarat, Rajkot & Pr. A.G. (G&SSA), Gujarat,
Rajkot.
(1) Celebration of 26th January Republic Day was arranged by AORC and different types of
competition for Staff and children of Staff Members was held.
(2) Womens day was celebrated on 08/03/2018.
Grants in aid sanctioned to the Club for the period up to 31-03-2018 is as under:

to 07/03/2018.
(2) DPSY inter section tennis cricket tournament was held from 08/01/2018 to 17/01/2018.
Canteen
The Departmental Canteen has been in operation since 26/07/2007. The Departmental Canteen
caters need of staff of both the offices for good refreshment of good quality. Canteen
management committee we regularly held during the period from 01/01/2018 to 31/03/2018 and
approved suggestions were implemented. Cleanliness and sanitations are independently ensured.
Two (2) persons have been appointed on outsource basis.
Co-operative Credit Society
A G, Gujarat, Rajkot Employees Co-operative Credit Society Ltd was established in 1964-65.
The Credit Society is managed by the elected office bearers in terms of its bye laws.
Rs. 9,40,000/- were paid to 46 employees for the period from 01.04.2017 to 31.03.2018 on the
eve of their retirements.
Crche
A crche service for the children below three years of the employees of Accounts and Audit
offices started in 1989 is running smoothly and recently renovation also make in Creche.
Benevolent fund
Balance under the fund is Rs. 2,14,371=98 (up to 31-03-2018).

Scholar ship
Benevolent fund has been created to provide financial assistance to deceased staff members,
family. Scholarships are paid of Rs. 2000/- to those children of staff who get 85% of marks and
above (80% in case of SC/ST employees) in SSC (10th)/HSC (12th) standard and Rs 1500/- will
be awarded to the children of the staff members who get secured between 84% and 80% of marks
and above (75% in case of SC/ST employees) in SSC (10th)/HSC (12th)

CHAPTER VIII
Computerization
Voucher Level Computerization
Voucher Level Computerization was introduced in this office in 1999-2000. After a
satisfactory test run complete switch over to VLC was done in June 2001. We have switched over
to 17-digit classification from April-2005.
This office has also developed separate module for integration of electronic LOP/Cash
Accounts data in to VLC Module and is in operation since March-2012.
Up gradation of V.L.C. has been completed successfully and switched over to Oracle
11g. from the month of February 2012.
Audit Office is utilizing VLC database on their allotted nodes.
The Treasury Interface module has also been implemented in our live Accounts from
September-2011.
DDO-wise expenditure statements at different level of classification from major head
down to detailed head are sent to all the departments of the state government within a week after
closure of monthly accounts every month.
In addition to this, various MIS reports on Intensive analysis as well as value added
reports are being generated in VLC every month and sent to TM section, Book section (local) and
Book section Ahmedabad for onward transmission.
