FOREWORDS The aim of Zero Plastic Oceans is to protect oceans from the continuous leakage of plastic waste from land-based activity by developing incentives and models that promote the collection of Ocean Bound Plastic1 (OBP). The OBP Certification Program was designed to encourage the removal of OBP from the environment by adding value in effectively collecting and treating it before it reaches oceans. The scheme is composed of two subprograms; the OBP Recycling Subprogram, and the OBP Neutrality Subprogram. When OBP is commercially recyclable2, its collection and recycling can be encouraged by certifying its origin and traceability, giving it a higher market value. This model is certified using the OBP Collection Organization standard and the OBP Recycling Organization standard, for the OBP Recycling Subprogram. When OBP is not commercially recyclable3, its collection and final treatment can be encouraged by certifying this process through the Ocean Bound Plastic Neutrality model. In this model, plastic producers or users offset the plastic consumption of a selected scope of production, by removing an equivalent volume from the environment through the acquisition of OBP Neutralization Certificates. This model is certified using the OBP Neutralization Services Provider standard and the OBP Plastic Producers & Users standard, for the OBP Neutrality Subprogram. Organizations may certify themselves for one, or both subprograms as they are complementary solutions. Working with both subprograms makes sense in terms of economical efficiency, given all OBP is collected and marketed at once. It also makes sense from the environmental perspective, since it is only by addressing both, commercially and non-commercially recyclable OBP, that we will be able to make a real impact.

TERMS AND DEFINITIONS

Abandoned Plastic Waste

Plastic waste is considered abandoned if it has been inappropriately disposed and it will not be collected by any municipal or private collection service.

Approved Certification Body

Independent body that has been approved by Zero Plastic Oceans to conduct Audits against the requirements of this Standard. The term Certification Body, or CB is also used in this document).

Audit Independent verification by an Approved Certification Body of the compliance of an Organization to the requirements of this Standard.

Claim Any communication either promotional (website, brochure…) or on-product that is related to the Ocean Bound Plastic Certification Scheme. To be able to use OBP trademark or labels, and prepare approved Claims, Organizations shall refer to the document Logos Uses and Claims Guidelines OBP-LOG-GUI.

Final Material Output with a physical composition (content of Ocean Bound Plastic expressed in percentage) that will not be modified until the Final Product. If the composition is not altered by addition of other materials, a packaging or a fabric is considered a Final Material.

Final Product Output that is not modified in any way (no processing, no repacking, no relabeling) until the end consumer or end user is reached.

Input Material used by an Organization for its production process, therefore supplied by a previous actor in the supply chain.

Multisite Certification

Certification option for a group of sites that have a contractual link between them. They must work under a central office and be administered using an internal control system. Specific details are found in ANNEX III.

Necessary Documentary Evidence

Different types of evidence that can be used by the Organization to demonstrate compliance such as studies, reports, legal documentation, financial and administrative documentation, pictures, evidence of events, registers of GPS routes, interviews, etc.

Ocean Bound Plastic (OBP)

Abandoned Plastic Waste that will eventually end up discharged in the ocean by the effect of winds, rainfall, river flow or tides. More specifically Ocean Bound Plastic is divided in three categories (OBP Categories):

A) Potential Ocean Bound Plastic: Abandoned Plastic Waste located within the range of 50km4 from shore in communities or areas where waste management is inexistent or very inefficient. This definition excludes Plastic waste collected in landfills or managed dumps but allows for the collection within unmanaged dumps.

B) Waterways Ocean Bound Plastic: Abandoned Plastic waste located within a river stream or within a distance of 200m from both sides of the river stream.

C) Shoreline Ocean Bound Plastic: Abandoned Plastic Waste found within 200m from the highest tide limit towards the land and 100m from the lowest tide limit towards the sea.

More information on the OBP Categories is available in ANNEX II. For Shoreline and Waterways OBP, exception to the 200m distance rule can be accepted by the Auditor if the Collection Organization can reasonably demonstrate that due to particular conditions of the site (rainfall, winds, inclination), Abandoned Plastic Waste is carried away to rivers or seas from a greater distance. There is no limitation of size, micro, mezzo and macroplastic collection models are acceptable provided they target OBP. Examples of waste material accepted as OBP are shown in ANNEX II. In this Standard OBP or Ocean Bound Plastic means all three categories of OBP, when needed, the specific category is otherwise specified.

Organization Legal entity that is interested to become certified or is already certified to this Standard. The term Recycling Organization is also used in this Standard.

Output Material produced by an Organization and sold or transferred to the next actor in the supply chain.

Plastic Synthetic or semi synthetic organic compounds that are malleable and can be molded into solid or flexible objects.

Recycling Process used to reuse material constituents of a discarded product to fabricate other products or eventually the same product. Recycling implies destruction of the initial product and transformation of its constituents through industrial processes into recycled raw materials. In this Standard the term Recycling is used to cover Recycling, Upcycling and Reuse.

Reuse Using again a discarded product with the same or a very similar goal that it was originally designed and fabricated for. Reuse can include a refurbishment process before the product is put back in the market.

Scope Certificate

Organizations having successfully passed an Audit performed by a Certification Body are given a Scope Certificate (SC) which specifies the activity, location and products it covers. The Organization shall renew their certification on an annual basis. The validity of the SC shall not be more than 12 months. The renewal date shall commence upon successful reassessment of the Organization by the CB; therefore, the Organization shall plan the renewal of its certification before the end of its validity.

Source Geographical location where the OBP has been collected. A Source can be a specific river, beach, region or country depending on how the collection organization has defined the sites it is collecting in and the category of OBP.

Subcontractor Legally distinct entity to which the Organization is delegating works on the OBP material or product without transferring the ownership of the OBP material or product.

Supply Chain Models

Ways in which the certified Ocean Bound Plastic is managed throughout the supply chain from collection to Final Product. Available models are described in ANNEX I.

Upcycling Giving a second life to a discarded product, eventually in combination with other products with a different purpose that the product was originally designed and fabricated for.

SCOPE This Standard is for Organizations of the Plastic Recycling value chain, starting from purchase of OBP to an Organization certified against the OBP Collection Organization Standard, to the incorporation of Recycled OBP into final business to business (B2B) or business to consumers (B2C) products. For example, it can be for:

i. Trader/merchant Organizations, or Organizations that concentrate and/or transport Recyclable OBP without or with little transformation (washing, baling, shredding),

ii. Recycled polymer production Organizations, iii. Recycled Plastic packaging or Recycled product production Organizations, iv. Final user of products of packaging containing Recycled OBP. v. Trader/merchant Organizations that buy and sell any product containing Recycled

OBP. This Standard enables Organizations of the Plastic Recycling value chain to make a certified Claim about the Recycled OBP content of their products, at each step of its transformation, up to the final consumer. This Standard applies to any type of Plastic and products that can be Recycled, Upcycled or Reused and it is applicable to any industry and to any supply chain. This Standard has provisions for Business to Business (B2B) and Business to Consumer (B2C) Claims and labelling with certain limitations in terms of Recycled OBP content for Final Product labelling. Organizations that works nation-wide or internationally, and, have multiple sites that are distinct legal entities administrated by a central office, may apply for a multisite certification following the requirements mentioned in ANNEX III. The Standard is applicable worldwide.

EFFECTIVE DATE This Certification Standard becomes effective on 8th of October 2020. New certification applicants shall be assessed against this Standard from this date onwards.

REQUIREMENTS

5.1. LEGAL COMPLIANCE

a. The Recycling Organization shall demonstrate compliance with national laws and requirements related with its operation.

b. The Recycling Organization shall not use child labor in any way, in particular the

Organization shall demonstrate compliance with the national minimum age for employment and/or the age of completion of compulsory education, whichever is higher. In no case shall the Recycling Organization rely on work performed by children under the age of 14.

c. The Recycling Organization shall not use forced or compulsory labor as defined

by ILO convention 29 and shall especially forbid itself to create any condition that will generate an unfair dependence of workers towards the Organization (such as retaining identity documents, salaries, generating debts).

d. The Organization shall have social policies in place encouraging that workers are at least paid minimum legal wages applicable.

5.2. QUALITY MANAGEMENT SYSTEM

a. The Organization shall have or create a dedicated management system to ensure that it can maintain its compliance to the requirements of this Standard. One person within the Organization shall be appointed as quality manager to oversee the implementation of the Standard requirements. This person shall also be the main contact person with the Certification Body (CB) during Audits and their preparations.

b. The Organization shall have procedures that shall be made available to the CB to

demonstrate its compliance with the requirements of this Standard.

c. The responsibilities to implement procedures shall be distributed to identified key personal within the Organization under the supervision of the quality manager and these personnel shall receive adequate training to ensure they understand the requirements of the Standard in its latest version.

d. The Organization shall keep documentation to prove conformity to the Standard requirements. The documentation of previous Audits must be kept for at least 4 years and presented to the auditor upon request. A non-exhaustive list of records to be kept include: methods and procedures, product lists, purchases and sales documents including invoices, contracts, accounting records, product batch data sheets and mass balance, internal Recycling records, production flowsheet, list of customers and suppliers, list of process related Subcontractors, non-conformity records, training material, brand mark usage approvals.

5.3. MATERIAL SOURCING AND SUPPLIER VALIDATION

a) The Recycling Organization, depending on its nature and its production objective with regards to certified OBP, shall purchase its certified OBP from:

i. A Collection Organization certified to the OBP Collection Organization

Standard ii. A trader or distribution company whose operations are certified to the

OBP Recycling Standard iii. A Recycling company whose operations are certified to the OBP

Recycling Standard iv. A polymer manufacturer whose operations are certified to the OBP

Recycling Standard v. Or any similar supplier that holds a valid Collection or Recycling OBP

Certificate.

b. The Recycling Organization shall have a supply agreement with the supplier that states as essential condition that the supplier must hold a valid OBP Certificate.

c. The Recycling Organization shall have records and transactional documents

allowing to evidence: i) the product type of certified OBP purchased (for eg. mixed Plastics, sorted Plastics, fibers, shredded Plastics, flakes, granulates or others), ii) the Claim of certified OBP for each product type (for eg. contains OBP, XX% OBP, or 100% OBP), and iii) the associated quantities (measured by weight) for each product type.

d. The Organization shall maintain an up-to-date summary list of all OBP suppliers

containing information such as names, certification code, and materials supplied.

e. In order to confirm any changes that might affect the availability and authenticity of the supplied products, the Organization shall regularly verify validity and product groups’ scope of the certificates of their active OBP certified suppliers through the scheme webpage www.obpcert.org.

f. The Organization shall have procedures in place to check supplier’s sale and/or

delivery documentation to confirm that: (i) the supplied material type and quantities are in conformity to the supplied documentation; (ii) the OBP Claim is specified; (iii) the supplier’s OBP Certification code is quoted for material supplied with OBP Claims.

5.4. INTERNAL TRACEABILITY REQUIREMENTS The Recycling Organization shall choose at least one Supply Chain Model as described in ANNEX I and adapt its internal procedures accordingly.

a) The Recycling Organization shall have storage and labelling procedures in place

to ensure compliance with chosen Supply Chain Model.

b) The Recycling Organization shall have a production management system in place that allows to track clearly for each production lot, flow, area, sites, or equivalent scope the Inputs and Outputs of certified OBP in compliance with Supply Chain Model used. In case of mixtures, the precise percentage (up to whole numbers at least) of OBP in the final or intermediary product shall be determinable. In cases where the process of the Recycling Organization implies a change in OBP’s nature (for e.g. chemical Recycling) the Organization shall justify the material changes undergone and the resultant weight or volume conversion factors to be able to establish a proper mass balance system at the required scope level and keep track of the OBP used and transformed.

c) If internal Recycling is applicable to the production of the Recycling Organization and if required for the Supply Chain Model chosen, the production management system shall be able to track the Recycled flows and the OBP content in these Recycled flows.

d) The Recycling Organization shall be able to show mass balances systems of its production lots, production line, or facility, whichever is most applicable to their process, to clearly demonstrate the OBP content of its products. Through these mass balances systems or any other appropriate records, the Recycling

Organization shall be able to match the amount of OBP purchased throughout a year with the amount of OBP sold and if applicable, discarded.

5.5. SUBCONTRATORS

a) The Recycling Organization may use, for a part of its production process involving OBP products, one or several Subcontractors. In such cases, the Organization shall have an updated list of these Subcontractors, detailing which operations they are realizing on behalf of the Recycling Organization.

b) Each Subcontractor shall have a contract with the Recycling Organization. These contracts shall state that Subcontractor has to comply with internal traceability requirements related to chosen Supply Chain Model for the subcontracted process manipulating OBP.

c) Subcontractors shall sign a self-declaration of compliance with minimum social and environmental requirements as specified by this Standard. Copies of signed Subcontractor’s self-declarations shall be kept by the Organization. A self-declaration template is available as ANNEX IV.

d) Subcontractors are not obliged to become certified under this Standard, however it is likely that their production site(s) will be visited during an Audit of the Recycling Organization. The CB will perform a risk assessment of Subcontractors, and if any are considered high risk, a sample of them will be inspected. The following factors are considered high risk for subcontractors: 1. Subcontractor handles OBP certified Plastic and non-certified OBP and/or

other Plastics in its facility. 2. Subcontractor is not certified to any chain of custody standard 3. Subcontractor is the last step on the production process and does not return

the product to the certified organization, but rather dispatches directly to the next actor in the supply chain or to the final customer.

4. Subcontractor is handling more than 30% of all the OBP volume that the Organization processes

e) Subcontractors are not allowed to further subcontract any part of their work associated with OBP.

f) Every transaction of OBP Material between the Recycling Organization and its Subcontractor(s) shall be recorded and in cases of volume/weight changes or if a blend has been realized a mass balance system justifying the differences shall be associated with each transaction.

g) Subcontracting is considered as such, only if the Recycling Organization keeps the ownership of the OBP. If a Subcontractor obtains property of the material, it will need to have its own Recycling Organization SC so that Claims on OBP content can be maintained.

5.6. SALES

a) The Organization shall make sure that its sales documents accompanying products with an OBP Claim state clearly: (i) the Organization certification code, (ii) the OBP content Claim for each product expressed in a way that is not misleading (iii) the quantity of product for each product sold, including weight information and (iv) usual information such as customer name, address, date, etc.

5.7. TRANSPORT, PACKAGING AND LABELLING

a. The Recycling Organization shall ensure products with an OBP Claim shall be packaged and transported in such a way that no product substitution can occur without breaking the safety closing system, seal or enclosure used.

b. External labelling of the container shall clearly state which product is contained

and either bear the necessary documentation or have an easily identifiable link to the transaction and transport documents.

5.8. WASTE MANAGEMENT

a. The Recycling Organization shall have enforced waste management procedures that prioritize reduction, Reuse and Recycling of all its production wastes whenever possible.

b. The Recycling Organization shall be able to demonstrate the destination of its final

waste, in particular that all reasonable precautions are taken to avoid that its Plastic waste may become abandoned in the environment or open air burned.

5.9. OBP TRADEMARKS AND LABELS USES

a. Recycling Organizations are eligible to use OBP promotional labels, provided they are certified with this Standard.

b. The status of the Recycling Organization as certificate holder can be promoted

with OBP promotional labels in websites, social networking, business cards, printed material, promotional items (t-shirts, caps, banners, etc), or any other corporate communication the Organization sees fit.

c. The Recycling Organization is allowed to use on-product OBP labels only on

products containing Recycled OBP. The label shall be accompanied by a Claim disclosing either the exact recycled OBP content or the phrase “Contains Recycled OBP” if the product contains at least 25% of Recycled OBP.

d. The Organization shall refer to the reference document “Logos Uses and Claim

Guidelines-OBP-LOG-GUI” available at www.obpcert.org before any public use of the OBP logos is made. Organizations that do not comply with these guidelines may lose the right to use the OBP trademarks.

e. The Organization shall request an approval of intended artworks to its CB and shall keep a register of all the approved uses of the OBP promotional labels and on-product labels sent by the CB.

f. The OBP and ZPO trademarks shall not be used: (a) in a way that could cause

confusion, misinterpretation, or loss of credibility to the OBP certification scheme; (b) in a way that implies that ZPO endorses, participates in, or is responsible for activities performed by the Organization outside the scope of certification; (c) to promote product quality aspects not covered by the OBP certification.

ANNEX I - SUPPLY CHAIN MODELS

6.1. GENERAL REQUIREMENTS AND CLAIM RULES When certified OBP changes ownership, in order to maintain a Supply Chain Model and related Claim rights, the buyer must be certified applying a stricter or identical model. The strictness order in Supply Chain Model is the following: Identity Preserved Model (IPM) Segregation Model (SM) Mass Balance Model (MBM). When the buyer is using a less restrictive model the certified Output OBP Claim rights will be as follows:

o SM buyers buying IPM: Will lose the right to Claim a Source, unless their Output is a Final Material or a Final Product. Final Materials and Final Products may in that case include a Text Claim5 indicating the Source and related percentage if different OBP have been mixed.

o MBM buyers buying SM: Can label their Output to contain the appropriate percentage of certified OBP.

o MBM buyers buying IPM: Will lose the right to Claim a Source, unless their Output is a Final Material or a Final Product. Final Materials and Final Products may in that case include a Text Claim indicating the Source and appropriate percentage.

When an Organization applies MBM for a defined scope, it will only be able to claim that its Output contains X% of certified OBP, on all of its Output covered by this scope and not claim 100% certified OBP on X% of its Outputs.6

6.2. IDENTITY PRESERVED MODEL (IPM) The IPM allows users of the OBP sold and processed to claim a specific Source, naming precisely the river, beach, region, city, country, etc., where the OBP was removed from the environment. Therefore, this model requires full traceability of specific OBP lots, batches or flows along the supply chain and does not allow for any mixing. At each stage of the logistic chain or processing of the certified OBP the Organization must be able to prove via Documentary Evidence that certified OBP from a Source has always being isolated from other certified OBP Sources and, of course, from non-certified OBP or Plastics.

6.3. SEGREGATION MODEL (SM) The SM model ensures that certified OBP is never mixed with non-certified OBP or other Plastics but allows for mixing of certified OBP coming from different Sources. Therefore, this model requires full traceability of certified OBP lots, batches or flows along the supply chain and does not allow for any mixing with non-certified OBP or other Plastics. At each stage of the logistic chain or processing of certified OBP the Organization must be able to prove via Documentary Evidence that certified OBP has always being isolated from non-certified OBP or other Plastics. It is not necessary for the Organization to keep traceability of IPM certified OBP as the mixing with SG certified OBP will cause the impossibility to Claim any Source, except if this mixing occurs in the last step of production of a material or product. (i.e. the Output is a Final Material or a Final Product) If an Organization manages different categories of OBP (Shoreline, Waterways or Potential) at the same time and wants to maintain separate Claims per category, it shall physically segregate each category separately. If an Organization manages different categories of OBP and the OBP categories are mixed, the resulting mix can only be claimed as Potential OBP.

6.4. MASS BALANCE MODEL (MBM) The MBM allows for mixing of certified OBP with non-certified OBP or other materials at any step of the logistic chain or production. The MBM controls Inputs and Outputs of a defined scope (site, plant, workshop, process step, etc.) of certified OBP and other materials in order to determine the ratio of certified OBP in the Output of the Recycling Organization. There is no requirement to separately store, label or process certified OBP within the boundaries where the MBM is applied. However, it is crucial that Inputs (purchased volumes) and Outputs (sold volumes) of certified OBP and any other materials are precisely measured and recorded. These records shall be made available to the auditor and kept for minimum 4 years.

The reconciliation between Inputs and Outputs must be made periodically and in no case shall this period be more than 3 months. The ratio of certified OBP towards other materials can vary throughout the reconciliation period but at the end of the period the ratio declared in the Scope Certificate shall be respected. For example, over a 2 months period a Recycling Organization declaring a 50% ratio can receive 50% during month 1 and 50% during month 2 but it could also receive 25% during month 1 and 75% during month 2. If an Organization has Inputs superior to the requirement of its declared ratio over a reconciliation period, it is allowed but not obliged to pass that excess amount over the next reconciliation period. For Example, the same Organization as above having received 50% during month 1 and 75% during month 2 has a monthly excess of 25% which can be passed over to the next period.

Regarding Claims, as mentioned in 6.1, due to the technical specificities of Recycling, Organizations will only be able to claim that their product contains the ratio certified under the MBM on all their product covered by the Scope Certificate. For example, the above-mentioned Organization will not be able to claim on 50% of its products that they contain 100% certified OBP.

7.1.3. WATERWAYS OBP

Note: For Waterways OBP, the definition is based on the riverbed limits, in countries where there is a seasonal variation of this riverbed, the largest extend of the riverbed will be considered to start counting the 200m limit on both banks. However, exceptional flood events will not be considered to determine limits used. The Collection Organization can use Documentary Evidence like pictures or visible evidence like deposits lines on each bank to justify limits used. Given the difficulties of precisely determining these limits in case of seasonal variations, the auditor will accept evidence that demonstrates limits positions with a tolerance of +/-50m. Waterways OBP can be collected further away than 50km from coasts as long as the river concerned is directly or indirectly reaching a sea or an ocean at the end of its course.

ANNEX III – MULTISITE CERTIFICATION

8.1. CONDITIONS FOR PARTICIPATING IN A MULTI-SITE CERTIFICATION

a) The different sites shall have a contractual link between them and work under a central office, usually the headquarters but not obligatorily, in charge of managing and administrating their operations.

b) Sites can be branches, subsidiaries or similar entities executing operations under

control of a central office.

c) The central office and the sites do not need to be the same legal entity, but a legal relationship must exist between them.

d) Central office and sites, and sites between themselves, can be in different

countries.

e) All sites are required to operate under a uniform management system, imposed by the central office.

8.2. RESPONSIBILITIES OF THE CENTRAL OFFICE

a) The central office shall appoint a responsible person in charge of the sites’ implementation of this Standard requirements.

b) The central office shall be able to decide which sites can or cannot be part of the

Multisite Certification.

c) The central office shall have procedures for managing sites’ non-conformities and be able to decide on the exclusion of non-conforming sites from the Multisite Certification.

d) The central office shall prepare and implement trainings for the sites regarding the

OBP certification.

e) The central office shall generate common quality management documents related to the Standard applicable to all sites and validate required adaptations to the specific needs of each site.

f) The central office is in charge of preparing Claims and getting them approved by

the CB for the whole Organization.

8.3. INTERNAL AUDITS

a) The central office shall conduct at least annual internal audits to all sites covered by the Multisite Certification to ensure conformance with the requirements of the Standard.

b) All non-conformities reported in the internal audit shall be recorded with a

subsequent corrective action plan.

c) The central office shall follow the implementation of the corrective action plan.

d) Internal audit reports, non-conformities lists, corrective action plans and closure of non-conformities reports shall be kept by the central office and available during the Organization Audit.

8.4. INSPECTIONS OF SITES DURING AUDIT

a) The auditor will inspect a sample of the sites based on the square root of the number of sites in the Multisite Certification. The auditor may require to increase the number of sites of the sample during an Audit in case non-conformities are evidenced.

a) The organization does not use child labor in any way. The organization complies with the national minimum age for employment and/or the age of completion of compulsory education, whichever is higher. In no case the organization relies on work performed by children under the age of 14.

b) The organization does not use forced or compulsory labor as defined by ILO convention 29 and does not create any conditions that will generate an unfair dependence of workers towards the organization (such as retaining identity documents, salaries, generating debts).

c) The organization has social policies in place encouraging that workers are at least paid minimum legal wages applicable.

d) The organization has enforced waste management procedures that prioritize reduction, reuse and recycling of all its production wastes whenever possible.

e) The organization can demonstrate the destination of its final waste, in particular

that all reasonable precautions are taken to avoid that its plastic waste may become abandoned in the environment or open air burned.
