Albemarle EMC’s annual Light Up Christmas toy drive is under way, and members are encouraged to bring in toys.

The toys can be delivered to the co-op’s office, located at 125 Cooperative Way, in Winfall. Each year, the cooperative collects toys and also purchases toys with funds generated by a golf tournament and monetary donations. The toys are then delivered to area school coordinators, who have identified children of need. The toys are given to the children’s parents.

MonthNow, as always, it’s a good time to be

a member of an electric cooperative.Not only are co-ops locally owned and

controlled by you, our members, they are locally run to serve your needs.

While many North Carolina electricity consumers pay power bills to companies that answer to far-away stockholders who demand a healthy profit every quarter, local members call the shots at electric co-ops like Albemarle EMC. Co-ops aren’t under pressure to keep rates high enough to generate big profits. Instead, co-ops try to keep your bill as low as possible while providing high-quality service. Co-ops invest money in excess of operating costs back into the business locally or return the excess (known as margins) to you in the form of capital credits.

Meter Inspection Project Concludes

Albemarle EMC has concluded its meter inspection program.

Of the 13,143 meter locations inspected, co-op personnel were able to identify several items that either have already been addressed or will be in the near future. Two instances of power theft were discovered, and those issues have been resolved. The inspection also revealed 1,257 meters with blank displays. There were also three co-op poles that consumers were using to mount their own lights.

Several meter bases, which are the responsibility of members, were also considered to be in disrepair: 22 meter bases needed to be replaced; 56 meter bases needed to be refastened; 48 meter bases were found with holes, corroded lugs and excessive rust; 121 instances of conduit, service cable and weather heads were considered to be in bad condition; 23 meter poles were determined to be rotten or leaning excessively; 10 backboards for meter bases were rotten.

Also found was one instance of a member who was receiving service but not being billed and 16 instances of meter readings on modules that did not match the meter face.

“Now that all of the meters have been inspected, we plan to do future inspections on a rotating basis, inspecting a portion of the meters every few years,” said Glenn Parks, operations manager for Albemarle EMC.

For the past 50 years, students have attended the Rural Electric Youth Tour, in Washington, D.C., visiting monuments, meeting elected officials and learning about rural electrification. Cooperatives such as Albemarle EMC have sponsored youth to attend this amazing opportunity over the years. With the 50th anniversary upon us, the search for alumni has begun.

Have you been on the Albemarle EMC Washington Youth tour or know someone who has? Albemarle EMC would like to locate as many Washington Youth Tour alumni as possible, as

part of an upcoming 50-year anniversary celebration for the program.

Since 1967 North Carolina co-ops have sent 1,638 youth tourists to Washington, D.C. Co-ops throughout the

country are attempting to locate as many Youth Tour alumni as possible to find out what they’ve been up to all of these years. The alumni will become part of a 50-year celebration that is being planned for 2014. The celebration is still in the conceptual phase, but will likely involve some type of large party at the North Carolina co-op’s main office, in Raleigh

Each year, Albemarle EMC conducts an essay contest, with the winning student receiving an all-expenses-paid, week long trip to Washington, D.C. There, they meet with their legislators and receive a behind-the-scenes look at our highest levels of government.

Meter Access Required

Albemarle EMC’s recent meter inspection program revealed several meters that are no longer accessible to co-op employees.

As a part of the service agreement that members enter into with the co-op, Albemarle EMC is granted permission to access its meter and other equipment on members’ properties. Even though the co-op rarely reads meters manually anymore, the co-op still needs this access to inspect and service its equipment.

The recent meter inspection program revealed several meters that are no longer accessible due to locked fences, pets, shrubs, decks, home additions etc. Recently, letters were sent to those members advising them that they would need to reestablish accessibility.

“Any time your are adding something to your yard or house, please consider whether it blocks our access to the meter,” said Glenn Parks, operations manager with Albemarle EMC.

Why Albemarle EMC Doesn’t Net MeterAlbemarle EMC is opposed to net

metering, and members need to know why.

Net metering is a method of metering self-generation on a utility’s lines. It works like this: A customer installs a generating facility on their property, which is usually a wind turbine or a solar panel. The customer then uses all of the electricity they generate. If the customer needs more electricity than they can generate, the power is provided through the utility’s lines just like any other person receives service. If the person generates more electricity than they need, the utility purchases the excess power. So the person who self-generates either lowers their bill by using their own electricity, or is owed a credit from the utility.

At this point, you may be thinking that the deal sounds fair for both utility and customer. Well, it’s not. The only person benefitting from the arrangement is the one with the self-generation. The self-generator receives all of the benefits of being hooked to the grid without having to pay all of the costs. In addition the utility as well as those who do not self-generate get the short end of the stick. Here’s why.

When Albemarle EMC builds a line, installs a transformer and does everything else needed to ensure a member has electricity, the co-op does it with the expectation that the costs for providing that service will be recovered through the rate and the facilities charge. The co-op has no other way to recoup those expenses. Exacerbating the issue is the fact that Albemarle EMC is a nonprofit that operates on thin margins as it is. The business model for electric co-ops has

always been to just break even. Revenue loss has the potential to significantly harm the co-op.

Net metering is also not fair to other members who, for whatever reason, can’t install their own generation. They might not be able to afford it, or have poor locations, etc. If a law was passed that forced Albemarle EMC to implement net metering, the co-op would be required to make the same capital expenditures to hook up the self-generator as it would to hook up the non-generating member. However, the co-op would not be able to recoup all of its investment from the sale of electricity to the self-generator. Because of that, the co-op would be limited to two unpopular options: A new rate class could be created for self-generators, charging them a higher rate to offset the costs of providing the service. Or, the co-op could raise rates for all members. Those members who could not install a wind turbine or solar panel would be hit the hardest. Unable to reduce their usage through self-generation, they would be forced to subsidize the members who could self-generate.

If Albemarle EMC decided to create a new rate class for self-generating members, those members could claim they were being singled out for unfair treatment. On the other hand, implementing an across-the-board increase of rates or facilities charges for all members would be just as unfair. So you can see the no-win situation that net metering would create for your co-op.

Under current policy, if a member generates their own electricity, they must sell all of their electricity to Albemarle EMC. Or, that member can choose to disconnect from the co-op’s lines and

rely solely on their own generation. In reality, relying solely on self-generation is unlikely due to average homes’ power consumptions and the low amounts of electricity that self-generating technologies currently produce. Nonetheless, going off-grid is an option.

All of the self-generators currently on Albemarle EMC’s lines sell their electricity to the co-op, which we maintain is the fairest arrangement for all. The co-op will pay 5.95 cents per kilowatt hour (kWh) to a generator on our lines. The 5.95 cents is roughly what Albemarle EMC currently pays for wholesale power, so the expense doesn’t harm the co-op financially. In addition, the member can receive additional payments per kWh from NC GreenPower, a nonprofit company that exists to encourage renewable generation. With this arrangement, a generator can sell their electricity for a fair return, but they also purchase all of the electricity they use from Albemarle EMC, thus paying their fair share for being hooked to the grid. Also, one member is not subsidizing another member’s generation.

We bring this issue to your attention because there are some who would like to make net metering the law of the land. Your co-op’s position is that we believe our current method of metering is the system fairest to all. Moreover it helps us fulfill our duty of providing affordable, reliable electricity to all members, regardless of economic status, location or any other consideration. That philosophy is in the roots of our founding. It’s in our DNA; it’s who we are.

When members move off of Albemarle EMC’s lines, they often forget to keep us updated with good addresses. This is important because we may have capital credits to return to you. In 2012 we issued checks to former members, refunding capital credits they had earned in previous years. The list below is composed of checks that were returned by the postal service marked “undeliverable as addressed.” If you see someone’s name on the list that you know, please have them call our office. We’ll need to confirm that they are the person we’re trying to reach and then update their mailing address so we can reissue their checks. If the person is deceased, the person that handled their estate needs to call so we can send them the appropriate forms to apply for an estate refund.
