More Americans oppose than support sending U.S. ground troops to fight ISIS right now, but most (65%) think they will be needed to remove the threat from ISIS.

Most Americans (56%) still dont think President Obama has a clear plan for dealing with ISIS, and he gets low marks for assessing the threat from ISIS (as does Congress).

A month before the midterm elections, Republicans continue to lead on the generic Congressional ballot and have kept their advantage over the Democrats on the issue of terrorism and on the economy the top issue for voters. While 66% are at least somewhat confident that the U.S. Secret Service can protect the President from harm, only 30% are very confident.

As the U.S. continues to target ISIS militants from the air, half of Americans are opposed to sending U.S. ground troops to fight ISIS in Iraq or Syria, but 44% now support that, an uptick from last month when 39% backed the use of U.S. ground troops.Most Republicans favor using U.S. ground troops, while most Democrats and half of independents are opposed.

There are partisan differences: most Republicans (64%) and a plurality of independents (42%) think the administrations policies have made the country less safe, while most Democrats (53%) think they have made the country safer.

The Presidents job approval ratings on specific issues remain in negative territory. 51% of Americans disapprove of President Obamas handling of terrorism while 42% approve just one percentage point above his all-time low reached last month. Even fewer just 40% - approve of his handling of the terrorist group ISIS.

The President gets similarly net negative ratings on his handling of the economy, and receives particularly low marks for his handling of foreign policy just 35% approve.

President Obamas overall job rating also remains more negative than positive, and little changed from last month: 42% approve. 76% of Democrats continue to approve of how the President is handling his job, while 85% of Republicans and 57% of independents disapprove.

The Midterms: The Obama FactorAlthough he is not on the ballot this year, President Obama remains a motivating force for some voters, and voters are more apt to say theirs will be a vote against President Obama rather than a vote for him. More than half of Republicans, who overwhelmingly disapprove of the President, will be voting against the President. Just before the midterm elections in President George W. Bushs second term, similar percentages of voters claimed he was a factor in their vote choice.

The 2014 Elections

With just under a month until Election Day, Republicans maintain their lead in the generic ballot contest for the House vote. If the election were held today, Republicans hold a six point lead among likely voters in a national vote for their House representative similar to results last month, when the Republicans had a seven point lead. Partisans are each strongly supporting their partys candidate; Republicans have a sizable lead among independents.

Attention to the midterm election campaign has risen since last month: 30% of voters now say they are paying a lot of attention to the campaign, up from 24% in September. Evaluations of the economy remain poor; 55% say it is in bad shape, similar to last month. Just 29% say it is improving. There are large partisan differences in these evaluations: 69% of Republicans say the economy is bad, and 32% think it is getting worse. Confidence in the Secret Service

Americans show some confidence in one arm of the federal government, the Secret Service but not a lot. In the wake of revelations about the failure of the Secret Service to prevent security breaches, two-thirds of Americans say they are somewhat confident in the agencys ability to protect President Obama and his family from harm, but just 30% say they are very confident.

Most Americans are not following news about the anti-government protests in Hong Kong very closely. More than six in 10 say they have not read much about the protests against the Chinese governments plan to vet candidates in the 2017 elections in Hong Kong. Just one in 10 says they have heard or read a lot about the story.

Americans are not very optimistic that the protests will bring concessions from the central government. While 25% of Americans think the protests will result in compromise from China and more democracy for Hong Kong, more 45% - think they will result in a crackdown and less democracy. Americans who have heard or read a lot about the story are even more pessimistic 59% think the protests will result in a crackdown.
